THE JOB SHALL ALSO INCLUDE AND CARRIED OUT AS UNDER :-

(1) Preparation of structural design & analysis, working drawings, structural detailing etc shall
conform to the provisions contained in IS 875,456-2000, IS 1893-2002, IS 4326, IS 13920, IS
15498-2004, IS 3370,SP-22, SP-34,SP-38 and other related BIS & IS Codes revised upto date &
sound engg practice.

(2) Foundation shall be designed for no uplift due to worst load combinations given in IS 456-2000
and IS13920.

(3) The structural design and detailment should comply all the latest relevant codal provisions and
special publication for configuration analysis, design and detailment etc.

(4) The design of foundation, super structure shall be for earthquake Zone III. Raft/mat fdn shall be
Designed if suited technically & economically based on the recommendations by geo-tech
consultants. Underground structure is to be designed for impact load of super-structure. Thickness
of basement wall shall be kept not less than 30cm RCC wall and thickness of roof of basement shall
be not less than 50cm RCC slab. The fire rating of super structure & basement shall be not less
than 2 hour.

(5) Soil investigation report will be made available for design of foundation.

(6) Water proof design and specification shall be given for the structure which is totally underground
to avoid leakage/seepage. Water proofing specifications shall including material, its application
procedure and other relevant details/instructions.

(7) Structural design shall be done on 3D grid/frame concept and by structural design softwares viz,
STADD- PRO/STRUD/STRAP (Latest version). Dynamic analysis to be carried out as per provision
of IS 1893:2016.

(8) Concrete mix to be considered in RCC design shall be M25 for all water relating
structures and M 25 for all other structure, Reinforcing steel shall be Fe 500 TMT bars for
both main & secondary reinforcement as per IS 1786-2008 and relevant IS codes.

(9) The waterproofing to roof shall comprise of :-

(i) A layer of 75mm thick PCC

(ii) A layer of 15mm thick plaster. Load of which have to be considered as part of dead load.

10) PVC/RCC water tanks of indicated capacity shall be installed over roof at location as shown on
roof plan. The loads on terrace shall be considered accordingly. In case, same is not shown in the
Arch drgs but reqd being consideration of toilet blocks and fire-fighting, it shall be asked from the
deptt concerned and reflected in the structural drgs. The load for firefighting system such as riser
pipes, eqpt etc shall also be considered in design. The U/G sump for firefighting Shall be designed
as per NBC Part IV (revised edition 2005)

(11) In case of point loads either shown or brought out later during consultation shall be
incorporated in design and shall be shown in the structure drgs.

(12) The configuration of buildings and structural orientation of columns shall not be varied from
the architectural drg, unless exceptional cases warrant so.same should be brought to the notice of
Dir (design) & Dir Arch of this HQ.
(13) Top of plinth beams shall be at the ground level.

(14) Plinth/ground beams shall not rest on dwarf walls or no dwarf wall shall be provided under
plinth/dwarf wall unless it is asked for it. However PCC shall be given under the plinth/ground
beams.

(15) The consultant must familarise himself with the general format of structural drgs followed in
this deptt and prepare the drgs accordingly. The consultant shall give the details of structural
members prepared in the design as per the format of deptt. The size of the structural drgs shall be
kept uniformally and shall match to the Arch Drgs size. The structural drgs shall be drawn to a
scale sufficient for clear interpretation by the executives. Every sketch shall be given a serial No
so that it can be uniquely reffered to along with sheet No e.g “sec of beam PB-1 (drg No-5) Sheet
No 5/9 etc. The reference No shall be taken by the consultant from the deptt. Also schedule of
beams, columns, slabs, footings etc can be given in tabulated form with typical sketch for each
type. The structural drgs should give fdn plans, floor plans, roof plans, details of joints,
connections, details of welding etc, if any. The detailing of reinforcing bars must be given
exhaustively and clearly so as to be totally unambiguous for the execution of work by the
executives.

(16) The consultant shall take the reqd format of structural drgs and any relevant references &
details reqd in structural drgs from Dir /Jt Dir (Design) of this HQ.

(17) Once the preliminary/conceptual design is completed, the Consultant shall submit two set of
preliminary drgs & a soft copy of design and approve the same from the Dir / Jt Dir(design) of this
HQ in terms of the following:-

(i) The structural modeling.

(ii) Consideration of reqd loads and load combinations.

(iii) Grade of conc mix and reinforcement.

(iv) Design commensurating to ground data.

(v) Factors affecting the design, fire rating and its compatibility.

(vi) Size & orientation of members wrt Arch drgs.

(vii) Consideration of important factors for the blds, seismic/wind load analysis.

(viii) Factors affecting to the bldg services.

(ix) Detailing of various members, typical drgs, sch/tables etc.

(18) The structural drawing shall be checked with Architectural drawings for their compatibility and
necessary coordination shall be carried out with Dir (Arch) and Dir/ Jt (Design) of this HQ by the
consultant.

(19) The progress of the Consultant’s work shall be discussed at least once a week with the office
of the Client.

(20) Irrespective of design by the consultants and its vetting by IIT/NIT or approved Govt
Engineering College, the department holds the right to check the complete design or part there off, if
felt necessary even after preliminary design check. He shall be responsible for the technical
soundness and accuracy of the services rendered.
(21) Once the preliminary design & detailing are approved by the Dir/ Jt Dir (Design) of this HQ in
terms of para 16 above, general requirements BIS codes, like maximum/minimum reinforcement,
maximum/minimum spacing of reinforcement, minimum diameter of reinforcement, reinforcement
cover, seismic parameters, detailing like diameter/spacing of reinforcement, cross section of a
member and dimensions etc further action for vetting shall be taken accordingly.

(22) The design prepared by consultant shall be ratified/ vetted either by IIT/NIT or Govt Engg
College approved by this HQ. The consultant can choose the ratifying authority as per his discretion
except Govt Engg College. Notwithstanding this, the department reserves the right to scrutinize the
design and details submitted by consultant. All arrangement and payment for ratifying from NIT, IIT
or Govt Engg College shall be born by the consultant as per their charges.

(23) All design folder & drawings including tracing sheets should have the following certificate from
the checking/vetting agency “It is certified that the design and detailment are complying all the
requirements of relevant Indian Standards including seismic codes and special publication
provisions. Accordingly the structural design folder and drawings are vetted for its
compliance of codal provisions and corrections”

The consultant and vetting authority shall ink signed on each and every page of the design
papers/folder and drawings as a token of confirmation/authentication.

(24) The calculation sheets, drgs, reports and other documents provided by the consultant shall
remain the property of the deptt and have full right to use them in any manner for the project or for
any other purpose at the client’s sole discretions.

(25) Submission of Final Report

Consultant shall submit each copy of the following detail in original duly signed and vetted
to the deptt once it is vetted:-

(i) Detailed design folder giving full scope of work, tech data, IS Code followed, full
input & output details of structural analysis, complete design calculations duly quoting
respective clause numbers of relevant IS codes for each and every calculation, input & output
details of fdn design including Geo-tech details allowed etc.
(ii) Hard copy of Structural design drgs.
(iii) Structural design drgs in tracing.
(iv) Soft copy of structural analysis of bldg with Input/output data and AUTO CAD structural
drgs.
(26) Time Schedule

Following shall be the time schedule for completing the work after issue of job order :-

(i) Collection of all preliminary details, discussion on design points –01 week

(ii) Preliminary detail analysis, detail of drg etc as per above para 16- 06 weeks

(iii) Time for completion of the whole Job -08 weeks.

(27) Even after submission of complete design & drgs, deptt take the right to call the consultant for
PIP discussion/presentation. Also any discrepancies are noticed or any alteration are made in
design due to ground requirement after submission of design or during tendering & execution,
consultant shall be called for carrying out necessary corrections/rectification on his own expense.
No charges shall even be paid for such cases.
(28) During execution of work, if soil properties are encountered different to the Geo-tech Report
and which lead to complete revision of the foundation, the fdn shall be redesigned by the consultant
under his own expenses.

(29) Payment:- Once all the details are submitted in terms of a/m para 25 to the satisfaction of
the client, 90% of the payment shall be released immediately. GE (F/W) will be the paying authority.
Remaining 10% of the job will be released after conclusion of contract of said job or one year which
ever falls earlier.

(30) Penalties :- In case of failing of Consultant to render the job to the satisfaction of the Client as
agreed upon, the deptt has right to cancel the Job Order without any further correspondence after
completion of original period of the Job. In such situation, no payment what so ever the job carried
out by the consultant shall be deemed. However, in case of delay in submission of final details as
per a/m para 25 but consultant in writing assures to the client to submit the same with accepted
delay, following penalties will be levied:-

(i) Deduction of 4% per week or part thereof to the total Job Order amount.

(ii) Max penalty of 20% if submitted within six weeks after actual job period.

(iii) No penalties shall be levied in case of delay in finalization and submission of design if found
delay due to non furnishing of details /Arch drgs, revision of plan or Arch drgs etc by the deptt.
CONSIGNEE’s INSTRUCTIONS (STRUCTURE)

1. The Drgs will be consigned to HQ CE Chandigarh Zone, Chandigarh.

2. The Drgs will be consigned on freight pre-receipted basis.

3. PAYMENT SCHEDULE SHALL BE AS UNDER:-

(a) Architectural Drawings:-

(i) 55% payment shall be released on submission of Architectural drgs duly


scrutinised by Dir (Arch). A certificate to this effect shall be issued by Director
(Arch) having satisfied him self.

(ii) 30% payment shall be released after incorporating structural design in


Architectural drawings and providing all the requisite details required for lum/sum
tenders and certificate to the effect shall be issued by Dir (Arch).

(iii) Balance 15% payment shall be released after incorporating amendments to


the drgs arising out after scrutiny and tender presentation. The points shall be
conveyed in writing by Dir (Arch). A certificate to the effect shall be issued by Dir
(Arch).

(b) Structural Drgs.

(i) 70% payment shall be released on submission of complete set of drgs for
structural design. Dir (Arch) shall give a certificate after comparing the structural
drgs with Architectural drgs, on the basis of which Dir(Design) shall give completion
certificate to that effect.

(ii) 30% of the payment shall be released after incorporating points/observations


raised during tender presentation in the drgs. Dir (Design)/SO- I Des shall issue the
certificate to that effect.

(c) Prescribed pre-stamped pre- receipted bill in triplicate will be submitted to the
paying auth.

(d) Original copy of Supply Order will be attached with the bill.

(e) Payment will be made through A/C payee Cheque/RTGS only.

(f) Supplier will quote his GST Regn No & endorse the following certificates on the
bill:-
“Certified that the goods/services provided on which GST has been charged are not been
exempted under the GST Act or the rules made there under. The charges levied on a/c of
GST on the goods supplied/services provided are correct under the provn of the Act or the
rules made there under “

(g) The rates quoted by the consultant shall be deemed to be inclusive of all taxes and
levis.
(h) Payment Authority: - Payment will be made by HQ Chief Engineer Chandigarh
Zone, Chandigarh out of cash assignment of concerned GE.

DATE OF COMPLETION OF ORDER

4. The entire Work Order shall be completed within 45 days from the date of signing of this
order i.e. on or before __________ 2020.

TERMS AND CONDITIONS OF QUOTATION

(a) All required services will be provided by the consultant and rates would be deemed
to include the cost of complete evaluation required for the job including all types of
taxes/levies etc.

(b) The Consultant shall provide and complete the Consultancy Services to the
satisfaction of the Govt within 60 days from the date of placement of Job order
including check & approval by client.

(c) Extension of time may be granted for delays caused, which in the opinion of the
Client are beyond the Consultant control, provided the Consultant applies for such
extension of time in writing within seven days of the occurrence of any event which caused
delay.

5. CONSIGNEES INSTRUCTIONS FOR PREPARATION OF ARCHITECTURAL WORKING


DRAWINGS CONSULTANCY:-

(a) The drgs will be consigned to Dir (Arch) E-6 Sec of HQ CE Chandigarh Zone,
Chandigarh.
(b) Address : ‘N’ Area, Old Airport Road, Chandigarh-160003
(c) The rates quoted will be for delivery of drg inside the premises of the
consignee.

(d) The rate quoted shall be lump sum for the entire scope of work as defined above
including + 5 % variation in total area of all buildings for which no adjustment shall be
made.

(e) All taxes will be deducted at source, as applicable.

(f) The lump sum amount quoted by the consultant shall also include for all
expenses like transportation, boarding, lodging etc in connection with meeting with client
regarding the subject work and nothing extra shall be paid on this account.
(g) The consultant shall provide one set of Architectural drawings on a paper as
approved by Dir (Arch) duly signed/ stamped each drawing by council of Architect
registered Architect mentioning his/her valid CA number, alongwith soft copy of all drgs in
fwg format in CD.

6. CONSIGNEES INSTRUCTIONS FOR PREPARATION OF STRUCTUAL DRAWINGS


CONSULTANCY:-

(a) The drgs will be consigned to SO1 (Design) of HQ CE Chandigarh Zone,


Chandigarh.

(b) Address : ‘N’ Area, Old Airport Road, Chandigarh-160003

(c) The rates quoted will be for delivery of drg inside the premises of the
consignee.
(d) The rate quoted shall be lump sum for the entire scope of work as defined above
including + 5 % variation in total area of all structures for which no adjustment shall be
made.
(e) All taxes will be deducted at source, as applicable.

(f) The lump sum amount quoted by the consultant shall also include for all
expenses like transportation, boarding, lodging etc in connection with meeting with client
regarding the subject work and nothing extra shall be paid to the consultant on this
account.

(g) The consultant shall provide one set of structural drawings and requisite supporting
structural calculations on a paper as approved by Dir (Des) duly signed/ stamped by the
authorities as asked for in supply/Job order, alongwith soft copy of all drgs in CD.

7. SPECIFICIAL CONDITIONS FOR PREPARATION OF ARCHITECTURAL AND STANDARD


WORKING DRAWINGS.

(a) The consultant shall carryout the services required in terms of the
consultancy agreement.

(b) Document provided by the consultant as per agreement shall remain the property of
the Govt and which shall have full right to use them in any manner.

(c) The consultant shall use the data and other information supplied by the Govt solely
for the purpose of performing and carrying out his obligations under this consultancy
agreement and shall not disclose the same to any person except to the extent required in
performance of the work of the job and shall maintain utmost secrecy.

(d) The consultant shall not without the consent in writing of the Govt publish any
article or photograph in any form relating to the job/project.

(e) The consultant shall maintain continuous and personal interaction with
Dir(Arch)/Dir (Des) of CE Chandigarh Zone to the extent required for finalization of
Architectural /structural drawings.

(f) Consultants will be held accountable for delays in providing the final
architectural/structural working drawings. Compensation at the rate of 1% per week of
quoted rate subject to maximum 10% of quoted rate for delay shall be levied on the
consultant. The Department reserves the right to take disciplinary action against the
Consultant for blacklisting with the enlisting authorities.

(g) Necessary preliminary data/details required by the consultant to carry out the
consultancy work for preparation of Architectural Drawings shall be provided by Dir (Arch)/
his her rep. Any data not available with client shall be obtained by the consultant through
his own sources without extra cost to the client.

(h) The drawings shall be finalized in consultation with the Dir (Arch) this HQ.
Consultant shall first submit the preliminary drgs and discuss the same at the appointed
date and time with Dir(Arch) after which the detailed working drgs shall be prepared
and submitted by the Consultant. All drawings shall be made on Auto CAD on scale
suitable to the client for tender action. The same will be discussed at the appointed date &
time for necessary modifications, if any suggested by the Client. Finally approved,
working architectural drawings shall be submitted alongwith soft copy.

(j) Drawing shall be drawn to the scales that make them legible and create no
ambiguity during execution of the work on ground.

(k) The Consultant is required to visit the site and educate himself vis a vis the site as
the site has its own peculiarities which include existing structures and features.

(l) All the drawings shall be signed by a COA Registered Architect mentioning his/her
valid CA No.

(m) If at any time after placing the Job order, the Client decides to postpone or abandon
the Project, he may give seven days notice in writing to the Consultant and terminate Job
order. If the project or any part thereof is postponed, the client may in lieu of terminating
the Job order request the Consultant in writing to suspend carrying out of the
services under this Job order for the time being. If the client does not require the
Consultant to resume performance of his services in respect of any postponed work within
sixty days from the date of suspension of carrying out of his services, such work shall be
considered to have been abandoned and this Job order shall be deemed to have been
terminated.

(n) The Consultant shall be eligible for payment of proportionate fees for the
portion of consultancy services already rendered as assessed by the Client. The
Client’s decision in this regard shall be final and binding. The other compensation
whatsoever shall not be paid.

(o) If the Consultant commits any breach of any provisions of Job order the
Client shall be entitled to cancel the Job order and on such cancellation the fees
payable shall be proportional to the services, if any, already rendered by the Consultant as
assessed by the Client less ten percent.

(p) All payment to the consultant shall be made through e-payment/NEFT by GE


Chandigarh. The bill shall be processed by E-3 Sec of this HQ after obtaining certificates
from Dir (Arch)/Dir (Design) to the effect. NEFT mandate form shall be enclosed alongwith
submission of original bill for payment.

(q) Prescribed pre stamped and receipted bill in triplicate will be submitted to the
paying auth after fulfilling conditions mentioned above.

(r) Original copy of the job work order duly signed and stamped on each page will be
attached with the original bill.

(s) In case the Consultancy services are not completed within the stipulated
period the order will be cancelled without any liabilities what so ever towards the
department.

(t) The Consultant will liaise with Dir (Arch) of E-6 Section this HQ for obtaining any
clarification on Architectural Working Drawings & details on quotation documents, BOQ etc
before the date & time of bid closing.

(u) Dir/(Arch)/Jt Dir(Arch) shall be responsible for adherence to plinth area as per SOA
and Zonal Specification.

(v) Schedule of finishes shall be provided be E-2(Plg) Sec this HQ and drg shall be
signed by Dir Plg/Jt Dir(Plg)/So-I(Plg).

8. LIABILITY OF CONSULTANT:-

(a) Design/Drgs and its report shall be got vetted by IIT/NIT/Other Govt institute or from
the institute as mentioned in supply/ job order and shall be signed by authorized signatory
on behalf of the institute and not by a professor/individual in his personal capacity.

(b) A certificate should be rendered by the authorized signatory of the institute to the
effect that “All details have been thoroughly checked and are in compliance of standards,
code, regulations in respect of soundness and economy.”

(c) The vetting agency is deemed to be liable and answerable for any design deficiency
detected during designed life of the building and may be called upon to address such
issues if any.

(d) The consultant is expected to carry out the assignment with due diligence and in
accordance with the prevailing engineering standards, NBC norms, statutory orders,
regulations and IS Codes.

(e) The consultant is responsible for drawing and design as required. Any midterm
review of design if required during the currency of work due to site requirement shall also
be done by consultant without any extra cost to the Govt.

(f) In the event of defective architectural/structural design noticed during execution,


Consultants shall be charged damage at the rate of 10% of the cost of deviation order
necessitated due to revision of estimates. However, in case of minus deviation, no
damages shall accrue to consultant.

9. RESPONSIBILITY OF DEPARTMENT.

(a) The Nodal Officer for Arch Drg shall be Dir(Arch) and for Structural drgs shall be
Dir (Des), who shall in all circumstances correspond with the consultant. Consultant
shall be submitting all drawings and designs to Nodal Officer concerned, who shall convey
the approval of Accepting Officer for the complete work done by the consultant.

(b) Structural drgs shall be signed by Dir (Des)/SO-I (Des) of this HQ or his/her
authorised rep. He shall be responsible for ensuring relevant site conditions, input
parameters, wind data, earth quakes zone, material specifications and proof checking by
third party. Dir(Des) will liaise with IIT/NIT/Govt Institute to ensure that proof checking/third
party vetting is complete in all respect. However responsibility of getting the
design/drawings vetted as well as payment for the same shall rest with the consultant and
department shall not be in any way responsible for delays or any other issues between the
consultant and vetting agency.

(c) Dir(E/M), SO-I(E/M) shall be responsible for checking and signing of drgs pertaining
to E&M schemes. He shall provide all necessary data required for preparation of E&M
schemes to consultant.

(d) Dir Arch or his/her rep shall sign all Arch drgs and allot Zonal drg number to these
drgs for tender purposes.

(e) All Directors/SO-1 must ensure that scrutiny and acceptance of documents
produced by consultants should be done within fifteen days of its submission.

(e) Drawings for schedule of finishes shall be signed by Director (Plg)/SO-I (Plg).

(f) The Directors/SO-I shall sign the drgs with the remarks stating Design/Drawings
prepared under consultancy from M/s (Name of consultant) and vetted by (Vetting
Agency).

10. The Job shall be completed to the entire satisfaction of the Chief Engineer or the
nodal officer appointed by him.

11. The decision of Chief Engineer Chandigarh Zone, shall be final and binding in case of any
dispute. No applicant/ consultant shall be entitled for any compensation whatsoever for
rejection of his application by the Accepting Officer on eligibility criterion.

12. The consultant is required to be present in this HQ during tender presentation by the
executives.

13. The consultant is liable to carry out amendments required in Drg/Design arising out of
comments during tender presentation by the department.

14. PERFORMANCE SECURITY. The consultant shall furnish within 30 days of issue of
the letter of acceptance by client, a Bank Guarantee from any Nationalized/Scheduled Bank on
the prescribed format (att with this tender) for an amount equivalent to 5% (Five percent) of the
total consultancy fee to be received by him towards Performance Security valid for a period till
payment of final bill of the main contract. Any amount as and when due against consultant on
account of liquidated damages, unsatisfactory performance and failure of buildings/schemes or
any part of buildings/schemes shall be recovered from his dues and by enchasing the bank
guarantee. The amount of BGB shall be worked out initially on the basis of the amount mentioned
in NIT but later on, it shall be modified as per consultancy amount payable in terms of project
cost worked out.
