CHAPTER I

INTRODUCTION

RATIONALE

On-the-Job Training it is one of the mandatory requirements of

the course Bachelor of Science in Criminology as stated in CHED

Memorandum Order No. 21 Series of 2006. It is mandatory for the

graduating students in Criminology to undergo with this practicum

consisting six (6) units in the College Curriculum. CMO No. 21 also

states that Criminology Interns must undergo their training's on the

the Department of the Interior and Local Government which are

Under the Philippine National Police (PNP), Bureau of Fire Protection

(BFP) and Bureau of Jail Management and Penology (BJMP) which

was created by Republic Act No. 6975 or commonly known as the

DILG act, Then lastly our OJT Held on the IFSU POTIA CAMPUS.

On-the-Job Training is essential for the students especially to

those who are taking BS Criminology for this Training gives the

Overview of the works of the Tri bureaus and experience the on-hand

application of the theories learned from the institution. The


experiences also will serve as additional knowledge for the Interns

and some of this knowledge is out in the University,

The benefits of internships are numerous and extended far

beyond academic learning, by working alongside seasoned

professionals in their field , interns develop valuable communication,

teamwork's, and problem-solving skills that helps them grow their

personalities and confidence , they also learned the importance of

respecting the law and serving the community , critical values in the

criminology profession, Internship training program is a requirement of

college curriculum that aims to trained and orient students about the

work and their future career to the3 respective tri bureaus,

All this thing considered , internships are an incredible

opportunity for criminology students to gain valuable experience ,

enhance their skills , build their confidence .by participating in an

internship program, students are better equipped to make informed

decisions about their professional goal and exactly fully prepared to

their career someday.

OBJECTIVES OF THE OJT:

At the end of on - the- job training, the interns will be able to improve this
following:

1. Build teamwork and camaraderie in every situation


2. Experience difficult training that enhance their skills in the work place of tri
bureau.
3. Boost their self confidence as criminology student to be prepared for their
future.
4. Knowing the nature of 3 tri bureau , the BFP, BJMP and PNP.

5.To learn how to socialize with different people.


CHAPTER II

PROFILE OF THE COOPERATING

AGENCIES BRIEF HISTORY/BACKGROUND

ALFONSO LISTA MUNICIPAL FIRE STATION

Background of the Agency

The official opening of Alfonso Lista Fire Station was marked on

October 10, 2006 during the reign of the former Municipal Mayor Charles

Catilling. The Department of Agriculture was served as their office. The

situation was they will only stay after the office hours of the Department of

Agriculture personnel and staff. Since it was established within the

municipality, the bureau has only limited manpower. It is only composed of

two personnel and they were SFO2 Antonio L Pocyao, the Officer-in-Charge

together with FO2 Jose G Hinalong. On June of 2006, it was only during that

time that the fire truck that was purchase, manned and utilized.

On the 30th day of November of the same year, the BFP was able to

fully acquire their office when the personnel and staffs of the Department of
Agriculture transferred to their new office. On the 1 st week of December 2006,

the bureau added more manpower, they were FO1 Eden Bimmutag and FO3

Romando Mannod. On the 2nd week, FO1 Danilo Fagyan was also assigned

at Alfonso Lista Fire Station,

As time goes on , the BFP made its own way and upgraded . more

applicants have been recruited which improved the force and the man power

of the bureau , the newly recruit must have undergone rigid training and they

were dispatched to the different fire stations, then on present day FINSP

JACINTO N MAY-AO became the acting municipal fire marshal of alfonso lista

municipal fire station,

Currently ,alfonso lista fire station has fifteen active personnel namely

SFO2 Artemio N Ponchao, SFO1 Terrence T Allaga , SFO1 Joanne P

Gonsadan , FO3 Richard M Mateo ,FO3 LESLIE JANE G MABALO, FO2

Janet N biogan, FO2 JERARD W BANHAN, FO1 ARMANDO GENARO G

YLARDE , FO1 Cherie mae B linnog ,FO1 Sanchez E Mala ,FO1 SAMSON B

BUMABAG, FO1 Glen d baglan ,FO1 TEDDY T Balic-o , FO1 JAYLORD

Aggalao, and FO1 Jaylord aquinnas, headed by INSP JACINTO N MAY -AO

Being the new acting municipal fire marshal for the first time in the history of

alfonso lista ifugao fire station for having a commissioned officer,

futhermore ,the alfonso lista fire station has now two fire engines , the jiangte

fire truck- BFP Model and isuzu morita fire truck that are operational and being

utilized in response to fire call and other emergencies.

A modern fire service fully capable of ensuring a fire-safe nation by 2034.


Mission

We commit to prevent and suppress destructive fires, investigate its causes,

enforce fire code and other related laws, and respond to man-made and

natural disasters and other emergencies.

Background of the Agency

The construction of Alfonso Lista District Jail is pursuant to Resolution Number

2005-14 “Resolution Authorizing the Local Chief Executive, Charles L. Catiling to

cancel the Deed of Donation of half hectare from lot 100 to the BJMP and was

adapted on the 14th day of January 2005 and Resolution Number 2005-38

“Resolution Requesting General Arturo W Alit, Chief BJMP to cause the Additional

Funding of One Million Pesos (P 1,000,000.00) for the Construction of Alfonso Lista

District Jail.

At present, the Bureau of Jail Management and Penology (BJMP) of

Alfonso Lista in partnership with the Local Government Unit of the municipality

exerted equal efforts in processing the donation of the land where the BJMP

buildings are situated until its eventual titling. Through the Deed of Donation

made by the LGU Alfonso Lista to BJMP a transfer certificate was made

certifying BJMP as the sole and rightful owner of the lot where the BJMP

buildings are located. Absolutely, BJMP Alfonso Lista Santa maria Ifugao is

the first Jail in the Cordillera that has legal title thereof. Worthy to be

appreciated and recognized, Alfonso lista district jail has established a good

working relationship with all agencies within vicinity and in the province as a

whole especially with the other national agencies and the local government

unit in the area.

BRIEF HISTORY / BACKGROUND OF THE AGENCY

The Alfonso Lista Municipal Police Station (ALMPS) was located at

the back of the Alfonso Lista Municipal Hall between the Old Justice Hall

Building and the Alfonso Lista District Jail or Bureau of Jail Management and

Penology (BJMP).

Through Resolution 2006-99 dated September 1, 2006, the local

government unit of Alfonso Lista through the Municipal Mayor Charles L.

Catilling donated five hundred (500) square meter lot as site for the

constructions of a new police station. The new Alfonso Lista Municipal Police

Station was founded during the term of Chief PNP PDG Arturo A Lumibao and

was finally finished and inaugurated by the Regional Director PCSUPT

Villamor A Bumanglag on March 14, 2011.

At present the alfonso lista municipal police station has a total strength

of abled body of 64 personnel including those NUP the area of operation of

alfonso lista municipal police station has a total land area of 347.46 km.

( 134.16sq . m) and have a twenty barangays here .

CHAPTER 3

NARRATION OF EXPERIENCE AND ACCOMPLISHMENTS

The internship was really beneficial for the interns. The information and

experience From the tri-Bureaus shared with each intern helped them

develop self- confidence. As they employ various methods to lecture and show

hands-on activities, the tri bureaus bring out the best in each intern.

The Alfonso Lista Bureau of Fire Protection taught us that facing our

fears head-on is the best way to do so.

ALFONSO LISTA MUNICIPAL FIRE STATION

WEEK 1

This was the first day of our deployment in alfonso lista bureau of fire station , in this day we
joined the flag raising ceremony together with the LGU Officials of sta. Maria alfonso lista ifugao , after
that we went to the ALFS Office and they gve us a warm welcomed to their agency and we were
oriented by the BFP Headed by SFO1 Terrence Allaga and SFO1 JOANNE GONSADAN

Duty personnel SFO1 Terrence Allaga ordered us to make an expectation to the bureau of fire
protection , then FO3 Leslie jane mabalo and FO1 Glen Baglan lectured about CPR, we practiced also
and performed the proper execution of CPR.
WEEK 2

This was the second week of our deployment at the Alfonso lista fire station this

day ,FO1 Cherie mae linnog ordered us to designed the office of ALFS for

beautification , then FO2 Jerard Banhan lectured and demostrated about


ropemanship , we made also internal and external lashing , And the most exciting

is commando crawl .

WEEK 3

Today was our thrid week , FO1 Cherie mae linnog together with FO1

Armando Genaro G Ylarde said to continue and finished the star we made ,

they taught and showed how to operate the self contained breathing

apparatus , We proceeded also to the municipal hall of Alfonso lista ifugao for

throwing of hose and we made a competition.


WEEK 4
This day we had an inspection in rank that led by SFO1 Terrence T Allaga , in
this week we performed a simulation on fire , bandaging, and the 3 kind of rappelling
such as standard rappelling , lizard rappelling, and ascending descending we had also
a boodle fight and simple program called the exit call
This was amazing experienced in my life after all the trials, problem, and
difficulties we succeed and finished our OJT on the BFP.
II. ALFONSO LISTA DISTRICT JAIL
WEEK 5

This was the first week of our OJT on ALDJ Office they gave us a warmed
welcome to their agency and we were oriented by the Allfonso lista District Jail
headed by JSINSP NOEL G. DULNUAN he also instructed some tips to finish our
OJT such as be kind, patient and followed instructions
Then we meet also some of their personnel JO2 Percival C. Miguel for a
lectured about BJMP, They discussed also the core program, support service,
educational services , health services , skills training program and many more for the
PDL.

WEEK 6

This was my second week of our OJT in ALDJ some personnel ordered us to
joined the meeting of the PDL, And its very awesome because they treat all PDL
equally after the meeting we proceed to our designated post to observe what is
happening inside the jail facility.
WEEK 7

This is the 3rd week of our OJT in ALDJ , JO1 Marcelo G. Ambatali jr.said we
had to proceed in our post again in the male dormitory of the PDL, but we have also a
lectured coming from the jail officer about LEA, CORAD, Forensic criminalistics, crime
detention and investigation,

Then we celebrate also Christmas party together with the personnel, and PDL
we saw the happy faces of all PDL inside the jail facilty even just on simple celebration
and parlor games, then they also lectured about E.O NO. 70 or the task force to end
local communist armed conflict or ELCAC, And lectured about illegal drugs.
WEEK 8

This week We enjoyed the lecture of JO2 Jay joseph christian D. Buencamino
about stress management , we also joined zumba together with the PDL and
personnel after the activities we had evaluated on what we are learn from all the
discussion from the past days .

We celebrate also our program called the exit call together with JSINSP Noel G.
Dulnuan and other personnel to be formal when we leave to their agency, then we
sing a long with the PDL and personnel.
III. ALFONSO LISTA MUNICIPAL POLICE STATION
WEEK 9

This day was our first day at Alfonso lista municipal poice station they oriented
us about the Dos and donts inside the station after that they group us into 3 group for
patrol ,checkpoint, admin , and investigation . we meet also PCMS Alfredo P. Guinaat
jr. And he discussed about intelligent cycle , some personnel lectured about police
patrol, police operational procedure, and tips about passing the board examination .

Then we practiced also the assemble and disassemble of M16, then they decided
to have a game to identified the fastest who assemble and disassemble the riffle .

WEEK 10

This week we attended flag ceremony at the municipal hall of Alfonso lista ifugao
,we joined also bible sharing at the ALPS station to restore or reconnect relationship
with GOD , I Helped also the civilian who want to got a
Police clearance.
Then I Proceed together with my buddy and PAT JAY A PAG- ANG to the
central school for traffic patrol to assist the elementary student, then PCPI Jonathan A.
cabigas invited us to go on calupaan to informed the family of retired police for there
pension.

WEEK 11

This week PEMS Honesto A Gabuat jr. And PMSG Genghis khan A Paligan
teached us the proper handling of riffle and how to shoot even when moving , then
PAT Eugene tumaro teached us the proper handcuffed and how to arrest a suspect
when they are trying to escaped .

We also helped the personnel for a general cleaning and assist the civilian who
want to got a police clearance, even one time I am the only one who had a duty
because my classmates attended there final defense on the school but I Really enjoy
what I'm doing .
WEEK 12

This week it is our last Duty on the ALPS We experienced a lot such as firing of
9mm and gallil Ace riffle, disassemble of gallil 22 , we also joined the bible study after
that we proceed to function hall and some personnel from intelligence division gave a
piece of advice .

We also had a program called exit call and I'm the one Who opened the program
for opening remarks we had also boodle fight ,then we had a very special guest who
gave inspirational message ATTY. Ivan buyuccan and its very helpful to me to do
more for my future and I want to succeed.
CHAPTER IV

Evaluation of the Training Experiences

The internship was really beneficial for the interns. The information and

experience the tri-Bureaus shared with each intern helped them develop self-

confidence. As they employ various methods to lecture and show hands-on

activities, the tri bureaus bring out the best in each intern.

The Alfonso Lista Bureau of Fire Protection taught us that facing our

fears head-on is the best way to do so. The bureaus activities, which included

rappelling, water safety and survival, first aid rescue, and many other skills,

taught us to face our fears and have confidence in ourselves, reasoning that if

others can do it, why can’t we. The lecture on fire safety and arson

investigation, which is extremely beneficial for the interns’ upcoming board


exams, was also appreciated by the interns. We intern will always remember

the knowledge, skill, and experience they shared with us and will be able to

use them in the future in our careers.

We learned about the reality of police work from the Philippine National

Police, particularly the Alfonso Lista Municipal Police Station, where patience

is a virtue and respect is highly valued. They also discussed the value of

police-community connections with us. The bureau helped us understand how

important it is to help the Government instead of harming it.

CHAPTER V

CONCLUSION AND RECOMMENDATION

Conclusions

The all interns also experienced the different demands of their future

job. Whatever career they will be choosing in the future, it was always be helpful

that they undergone this OJT to help them decide what they really want or what

they taught to be the best for them.

The trainees therefore concluded that, the On-the-Job training to the

tri-bureaus were much helpful to every criminology interns.

The trainees were able to learn the importance of patience, discipline,

and endurance. Those virtues were important as they will be dealing with

different people and things in the present and future career.

Additionally, the OJT helps the interns in preparing themselves not only

physically, but mentally as well for the challenges that they were about to face

in their future profession.

Recommendations

The intern who undergone the OJT recommends the following;

1.more lectures and advices in line with the board examination are highly

appreciated.

2.There may be continues physical exercise every day before and after the day

begin for healthy living

3.Strong engage with the community by attending conferences and networking

events to expand your knowledge and professional connections.
