Historical background
The Commission drafted the first international
conventions on women's rights, such as the 1953
Convention on the Political Rights of Women,
which was the first instrument of international law
to recognize and protect women's political rights;
it was also responsible for drafting the first
international agreements on women's rights in
marriage, namely the 1957 Convention on the
Nationality of Married Women and the 1962
Convention on Consent to Marriage, Minimum
Age for Marriage and Registration of Marriages. It
also contributed to the work of United Nations
offices, such as the Convention concerning Equal
Remuneration for Men and Women Workers for
Work of Equal Value of the International Labor
Organization (1951), which enshrined the
principle of equal pay for equal work.

Some progress has been made over the past
few decades: more girls are in school, and
fewer girls are being forced into early marriage;
more women are in parliament and leadership
positions; and laws are being reformed to
promote gender equality.
Despite these achievements, many challenges
remain: discriminatory laws and social norms
remain pervasive, women continue to be
underrepresented at all levels of political
leadership, and 1 in 5 women and girls aged
15-49 report experiencing sexual or physical
violence at the hands of an intimate partner in a
12-month period

Cleo Kambugu
• Cleo Kambugu is a Ugandan transgender
woman fighting for equality for sexual and
gender minorities. Today, her simple identity -
as with other transgender, lesbian and
bisexual women - can be considered a crime
in Uganda.
• Cleo is program director of UHAI EASHRI, an
indigenous activist fund that supports sexual
and gender minorities and sex workers.
During the pandemic, while many services,
including health services, remained closed to
minority groups, her organization provided
humanitarian assistance grants and ensured
that "people were able to live with dignity
during the crisis."

organizations and governments to
design and implement policies, laws
and services that benefit women.

being achieved, but in a slow and
