NSPK SUMMARY

Definition

Norms, Standards, Guidelines, and Criteria (NSPK) are scientific documents


compiled in relation to activities carried out by the Spatial Mapping Sector. The compiled
document is related to spatial mapping by taking into account the latest issues regarding
spatial planning. This NSPK document is very important for BIG as a guide in carrying out
its work and also for users, both local governments and the private sector involved in spatial
planning.

Implementation of Spatial Planning Suggestion from NSPK in the field of spatial
mapping

• Perda/ Other sectoral guidelines/ NSPM in the field of public works and
spatial planning

City Spatial Plan (RTRWK)

A general spatial plan for the city area, an explication of the provincial RTRW. That
which contains objectives, policies, urban spatial planning strategies, city spatial structure
plans, city spatial pattern plans, the determination of the strategic area of the city, the
direction of the utilization of the space of the city area, and the provisions for controlling the
utilization of the space of the city area.

City's Detailed Spatial Planning (RDTRK)

An explication of the City Spatial Plan into a distribution plan for the use of space and
buildings and non-building in the city area. In other words, the City Spatial Detail Plan has a
function to regulate and organize functional activities planned by the spatial planning above
in realizing a harmonious, balanced, safe, comfortable, and productive space.

NSPK in Urban Planning

• Urban planning refers to the general sense of planning, namely determining


appropriate future actions through a sequence of options, taking into account available
resources.
• Urban planning must comply with the laws and standards applicable to the city.
• Urban planning must also follow the culture and social conditions of the people who
live in the city. In essence, urban planning is made to provide comfort, provide
convenience, and even improve the welfare of the city community itself.

Why is NSPK important in planning?

Planning practices in Indonesia are dominant using a normative planning model where
planners must carry out planning practices according to what has been determined.

NSPK (Norms, Standards, Guidelines, Criteria) is a statutory provision set by the central
government as a guide in conducting concurrent (competing) government affairs as well as
being the authority of the central government and becoming the authority of the regions.
NSPK in spatial planning is a scientific document compiled in relation to activities carried
out by the Spatial Planning Sector. The compiled document is related to spatial mapping by
taking into account the latest issues regarding spatial planning. The goal is to avoid
overlapping the implementation and management of government affairs, to minimize conflicts
between each level of government in the administration of government affairs.

• Increase synergy and coordination in the context of administering business licensing
in the regions
• Improving literacy in the field of business licensing risk-based RBA/Risk Based
Approach.
