MOVEMENT OF
BANGLADESH IN
1966”
INTRODUCTION
• The six-point movement was a movement in East
Pakistan spearheaded by Sheikh Mujibur Rahman. It is
considered a milestone on the road to Bangladesh’s
independence. Sheikh Mujibur Rahman announced the
six points in Lahore on 5 February 1966.
On June 7, 1966, an intense mass movement started
across the country in favor of the 6-point demand. On
this day, 11 Bengalis were killed by police and EPR in
Tongi, Dhaka, and Narayanganj. Manu Mia of Sylhet
was the first to be killed in the 6-point movement. The
six points were essentially a point of independence.
The seeds of freedom lay within the Six Points.

Constitutional Structure and nature of the State ”
A constitution based on the
Lahore Resolution should make
Pakistan a federation, with a
parliamentary system of
government and a sovereign
legislative assembly elected by
adult citizens.

“Powers of Central Government”
The powers of the central (federal)
government will be limited to only
two areas – namely, national
defense and foreign policy. In all
other matters the powers of the
Member States shall be absolute.

“Currency or money-related power”
Either of the following two proposals may continue to
be adopted in respect of currency:-

(a) There shall be two separate, but freely


interchangeable currencies for the whole country.

Or,
(b) As per present rules only one currency can be in
operation for the entire country. But in that case,
effective system should be kept in the governance
system so that the way of capital smuggling from East-
Pakistan to West-Pakistan is closed. In this case,
separate banking reserve for East Pakistan should also
be created and separate fiscal or monetary policy
should be introduced for East Pakistan.

“ Powers relating to revenue, tax or duty”
The states of the federation shall have sovereign
power to levy taxes or duties. The central
government will have no power to levy any taxes.
However, a part of the state revenue will be available
to the central government for meeting the necessary
expenditure. The Central Government's fund will
consist of the share collected at the same rate as the
percentage of all taxes of the Member States.

“Powers on Foreign Trade”
a) Separate accounts of the
foreign trade of each state of
the federation shall be
maintained .
b) Foreign exchange earned
through foreign trade shall be
under the jurisdiction of the
States.

(c) The foreign exchange requirements of the Center
shall be met by the States at equal rates or at any
rate agreed upon.

(d) There shall be no customs or fiscal barriers to the


movement of domestic goods between Member
States.

(e) The regime should empower member states to send
their trade representatives abroad and enter into trade
agreements in their own interest.

“Power to form Territorial Army”
In order to protect regional
cohesion and governance, the
constitution should empower
member states to form and maintain
paramilitary or regional armies
under their authority.

Consequences
The result of the 6 point movement in Bangladesh is
multifaceted. Here are some of the key reasons:

1) Recognition of Bengali language:

One of the demands of the 6-point


movement was the recognition of
Bengali as an official language of
Pakistan.
2) Autonomy for East Pakistan:

The movement also called for greater autonomy and self-


determination for East Pakistan.

3) National Identity:

The movement played an important role in the formation of a


national identity for the people of East Pakistan.

4) Democratic Rights:

The 6 point movement also called for greater democratic rights and
representation for the people of East Pakistan.

Importance
6-point movement is widely regarded as the "charter of
freedom" for the people of Bangladesh. It is the ‘Magna Carta’
of Bengalis. It has been credited as the stepping stone of the
liberation war. Significance of the Six Point Program and Six
Point Movement :

1) The points were clear, easy to understand, and most


importantly were ruly resemblance the feelings of the
Bengalis.
2) It was for the first time that Bengalis shouted, asking for
their economic and political rights and national security
through the six-point program.

3) Through the six-point program


struggling people of East Pakistan
took a firm and solemn vow for
the achievement of their self-
determination.
4) Once again blood flowed out of the veins of our people as
they demanded their self-rule through the famous Charter of
Six-point Demands of Bangabandhu which ultimately became
the Magna Carta of all movements that emanated from the
soil of Bangladesh.

5) The six-point movement in 1966 was the turning point in


our quest for independence.

Why six-point movement is called the liberation
charter of the Bengali nation?
The six-point movement in
Bangladesh, led by Sheikh Mujibur
Rahman, is often referred to as the
"Liberation Charter of the Bengali
Nation" because of the pivotal role it
played in the eventual liberation of
Bangladesh from Pakistan. The
movement was closely connected
with the development of Bengali
nationalism.
Here are some of the reasons why the six-point movement is
considered the "Liberation Charter of the Bengali Nation:

1) Unity of the Bengali people:


The six-point movement helped to unite the Bengali-speaking people of
East Pakistan around a common cause. The movement was able to
mobilize people from all walks of life, including students, intellectuals,
and political leaders, and created a sense of unity and solidarity among
the Bengali people.
2) Mobilization of public opinion :
The six-point movement succeeded in mobilizing public opinion in favor
of greater autonomy and self-determination for East Pakistan.

In conclusion, the six-point movement is considered the "Liberation


Charter of the Bengali Nation" because it helped to articulate the
aspirations of the Bengali people for greater autonomy, recognition of
their language and culture, and self-determination. The movement
played a crucial role in the eventual liberation of Bangladesh from
Pakistan and laid the foundation for the establishment of a democratic
and secular Bangladesh.
