Climate Smart Building Project- CSB

Brief information on the project:

The Government of India has been implementing its flagship programme- Pradhan Mantri Awas
Yojana- Urban (PMAY-U) since 2015 to fulfil the vision of Hon’ble Prime Minister of India to provide
‘Housing for All’. Under the Mission, Ministry of Housing and Urban Affairs (MoHUA), provides
Central Assistance to implementing agencies through States and Union Territories for providing
houses to all eligible families/beneficiaries.

The houses built under PMAY-U will last at least 50-60 years and thus have a potential to impact
resource usage during their life span. Further, the decisions taken during implementation have an
impact on the level of comfort that these dwellings provide to its occupants, thus impacting their
energy use and costs and the associated carbon emissions over the lifetime of the buildings. A
significant portion of the projected electricity demand is expected to come from increased
appliance ownership and cooling needs arising from enhanced access to housing, thus making
thermal comfort an imperative concept to be considered while designing and building homes.

In this regard, the Federal Republic of Germany and the Government of the Republic of India have,
under the Indo-German Technical Cooperation, agreed to jointly promote the “Indo-German
Energy Programme” (IGEN) with the aim to promote energy efficiency/conservation in energy
consumption so to use energy more efficiently and in turn improve the environment/climate
protection. GIZ is an international cooperation enterprise for sustainable development which
operates worldwide, on a public benefit basis. GIZ is fully owned by the German Federal
Government, GIZ implement development programs in partner country on behalf of the German
Government in achieving its development policy objectives.

In this regard, Ministry of Housing and Urban Affairs is undertaking many PMAY projects across
the country to provide a liveable and comfortable housing to the needful. Uttar Pradesh (UP) is
one of the focus state of the Ministry as one out of the 6 LHPs is in Lucknow making it a prime
state under PMAY mission. in this context, Ministry, via the State Level Nodal Agency (SLNA) in
UP, to undertake the socio-economic impact of the beneficiaries of PMAY project (BLCs, AHPs,
