This short article is triggered by a six-page sort-off kind-off manifesto-like document


signed by Ato Birhanemeskel Nega, Dr. Demissie Alemayehu and Dr. Abraham Bedelu, in
the order they appeared in the signature line.

Who are Amaራ Sheኔዎች? I have explained it many times but people continue to distort it.
Let me repost my description of Amhara Shene. Here we go.

They are an off-grid and high-bandwidth network of activists who aim to dial back the time
to when the Amhara played a dominant role in state politics. The network’s doctrine
coalesces around Amhara nationalism at its nucleus from whence a unitary mindset
radiates outward and expresses itself as a national identity.

The network has neither a written manifesto nor an organizational platform. Instead, it
pushes a passive-aggressive strategy to take the Ethiopian political center stage, using
grievance politics both as the power cylinder and transmission belt of its political
machinery.

That is why they say their political agenda is to stop the governments genocidal war
against Amhara and this is a universally accepted agenda across the Amhara tribal land.
But his is disingenuous because the political agenda is not only to stop a genocidal threat
but also to bring about political change. The form and substance of the change need to
be discussed to develop consensus agenda and strategy.

When you ask them why they do not form a broader coalition including opposition forces
outside of the Amhara tribal land, they insist it must wait util after Fano takes over power.
They say this because they know their agenda is not popular and they will not get the
badly needed buy-in from non-Amhara forces. They do not even get wide support from
within the Amhara tribal land.

Every region wants change, but what change is not clear and there is no effort to bring
people together and build a coalition. Members of the አማራ ሸኔ actively stand in the way
of such discussion.

For example, one of the thorny issue is the possibility of negotiated settlement v. war.
Those who support negotiated settlement (including myself) have proposed preconditions
that the government must meet. In this regard the war is seen as. means for a monitor-
able and enforceable reform.. Only when that fails do we support the war to remove the
government.

The Shene Community closes this door shut, stating: "ይህ ዓላማ በውይይት፣ ወይም በጥገና
ያለውን ስርዓት ለማስቀጠል በሚሞከር ድርድርና የሽንገላ እርቅ ሊሳካ አይችልም። የችግሮቹ ሁሉ ምንጭ
የሆነውን ስርዓትና የወለደውን አገዛዝ ዕድሜ ለማራዘም የሚደረጉ ሙከራዎች በምንም መንገድ ለዐማራው
ትግል ሊጠቅሙ አይችሉም፤ ፍትህንና ዘላቂ ሰላምን አያረጋግጡም፤ በመሆኑም ተቀባይነት

ሊኖራቸው አይገባም።"

Even if one believes in this, one would still not close negotiated settlement as an option
for strategic reasons.

I was pleased when the Fano establishment chased Shaleka Dawit and Eskinder Nega
out of the Fano ecosystem. I said it from day one when Fano was established that the two
were liability not asset. It took nearly seven months before people got it.

In August 2023, I drafted a Fano manifesto for discussion. The draft proposal stressed
the urgent need for a political architecture along with a well-developed political agenda
and concomitant strategy and roadmap. The Amaራ Sheኔ clan rejected it saying there is
no need for it, claiming “መነሻችን አማራ፤ መድረሻችን ኢትዮጵያ ነው” is sufficient as far as
Fano’s manifesto is concerned.

Today, Ato Birhanemeskel Nega, Dr. Demissie Alemayehu and Dr. Abraham Bedelu tell
us “ደረጃውን የጠበቀ ወታደራዊና ፖለቲካዊ መዋቅር መመሥረት አስፈላጊና አጣዳፊ ተግባር መሆኑ ግልፅ
ሆኗል… አንድ ወጥ የፖለቲካ አደረጃጀትና ዝርዝር የመመሪያ ሰነድ ወይም ስትራተጂ አስፈላጊነት አጣዳፊ ሆኖ
መምጣቱ በሁሉም ተወያይ ፋኖ መሪዎች ዘንድ ግንዛቤ አግኝቷል።”

On the face value, it appears that after nine months they came to the same conclusion
that I reached in August of last year. But that is not the case. If you scratch the surface,
their sort-off and kind-off manifesto-like document is the same “መነሻችን አማራ፤ መድረሻችን
ኢትዮጵያ ነው” crap. The only line they left out is Amhara is the light, the truth and the path.

Let us do the scratching of the surface together.

They start with: “የዐማራው ኅልውናና መብት መረጋገጥ፣ ኢትዮጵያን ከተጋረጠባት የጥፋት አደጋም
የሚያድንና ሁሉም የአገሪቱን ዜጋ በአንድነት በእኩልነትና ፍትህ የሚኖበርትን ሥርዓት ለመመሥረት
የሚያስችል ነው።”

Stripped off its rhetorical excesses, this means that removing Amhara’s existential threat
will lead to peace, justice and security for all citizens of Ethiopia. At best this assumes the
Amhara question is the question of all tribal homelands. At worst it suggests as long as
Amhara gets what it want the other tribal lands will have to get used to it.

The sort-off kind-off manifesto-like document starts with “በሁሉም የዐማራ ግዛቶች ካሉ ዋና ዋና
የፋኖ አደረጃጀቶችና መሪዎች፣ እንዲሁም ከተለያዩ በትግሉ ንቁ ተሳታፊ የሆኑ የዲያስፖራ አማራ ስብስቦችና
ግለሰቦች ጋር በተደረገው ሰፊ ውይይት እንዲሳኩ የተፈለጉትን የጋራ ዓላማዎች እና እንዲሁም የተገለፁትን
አቋሞች በመመርኮዝ፣ የዐማራውን የኅልውና ትግል ወደፊት ለማራመድ ሊወሰዱ የሚገባቸው አጣዳፊ የተግባር
መመሪያ ሃሳቦች ከዚህ በታች ቀርበዋል።”

What is their path for a Jeffersonian spirit of “life, liberty, and the pursuit of happiness for
all?” የዐማራው የኅልውና ትግል ግብ ሕዝቡ የተደቀነበትን የጥፋት አደጋ አስተማማኝ በሆነ ደረጃ አስወግዶ፣
በዘር ጥላቻ ላይ የተመሠረተውን ስርዓት ከስሩ ነቅሎ፤ በምትኩ በፍትሕ፣ እኩልነትና አገራዊ አንድነት ላይ የቆመ
ስርዓት እንዲመሠረት ማድረግ…”

There are some comical lines that the document flirts with as a bait. “በይበልጥም፣ የዐማራው
ትግል እንደ ሕወሓትና የኦሮሙማው ስርዓቶች ፀረ -ኢትዮጵያ ሳይሆን፣ ኢትዮጵያዊ ባሕርይ ያለው ነው::
በመሆኑም: የኢትዮጵያን መቀጠል የሚፈልገው ዐማራ ያልሆነው ሌላው የአገሪቱ ሕዝብም እንዲሳካ
የሚፈልገውና በጉጉት የሚጠባበቀው አለኝታና የበኩሉንም ድርሻ እንዲወጣ የሚጠበቅበት ነው::”

Translation in the raw: “We the Amhara have laid out the path and we expect you will
happily embrace and contribute to it”.

No wonder why some groups call the Amhara “ትምክህተኛ."

Do we know what other tribal lands want? Or we do not care about them. How about a
continuation of the current system with democratic reform? I believe Messay Kebede has
proposed this.” How about Jawar’s recent proposal to architect a middle ground between
tribal and national interests? I have proposed this in three articles between 2018 and
2019, arguing such a strategy will gravitate the forces of politics toward national interests.
I am sure there are other options including scraping the constitution and drafting a new
one focusing on citizenship rights.

The sort-off and kind-off manifesto-like document dictates that it is the Amaራ Sheኔ way or
no way. Hence the title ያልታደለች ኢትዮጵያ ዛሬ ደሞ አማራ ሸኔዎች በፋኖ ትከሻ ላይ እምቡር እምቡር
ማለት ጀምረዋል.

we go into detail about what “አማራ ሸኔ” want and what their motives and intentions are. I
do hope you're not coming with your notorious answer " Q "
