EXECUTIVE ORDER NO. ECA- 21
Series of 2024

AN ORDER CREATING THE BARANGAY ROAD CLEARING


OPERATIONS (BARCO) TASKFORCE OF BARANGAY PARADISE,
DIPLAHAN, ZAMBOANGA SIBUGAY

WHEREAS, the clearing of roads aims to remove obstructions and


illegal constructions that could help motorists to drive better, and for
pedestrians to find safe areas to walk on. Further, by reclaiming the
streets, alleys, and walkways, pedestrians will be encouraged to walk
thereby promoting mobility and a healthy lifestyle. Conducting road
clearing operations, establishment/placing street signages, and street
lights will make Local Government Units (LGUs) vibrant and more livable;

WHEREAS, The DILG issued various policies on road clearing


operations, the latest of which are Memorandum Circular (MC) No. 2020-
085 dated June 20, 2022 and MC No. 2023-017 dated January 25, 20232
which direct the LGUs to: Conduct road clearing operations and Barangay
Road Clearing Operations (BaRCO), in the case of barangays, and to
undertake other initiatives to reclaim public roads which are being used
for private ends; and clearing and maintenance of barangay roads,
streets, alleys, including those cleared roads that were turned over to the
barangay government;

WHEREAS, DILG Memo Circular 2024-053 is issued to remind


all Local Chief Executives on their roles relative to the conduct of road
clearing operation within their respective jurisdiction, and to guide all
concerned in the performance of their roles and responsibilities in the
implementation of road clearing operations, BaRCO assessment and
validation under the Bagong Pilipinas Program.

NOW, THEREFORE, I, EMMANUEL C. ASONG, Punong


Barangay of Barangay Paradise, Municipality of Diplahan, Province of
Zamboanga Sibugay, by virtue of the powers vested in me by law, do
hereby order the creation of the Barangay Road Clearing Operations
(BaRCO) TaskForce, with the following provisions:

SECTION I. COMPOSITION: The BaRCO taskforce shall be
composed of the following:

SECTION II. ROLES AND RESPONSIBILITIES OF THE BARCO


Taskforce. The Team shall undertake the following:

1. Conduct an inventory of barangay roads and list them under Column "C”
including its road length;

2. Continuously conduct road clearing operations and mobilize all Sangguniang
Barangay Members (SBMs), elected Sangguniang Kabataan Officials (SKOs) and
Barangay Tanods, during the conduct of the BaRCO in all barangay roads, minor/
tertiary roads, streets, alleys, and other roads officially turned over to the
barangay; All SBMs, SKOs and Barangay Tanods are expected to support and
join the Punong Barangays during the conduct of BaRCO;

3. Send notices, advisories, to the affected population for general information;

4. Seek assistance from the Municipal government, Local PNP and BFP during
the scheduled BaRCO;

5. Submit the accomplished Annex "C "9 and Annex "C-1" to the concerned DILG
Municipal Field Office, not later than the 20th day of every month, along with the
documentary requirements and means of verification (MOVs) for reporting,
assessment, and validation purposes by the DILG Field Office concerned;

6. Continuously monitor barangay road situations, busy streets, violators, and/


or obstructions in all public roads; Road Obstructions may include, but not
limited to the following
-Illegally parked vehicle, e-bike, e-trike;
-Vehicular terminals except in areas designated by the concerned LGU;
-Vending sites for any kind of item;
-House encroachments that obstructs the road-right-of-way, protruding
gates, conduct of household activities, and tents, except those being temporarily
used for funerals and other similar activities;
-Store encroachments and indiscriminate signage and advertisement;
-Obstructing barangay outposts, halls, markers, and directories;
-Conduct of sports, sports facilities, and other related activities;
- Drying of rice or other crops;
- Construction materials including sand, gravel, cement, steel bars, logs,
and the like;
-Debris, waste materials, and other junked items; Steel plates,
makeshift shelters, barriers that obstruct the safe movement of vehicles and
pedestrians; and
-Other structures, materials, or activities identified by LGU as obstructions
through their road inventory.

7. Collaborate, coordinate and provide the Municipal CVATT or the concerned


MLGOO with all the necessary information, documents photographs, videos,
presentations, that will establish the BaRCO compliance, including copy of
BaRCO related ordinances, Executive Orders and Resolutions.

8. Submit all documentary requirements, photographs, videos, presentations,


and other means of verification (MOVs), on or before the deadline;

9. Ensure to maintain all barangays roads, streets, alleys, existing road right-of-
way, which shall include the sidewalk, road shoulders and the travelway, free
from any obstruction/illegal construction; and

SECTION III. MEETINGS. The BaRCO taskforce shall meet monthly to discuss
measures and implement the road clearing operations.

SECTION IV. EFFECTIVITY:

This Executive Order shall take effect immediately upon its approval.
