SUMMARY REPORT
I. OBJECTIVES OF
THE ACTIVITY By the end of the activity, the participants shall be able to:
1. To deliver the State of Barangay Address;
2. To inform the constituents of the financial status,
accomplishments, on-going and plans Program,
Projects, and Activities of the Barangay and the
Sangguniang Kabataan;
3. To render/present committee, and reports; and
4. Discuss other matters.

II. HIGHLIGHTS
A. PRELIMINARIES

 The Activity started at 9:00 AM/PM, with an opening


prayer led by MRS AURELIA TABERDO followed by
the singing of the Philippine National Anthem was
played thru an Audio Presentation.
 The Master of Ceremony, Mr. Patrick Sanidad,
acknowledged the local officials present (may list the
name of key barangay officials and guests)

B. PRESENTATION OF ACCOMPLISHMENTS

KAGAWAD JAY BIARES welcomed everyone especially


the Sangguniang Barangay Members. He also
acknowledged the presence of the most distinguished
guest and always present Admin Officer Joanna Ruth G.
Domasing, SB Member Anastacia Bejarin, PCMS
Froileen Mina of 2nd Abra PMFC, FO Eric Talledo of
Bureau of Fire Protection, our assigned nurse Ivy
Conseza J. Lopez, MENRO Victor Lazo, all the senior
citizens, Barangay Officials, our appointee, Barangay
Tanods, Barangay Health Workers and to all the
residents of Barangay San Jose Norte who attended the
said assembly. He said that our barangay is grateful for
having a very supportive and cooperative residents
every time there is a Barangay Assembly.

ADMIN OFFICER JOANNA RUTH DOMASING greeted


everyone a pleasant day to all the Barangay Officials and
the residents of Barangay San Jose Norte. She
discussed the success of the work immersion programs
of the student. She said that the immersion program for
the Senior High School aims to develop learner’s life and
career skills and will prepare them to make decisions on
post-secondary education or employment. She said that
being in the immersion helps the students to be more
responsible to their tasks assigned to them.

SB MEMBER ANASTACIA BEJARIN greeted everyone


present in the Assembly. She said that she loves San
Jose that much. She congratulated the Barangay
Officials for the success of the Barangay Fiesta. As part
of the Barangay, we need to participate and cooperate
with the Barangay Officials to have a progress in every
plan they have for us. She said that the Barangay
Assembly is one of the best platforms for the Barangay
Officials to present their plans and accomplishment. As
Chairman of Education, she informed the residents that
San Jose Elementary School received the amount of Php
31,640 for school improvement. From DepEd Regional,
SJES received 159 chairs for Students and 4 teacher’s
tables and chairs. She also asked trhe residents to pay
for their taxes. Lastly, she gave her heartfelt
congratulations to the Barangay and she hoped that the
progress will still continue and prosper.

PCMS FROILEEN MINA, discussed about the


suppression of insurgencies that they are always ready
to support the Armed Forces of the Philippines on
matters involving to this. Aside from their role and
functions to enforce laws and ordinances, to protect
lives and properties and maintaining peace and order
they also give enough efforts to counter insurgency
activities. She also presented their support to all
barangay activities and to give a more secure
environment.

FO ERIC TALLEDO said that the month of March is the


observance of Fire Prevention Month. And During
Summer seasons, we are experiencing hot temperature
and dry seasons that can cause fire easily. He said that
we need to clean our houses especially the cab webs
and constantly check electrical system at home or even
in our workplace. He also advised the residents to avoid
octopus wire connections, and always keep our
electrical appliances unplugged when not in use before
leaving our homes and never leave our stove unattended
while cooking. He said that we need to keep our cooking
area free from combustible materials. And most
specially we should not walk away from lit cigarettes
and other smoking materials. We need to put on the
ashes and butts to make sure they are already out
before we put them out in the trash. He also reported
that Cordillera is facing crisis as region sees alarming
spikes in wildfires. He also said that the BFP in CAR
region emphasizes the critical role of community
cooperation and vigilance in
man- induced fires.

NURSE IVY CONSEZA LOPEZ greeted everyone a very


good day and even congratulated the barangay officials
for having a very successful Barangay Fiesta. She
updated the community that DOH rolls out routine
immunization and bivalent oral polio vaccine started
last February with the following implementation
strategies: dovetail to Operation Timbang of the National
Nutrition council last January 30, incorporate with
scheduled routine immunization and other activities. She
said that Barangay San Jose Norte is very cooperative
and active when it comes to vaccination that means
people really care for their health. She also encouraged
everyone to grab every vaccine that the DOH offers
especially for children because for her, a fully
immunized child means that a child has completely
received a dose of the vaccine. She also mentioned
about the seminar or symposium on March 25 as they
celebrate the World TB day. She said that early detection
is the best way we can treat tuberculosis and we should
refer them to the RHU as soon as possible for them to
conduct an examination.

MENRO VICTOR LAZO, discussed the Solid Waste


Management. He informed everyone that the MRF is
operational but we can only go there during office hours.
He said that San Jose Norte has the ideal wastes
disposal. And said that San Jose Norte is the first one
who provide it. We only need to add some Tree Guards.
He mentioned that we also need to have a record per
month on household waste. He also said that in many
cases, wastes cannot be outright eliminated from a
variety of processes, however there are also some ways
that can be implemented to reduce and minimize it.
Since we are having weekly clean up drive, he
mentioned that the office of MENRO is facing problems
on wastes collected weekly. He also mentioned about
the sanitary landfill and thus he is in the preparation to
make this landfill possible. He discussed the chainsaw
caravan that we need to register and get a permit. And
before cutting of trees we need to get an endorsement
letter from his office. Lastly, he give thanks to all the
community of San Jose Norte for being cooperative all
the time and for being disciplined in terms of waste
management. He asked the community to continue
segregating the waste for a healthy environment.

KAGAWAD MARIO B. NATINO greeted everyone


especially the guest and all the community. He
introduced himself as the Committee or Chairman on
Finance and Appropriation. And that he is responsible
for proper monitoring and control of the Barangay
Budget.

KAGAWAD JAY B. BIARES once again greeted everyone


a pleasant morning to all. He introduced himself as the
Committee on Public Works and Infrastructure and a
Chairman on Trade and Industry. He said that as part of
his job, it is his duty to serve in all matters relating to
planning, maintenance and improvement of the
Barangay.

KAGAWAD DENNIS B. BARBON, said that peace is the


path we take for bringing growth and prosperity. If we do
not have peace and harmony, achieving peace and order
will be hard. He also said that this is not certain
individual’s responsibility to maintain peace but
everyone’s duty. He also thanked the Barangay Tanods
for doing a job well done in maintaining peace and order.

KAGAWAD ROAN GELBERT B. BUENAFE, introduced


himself as the Chairman on Environmental Protection.
He said that we need to take good care of our
environment and the best way to do it is be a
responsible and disciplined citizen especially in
disposing our wastes. He then mentioned about the
proper segregation every time we go to our Barangay
MRF not just only for compliance but should always
visible for proper disposal of wastes.

FARMERS PRESIDENT DIONISIO S. BIARES, greeted


everyone a pleasant morning to all. The Farmer
President reported that the association has a newly
elected officials. And as one of the Board of MDFI he
reported that with the help of Fr. Eugene and Takit
Bersamin the inlet will be fixed. That they will start to
build a dam and fix the inlet for all the farmers to have a
very good harvest.

KAGAWAD ROWENA B. MONSERATE, she introduced


herself as the Chairman on Women and Family,
Committee on Education and Culture and as the
Kagawad on Health. She updated the community that
she always assists the BHW’s in every activity. She also
mentioned that she was present during the compilation
of the RBI’s. She also reported that there was an
Operation Timbang last January 30 and OPV last March
4. And lastly, she thanked all the guests and all the
community who were present.

KAGAWAD JOHN S. BIARES, greeted everyone who


were present especially the respected guests. He
introduced himself as Chairman on Agriculture, Land
Fair and Zoning. He said that he is so happy and
grateful for all the programs of the government
especially for farmers.

KAGAWAD JUNARD M. PE BENITO introduced himself


as the Committee on Public Relations and Tourism. He
also mentioned that he assisted SK Chairperson during
the barangay fiesta sports competition. He said that
participating in sports activity is one way for youth to
get the physical activity they need to be fit and healthy.

SK CHAIRPERSON KATE C. BIARES, gave an update


about their activities from the time of assumption up to
present. She mentioned all the activities they did. She
also thanked the youth for their cooperation especially
for joining the sports competition during the barangay
fiesta last March 17. She also mentioned that SK
Treasurer Johnleyriz Pe Benito finished the training for
“Basic bookkeeping course for SK Treasurer” through
the Tesda Online Program (TOP). She also added that SK
Secretary Lorabel Pe Benito together with the SK
Treasurer finished the “Financial Empowerment and
Transparency to Emphasize Responsible handling of
Funds and efficient Record-Keeping for effective
Governance to Highlight Organizational Skills” training.

BARANGAY TREASURER MINERVA B. BELENO,


reported on the financial status and accomplishment
report of the Barangay. She reported the Barangay
Budget CY 2023 and CY 2024. She said that she will
continue to work hard even if she’s old. She also added
that she is enjoying her work and it is her joy serving
Barangay San Jose Norte. She also said that she is very
strict in performing her duties and responsibilities as
she assures that all the transactions of the barangay
follow the proper procedures and supported with all the
necessary documents.

The STATE OF BARANGAY ADDRESS was rendered by


PUNONG BARANGAY DENIS V. BIARES. He greeted the
Sangguniang Barangay Members, acknowledged the
guests, all senior citizens, farmers, Barangay Tanods,
BHW’s , Barangay Aide and all the residents of Barangay
San Jose Norte. He briefly shared that as of the moment
the barangay officials are maintaining the good
leadership of ex-Punong Barangay Sosimo Biares Jr. He
discussed about the beautification of the Eco Park
which is the first project they did. Also, he mentioned
that they bought some kitchen utensils from the fund CY
2023. And

these utensils are for all the residents of the Barangay


that they can be used during special occasions only. He
also reported that San Jose Norte was awarded 2 nd Place
in Sukimat ti Katatalnaan a Barangay as the most
peaceful Barangay in the Municipality.
He briefly discussed some of the National Laws and
Issuances A) Solid Waste Management. The MRF of
Barangay San Jose Norte has been utilized for how
many years and the implementation of waste
segregation became a part of the system. He said that
we need to cooperate and discipline ourselves to
enhance the sustainability of the waste segregation
management. B) Halina’t Magtanim ng Prutas at Gulay or
HAPAG sa Barangay Project. This HAPAG aims to foster
cooperation among communities and conserve the
environment through eco-friendly agricultural
practices.He said that he is willing to share his piece of
land to have a most convenient area. And he mentioned
that the Barangay officials will start improving that area
after Holy week.
C.) Disaster Preparedness; he discussed some steps of
emergency management such as Prevention, Mitigation,
Preparedness, Response and Recovery. He said that
being prepared can build and strengthen early warning
systems, enhance public awareness and response
capacities as well as improve understanding of roles
and responsibilities in the event of a disaster. He even
mentioned that putting people's safety and well-being at
the forefront of any disaster preparedness plan is
essential. D.) Kalinisan Program; for the information of
everyone, the Clean Up drive that is happening every
Saturday is a program of BBM. He discussed that this
program creates awareness on environmental
responsibility and encourage everyone to participate.
The clean up focused on streets, canals, waterways,
public markets, schools, church and parks. He also said
that we should encourage everyone to make this a habit
every Saturday. He then thanked everyone for
participating and for joining all the activities issued to
us.
E.) Road Clearing Operations (BarCo). he said that this
program is an operation to remove obstructions or
encroachment to all the roads and even the streets. He
thanked all the residents for being obedient to this
program and we should maintain our roads clear from
any obstruction.
