ARTICLE 4
Section 1. The following are citizens of the Philippines:
[1] Those who are citizens of the Philippines at the time
of the adoption of this Constitution;
[2] Those whose fathers or mothers are citizens of the
Philippines;
[3] Those born before January 17, 1973, of Filipino
mothers, who elect Philippine citizenship upon reaching
the age of majority; and
[4] Those who are naturalized in accordance with law
-is a term denoting membership of citizen in a
political society, which membership implies,
reciprocally, a duty of allegiance on the part of the
member and duty of the protection on the part of
the state.

-is a person having the title of citizenship.


1. Involuntary method – by birth , because of
blood relationship or place of birth
2. Voluntary method – by naturalization,
except in a collective naturalization of the
inhabitants
1. Jus sanguinis – blood relationship is the basis for the
acquisition of citizenship. The children follow the
citizenship of their parents or one of them.
2. Jus soli – place of birth serves as the basis for
acquiring citizenship. A person becomes a citizen of the
state where he is born irrespective of the citizenship of
the parents.
A citizen of another state can become a citizen of a certain state
if he will undergo naturalization.
Naturalization - is a legal process of formally adopting a
foreigner into the political body of the state and clothing him
with the rights and privileges of citizenship.
Ways of acquiring naturalization
1. By judgement of the court
2. By direct act of the congress
3. By administrative proceedings
Natural-born citizens are those who are citizens of
the Philippines from birth without having to perform
any act to acquire or perfect their Philippine
citizenship. Those who elect Philippine citizenship
in accordance with paragraph (3), Section 1 hereof
shall be deemed natural-born citizens.
1. Natural born citizen – refer to sec. 1 par. 1, 2
and
[1] Those who are citizens of the Philippines at the time of the
adoption of this Constitution;
[2] Those whose fathers or mothers are citizens of the
Philippines;
2. Naturalized citizen – refer to sec.1 par. 4
[4] Those who are naturalized in accordance with law
Philippine citizenship may be lost or reacquired in the manner
provided by law.
LOSS OF CITIZENSHIP
1. Voluntary – a. by naturalization b.) by express renunciation
c.) by Subscribing an oath of allegiance to support the
constitution of another country and d.) by rendering service to
the armed forces of foreign country.
2. Involuntary - a.) by cancellation of his certificate of
naturalization by the court b.) by having been declared by
competent authority a deserter in the Philippines armed forces
in time of war.
1. By naturalization
2. By repatriation of deserters of the Philippine
armed forces and women who lost their citizenship
by reason marriage to an alien after the termination
of marital status.
3. By direct act of the congress.
Citizens of the Philippines who marry aliens shall
retain their citizenship, unless by their act or
omission, they are deemed, under the law, to have
renounced it.

Note: A Filipino citizen who marry an alien shall still


retain his or her Filipino citizenship.
Dual allegiance of citizens is inimical to the national
interest and shall be dealt with by law.
Dual Allegiance – this is prohibited under the Philippine
law, this is an act where a naturalized Filipino still
continues to support the constitution or having an
allegiance to their original or mother country.
Dual citizenship – this refers to the possession of two
citizenships by an individual that of his original citizenship
and that of the country where he became a naturalized
citizen.
- they may now acquire dual citizenship through RA
9225 “ Citizenship Retention and Re – acquisition
Act of 2003 tis declares that Philippine citizen who
become citizens of other country shall deemed not
to have lost their Philippine citizenship.
1. To be loyal to the Republic
2. To love and defend the country
3. To contribute to the development and welfare of the country
4. To uphold the constitution and obey laws
5. To cooperate with the duly constituted authorities
6. To exercise rights responsibility and with due regard rights of
the others
7. To engage in gainful work
8. To register and vote

1. Pedro and Ana both Filipino citizens, were married in the Philippines and
decided to stay in New York. While in N.Y, Bryan was born, their first child. What is
the citizenship of Bryan?
2. Ana a Filipina was married to Barck an American citizen. The couple stays in
USA for a greener pasture for Ana. After how many years Barck filed a divorce,
months after its approval, Ana went back to the Philippines and filed her
candidacy as Mayor. Can Ana run as mayor considering her citizenship? Explain
3. Oram a Chinese citizen applied for naturalization in the Philippines. When
the application was approved, Oram went to China for some important matters
and stayed there for 5 years. When he went back to the Philippines, the
government informed him that he is no longer a Filipino citizen. Is the government
correct? Explain

As what Dr. Jose Rizal said “ Kabataan ang pagasa ng Bayan” but
where are the Filipino youth now?
-is the time of life when one is young, and often means the
time between childhood and adulthood (maturity). It is
also defined as "the appearance, freshness, vigor, spirit,
etc., characteristic of one who is young". Its definitions of
a specific age range varies, as youth is not defined
chronologically as a stage that can be tied to specific age
ranges; nor can its end point be linked to specific
activities, such as taking unpaid work or having sexual
relations
Youth is an experience that may shape an individual's
level of dependency, which can be marked in various ways
according to different cultural perspectives. Personal
experience is marked by an individual's cultural norms or
traditions, while a youth's level of dependency means the
extent to which they still rely on their family emotionally
and economically.
Profile of Filipino Youth

According to the Youth in Nation-Building Act (1994),


which created the National Youth Commission, the
definition of youth is between 15-30 years.
1. Youth in indigenous communities – their issues are
more on related to land rights and discrimination.
2. Abused and exploited youth – they are those
deliberately inflicted with physical injuries or
unreasonably deprived of basic needs and survival.
3. Differently abled youth – those with functional
limitations or impairments in physical, mental and
psychological attributes. They need an equal treatment
from other youth and members of the community.
4. Youth in conflict with the law – those who, because of
social forces and economic necessity, have committed
acts detrimental to themselves and to the society but
have the right to be protected and to be reintegrated to
society.
5. Drug dependent youth – those who need spiritual
guidance and alternative ways of dealing with problems,
idleness, and the tendency to seek thrill and adventure.
6. Abandoned and neglected youth – those who have no
proper parental care or guardianship because their
parents or guardians have either deserted them or have
inadequately attended to their basic needs.
7. Young victims of natural calamities – those who are
victims of manmade or natural tragedies.
What should the youth aspire for?
1. The youth should stand with the Filipino people in
asserting our national sovereignty against foreign control
over our politics, economy, and culture.
2. The present generation must overcome the apathy
indifference and individualism promoted by the dominant
system to this.
3. Being the prime of physical condition and possessing a
strong sense of justice boundless optimism creativity and
idealism.
4. If the youth can prevail over our weakness and
integrate ourselves with toiling masses, then we can
become a most vital force for social transformation.
5. Only with participation of thousands of young men and
women can the struggle for national liberation and
genuine democracy achieve victory.
Sangguniang Kabataan (abbreviated as SK; lit. 'youth
council'), is a council meant to represent the youth in
each barangay in the Philippines.
Qualifications of Sanggunian Kabataan
1. Citizens of the Philippines
2. 15 to 21 years old
3. A resident for 6 months in the barangay
4. Duly registered in the list of Sangguniang Kabataan
5. Registered voter
1. To promulgate resolutions necessary to carry out the
objectives of the youth in barangays
2. To initiate programs designed to enhance the social,
political, economic, cultural, intellectual, moral, spiritual,
and physical development of members.
3. Fundraising and coordination with barangay officials,
other youth organization and national agencies with
programs regarding youth development.
The National Youth Commission (Filipino: Pambansang
Komisyon sa Kabataan), also known as the NYC, is a
government agency in the Philippines that specifically
addresses issues surrounding the Filipino youth. It was
founded on June 30, 1995, via Republic Act 8044 or the
"Youth in Nation-Building Act of 1995".
The NYC is the Philippine government's sole policy-making
body on youth affairs, but also coordinates and implements
programs designed to respond to and raise awareness on
youth issues. Its mandate is enshrined in the 1987 Philippine
Constitution: "The State recognizes the vital role of the youth in
nation-building and shall promote and protect their physical,
moral, spiritual, intellectual and social well-being. It shall
inculcate in the youth patriotism and nationalism; and
encourage their involvement in public and civic affairs.
