An Orientation/Workshop on Streamlining of the CSC Services and Business Process

Review using the WOG Approach was conducted. Yung WOG stands for Whole of
Government Approach,

Purpose of the CART workshop:

The Orientation/Workshop will assist the participants to identify the CSC internal and
external processes that need updating, streamlining, and reengineering to meet the
criteria set by the AO25 Inter-Agency Task Force on the Harmonization of National
Government Performance Monitoring, Information and Reporting Systems, relative to
the grant of FY2023 Performance-Based Bonus (PBB).

In addition, the activity reflects the Commission’s commitment to comply with the
requirements of R.A. No. 11032, also known as the Ease of Doing Business and
Efficient Government Service Delivery Act of 2018. The intended output from the said
activity is the WOG-Reengineering Plan and, eventually, an updated Citizen’s Charter

In this regard, attendees are advised to do a preliminary review of their internal and
external processes using the template based on the FY2023 PBB Guidelines provided
for the purpose.

This Circular is being issued to prescribe the criteria and conditions for the grant of the
PBB for FY 2023 performance, to be given in FY 2024.

The four (4) accountability dimensions - Performance Results, Process Results,


Financial Results, and Citizen/Client Satisfaction Results remain relevant in achieving
the PDP goals such as good governance and bureaucratic efficiency.

For Process Results, ease of transaction in government services may be achieved


through the continuous full implementation of process improvement efforts contributing
to the Ease of Doing Business and Efficient Delivery of Government Services and
strengthened adherence to quality management programs.
