THE SPECIFICATION OF

AIR INSULATED METAL ENCLOSED MEDIUM VOLTAGE SWITCHGEAR

PART 1 – GENERAL.

1.1 SCOPE

A. This section applies to the design and selection of Air-insulated metal enclosed medium
voltage switchgear.
B. This technical specification is intended to define the basic requirements for Air-insulated
metal enclosed medium voltage switchgear.
C. This specification cover design, manufacture, testing and supply of the medium voltage
metal enclosed Air-insulated switchgear assembly and designed for indoor installation.
D. The equipment design shall meet all the service conditions of temperature, relative
humidity, altitude, corrosion and seismic as specified on the Data Sheets.
E. Specific requirements shall be in accordance with technical data sheets or single line
diagram.
F. In case of discrepancies between the requirements of this specification and
requirements of drawings, Data sheets, quotation requests, the following shall be the
order of precedence.

- This specification

1.3 QUALITY ASSURANCE

A. The equipment furnished under this section shall be the product of a manufacturer who
has produced switchboards up to 24kV.
B. The switchboard equipment manufacturer shall have all aspects of design, assembly,
and testing of the equipment within the same location.
C. The switchboard manufacturer shall have field service personnel and facility with spare
parts.

1.4 STANDARDS

The design and materials of the switchgear shall conform to the latest edition of the following
international standards :

1.5 SERVICE CONDITIONS

 Ambient air temperature range : -5°C ……. +40°C


 Maximum relative humidity without condensation : 95%
 Minimum relative humidity without condensation : 5%
 Altitude : < 1000 m above the sea level without derating.

1.6 TEST AND CERTIFICATES

 The equipment shall be tested on a shake table as recommended practices for seismic
design to comply with IEEE-693 standard, in compliance with the requirements of UBC
zone 4 up to 1g of acceleration.
 The enclosure must have passed vibration test according to IEC 60068-2-57 standard.
 Internal arc test
 Making and breaking test
 Dielectric test
 Ageing test
 Ghost test
 Protection class test

1.7 FACTORY TESTS

 The purpose of the testing is to verify proper operation of the switchgear and meets
with all acceptance criteria as outlined below.
 DC insulation resistance measurement test
 Insulation-resistance tests on each bus section, phase-to-phase and phase-to-ground.
 AC high-potential (hi-pot) test.
 Dielectric test (DC dielectric withstand voltage test)
 Insulation resistance test on control wiring with respect to ground.
 Mechanical test
 Current injection test on the entire current circuit in each section of the switchgear.
 System function test

PART 2 – PRODUCTS

2.1 SWITCHGEAR REQUIREMENTS

2.1.1 The switchgear shall be designed for operation on Medium voltage supply up to
and including 24kV 50/60Hz.
2.1.2 The units shall be constructed entirely using pre-galvanized metal sheets.
2.1.3 All enclosures shall be rigid free-standing steel.
2.1.4 All removable panels shall be secured with suitable bolts engaging captive nuts.
2.1.5 Each unit has holes for fixing to the floor and is provided with bottom closure fitted
with openings for medium voltage cable passage.
2.1.6 All the units fitted with a door have a mechanical interlock which only allows door
opening under safe conditions.
2.1.7 The switchgear shall be constructed so that all busbars, bus supports and
connections shall withstand stresses that would be produced by fault currents
equal to the close and latch rating of the circuit breakers.
2.1.8 The short circuit current withstand capability of the switchgear busbars and the
circuit breaker shall be for duration of 3 seconds. The actual rating of the required
short circuit withstand shall be 16 kA – 3sec.
2.1.9 The equipment sections shall be configured to provide an arc resistance enclosure.
2.1.10 The individual switchgear sections shall be consist of several power compartments
such as : cable plus apparatus compartment and busbar compartment.
2.1.11 The compartments are metal segregated from each other by means of the switch-
disconnector, multi-functional apparatus or by means of shutters in the case of
LS2B withdrawable circuit-breakers.
2.1.12 In each unit shall be available a metal wiring duct to segregate the low voltage
circuits from the medium voltage circuits.
2.1.13 The units are always fitted with an auxiliary circuit compartment (standard LV
compartment), where all the instruments, push buttons, lamps, terminals and
wiring are fitted.
2.1.14 The busbar compartment is placed along the whole length of the switchgear.
2.1.15 The switchgear main busbars are flat busbars and made of electrolytic copper and
shall be rated at 630A or 1250A as listed on single line drawings.
2.1.16 All partitions without exception shall be earthed metal.
2.1.17 The switchgear line-up shall be complete, grounded, continuous duty, metal
enclosed, dead-front, dead-rear, self-supporting, and front connected switchgear
assembly.
2.1.18 The ratings of the unit shall be not less than shown on the drawings.
2.1.19 All the units are accessible from the front.
2.1.20 The switchgear units shall have extremely high mechanical resistance, being able to
withstand pressure and thermal effects caused by even the highest internal arc
currents.
2.1.21 The switchgear design shall also notably reduces the probability of an internal arc
occurring in the first place.
2.1.22 The switchgear units shall be internal arc compliant (arc-proof) and shall passed the
internal arc test according to the IEC 62271-200 standard, Annex A.
2.1.23 The internal arc withstand tests have been performed in the busbar and cable
compartments, as well as in the switch-disconnector.
2.1.24 The units shall have various Internal Arc Classified (IAC) solutions as following :
- IAC AF - up to 16kA 1sec
- IAC AFL - 16kA - 1sec (no access to rear side of switchgear while is
in service)
- IAC AFLR - 16kA - 1sec (the protection of internal fault is guaranteed
on 4 sides)
- IAC AFLR - 21kA - 1sec (by using arc gas absorbers/filters)
- IAC AFLR - 25kA 1sec (by using arc gas exhaust duct)
- Non IAC (only authorized personnel can access to the
Switchgear room while in service)
2.1.25 The units can be possible positioned against a wall or in the middle of the room.
When the units are positioned in the middle of the room should have internal arc
class AFLR solution.
2.1.26 The enclosure structure design of the unit shall guaranteeing the internal arc
protection up to a fault current of 21 kA or by providing the efficient absorption for
the gases produced by the arc which ensures that they are cooled to a considerable
degree and that their pressure is reduced before they enter the switchgear room.
2.1.27 The rating of the internal arc of the units shall match the short circuit withstand
rating of the busbars for a duration of 1 second for 16kA if the short circuit
withstand of the units are 16kA and will be 21kA if the unit short circuit withstand is
21kA.
2.1.28 The units to be supplied shall fulfils the classification criteria of Internal Arc
Classified (IAC) AFL of 16kA-1sec if their positioned is against the wall and AFLR of
16kA-1sec if it is in the middle of the room.
2.1.29 The Internal Arc Classification shall be confirmed by reports of performance by a
third party certification laboratory. And a copy of which shall be provided with the
tender document.
2.1.30 The temperature rise of the switchgear assembly shall be in accordance with IEC
62271-200 and for the circuit breaker IEC 62271-100 and be proven by type tests.
The test certificates shall be submitted with the tender.
2.1.31 The unit earthing busbar must runs lengthwise right round the switchgear and
earthing busbars section is 75 mm².
2.1.32 The each unit can be equipped with an earthing switch for earthing the cable
circuit.
2.1.33 The earthing switch must have short-circuit rating as the main bus and shall be of
the fault making type / have making capacity (with the exception of units with
fuses).
2.1.34 The earthing switch can be mounted in the cable compartment for cable earthing
and the earthing switch is operated from the front of the switchgear. The position
of earthing switch can be identified from the front of the switchgear by means of a
mechanical –indicator.
2.1.35 The switchgear shall have the following dimensions :
Width : 500mm – 750mm
Depth : 1070mm
Height : 1700mm – 2000mm
2.1.36 The switchgear shall be fitted with all the interlocks and accessories needed to
guarantee a high level of safety and reliability both for the installation and
operators.
2.1.37 The minimum life time of the switchgear is 30 years according to IEC 62271-1

2.2 SWITCH/LOAD – DISCONNECTOR PANELS


2.2.1 The switch-disconnector unit is equipped with a single isolation of SF6-insulated
three positions switch/load disconnector.
2.2.2 This unit shall be ready equipped with analog pressure gauge for future need which
displays the pressure of the gas and provides an analog indication of the value. The
information can be seen on the front of the panel and can also be transmitted to
another location by means of wiring.
2.2.3 The contacts of this switch-disconnectors and the integrated earthing switch are
housed in an enclosure made of two materials : the top part is a moulded resin
housing to guarantee the insulation level; the bottom part is made of stainless steel
to guarantee metallic segregation and earthing between the busbar compartment
and the cable compartment or equivalent.
2.2.4 The 3-position switch-disconnector can be in one of three positions : “closed”,
“open” or “earthed”, therefore preventing incorrect operations.
2.2.5 The access to the cable compartment is possible in the “earthed” position.
2.2.6 The unit shall be provided with inspection window in the front door to inspects the
cable connections and fault indicators.
2.2.7 The closing and opening operations of the unit by using single spring operating
mechanism (actuator). This control allows rapid manual or motor-operated closing
and opening the switch-disconnector with operating speed independent from
operator.
2.2.8 The spring charging for opening and closing are normally by means of a lever.
2.2.9 The operating mechanism/the actuator of the unit shall be ready for future
motorize without any modification or changing the mechanism.
2.2.10 The motor unit must have the following operating mode : the motor loads the
springs of the operating mechanism until dead center is exceeded, then closing or
opening takes place.
2.2.11 The operating and closing operations of this type operating mechanism (actuator)
can be controlled remotely if required.
2.2.12 The disconnector’s closing and opening times are less than 5 seconds.
2.2.13 The spring loading with the motor takes less than 4 seconds.
2.2.14 The opening and closing spring charging normally by means of a lever.
2.2.15 The rated current of switch disconnector shall be 630A and rated voltage of 24kV.
2.2.16 The rated short time withstand current is 16kA – 3sec.
2.2.17 The space heater shall be provided in each cable area of the unit. The space heater
shall be designed for low watt-density operation. Manually operated space heater
shall be provided with an appropriately overcurrent protective device.
2.2.18 The dimensions of the unit is (W) 500 x (D) 1070 x (H) 1700 mm
2.2.19 Auxiliary contact must be provided to the switch disconnector of 2NO+2NC for
remote indications of switchgear position.
2.2.20 The earthing switch-of the unit shall be possible provided with auxiliary contact of
1NO+1NC for interlocking with other switchgear units.
2.2.21 The electrical life of the line contact is E3 class (5 closing operations) and 100 rated
current interruptions.
2.2.22 The electrical life of the earth contact is E2 class (5 closing operations)
2.2.23 The mechanical life of the line contact is M2 class (5000 mechanical operations)
2.2.24 The mechanical life of the earth contact is M0 class (1000 mechanical operations)
2.2.25 Type of this switchgear shall be fixed.

2.3 FUSE SWITCH/LOAD – DISCONNECTOR PANELS

2.3.1 The switch-disconnector unit is equipped with a single isolation of SF6-insulated


three positions switch/load disconnector and with an earthing switch.
2.3.2 This unit shall be ready equipped with analog pressure gauge for future need which
displays the pressure of the gas and provides an analog indication of the value. The
information can be seen on the front of the panel and can also be transmitted to
another location by means of wiring.
2.3.3 The contacts of this switch-disconnectors and the integrated earthing switch are
housed in an enclosure made of two materials : the top part is a moulded resin
housing to guarantee the insulation level; the bottom part is made of stainless steel
to guarantee metallic segregation and earthing between the busbar compartment
and the cable compartment or equivalent.
2.3.4 The 3-position switch-disconnector can be in one of three positions : “closed”,
“open” or “earthed”, therefore preventing incorrect operations.
2.3.5 This switch-disconnector is used in combination with fuses to control transformer
protection.
2.3.6 The unit shall be provided with inspection window in the front door to inspects the
cable connections and fault indicators.
2.3.7 The closing and opening operations of the unit by using double spring operating
mechanism (actuator) and in used with automatic fuse tripping. This control allows
rapid manual closing and opening the switch-disconnector with operating speed
independent from operator.
2.3.8 The current limiting fuse shall be of striker pin type. When the fuse was blown will
trip the operating mechanism.
2.3.9 The spring charging normally by means of a lever.
2.3.10 The switch-disconnector closing is executed by means of a pushbutton or a shunt
closing release.
2.3.11 The switch-disconnector opening by means of a pushbutton or shunt opening
release. Opening can also take place when a fuse trips or by means of the
undervoltage coil. This undervoltage release opens the line contact of the switch
disconnector when the auxiliary power supply voltage drop or is interrupted.
2.3.12 The operating mechanism of the unit shall be provided with shunt opening release.
2.3.13 Each of switch disconnector unit shall have auxiliary contact of 2 NO + 2 NC.
2.3.14 The operating mechanism/the actuator of the unit shall be ready for future
motorize without any modification or changing the mechanism.
2.3.15 The motor unit must have the following operating mode : the motor loads the
springs of the operating mechanism, then closing and following opening are
performed by means of push-buttons or coils.
2.3.16 The opening and closing operations of this type operating mechanism (actuator)
can be controlled remotely if required.
2.3.17 The spring loading with the motor takes less than 4 seconds.
2.3.18 If the motor functions in a faulty way, the disconnector shall always be operated in
the manual mode with the operating lever.
2.3.19 The total opening time of the disconnector contacts is 300 msec and the closing
time is 300 msec.
2.3.20 To earth the fuses, the integrated earthing switch acts on the supply side, whereas
a separate earthing switch acts on the load side of the fuses.
2.3.21 The unit shall have a kinematic chain fuse blows indicator that can be seen on the
front of the panel.
2.3.22 The blown fuses information shall possible also be transmitted remotely by a
signaling contact of normally closed or normally open contact.
2.3.23 The selected fuse must be current limiting type which guarantee selectivity with
other protection devices and its rating must avoid untimely fuse blowing during the
no-load stage and guarantees protection against faults on the low voltage side.
2.3.24 The HRC fuses shall complete with striker pin and for the ratings not more than
125A.
2.3.25 The access to the cable compartment is possible in the “earthed” position.
2.3.26 The rated current of switch disconnector shall be 630A and rated voltage of 24kV.
2.3.27 The rated short time withstand current is 16kA – 3sec.
2.3.17 The space heater shall be provided in each cable area of the unit. The space heater
shall be designed for low watt-density operation. Manually operated space heater
shall be provided with an appropriately overcurrent protective device.
2.3.18 The dimensions of the unit is (W) 500 x (D) 1070 x (H) 1700 mm
2.3.19 The electrical life of the line contact is E3 class (5 closing operations) and 100 rated
current interruptions.
2.3.20 The electrical life of the earth contact is E2 class (5 closing operations).
2.3.21 The mechanical life of the line contact is M1 class (1000 mechanical operations)
2.3.22 The mechanical life of the earth contact is M0 class (1000 mechanical operations)
2.3.23 Type of this switchgear shall be fixed.
2.3.24 This fuse-switch disconnector panels will be used for transformer protection with
the capacity up to and less than 2000kVA or with maximum fuse rating of 125A, and
above this value shall use circuit breaker panels.
2.3.25 It is available the electro-mechanical motorization with diagnostic and signaling
functions by electronic motor operating device which provide controls/monitors
the spring loading motor and also protection and diagnostic functions for protecting
the motor and coils against over current, over temperature and short-circuits.

2.4 CIRCUIT BREAKER PANELS


2.4.1 This air insulated metal enclosed panels are equipped with two major apparatus : a
switch-disconnector/load disconnector apparatus and a Vacuum circuit breaker
apparatus. This switch-disconnector, is not a disconnector, is capable of making or
breaking current. The disconnector is designed to break or make no current (no
load condition), so they have to be interlocked with primary switching equipment,
like circuit breaker.
2.4.2 This switch disconnector shall be ready equipped with analog pressure gauge for
future need if required which displays the pressure of the gas and provides an
analog indication of the value. The information can be seen on the front of the
panel and can also be transmitted to another location by means of wiring.
2.4.3 The operating mechanism/the actuator of this switch disconnector shall be ready
for future motorize without any modification or without changing their mechanism.

2.4.4 The switch-disconnector is provided for isolating operations purpose and mounted
between the circuit breaker and the busbars.
2.4.5 This circuit-breaker is mounted on a fixed rail or on a withdrawable cradle and
connected to the busbar.
2.4.5 This switch disconnector must not be interlocked with the circuit breaker because it
is a LBS not a DS and if required it can be interlocked but it must be interlocked
with the earthing switch.
2.4.6 The switch-disconnector unit is equipped with a single isolation of SF6-insulated
three positions switch/load disconnector and with the integrated earthing switch.
2.4.7 The 3-position switch-disconnector can be in one of three positions : “closed”,
“open” or “earthed”, therefore preventing incorrect operations.
2.4.7 The contacts of this switch-disconnectors and the integrated earthing switch are
housed in an enclosure made of two materials: the top part is a moulded resin
housing to guarantee the insulation level; the bottom part is made of stainless steel
to guarantee metallic segregation and earthing between the busbar compartment
and the cable compartment or equivalent.
2.4.8 The integrated earthing switch acts on the supply side, whereas a separate earthing
switch acts on the cable side.
2.4.10 This earthing switch shall be ready fitted with auxiliary contact if required latter for
interlocking with another switchgear units.
2.4.11 The switch-disconnector shall be fitted with auxiliary contact of 2NO + 2NC for
remote indications and local switch disconnector status.
2.4.12 The door of the panel as an access to the cable compartment is mechanically
interlocked with switch disconnector earthing position and possible to be opened in
the “earthed” position for ensuring personnel safety.
2.4.13 The panel shall be provided with inspection window in the front door to inspects
the cable connections and fault indicators.
2.4.14 The closing and opening operations of the switch-disconnector by using single
spring operating mechanism (actuator). This control allows rapid manual closing
and opening the switch-disconnector with operating speed independent from
operator.
2.4.15 The spring charging of the switch-disconnector by means of a lever and must be
ready for motor operated.
2.4.16 The spring loading with the motor takes less than 4 seconds.
2.4.17 The switch-disconnector closing and opening times are less than 5 seconds.
2.4.18 The motor unit must have the following operating mode : the motor loads the
springs of the operating mechanism until dead center is exceeded, then closing or
opening takes place.
2.4.19 If the motor functions in a faulty way, the disconnector shall always be operated in
the manual mode with the operating lever.
2.4.20 The operating and closing operations of this type of operating mechanism
(actuator) can be controlled remotely if required.
2.4.21 The rated current of switch disconnector shall be 630A and rated voltage of 24kV.
2.4.22 The minimum rated of short time withstand current of this switch disconnector is
16kA – 3sec.
2.4.23 The circuit breakers shall be fixed/withdrawable vacuum interrupters type for
interruption and switching functions. Each vacuum interrupter shall be totally
encapsulated in epoxy insulation forming a composite encapsulated pole unit. This
construction method protects the vacuum interrupter from impact, condensation
and polluted environments.
2.4.24 The vacuum-breakers shall be lateral type.
2.4.25 The minimum breaking capacity of the circuit breaker shall be 16kA.
2.4.26 The breaker operating mechanism is the trip-free stored energy type with
independent opening and closing regardless of the operator’s action and shall
operate in a quick-make, quick-break manner.
2.4.27 The circuit breaker operating mechanism is equipped with a mechanical anti
pumping device, that prevents reclosing due to both electrical and mechanical
operating mechanism.
2.4.28 The anti-pumping device will only allow the circuit breaker to close if the following
conditions have all occurred at the same time :
- springs of the control fully loaded
- opening push button and /or opening release not activated
- circuit-breaker open.
2.4.29 When the circuit breaker was jammed in service condition, it must be possible to
switch off the unit through the switch disconnector without switching off in
advance the incoming unit.
2.4.30 The circuit-breaker can be remote controlled when fitted with dedicated electrical
gearmotor, opening and closing released.
2.4.31 Each circuit breaker shall be equipped with high-speed store energy operating
mechanism and shall permit open-close-open (OCO) operating sequence without
recharging the closing springs. The operating sequence will be for the rapid O – 0.3s
– CO – 15s – CO reclosing cycle.
2.4.32 The circuit breakers shall be equipped with closing coil and tripping coil.
2.4.33 The circuit breaker shall be equipped with mechanical operation counter on the
front of the breaker to provide record of the number of circuit breaker operations.
2.4.34 The circuit breaker shall include mechanical flag indicators for Open/Close and
spring Charged/Discharged status indications on the front of the breaker.
2.4.35 The spring charge shall include auxiliary contacts to provide remote indication of
Spring charged status if required.
2.4.36 The circuit breaker shall be supplied with an auxiliary switch NO and NC contacts.
All unused contacts from this switch shall be wired out to terminal blocks for
owner’s use. It shall be possible to add an additional contacts.
2.4.37 If the circuit breakers shall be electrical operated so the energy required for closing
and opening of circuit breaker shall be by spring charging by electrical motor. The
electrical closing/opening of the circuit breaker shall be accomplished by energizing
spring release coil/shunt trip coil.
2.4.38 The control voltage required for electrical operation of the breakers shall be
derived from an external source. The control source will be as follows,
- Motor : 220V AC
- Relays : 48V DC
- Tripping coil : 48V DC
- Closing coil : 48 V DC
2.4.39 The circuit breaker shall be supplied with manual “ON” and “OFF” push buttons
located on the front of the circuit breaker for opening and closing the breaker
manually, without a need for external control power.
2.4.40 The space heater shall be provided in each cable area of the unit. The space heater
shall be designed for low watt-density operation. Manually operated space heater
shall be provided with an appropriately overcurrent protective device.
2.4.41 The dimensions of the unit is (W) 750 x (D) 1070 x (H) 1700 mm
2.4.42 The electrical class is E2
2.4.43 The mechanical Class is M2- 10.000 CO
2.4.44 The mechanical interlocks for withdrawable circuit breakers shall be provided to
prevent the following :
- It shall not be possible to rack the breaker in or out if the breaker in “CLOSED”.
The circuit breaker should ‘OPEN’ automatically if the racking in or out procedure is
attempted.
- It shall not be possible to insert the circuit breaker into the connected position if
the breaker in closed position.

2.5 METERING PANELS

2.5.1 The unit is equipped with a single isolation of SF6-insulated three positions
switch/load disconnector and integrated with an earthing switch.
2.5.2 The contacts of this switch-disconnectors and the integrated earthing switch are
housed in an enclosure made of two materials : the top part is a moulded resin
housing to guarantee the insulation level; the bottom part is made of stainless steel
to guarantee metallic segregation and earthing between the busbar compartment
and the cable compartment or equivalent.
2.5.3 This unit shall be ready equipped with analog pressure gauge for future need which
displays the pressure of the gas and provides an analog indication of the value. The
information can be seen on the front of the panel and can also be transmitted to
another location by means of wiring.
2.5.4 The 3-position switch-disconnector can be in one of three positions : “closed”,
“open” or “earthed”, therefore preventing incorrect operations.
2.5.5 The closing and opening operations of the unit by using single spring operating
mechanism (actuator). This control allows rapid manual or motor-operated closing
and opening the switch-disconnector with operating speed independent from
operator.
2.5.6 The spring charging for opening and closing are normally by means of a lever.
2.5.7 The unit shall be provided with inspection window in the front door to inspect if
any fault indication.
2.5.5 This switch-disconnector is used in combination with fuses to control transformer
protection.
2.5.5 To earth the fuses, the integrated earthing switch acts on the supply side, whereas
a separate earthing switch acts on the load side of the fuses.
2.5.6 The fuse shall be striker pin type. The automatic fuse blowing will trip the operating
mechanism.
2.5.7 The voltage transformers are located in the bottom part of the unit to provide the
measurement function.
2.5.8 The voltage transformers shall be cast-resin encapsulated, fixed type and shall be
properly protected by primary current-limiting fuses.
2.5.9 The voltage transformer primary windings shall be star connected and grounded at
the neutral.

2.6 Current Transformers

2.6.1 The current transformers shall be cast-resin insulated and comply with IEC60044-1.
2.6.2 These current transformer can have a wound core with one or more cores.
2.6.3 The current transformer shall be inductive type / magnetic type.
2.6.4 The current transformers are always rated at the line-to-line voltage of the three-
phase system on which they will operate.
2.6.5 The CTs rated primary current shall be selected to multiplies of the usual following
values : 10, 12.5, 15, 20, 25, 30, 40, 50, 60 or 75A.
2.6.6 The rated secondary current of the CTs shall be 5A for the measurement and
protection cores.
2.6.7 The current transformers can feature the following preferred rated outputs : 2.5VA;
5VA; 7.5VA; 10VA; 15VA; 30VA.
2.6.8 The protection core of a current transformer must be designed so that the iron core
of the CT does not saturate at high fault currents.
2.6.9 In protection cores of CTs, the composite error is max. 5% (5P) or 10% (10P) in
order to ensure the desired protection tripping.
2.6.10 For correct functioning of the relays protection functions, the CT iron core shall not
saturated during fault transient currents.
2.6.11 The measurement core of a current transformer must have the standard accuracy
classes of 0.2, 0.2S, 0.5, 0.5S, 1, 3 and 5.
2.6.12 The measurement core of a current transformer is designed so that the iron core
saturated at high current.
2.6.13 The thermal stress to the measuring instruments supplied by the current
transformer in the event of short-circuit should be limited small enough.
2.6.14 The measurement CTs should not be used for high current protection purposes.
2.6.15 The current transformer shall be mounted in the cable compartment near the cable
terminals
2.6.16 The current transformer shall have a mechanical and one-second thermal rating in
RMS amperes of not less than the momentary and interrupting rating of the
breaker at rated voltage.
2.6.17 The current transformer shall able to withstand for 1 or 3 seconds large fault
current without suffering harmful effects, the primary current when the secondary
winding being short-circuited and accurately enough reproduce the current for a
minimum time before the current transformer will begin to saturate to the
secondary and to the protection devices.
2.6.18 The current transformer shall have dynamic current rated, without being damaged
electrically or mechanically by the resulting electromagnetic forces, the secondary
winding being short-circuited.
2.6.19 The accuracy of CTs shall be coordinated with the associated relays and meters by
the switchgear manufacturer to assure proper operation at the selected pick up and
operating current ratings.
2.6.20 The secondary circuit of CTs is to be wire up to terminals in the low voltage
compartment.
2.6.21 The CTs shall be used is block type design.
2.6.22 The current transformers shall be able to be replaced from the front of the
equipment without major disassembly of the circuit breaker cubicle.
2.6.23 Earthing and short-circuiting the current transformer circuits shall be done in the
low voltage compartment.
2.6.24 The current transformers can be designed with two measuring core of different
accuracy class, or with measuring or protection cores with different accuracy limit
factors.

2.7 Voltage Transformers

2.7.1 The voltage transformers shall be cast-resin encapsulated, fixed type.


2.7.2 The type of voltage transformer shall be inductive voltage transformer.
2.7.3 The voltage transformers are designed such that the operating point on the
saturation curve is typically at relatively high voltage.
2.7.4 The voltage transformers are designed to work without excessive exciting current
up to 110% of rated voltage.
2.7.5 The voltage transformer should be able to withstand and reproduce the continuous
fault over voltages that can occur in the grid.
2.7.6 The voltage transformer ratios shall be 20kV/√3- 100V/√3 ….. VA
2.7.7 The accuracy class of VTs shall be coordinated with the associated relays and
meters by the switchgear manufacturer.
2.7.8 The measuring voltage transformers shall have accuracy class of 0.2, 0.5, 1.0 and
3.0.
2.7.9 The accuracy class of the measuring voltage transformers shall be fulfilled from 0.8
to 1.2 times the rated voltage and from 0.25 to 1.0 of rated burden of the
measuring voltage transformer.
2.7.10 The protection voltage transformers shall have accuracy class of 3P or 6P.
2.7.11 The earth-side terminal of the primary winding is effectively earthed, and must not
be removed during operation.

2.8 Protection Relays

2.8.1 The switchgear must be supported by the latest technology protection relays with
IEC 61850 communication protocol and Goose messaging functions.
2.8.2 The relays shall be numerical type.
2.8.3 The relays shall be withdrawable type.
2.8.3 The relays shall be suitable for operation within a temperature range -25°C to 55°C
and 93% relative humidity.
2.8.4 The relays shall be suitable for flush/semi flush mounting on the panel with
connections from the rear, protected with dust tight cases for tropical use.
2.8.5 All AC relays shall be suitable for operation at 50Hz.
2.8.6 Relays should be immune to all types of external influences like electromagnetic,
radio interference, shock, electrostatic.
2.8.7 All the numerical relays should have provision for setting all the features available
in the relay and viewing those setting as well as different other parameters through
both build in display unit as well as through PC.
2.8.8 All numerical relays shall be provided with “relay failure annunciation contact”.
2.8.9 The supply of relay should be inclusive of necessary licensed software and
hardware for interfacing with a PC, to be supplied by the bidder.
2.8.10 The relays shall preferably be provided with suitable seal-in-devices.
2.8.11 The relays shall be designed for satisfactory operation between 85% to 110% of the
rated DC voltage.
2.8.12 The relay configuration of parameter settings shall be done through the bottom,
through web and through software.
2.8.13 The parameter configuration can be done local and remote.
2.8.14 In the emergency case, the relay must have open/close facilities to open/close
circuit breaker.

2.9 Protection Schemes.

2.9.1 Protection schemes for 20kV line will be O/C and E/F relays of IDMT type with high
set element.
2.9.2 Protection schemes of 20kV individual transformers for the rating up to 3500kVA
will be O/C and E/F relays of IDMT type with high set element. And restricted earth
fault relay.
2.9.3 Protection schemes of 20kV individual transformers for the rating of more than
and/or equivalent to 6000kVA will be O/C and E/F relays of IDMT type with high set
element as back up and differential protection as main protection. And restricted
earth fault relay is necessary to be provided.
2.9.3 The main receiving feeder of Utility shall be fitted with time delay undervoltage and
overvoltage protection relays and O/C and E/F relays of IDMT type with high set
element as main protection.
2.9.4 The relay protection schemes must be built in the inrush current blocking function
(device function number 68) for preventing the tripping due to the inrush current.
2.9.5 The tie connection between Utility and Genset shall be fitted with a rate of change
of frequency protection relay if any.
