EO Grievance
WHEREAS, Section 16 of Republic Act 7160, otherwise known as the Local Government Code of
the Philippines 1991, provides that every local government unit shall exercise the powers expressly
granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for
its efficient and effective governance, and those which are essential to the promotion of the general
welfare;
WHEREAS, by virtue of Proclamation No. 922, declaring a State of Public Health Emergency in
the entire country, the KALAHI-CIDSS National Community-Driven Development Program – Additional
Financing (KC NCDDP-AF) will shift its program implementation to Disaster Response Operations
Modality/Procedures (DROM/P) to be more responsive to the current COVID-19 pandemic;
WHEREAS, the Grievance Redress System (CRS) is a feature of KC-NCDDP designed to attend to
complaints, problems and issues arising from program implementation with the end of promoting social
accountability, anchored on Participation, Transparency, and Accountability;

SECTION 3. Roles and Responsibilities. The Municipal Grievance Redress Committee shall perform
the following roles and responsibilities:
a. The MGRC shall act as the fact-finding body who, after intake of the grievance or PINCOS by
the Area Coordinator, may immediately conduct fact-finding or verification process, as may
deemed necessary to discuss or resolve the grievance/PINCOS.
b. The MGRC, as much as possible, should coordinate with the Lupon Tagapamayapa or other
existing grievance systems in the locality to harmonize the system in resolving grievances.
c. The MGRC shall ensure that copies of all means of verification such as, but not limited to,
Feedback Reports, Intake Forms, Attendance Sheets, Minutes Forms, and Photo
Documentation are secured and properly turned over to the Area Coordinator or his
Authorized Representative for safekeeping and encoding/updating in the Information
Management System (PIMS) of KC-NCDDP.
d. The MGRC shall ensure quick disposition of any grievances in accordance with the
established principles of GRS.
e. The MGRC shall ensure the observance of all Government Issuances on COVID-19 Response,
as the LGU, DOH, and IATF, in the resolution of PINCOs and Grievances.
a. Depending on the nature and the gravity of the grievance and Grievances which could not
be resolved by mutually agreeable terms through amicable settlement between the parties
involved, the MDRRMC shall be considered a decision making body for municipal level
grievances where actions and resolutions are decided by majority vote of all the attendees.
SECTION 4. Incorporation Clause. All laws, legal orders and mandates, rules and regulations issued
by the duty constituted authorities of the Republic of the Philippines in relation to COVID-19 and the
General Community Quarantine are hereby incorporated herein and made an integral part hereof.
Conflicts with such laws, legal orders and mandates, rules and regulations shall have precedence over
the provision of this Executive Order.
SECTION 5. Repealing Clause. Any Administrative Order or Executive Order previously issued that is
inconsistent with the Provision of this Executive Order shall be considered repealed, amended or
modified accordingly.
