1. PROJECT OVERVIEW.

Design and construction of approximately 23 km of a 4-lane highway with a speed


limit of 110 km per hour but the stretch between Ranheim and Være tunnel that is
designed for a speed limit of 100km/h and the easternmost stretch from and including
Sandfærhusbrua that is designed for a speed limit of 90km/h. It includes:

✓ 3 new viaducts (202m, 220m, and 287 m lengths).


✓ 3 tunnels with a total length of 7,4 km (1,7-1,8-3,9 km).
✓ 85 culverts, underpasses, and overpasses.
✓ 1,29 M m3 of rock filling.
✓ 0,71 M m3 of soil filling.

2. PURPOSE AND SCOPE

2.1 PURPOSE

The purpose of this procedure is to describe the process of planning, elaboration,


approval and a description of the minimum contents of a Construction Method
Statement.

2.2 SCOPE

All construction activities linked to permanent works in the project and the temporary
ones under a detailed design.

4. ROLES AND RESPONSABILITIES

4.1 OWNER OF THE CONSTRUCTION METHOD STATEMENT

- This role is performed by the responsible of the construction area that releases
this document even though the CMS is drawn up by Acciona representatives
or the sub contractor .

4.2 CONSTRUCTION MANAGER

- Supports the owner of the CMS during this process.


- Review, comment and approve the CMS.

4.3 OH&S MANAGER

- Supports the owner of the method statement in any concerns that may arise
in their area.
- Review and approve the OH&S-related topics of the document as Risk
Assessment (RA), Safety Job Analysis (SJA), and interaction with other jobs,
among others.

4.4 ENVIRONMENTAL MANAGER

- Support the owner of the method statement in any concerns that may arise
in their area.
- Review and approve the Environmental-related topics of the document as
environmental aspects/impacts related to the tasks, and environmental
mitigation measures, among others.

4.5 TECHNICAL OFFICE MANAGER

- Support the owner of the method statement in any concerns that may arise
in their area.
- Review and approve the Technical Office-related topics of the document as
the adequacy of the CMS with the design.

4.6 QUALITY MANAGER

- Develop the control plans for the activities involved in the CMS.

- Support the owner of the method statement in any concerns that may arise
in their area.
- Review and approve the Quality-related topics of the document as Control
Plans, Material Reception Programs, among others.

4.7 DOCUMENT CONTROLLER

- Support the owner of the method statement in any concerns that may arise
in their area.
- Activate the workflow for the revision of the CMS.
- Upload the CMS in PIMS.

4.8 SUBCONTRACTOR (EXTERNAL)

- Elaborate the CMS for the works under their scope.


- Provide relevant information for developing the CMS.
- Comment, participate, and agree on the content of the CMS.

5. CONSTRUCTION METHOD STATEMENT: CONTENT

All the CMS released by the project will show a minimum content as follows:

5.1 COVER PAGE DISPLAYING:

Title: “Construction Method Statement: name of the activity in a specific location”.

Construction area of the project: Dayzones, structures, pavements, and tunnels.

Document code following the E6RV-ACC-DM-PLN-ALZN-0001 “Document


Management and Coding Procedure”.

Number of revisions (00, 01……).

Date of revision (YYYY.MM.DD).

Page number.

Roles and responsibilities for people signing the CMS. The signature and date of
signing will be displayed. Roles must be described according to E6RV-ACC-PM-REG-
ALZN-0007 - Organization Chart E6.

There will be a relationship of people indicating who prepares the CMS, who checks
the CMS, who approves the CMS, and other people responsible as Health and Safety
Manager, Environmental Manager, Technical Office Manager, Quality Manager,
subcontractors, and whoever else it is considered must be involved in the process of
drawing up a Construction Method Statement.

The number of revisions, as well as the date of revision, must show their history of
changes.

5.2 DETAILED CONTENT OF A CONSTRUCTION METHOD


STATEMENT

The core structure of a CMS will be as follows:

• Purpose and scope of works:

- The main construction activity, the location, and the scope (from beginning to
end).

• Constraints:

- List all the conditions that might impact the construction activities described
in the CMS.

• Document references:

- List all associated standards, specifications, management plans, control plans,


and any other document related.

• Technical data:

- List all relevant design reports, datasheets, and any other technical data
related to the tasks.

• Applicable drawings:

- List all the drawings applicable and related to the tasks.

• Precursors to construction:

- Permits, approvals, activities, safety measures, and any other activities that
have to be completed prior to the commencement of the construction.

• Labor and competencies required:

- References to the employer name, employees’ names, employees’ roles, and


contact details (at least telephone number and email address). Acciona’s
employee’s roles according to E6RV-ACC-PM-REG-ALZN-0007 - Organization
Chart E6.

- Name and telephone number of one person who must be contactable 24 hours
a day in connection with any matter arising during the performance of the
contract works.

• Materials, equipment and resources required:

- List all the equipment, consumables and tools for testing required in the
described tasks.
- Proposals for the dates and times of delivery to the site of materials and
equipment intended to be in the performance of the Contract works, if
applicable.
- Proposals for the storage and preservation at site of the materials and
equipment intended for use in the performance of the contract works.
- Proposals for the method by which (on a regular basis) separate materials,
wastes and rubbish of the subcontractor and its assistants are to be removed
from the site. These shall also include their safety data sheet and/or material
data sheet.

• Construction sequence:

- Describe the sequence of the tasks, including temporary works or, in case
these temporary works are subject to specific CMS, the reference to this CMS.

• Interfaces with other activities:

- Describe the physical interfaces between different stakeholders (contractors,


local community groups, regulatory bodies, the client, and so on) where their
potential activities might interact or connect in some way with the
construction activities described in the CMS.
- Proposal for the liaison, coordination and cooperation between the main
contractor, the subcontractor’s professional team, and its assistants (if any).

• Risks and support areas topics:

o Occupational Health and Safety:

- Perform RA and SJA of the related tasks according to the document: E6RV-
ACC-HS-PLN-ALZN-0002 - Performing Risk Analysis. List it as a reference in
this section and the proper measures to address these risks.
- Reference the Contigency Response Plan related to the safety risks.

o Environmental:

- Identify and list all the environmental aspects/impacts related to the tasks
and define the related measures according to the E6RV-ACC-RK-REG-ALZN-
0001 General Environmental Risk Assessment.
- Perform an assessment if the task is not listed in the General Environmental
Risk Assessment.
- Reference all the mitigation measures (proposals for minimizing dust, grit and
noise at the site during the performance of the contract works) and
environmental emergency procedures.

- Noise calendar plans according progress schedules, if applicable.

o Quality:

- Identify and list all the quality risks related to the tasks.
- List the Control Plans to be implemented during the execution of the
construction activities.

• Appendices:

- Describe any relevant documentation that the CMS owner considers to include
as an appendix.

5.3 CONSTRUCTION METHOD STATEMENT TEMPLATE

A template for the Method Statement will be located in the teams folder of the project
at this link.

6. CONSTRUCTION METHOD STATEMENT DOCUMENT APPROVAL,


MANAGEMENT, AND COMMUNICATION.

The responsibility to collect the information from all the involved parties and to
release the CMS is the construction responsible. In case that the subcontractor
delivers the CMS, the construction responsible will review the information contained
therein and the development of the approval process.

This document has to be codified and managed according to E6RV-ACC-DM-PLN-


ALZN-0001 - Document Management and Coding Procedure by the owner of the CMS.

If the subcontractor is not registered in Aconex (in the document E6RV-ACC-DM-


REG-ALZN-0002 - Project Directory, all those registered in the project are found), an
email will be forwarded to subcontractors for the signature.

ACCIONA understands that the CMS does have the subcontractor’s approval, even
though they do not sign the document, once this process ends without receiving
comments from them. ACCIONA must give evidence about these emails.

The revision of the document must be through an Aconex workflow, as described in


E6RV-ACC-DM-PLN-ALZN-0002 Aconex Procedure. In all cases, as a minimum of 5
working days must be considered for this revision. After this period ends up, the CMS
will be considered reviewed.

Once the CMS is in status “reviewed” or “reviewed with comments”, the document
must be published in Aconex (according to E6RV-ACC-DM-PLN-ALZN-0001 -
Document Management and Coding Procedure) and the Document Controller will
upload the document into PIMS register following the “NV-ADM-VLD-0001 Veileder
for teknisk og administrativ dokumentasjon Rev 02 – 23.09.2020” for the
communication and knowledge of the Client. If the document is rejected, the owner
of the CMS must revise and resubmit the document, reinitiating the process.

The CMS must be communicated to whom will be involved in the activities in order
to ensure that all personnel associated with the task are aware of the planned
process, potential hazards, and controls involved.

7. UPDATE OF METHOD STATEMENTS

- If circumstances arise that require the update of the document like a change
of the tasks, the sequence of the tasks, or any other condition, the new
version will be delivered to the Document Controller for reinitiating this
sequence.
