This declaration is pursuant to Article (45) clause (7) of the Federal Decree – Law No. (8) of 2017 on Valued
Added Tax and Article (33) of the Cabinet Decision No. (52) of 2017 on the Executive Regulations of the
Federal Decree-Law No. (8) of 2017 on Valued Added Tax, which allows supply of goods and services to
ships as part of international transportation services for passengers and goods to be eligible for Zero rating
of VAT.

Remarks

entered on the BDN except vessel retention 2.
On completion of HFO/MGO bunker delivery, closing soundings were taken on the vessel and barge and witnessed by
the Surveyor, vessel representative and barge's cargo officer. No obvious form or bubbles were found in the vessel's
nominated tanks. Quantity was calculated and verified by the C/Eng., Cargo officer & surveyor and Chief Engineer agrees
to sign the BDN without any remarks. Chief Chief engineer is satisfied with the surveyor conduct and performance.
Remarks
We, the appointed Bunker Surveyor of Constellation Marine Services LLC did attend on board the M.V. "X-PRESS ALTAIR"
at Anchorage, Fujairah on 15.11.2023 for the purpose of conducting a survey.
We would like to report on the following point(s):
1) The undersigned surveyor has boarded on board the vessel mv. "X-PRESS Altair" at 0330 hours on 26.12.23 whilst she
was safely anchored at 'Fujairah UAE to conduct BQS
2) After a brief discussion with Chief Engineer on board the mv. "X- PRESS Altair", we carried out gauging of all bunker tanks
of VLS FO & LS MGO and determined the ROB prior bunkering / upon boarding jointly with Ship's C/Engineer & 3rd Engineer.
Vessel's FO/DO transfer pump valves were found to be shut prior initial gauging and instructed to vessel not to operate until
completion of bunkering
3) Volume of each bunker tank on board the mv. "X-press altair" was determined from the calibration table presented to us
basis the present trim/list and tanks # & 1P/S ,2P,5S,6S has nominated to receive VLS FO & MDO tank # 1 MGO STR & 3 MGO STR by the Chief Engineer
4) The first bunker barge mt. "ABC SUN" arrived alongside/double banked at 0224 hours on 15.12.23. However,
and surveyor went to board the barge and checked all bunker tanks and calculated the quantity.cheif officer also agree quantity.
5) A pre bunkering meeting was held between the Chief Engineer, undersigned surveyor & Barge's Cargo Officer from deck of
both vessels and discussed about the nominated quantity, sampling and pumping rate etc.
6) Gauging on board the Bunker vessel was carried out by using barge's UTI detector, witnessed by barge's Cargo Officer only.
As stated by the Cargo Officer, Bunker barge has nominated her cargo tanks # tanks for LSMGO # 3P/S
7) MV X-press Altair" has taken two (2) samples of each VLS FO & LS MGO from vessel inlet manifold by continuous drip
sampling through out the bunkering. All bottles were properly labeled & sealed in the presence of undersigned personel.
8) The barge MT " ABC SUN has taken three (3) sample of each VLS FO & LS MGO from vessel's manifold, witnessed by
the undersigned and supplier has counter sealed vessel's 4 samples except vessel retention 2 for both VLS FO & LS MGO.
All the above bunker sample seal numberes including counter seal numbers were entered on the BDN.
9) Both vessel & barge noted was to be rolling slightly during gauaging / bunkering.
