Greetings!

This has reference to your NOTICE OF POST-DISQUALIFICATION dated December

19, 2023 received yesterday December 30, 2023 thru electronic mail technically
DISQUALIFYING JINMA ENTERPRISES relative ITB No. CP 2023-203 for the
SUPPLY AND DELIVERY OF TWO (2) UNITS DUMPTRUCK c/o GSO, City
Government of Baguio,

In said Notice of Post-Disqualification, JINMA ENTERPRISES was post-

disqualified on account that the authorized signatory for the Bid Documents is Mr.
Jefferson Duran yet it appeared that Ms. Jennifer Rose Alla nonetheless signed the
same.

It is of no moment now to allege that while it holds true that Mr. Duran is the
AUTHORIZED representative of JINMA ENTERPRISES in relation to the above-BID,
Ms. Alla is the registered OWNER and PROPRIETOR of JINMA ENTERPRISES. As
such she has all the legal right and is fully authorized to sign said bid documents. It
is only in her absence and in-availability that Mr. Duran is authorized to do all acts
in her (Ms. Alla’s) absence”.

The BID Documents as in all other BIDs JINMA ENTERPRISES participates

are all signed by the OWNER/ PROPRIETRESS MS. Alla and it is only in her
absence that authorized representatives are authorized thru a Special Power of
Attorney, to that effect.

On account of such premises, we seek not only the indulgence of this

Honorable August BAC thru its Chairperson TO RECONSIDER its findings and
declare JINMA ENTERPRISES COMPLIANT to proceed and deliver in consonance to
its company mission and vision to above average quality of service and after-market
maintenance care
