SUBJECT EARLY PROCUREMENT ACTIVITY (EPA) -


2024 INTERIM ANNUAL PROCUREMENT PLAN

DATE 17 AUGUST 2023

To facilitate the preparation of the 2024 Interim Project Procurement Management Plan
(PPMP)/Annual Procurement Plan (APP) and Purchase Requisition (PR) under Priority 1 (PI),
everyone is enjoined to observe the following schedule.

PARTICULARS DATES
a. Endorsement by the BAC of the 2024 Interim APP to the 15 August 2023
President and CEO, NPC.
b. Approval of the 2024 Interim APP by the President and 16 August 2023
CEO, NPC.
c. Availability of 2024 Interim PPMP for downloading. 18 August 2023
d. Submission of certified copy of 2024 Interim PPMP 15 September 2023
approved by Functional Heads to BCSD.

(Note: Certified copy of the approved PPMP shaii be


submitted to BCSD ahead of the approved Purchase
Requisitions)
e. Submission of PRs (50%) EPA) to Bids and Contracts 01-30 October 2023
Services Division (BCSD).

In view thereof, all Department Managers are advised to verify the 2024 Interim PPMP of different
Divisions under their responsibility and comply with the requirements of Early Procurement
Activities (EPA) under GPPB Circular No. 06-2019 dated 17 July 2019. The subject includes
requirements with at least 50% of the total value of eligible procurement projects undertaken
through Competitive Bidding (Public Bidding) and Alternative Mode of Procurement except for the
following:

1. Repeat Order
2. Shopping
3. Negotiated Procurement - Emergency Cases;
4. Negotiated Procurement - Take-over of Contracts; and
5. Negotiated Procurement - Smaii Vatue Procurement.

Further, may we remind all Cost centers to review and ensure that the item requirements for
procurement are included in the Approved 2024 Interim APP which shall be posted in the
NPC website under the Transparency Seal.
