A RESOLUTION APPROVING BARANGAY ORDINANCE NO. 2024-_____ OTHERWISE


KNOWN AS “ESTABLISHMENT OF A WEEKLY CLEAN-UP DRIVE FOR BARANGAY
__________, SAN RICARDO, SOUTHERN LEYTE IN CLOSE PARTNERSHIP WITH ACTIVE
CIVIL SOCIETY ORGANIZATIONS (CSOs) & COMMUNITY VOLUNTEERS OF THE
BARANGAY”

WHEREAS, the DILG Memorandum Circular No. 2024-01, dated January 3, 2024, which introduced the
KALINISAN (Kalinga at Inisyatiba para sa Malinis na Bayan) sa Bagong Pilipinas Program and DILG
MC No. 2023-133 re Barangay at Kalinisan Day (BARKADA) enjoins all barangays to conduct a weekly
clean-up drive to encourage public participation, within their premises. The implementation of the
BARKADA Project is now included under the KALINISAN Program.

WHEREAS, our implementation of the KALINISAN PROGRAM is not just for compliance, but to show
to the people of Barangay ______________, that we are in convergence for the pursuit of making our
barangay a clean and healthy place to live, helping as a whole to the attainment of an environment
friendly and healthy San Ricardo.

NOW WHEREFORE, on motion of Hon.__________, duly seconded by Hon. _______,

RESOLVED, as it is hereby resolved, by the Sangguniang Barangay of Barangay _______, San Ricardo,
Southern Leyte in session, to enact, as it is hereby enacted, the herein Barangay Ordinance No.
___________, otherwise known as the ESTABLISHMENT OF A WEEKLY CLEAN-UP DRIVE FOR
BARANGAY __________, SAN RICARDO, SOUTHERN LEYTE IN PARTNERSHIP WITH THE
ACTIVE CIVIL SOCIETY ORGANIZATIONS (CSOs) & COMMUNITY VOLUNTEERS of the
Barangay _______, San Ricardo, Southern Leyte.

BARANGAY ORDINANCE NO. 2024-_____

BE IT ORDAINED by the Sangguniang Barangay of Barangay _____________ duly assembled in a


regular session, that:

Section 1. This Ordinance shall be known as “ESTABLISHMENT OF A WEEKLY CLEAN-UP


DRIVE FOR BARANGAY __________, SAN RICARDO, SOUTHERN LEYTE IN
PARTNERSHIP WITH THE ACTIVE CIVIL SOCIETY ORGANIZATIONS (CSOs) &
COMMUNITY VOLUNTEERS”

Section 2. Coverage. The DILG MC No. 2023-133 re Barangay at Kalinisan Day (BARKADA) which
enjoins all barangays to conduct a weekly clean-up drive. The implementation of the BARKADA Project
is now included under the KALINISAN Program.

Section 3. Composition of Barangay Task Force. A barangay task force shall be organized, in
coordination with the Municipal Solid Waste Management Board & Municipal Environment & Natural
Resources Office (MENRO), to aid in the implementation, monitoring and enforcement of a clean and
healthy barangay, to wit:
Chairperson: Punong BArangay
Vice Chairperson: SB Comm Chair-Health & Environment
Members:
Members of the Barangay Ecoligical & Solid Waste Management Council
(BESWMC)
All barangay Officials
Active CSOs
Community Volunteers
Documenter

Section 4. Mechanism for Collection & Disposal. The mechanism for collection and disposal shall be
established, in coordination with the BESWMC & MENRO. Further, a functional Barangay Materials
Recovery Facility shall be in place to facilitate the collection and disposal of non-biodegradable wastes.

Section 3. Information Drive. Regular educational awareness campaigns, information dissemination


measures shall be observed that will aid the constituents and barangay officials in undertaking the
disadvantages of a dirty environment and benefits of a healthy and clean environment such as posting in
the facebook or other social media account, installation of signages in the premises of the barangay, etc.

Section 4. Repealing Clause. All Ordinance contrary to or inconsistent with this Ordinance are hereby
repealed or modified accordingly.

Section 19. Separability Clause. If any provision of this Ordinance is declared unconstitutional or illegal,
the same shall not affect the validity and effectivity of other provisions hereof.

Section 20. Effectivity Clause. This Ordinance shall take effect after 15 days following its general
circulation or posting in at least two (2) conspicuous places in the Barangay.
