INCIDENT REPORT ON FLASHFLOOD
Title of the Report: FLASHFLOOD

Date of the Incident: SEPTEMBER 20, 2023-present

Location: A. MANA-AY ELEMENTARY SCHOOL

I. Overview

On 17 September 2023, cloudy skies with scattered rain showers and

thunderstorms caused by the Intertropical Convergence Zone (ITCZ) have brought
flash flood due to moderate to at times heavy rains in Mindanao Area. On the same
day, low-lying barangays in Zamboanga City and several municipalities in Davao
Region, SOCCSKSARGEN, and BARMM experienced incidents of flooding and flash
flood due to the ITCZ.
On September 20, 2023, the road going to the school and the school grounds
have been flooded but vehicles can still pass through. But on September 22, 2023
due to heavy rainfall in the evening caused by ITCZ, school premises including
classrooms have also been flooded and it is not safe for the learners to go to school.
On September 25, 2023, Monday, flashflood water rose up that is why face-
to-face classes were suspended and was shifted to modular learning. Some families
evacuated at the barangay including some learners while other families prefer to
still stay in their homes.

II. Cause
The flood was caused by a prolonged period of heavy rainfall, which
overwhelmed the town’s drainage system and caused the local river to overflow its
banks. Also, because the Sitio Dungguan is a catch basin, water from other areas
goes down because it is situated in the Pawas area.

III. Impact
The flood affected a large portion of Sitio Dungguan, causing significant
damage to home. Many residents were forced to evacuate their homes and seek
shelter at the evacuation center in barangay while other families prefer to still stay
in their homes.

IV. Response
The local emergency services worked quickly to evacuate residents and
provide temporary shelter for those who were displaced. For the learners who
evacuated in the barangay, they are still taught through face-to-face with the focus
on literacy and numeracy skills while the learners who opted to stay at home, they
are still given modules distributed every Monday and is good for one week
lesson/activity.
