SUBJECT : Information and Education Campaign (IEC) and Invitation to Public Consultation
for the Environmental Compliance Certificate (ECC) Application of JDI
Warehouse II – Storage Project

Dear Hon. Larry:

Jardine Distribution, Inc. (JDI), a member company of the Jardine Matheson Group and work within the
framework of Jardine Engineering Corporation, is a wholesale distributor of various agricultural products,
applied construction chemicals and household consumer items.

Jardine Distribution Inc., intends to retrofit an existing warehouse (currently under Certificate of Non-Coverage
Reference No. CNC-OL-R4A-2022-09-07052) to store 1,258 metric tons (MT) of hazardous materials and 400
MT of non-hazardous materials at any given time. The total storage capacity is 1,658 MT of hazardous and non-
hazardous materials at any given time. The proposed project shall be called JDI Warehouse II – Storage
Project to be located Brgy. Canlubang, Calamba City, Laguna.

As part of the EIA process for securing an Environmental Compliance Certificate (ECC) Application from the
EMB-R4A, we are respectfully sending this Information and Education Campaign (IEC) letter with the attached
Project Description (PD) to form part of the IEC activity.

We would also like to take this opportunity to invite you to the Project’s Public Consultation to be conducted
virtually in light of COVID-19 restrictions and as prescribed under EMB MC 2020-030, to discuss the proposed
project and gather inputs and feedback from the project stakeholders. We are hoping to hold the said virtual

PROJECT DESCRIPTION
JDI Warehouse II –Storage Project
Brgy. Canlubang, Calamba City, Laguna

Jardine Distribution, Inc. is a wholesale distributor of agricultural and applied construction chemicals. Its
crop protection product range includes Insecticides, Molluscicides, Herbicides and Fungicides for use in a wide
range of agricultural crops that include rice, corn, mango and other fruits and vegetables while construction
chemical product range includes wood preservatives, soil termiticides, waterproofing, cementitious add
mixtures and other various household pests control products.

Aside from its main warehousing facility located in Calamba, Laguna, the company also intends to retrofit an
existing warehousing facility for its Proposed JDI Warehouse II - Storage Project as additional storage of
materials. Below are the proposed components:

● Warehouse
● Parking Space
● Loading and Unloading Bay
● Hazardous Chemical Storage
● Non-Hazardous Packaging Materials & Compounds Storage

Once completed, the facility shall have a storage capacity for hazardous materials at 1,258 metric tons (MT)
and 400 MT for non-hazardous materials. The total storage capacity is 1,658 MT for hazardous and non-
hazardous materials at any given time. The total project area shall sum up to 2,867.79 square meters.

PROJECT RATIONALE

Jardine Distribution, Inc. is one of the leading companies engaged in the manufacturing and wholesale
distribution of agricultural, applied construction and homecare products. To encourage crop protection and
boost crop yields, they offer affordable agricultural products and technological solutions.

Due to the increase of demand and to cater the needs of its consumers, JDI recognizes the need to expand
the storage capacity of its main warehousing facility located at Calamba City, Laguna. However, since it has
insufficient space to store all additional materials, an additional proposed warehouse will be retrofitted and will
be applied with its own ECC to meet the consumers’ demands.

Owing to additional taxes, revenues, and the hiring of local labor, the warehouse retrofitting for storage
capacity shall also boost the economic development of Calamba, Laguna. Procurement will also benefit the
local suppliers of construction materials.

PROJECT LOCATION
The proposed components shall be located inside an existing warehouse located at Molave St., Ceris II
Subdivision, Brgy. Canlubang, Calamba, Laguna.

Rationale for Selecting the Direct and Indirect Impact Areas

The impact areas are delineated based on the extent of potential impacts by the project in terms of land, water,
air, and people during construction and operational considering their geographical proximity to the project site.
The Direct Impact Area (DIA) includes the project site itself, nearby roads and immediate vicinity. Potential
impacts may include generation of solid and hazardous wastes, chemical leakage or spillage, work-related
injuries or accidents, and risk to COVID-19. Meanwhile, the Indirect Impact Areas (IIA) covers a wider area
(see inside blue circle) but impacts are seen to be lesser.

PROJECT ALTERNATIVES
Siting. The decision in choosing the site was influenced by the cost, availability, and accessibility. To provide
efficient operations and avoid additional cost for lot purchase, it was decided to retrofit an existing warehouse
to store various products.

Technology. Technology to be used will be based on the needs of the industry and the target market.
Processes involved in the Project shall be anchored on best technology available for a modern facility in terms
of storage and warehousing.

Resources. Construction materials, office materials, power, and water source, etc. will come from local
suppliers and utility providers. The selection of manpower will prioritize qualified applicants.

DESCRIPTION OF PROJECT PHASES AND ACTIVITIES

PRE-CONSTRUCTION PHASE

In this phase, the following activities shall be taken into consideration:


● Design lay-out and detailed engineering plans for architectural, structural, electrical, mechanical
plumbing and environmental protection facilities; and
● Secure required permits (i.e., Building Permit, Occupancy Permit), licenses and Environmental
Compliance Certificate (ECC) from EMB-R4A.
● Prepare the following plans:
a. Solid Waste Management Plan
b. Hazardous Waste Management Plan
c. Wastewater Water Quality Management Plan
d. Air Quality Management Plan
e. Occupational Health and Safety Protocols

f. Emergency Response Plan

The impact at this stage of the PROJECT is completely beneficial. It will bring income to the awarded
consultant and contractor of the PROJECT as well as provide additional source of revenue to the government.

CONSTRUCTION PHASE
The construction will involve various methodologies classified according to specialized fields including civil
works, mechanical works, and electrical works. Retrofitting works shall be made to an existing warehouse.
Water and power requirements will be provided by the existing water utility and power lines.

OPERATIONAL PHASE

The proposed retrofitting of an existing warehouse shall increase the warehouse/storage and distribution
operations of Jardine Distribution, Inc. and will exclusively be used as storage facility for hazardous and non-
hazardous products. Physical inventories of products shall be conducted.

MANPOWER, POWER AND WATER SUPPLY, COST AND WASTE GENERATION

In order to maximize the productivity of the proposed project, manpower, power and water supply, cost, and
waste generation must be carefully taken into consideration.

MANPOWER

The operational phase will require 4 personnel for incoming and outgoing, 12 for physical inventory and 1 for
security and maintenance. The amount of manpower for construction phase is yet to be determined.

POWER AND WATER SUPPLY

Operation of the proposed project will be provided by a power utility provider, the Meralco. 144 kWh/day of
power will be needed during operational phase.

For the water supply, worker’s domestic use will account for the large portion of the water consumed. The
estimated water consumption of the project during operational phase is 0.7 m3/day.

PROJECT COST

The proposed project entails a project cost which includes retrofitting works, equipment acquisition,
construction of components, and securing of permits/licenses/etc. The project cost is yet to be determined.

WASTE GENERATION

Wastes expected to be generated from retrofitting of the proposed project will include solid wastes, hazardous
wastes and wastewater. The Proponent will implement solid and hazardous waste management plan and
DENR-accredited service provider shall be coordinated for handling of these wastes. The wastewater will not
be discharged but contained and treated in septic tank before being siphoned.

ABANDONMENT/ DECOMMISSIONING/ REHABILITATION/ POLICIES AND GENERIC GUIDELINE

The abandonment of the project cannot be predicted at this time. Warehouse and storage facilities have long
operational lifespan as they tend to maintain permanent address for easier business processes and
transactions.

In case abandonment is necessary, it will only take place due to the following potential scenarios:
● Non-renewal of contract of lease with Accupak Philippines, Inc.;
● Unsustainable business operation due to economic downturns;
● Changes in zoning, building and other related ordinances in the City of Calamba, Laguna;
● Transfer of operation to other sites;
● Accidents and emergencies that resulted to severe facility damages; and
● Closure order from government agencies.

Should this be unavoidable, a detailed abandonment plan shall be submitted by the Proponent to DENR-EMB
before the execution of activities thereon. All relevant government clearances related to abandoning existing
projects/operations/facilities will be secured accordingly. The Proponent shall allocate sufficient time and
available resources to minimize possible further threats to the surrounding environment. Other activities to be
carried out during abandonment may include:

• Secure necessary government clearances related to abandoning existing projects (including Request
of relief ECC conditions from the Proponents); and
• If necessary, carry out clean-up and remediation of the site, if future evaluations and testing suggests
such activities are applicable.

In case of major natural calamities like earthquakes and typhoons, an assessment of the facility will be
conducted to determine if it is safe for occupancy. If the facility is deemed unsafe, it is expected to be a
temporary situation until necessary repairs are made by the company and the condition is eventually reversed.
