0.1 General
This chapter presents Nepal Airlines policy for training and checking of Line Training
Captains, Instructor and Check/Examiner Pilots required for Operations of Nepal Airlines
fleet.

Training and checking of NAC crew members shall be conducted only by suitably
qualified and duly authorized personnel under the overall supervision of the Postholder-
Training. The training and checking personnel shall not exercise any of their functions
unless such person holds a proper authorization.

Proper authorization can consist of:


i) DCP approval from CAAN;
ii) Flight Instructor rating on the holder’s license;
iii) Instructor authorization from CAAN;
iv) A specific authorization granted by CAAN or Postholder- Training.

0.2 Designated Check Pilot/ Type Rating Examiner (DCP/TRE)

The DCP program has been instituted by CAAN to allow operators to develop and
maintain a flight crew checking program independent of the availability of inspectors.
DCPs perform their checking duties as delegates of the CAAN, under the authority and
provisions of the DCP manual published by the CAAN.

0.2.2 Selection Criteria:

Post-holder-Training will recommend suitable candidates for appointment as DCP to


CAAN, who will issue the authorization.

0.2.5 DCP Standardization:

DCPs will be required to undergo assessment of their continued proficiency in carrying


out the functions of DCP as per the provisions of CAAN DCP Manual.

0.2.6 Functions of DCP

a. Aeroplane/Simulator checks and assessment including Skill Tests, PPC and IR Check
and PIC upgrade route checks

b. All the functions of TRI


c. Standardization of TRI/SFI
0.2.7 Validity and Renewal of DCP

Validity and renewal of DCP authorization will be as per the provisions of the DCP
Manual

0.3 Synthetic Flight Examiner (SFE)

0.4 Instructors (TRI/SFI)

A TRI/SFI is an NAC employee authorized by CAAN as per the provisions of PELR to


impart instructional training to NAC pilots. There are two types of instructors:
1. Type Rating Instructor (TRI)/ Instructor Pilot (IP)- For conduct of simulator and
aeroplane training
2. Synthetic Flight Instructor (SFI)- For conduct of simulator training only

0.4.1. Eligibility Criteria:


The eligibility criteria for instructors is contained in the PELR. The company requirements
which cannot be lower than PELR criteria, is as per OM-A Chap 5……

The pilots shall undergo instructor training as prescribed in this manual. The pilots who
fail in this training will not be recommended for the respective approval to the CAAN.
They can be taken up for instructor training again only after a period of minimum 3
months.

1. Ground Training: Ground training shall consist of two parts-


i) Technical and regulatory knowledge instruction comprising of --- hours of
training.
ii) Teaching and learning instruction (trainer course) comprising of -- hours of
training.
2. Simulator Training: Simulator training shall comprise of three phases-
i) Two simulator sessions of 2 hours each from the RHS for familiarization and
handling of normal, abnormal and emergency procedures.
ii) Assessment of at least 2 hours with the trainee instructor in RHS and a dummy
trainee in the LHS, during which the trainee instructor will demonstrate his skill in
handling the aircraft in normal, abnormal, and emergency conditions and
instructional techniques including fault analysis and correction.
iii) The trainee instructor shall observe and conduct a complete P1/P2 training profile
in the simulator (Excluding IR/Proficiency Check and Skill Test) under the
supervision of a TRI.
3. Aircraft Training (Not required for SFI): Aircraft training shall comprise of two
phases-
i) Adequate flying training to the satisfaction of TRI (occupying the LHS acting as
pilot under training) with the trainee instructor occupying the RHS. A minimum of
3 takeoffs and landings out of which one landing shall be with one engine
simulated inoperative.
ii) Conduct base training under supervision of a qualified TRI, consisting of a
minimum of 3 takeoffs and landings out of which one landing shall be with one
engine simulated inoperative.
4. Line Training: The line training requirements shall be as follows-
i) For TRI, at least 1 sector IOE to be conducted under the supervision of a TRI.
ii) For SFI, observation of at least 4 sectors IOE or alternatively, observation of 2
LOFT sessions in a simulator with a TRI.
5. Release Check: Final release check of trainee TRI will be carried out by a CAAN
inspector or alternatively, a CAAN nominated DCP in a simulator or on an aircraft.
The final release check for trainee SFI will be carried out by a CAAN inspector or
alternatively, a CAAN nominated DCP in a simulator. The trainee instructor will
occupy the RHS.

0.4.4. Authorization:
After successful completion of training, the Postholder-Training will recommend suitable
candidates for appointment as Instructors to CAAN, who will issue the authorization.

0.4.5. Instructor Standardization:

All instructors will be required to undergo assessment of their continued proficiency in


carrying out the functions of TRI/SFI. Such assessments shall be carried out in the
simulator as an Instructor Standardization check once in two years by an inspector of
CAAN or a DCP/TRE of the operator.

0.4.6. Functions of SFI


a. Training of PIC/co-pilots for type rating
b. Training for issue/renewal of Instrument rating.
c. Recurrent training
0.4.7. Functions of TRI
a. Line training including IOE.
b. All functions of SFI
c. Training and assessment of TRI, SFI and LTC
d. Aeroplane training (Base training)

Note: Special operations training can be imparted by TRI/SFI provided he has


observed and conducted applicable special operations training simulator session
with an Instructor qualified to conduct such training.

0.4.8. Validity and Renewal of TRI/SFI

0.5. Line Training Captain (LTC)

A LTC is an NAC employee authorized by the Postholder-Training as per the provisions of


FOR to impart instructional training to NAC pilots.

0.5.1. Eligibility Criteria:

The eligibility criterion for instructors is contained in the FOR. The company requirements which
cannot be lower than FOR criteria, is as per OM-A Chap 5……

0.5.3. Training Requirements:

The pilots shall undergo instructor training as prescribed in this manual. The pilots who fail in this
training will not be recommended for the respective approval to the Postholder-Training. They
can be taken up for LTC training again only after a period of minimum 3 months.
1. Ground Training: Ground training shall consist of two parts-
i) Technical and regulatory knowledge instruction comprising of --- hours of training.
ii) Teaching and learning instruction (trainer course) comprising of -- hours training

2. Simulator Training: Simulator training shall comprise of -


i) Two simulator sessions of 2 hours each from the RHS for familiarization and
handling of normal, abnormal and emergency procedures.
ii) One simulator session of two hours from the LHS for the purpose of
familiarization of PM duties from the LHS.
iii) Assessment of at least 2 hours with the trainee LTC in RHS and a dummy trainee
in the LHS, during which the trainee LTC will demonstrate his skill in handling the
aircraft in normal, abnormal, and emergency conditions and instructional
techniques including fault analysis and correction.
3. Aircraft Training: May be carried out in an aircraft or level D simulator.

Adequate flying training to the satisfaction of TRI (occupying the LHS acting as pilot
under training) with the trainee SFI occupying the RHS. A minimum of 3 takeoffs and
landings out of which one landing shall be with one engine simulated inoperative.

4. Line Training: At least 4 sectors IOE with the trainee LTC occupying RHS and TRI
occupying LHS. The purpose is to familiarize the trainee LTC with line flying from RHS
as PF.
5. Release Flight: On successful completion of training, the Postholder –Training or his
nominee (DCP/TRE) shall conduct the release check from the observer seat.

0.5.4. LTC Standardization:

LTCs will be required to undergo assessment of their continued proficiency in carrying out the
functions of LTC. Such assessments shall be carried out in the aircraft as a 2 sector LTC
Standardization check once in two years by TRI/DCP/TRE, with the LTC carrying out PF/PM
duties from the RHS.

0.6. GROUND INSTRUCTOR QUALIFICATION / TRAINING PROGRAM

Eligibility Criteria: The eligibility criteria for ground instructors is contained in the FOR. The
company requirements which cannot be lower than FOR criteria, is as per OM-A Chap 5……

Selection Criteria: The selection criteria for ground instructors is contained in the FOR. The
company requirements which cannot be lower than FOR criteria, is as per OM-A Chap 5……

Training Requirements:

Ground Instructor training would be modular, which shall be carried out by an approved Ground
Instructor of the company/ ATO or the OEM.

For approval as Ground Instructor (technical/ performance), the training shall be completed in the
following modules:

Module 1: Consisting of General Aviation subjects, i.e. navigation, instruments, radio aids, Air-
regulations, Basic knowledge of Aerodynamics, aircraft technical systems and basic aircraft
performance. The duration shall be a minimum of 40 hours.

Module 2: Consisting of specific aircraft technical/performance as applicable. The minimum


duration shall be as follows:

i) For Aircraft MTOW less than 5700 kg – 24 hrs


ii) For Aircraft MTOW more than 5700 kg and less than 45360 Kg – 40 hrs.
iii) For Aircraft MTOW more than 45360 kg – 72 hrs

Module 3: Trainers’ course


This is a one-time course of teaching and learning instructions for all GIs, comprising of
minimum 40 hours training, to cover;
(i) Learning process
(ii) Teaching process
(iii) Training philosophies
(iv) Techniques of applied instruction
(v) Student evaluation and testing
(vi) Training programme development
(vii) Training administration;
(viii) Human performance and limitations

Module 4 (as applicable) Special Operations Training.

Special Operations Training, as applicable, shall be conducted by Ground Instructors/Subject


Matter Experts approved for the same, having undergone appropriate modular training of not less
than the duration as mentioned below against each:

(i) EDTO - 16 hrs

(ii) PBN - 16 hrs

(iii) Data link - 6 hrs

(iv) ADS B – 2 hrs

(v) EFB – 8 hrs

(vi) RVSM - 4 hrs

(vii) AWO- including Cold Weather ops (De-icing/Anti-icing), monsoon operations, LVO – 24
hrs

(ix) UPRT- 16 hrs

Previously Trained Instructors/ Subject Matter Experts:

For previously approved and current GIs or SFI/TRI/Examiner, the following training would
apply:

a) For approval on another type of aircraft, there shall be no requirement to undergo Module 1.

b) For addition of a variant of the same type of aircraft, only the differences training will be
required.

c) A type-rated pilot who has exercised the privileges of his type-rating in the preceding five
years, for approval as a GI, will only require to undergo only Module 1 and 3.

d) Ground Instructors, with previous approval, when joining from another operator/ ATO, shall
undergo a 2-day Operator Familiarization Course, consisting of the Operations Manual/ Training
and Procedures Manual, SOPs and Training Policies.

e) Approved/Accredited Subject Matters Experts with relevant experience in the field, conducting
special operations training can be approved as SMEs by the Post Holder-Training without any
further training.

Oral Examination

On completion of training, the applicant Ground Instructor shall be subjected to an oral


examination by a board constituted by the Post Holder Training. Oral examinations will be
conducted separately for technical, performance, and SME.

Issue of Ground Instructor Approval

8.1 On successful completion of requirements as laid down in this CAR, the Post Holder Training
shall issue approval to the Ground Instructor for a period of 5 years. Standard format of the
Approval Form is given at Appendix -----.

0.7. CRM FACILITATOR QUALIFICATION / TRAINING PROGRAM

Eligibility Criteria: The eligibility criteria for ground instructors is contained in the FOR. The
company requirements which cannot be lower than FOR criteria, is as per OM-A Chap 5……

Selection Criteria: The selection criteria for ground instructors is contained in the FOR. The
company requirements which cannot be lower than FOR criteria, is as per OM-A Chap 5……

Training Requirements:

The trainee CRM Facilitator shall undergo following training: -

1. Have completed an Introductory CRM Course and the Operator’s CRM training,
2. Have observed one Introductory CRM course conducted by a CRM Facilitator,

3. Have been supervised by suitably qualified CRM Facilitators when conducting first
Introductory CRM course,

4. Undergo a satisfactory assessment by a company CRM facilitator

8.1 On successful completion of training, the candidate will be reuired to conduct one CRM
session attended by the Post Holder- Training or his nominee. Based on satisfactory performance,
the Postholder –Training shall issue approval to the CRM Facilitator.

This approval shall be valid as long as the holder remains in the employment of NAC unless
withdrawn by the company.
