This communication is to be intended only for the recipient designated as the newly defined
Royal Commonwealth of Tanoa, its officials and high ranking officers.

Having considered the escalation of violence in the Moddergat Island and the offensive
actions taken by Commonwealth forces.

Acknowledging the risk of a wider refugee crisis in the area, which may lead to exponential
civilian losses and damage to crucial infrastructure.

Listening to the request of the civilian authorities of Moddergat city and province together
with the wider Horizon Islands requests for intervention in the name of stability and
protection of civilians and human life.

Following attacks to densely populated centres in the region, along with a general increase
in aggressiveness in the region, supported by armoured vehicles and a substantial amount of
conscripted individuals.

Resolved to bring internal violence in the Tanoa archipelago and the threat to civilian life to
a halt without further delay, UNSMIHL officials have so far agreed on taking decisive action
together with their partners and peacekeepers of the Russian Federation. It is as such clear
that previous diplomatic routes have failed and, with the approval of the SRSG it is decided.
I Declares:

1. The full intent and commitment of the United Nations to protect civilian life in any shape
or form, respecting the individual fundamental rights.

2. The complete pacification of the Moddergat area, to begin under orders or Lieutenant
Colonel Valerya Symonia with the full troops allotment of eight infantry squads
and up to six armored vehicles, with Bala Airfield designated as the main logistic
point and company command infrastructure.

3. The order for all insurgent forces to lay down their arms and receive the right to a fair trial
under international penal law, with the sentence being enforced by UN Supervised
authorities of the Russian Federation, with a maximum sentence limit of 10 years if
cooperation is present.

4. The intimation to the Royal Commonwealth of Tanoa to immediately cease any attack on
civilian population centres and to loimit endangerment of civilians in any area
subjected to military action, reaffirming that deterrent force will be used if
combatants are found without uniform or affiliation symbols when executing
military actions.

5. The start of formal naval patrol operations and support assigned to two Admiral
Grigorovich frigates under UNSMIHL supervision and provided by the Russian
Federation, to be lasting one month, renewed upon necessity.

6. That The Rules of Engagement and readiness level of all UNSMIHL forces will be thus
kept on Operational Readiness Level (ORL) BRAVO, with some special security
provisions, effective from the 7th of November 2028.

7. That twelve thousand US Dollars be destined for the damaged area of Tobakoro, such aid
is to be provided for and escorted by UNSMIHL forces, but no permanent presence
will be established.

II Transitory Principles:

Transitory principles, as written by Lieutenant Colonel Valerya Symonia, express the


objectives the United Nations and their partners, under the supervision of the Special
Representative of the Secretary General (SRSG), should achieve in a coordinated manner.
The principles expressed in this section of this External Communication Document are
stated as suggestions for the Commonwealth of Tanoa leaders, they can be eventually
discussed with UNSMIHL officials upon request.

1. Taking notice of the lack of diplomatic progress and lack of willingness to negotiate or
compromise, the following measures have been deemed extremely necessary for
the security of the archipelago as a whole. It is to be remembered that these
coercive measures, agreed upon by me and the SRSG, are not intended to be
solely punitive in nature, but are meant to act as a decisive action to force the
involved party to negotiations. The UNSMIHL has so far not committed to a full
military campaign of peacekeeping, we would like to maintain the current status
quo.
2. Adding upon point 1, it is important to remember that our military units are not to be
trifled with, engaged at will or our operations otherwise hampered. We have
already dispatched our recon forces to prepare for the worst. Additionally, we have
issued leaflets in both english and french advising the population that Ground
Sensors have been deployed around Bala Airfield, with artillery pre ranged on the
area. Any eventual incursion will be met with lethal force.

3. Giving information on your previous delegate sent at Bala airfield, following the break of
the treaty, the individual was trialed behind closed doors at the Hague and found
guilty of crimes against humanity for the biological attacks and terrorist activities.
After a month of incarceration at Black Dolphin, Orenburg Oblast, russian
Authorities have performed the mandated execution by firing squad, totaling eight
involved enlisted individuals, two officers and two international observers.
