At the end of the inclusive national dialogue on the 30th April 2024, several themes
were addressed, creating a field for resolutions. Among these, we looked at the resolutions
linked to the question of nationality in Gabon. These include the Political Commission, under
the National Sovereignty Commission. A major concern of national opinion, the acquisition of
Gabonese nationality shocks everyone by its degree of ease, particularly with certain foreign
subjects. This is how the National Sovereignty Commission of the State, whose members
report having been confronted with "harsh" proposals from Gabonese "traumatized", by the
many years where Gabonese nationality was sold off for the benefit of relatives and
collaborators of Ali Bongo. Consequently, this explains the propensity of the various
stakeholders at these meetings to tighten the conditions of the process of obtaining Gabonese
nationality.
Roughly speaking, the conclusions resulting from the reflection circle of this sub-
committee on the question of nationality are diverse, divided into subtitles and include several
essential points. First, the question related to the restoration and preservation of national
identity. It consists of modifying law number 37/1998 on the nationality code, revising in the
very short term the decrees granting nationality since 1990 by setting up a commission for this
purpose, etc.
Then the question linked to the tightening of the conditions for acquiring Gabonese
nationality. This involves increasing the time limit for the request for granting nationality
through marriage, provided for by article 22 of the nationality code to 10 years, prohibiting
foreigners from accessing land, etc.
Then, the question about the abolition of dual nationality for certain personalities and
functions. In particular, for the President of the Republic and the Vice-President, for members
of the constitutional court, diplomats in representation, etc.
In addition, questions related to the specific conditions for the candidacy for the office
of President of the Republic. You must be of Gabonese nationality, father and mother of
Gabonese nationality, be born in Gabon, be married to a spouse born to a father and mother of
Gabonese nationality, etc.
Finally, questions on the audit of the national nationality file. It can be summed up in
two points, namely: the control and identification of all foreigners living in Gabon, the
creation of a reliable file of all foreigners who have acquired Gabonese nationality.
