EXECUTIVE ORDER NO. 2024-____

ORGANIZING THE TASK FORCE ROAD CLEARING OPERATIONS DELINEATING ITS COMPOSITION
AND DESIGNATING ITS RESPECTIVE FOCAL PERSON
WHEREAS, the Department of the Interior and Local Government (DILG) issued various policies on road clearing
operations, the latest of which are Memorandum Circular No. 2020-085 dated June 20, 2022 and MC No. 2023-017
dated January 23, 2023 which direct the barangays to conduct Barangay Road clearing Operations (BarCO) and
maintenance of barangay roads, streets, alleys, including those cleared roads that were turnover to the barangay
government;
WHEREAS, the Barangay Government of Bonifacio, San Carlos City, Pangasinan has paved its way to the re-
constitution of the Road Clearing Task Force which is directed to perform the said issuance within its area of
jurisdiction;
WHEREAS, the Barangay Government of Bonifacio, San Carlos City, Pangasinan, through the Road Clearing Task
Force, shall exercise the reclaim of barangay roads and sidewalk which are being used for private ends, and in the
process, rid them of illegal structures and constructions;
WHEREAS, all barangay kagawads shall lead the conduct of road clearing operations in their respective
purok/sitio/zone;
WHEREAS, the said task force shall ensure immediate and effective implementation of road clearing operations;
NOW THEREFORE, I, ALEX G. MARTINEZ, Punong Barangay of Barangay Bonifacio, San Carlos City,
Pangasinan, by virtue of powers vested in me by law, do hereby order:
SECTION 1. ORGANIZATION. The Barangay Task Force Road Clearing Operations is hereby re-organized.
SECTION 2. COMPOSITION. The Barangay Task Force Road Clearing Operations is hereby re-organized to be
re-constituted as follows:

SECTION 3. FUNCTIONS. The Barangay Task Force Road Clearing Operations shall exercise the following
functions:

1. Perform duties and functions necessary to be compliant to the various issuances relative to road
clearing operations;
2. Conduct inventory of barangay roads and list them under Column C;
3. Continuously conduct road clearing operations and mobilize all Sangguniang Barangay Members
(SBMs), elected Sangguniang Kabataan Officials (SKOs) and Barangay Tanods, during the conduct
of BarCO in all barangay roads, minor/tertiary roads, streets, alleys, and other roads officially turned
over to the barangay;
4. Submit the accomplished Annex C and Annex C-1 to the City Local Government Operations Officer
(CLGOO) of San Carlos City, Pangasinan;
5. Continuously monitor barangay road situations, busy streets, violators, and/or obstructions in all
barangay roads;
6. Submit all documentary requirements, photographs, videos, presentations, and other means of
verifications (MOVs) on or before the deadline set by the CVT.
7. Ensure to maintain all barangay roads, streets, alleys, existing road right-of-way, which shall include
the sidewalk, road shoulders and the travel way, free from any obstruction/illegal constructions;
8. Adopt strategies to exact full performance and cooperation from the Sanngunian and the
Constituency:

9. Point on accountabilities and impose corresponding sanctions, after observance of due process
against non-supportive and or non-compliant members, officials, and members of the community.
10. Tanods shall conduct ronda patrol to see to it that all barangay roads, streets, walkways, pedestrians,
and alleys has no obstructions in your area of responsibility.

SECTION 3. EFFECTIVITY. This Order shall take effect immediately.
