1. SCOPE
This Method Statement will serve as guideline in Testing of Busduct in Sevina Apartment Project
Contract Package - 02. With reference standard as per Electrical System Specification, Section
262500 “Enclosed Bus Assemblies”, made to ensure that the works will be carried out safely for
humans, equipment and materials throughout the Residential Apartments.
2. PURPOSE
The purpose of this Method Statement (MS) is to define the Testing Procedure for the Busduct
and to ensure that the work will be carried out in compliance to the Project Specification
requirements and conformity with approved drawings and applicable standards.

“Approved” or “Approvals” means approved in writing by the applicable
Engineers/Assistant acting within the scope of their delegate authority.
3.3 “Shop Drawings”
“Shop Drawings” means drawings produced where the contract designs
drawings require expressing in more basic form to facilitate construction.
3.4 “Materials”
“Materials” means all items covering the materials or equipment delivered to site
that must be incorporated in the project.
3.5 “Method Statement / Methodology”
“Method Statement / Methodology” means a technical document to be read in
conjunction with the drawings, specification, standards and codes of practice,
technical data sheets, schedules, detailed work instructions and any other
technical document related to a particular works.
3.6 “Inspection and Test Plan”
A document detailing a systematic approach to testing or inspecting a system and
set out critical points or ‘hold points’ at various stages to make sure that
conformance to standards is progressing as it should be.

6. RESPONSIBILITY

6.1. Project Manager is responsible for managing the execution of all works within this
project in accordance with the contract requirements.
6.2.Construction Manager shall lead instruct and supervise all operational aspects of site
construction and ensures that all operations personnel achieve planned production in
conformity with safety and quality.
6.3. MEP Manager shall lead, instruct and supervise all MEP contractors' operational
aspects of site construction and ensures that all MEP operations personnel achieve
planned production in conformity with safety and quality.
6.4. Project In-Charge/Project Superintendent shall study and review all necessary
documents for the installation works in the area and to include the technical scope of
works, specifications, bill of quantities, plan the milestone dates and construction
procedure in support to his electrical supervisor. Monitor the implementation of work
plan and on schedule and coordinate with QC personnel for all non-conformances report
and undertake remedial action.
6.5. QC Manager leads the QC team (team of engineers and inspectors and is responsible
for the works complying with the Design and Specifications. He controls the Change and
Non-Conformance processes. His responsibilities include On and Off-site inspection,
monitoring and reporting on testing, administering non-conformances through his

control register, reviewing all Quality Plan & Procedures, Method Statement &
Inspection Test Plan.
6.6. QC Engineer/Inspector shall be coordinating with Project In-Charge (PIC)/Project
Superintendent on all quality issues and responsible for the verification and inspection
works and ensures that the work is performed and properly documented in accordance
with project specifications and project standards.
6.7. Environmental Manager shall be responsible for managing and monitoring of
environmental compliances specially noise, dust control and disposal of waste during
chipping works.
6.8. MEP Engineer responsible for the On and Off-site coordination with Consultants when
there is a query for specifications, drawings and method of work for MEP activities. He
shall ensure that the approved work procedure will be carried out.
6.9. Site Engineer shall study and review all necessary documents for the works in the area
to include specifications, bill of quantities and construction procedures. He shall monitor
the availability of materials in accordance with the schedules and construction analysis.
6.10. Electrical Foreman shall be directly responsible for the work supervision at site during
installation following all schedules and specific work activities, ensuring that the works
are performed in accordance with project requirement and based on the latest
approved For Construction Drawings (FCD).
6.11. Safety Manager shall manage his safety officers, conduct safety meetings, audits, and
led inspections to ensure work is done in accordance with project safety procedure and
guidelines. Evaluate performance, identify corrective action, and implement follow up
assessments.
6.12. Safety Officer shall be responsible in monitoring safety aspects ensuring that work is
done in accordance with project safety procedure and guidelines. He shall discuss to the
workers the characteristics of related materials and status of work area and ensure all
personnel have undergone safety orientation and toolbox meeting giving reminders as
an additional point to avoid injury and make incident free environment.
6.13. Warehouseman shall be responsible in material handling from warehouse to site.
Responsibilities include material preservation, safe keeping and monitoring of stocks.
6.14.ALCO (Arthaland Personnel) serves as the Consultant representing the Client.
6.15. Foreman shall be directly responsible for the work supervision at site during
installation following all schedules and specific work activities, ensuring that the works
are performed in accordance with project requirements and based on the latest
approved For Construction Drawing (FCD).
6.16. Testing Engineer a representative from the vendor and shall be responsible in testing
the ACS installed at site with the help of the subcontractor.

7. ACTION AND METHODS

7.1 Visual And Mechanical Check


7.1.1 Compare equipment nameplate data with latest one-line diagram
7.1.2 Verify appropriate anchorage, required area clearances, and correct alignment of the
metal-clad busway.
7.1.3 Inspect the suspension and the bracing.
7.1.4 Inspect busway for physical damage, cracks on bushings, damaged insulation or
connections.

7.1.5 Check operation of heaters.


7.1.6 Check the presence and correct type of draining plugs.
7.1.7 Check that the rating of the flexible connectors is as per specifications.
7.1.8 Torque-check the connections/joints of the bus. The torque values should be as per
manufacturer recommendation and it shall be recorded on the pre-commissioning
form.
7.2 Contact Resistance Test
7.2.1 The test will be performed on the busway's joints and connections.
7.2.2 Identify the joints to be tested. Ensure they have been torque-checked and that the
bolts are marked.
7.2.3 Check that the contact surfaces for the current and voltage probes are clean and dry.
7.2.4 Check that the instrument probes are clean and dry.
7.2.5 Check that the micro-ohmmeter is switched off during making connections.
7.2.6 Ground the micro-ohmmeter.
7.2.7 Connect the current and voltage cables, with respect to the polarities, as in fig 1. Always
connect the voltage cables inside the current cables.
7.2.8 Switch on the micro-ohmmeter.
7.2.9 Increase the current to the desired value.
7.2.10 Read the resistance value.
7.2.11 Compare measured values with manufacturer's specifications; compare results
between different connections. Differences greater than 50% between connections
should be investigated.

7.3 Phasing Test


Test Equipment: Multimeter, Battery box or DV voltage source with multiple outputs
7.3.1 The phasing test is performed in order to check the continuity of busway phases and
the correct sequence of phases.
7.3.2 Disconnect the equipment connected to the busway such as transformers and
switchgear in order to achieve complete isolation of the main bus.
7.3.3 Ensure that the phases are not shorted together and that they are not connected to
ground.
7.3.4 Check that the phase identification labels correspond to the main bus arrangement and

vendor drawings. Ensure such as the phase sequence of busway corresponds with other
associated equipment such as switchgear and transformer.
7.3.5 Connect the battery box at one end of t the busway:
- 0V to earth
- 4.5V to phase A
- 9V to phase B
- 13.5V to phase C
7.3.6 Using a multimeter, check if at the other end of the busway the voltages for each phase
are correct.

7.4 Insulation Resistance Test


7.4.1 Measure and record the ambient temperature and humidity.
7.4.2 The insulation resistance of the busway, each phase to ground and phase to phase
should be measured.
7.4.3 Disconnect the busway to be tested from each equipment and circuits.
7.4.4 Ensure that the busway insulation, insulation boots, and bushings are clean, free of
dust.
7.4.5 Check with an ohmmeter that there is no electrical connection between phases or
between phases and ground.
7.4.6 As shown on figure 2 (a), connect the line terminal of the megohmmeter with one
phases of the busway and all other phases to the ground and to earth terminal of
megohmmeter.
7.4.7 Set the test voltage to the value recommended by the manufacturer.
7.4.8 Measure the insulation resistance for one minute.
7.4.9 Repeat for all other phases.
7.4.10 Measure the insulation resistance for one minute between phases as shown on figure
2 (b). Connect the line terminal of megohmmeter with one phase of the busway and
the earth terminal of megohmmeter to another phase with the remaining phase
grounded.
7.4.11 Repeat for all other phases.
7.4.12 Measured insulation resistance values should be temperature corrected and compared
to the values given by the manufacturer.

7.5 AC Over Potential Test


7.5.1 Measure and record the ambient temperature and humidity.
7.5.2 The insulation resistance test must be successfully completed immediately before
performing AC Hi-Pot Test on the busway.
7.5.3 Because of the combination of high voltage and high energy involve in high voltage
testing, the test area is always to be cordoned off, with safety rope barriers.
7.5.4 Only persons that are directly engage in the testing process and who are well aware of
the risk involve are to be allowed in the cordoned off area.
7.5.5 Disconnect the busway to be tested from other equipment and circuits.
7.5.6 Check with an ohmmeter that there is no electrical connection between phases or
between phases and ground.
7.5.7 When performing the over potential test between phase and ground, as in figure 3 (a),
the test voltage should be applied from each phase to ground with the other phases
connected to ground.
7.5.8 When performing the over potential test between phases as in figure 3 (b), the
Hipotronics AC Hi-Pot test set should be use.

7.5.9 Before beginning the test, ensure that the Hi-Pot main switch is in off position and that
the voltage control switch is turned to zero position.
7.5.10 Connect the hi-pot safety ground stud to a good electrical ground. Check that the metal
frame of the busway is connected to ground.
7.5.11 Connect the line cable of the hi-pot test set to the desired phase of the busway under
test. Make sure that the connections are tight and without any sharp edges. The line
cable should be short and supported on its entire length so that it is not touching any
grounded materials.
7.5.12 Switch on the hi-pot and select the desired range for the test voltage. The test voltage
value should be as per manufacturer recommendation and should be applied for one
minute.
7.5.13 The AC hi-Pot test is a “go or no go” test. If the hi-pot test voltage is held for one minute
without any failure of the busway insulation, the busway is considered to have passed
the test.

8 QUALITY CONTROL
8.1 All inspection shall be coordinated with ALCO by Inspection and Work Request form.
8.2 Contractor’s QC Engineer shall be responsible to conduct all required inspections,
documentations and to ensure that all applicable requirements, codes, and standards
are compiled prior to ALCO’s inspection.
8.3 All inspections and testing to be perform shall be conducted in accordance with the
approved Inspection Test Plan (ITP).
8.4 Calibration certificate of test instrument used in testing continuity, insulation test,
voltage test and illumination test will be checked before commencement of testing
work for accuracy of test results.
8.5 Renew the calibration certificate if found to be expired prior to the testing of lighting
and small power system.

7 HEALTH SAFETY AND ENVIRONMENT


The Contractor shall take all reasonable steps to protect the environment (both on and off
the Site) and to limit damage and nuisance to people and property resulting from pollution,
noise and improper waste disposal. Survey personnel will prevent clutter and ensure that
the place is tidy and free from any obstructions when they leave from one place to another.

9.1.1 Safety of all personnel and equipment is the highest priority of the Contractor
during the construction and execution of works.

9.3 Tool Box Talk


9.3.1 Site Engineer/Supervisor/Foreman shall discuss the Hazard Identification Risk
Assessment and Control during the Toolbox Talk before to start the work.

9.3.2 Safety Tool Box Talk shall brief the task / subject and shall be given in
languages understandable by multinational workforce.

9.3.3 Safety Tool Box Talk attendance shall be recorded on a sheet and signed by
attendees

9.4 Working at Heights (Use of Ladders or Stepping Stool)


9.4.1 Use a solid or stable stepping stool or ladder when working above the head
level.
9.4.2 Keep the ladder clean and in good condition before every use. If there is any
doubt on the structure or stability of a ladder, the worker should inform the
employer immediately.
9.4.3 Always maintain the three points of contact when using ladders. “Three points
of contact” means both feet and one hand are always in contact with the ladder
or step ladder.
9.4.4 Always face the ladder when climbing up or down, gripping two sides with both
hands to maintain a three-point contact.
9.4.5 Do not stretch the body to reach spots on either side of the ladder. Move the
ladder to the preferred position instead.

9.5 Powered Hand Tools and Manual Operating Hand Tools


9.5.1 Warehouseman function as issuer of tools and to inspect the power hand tools
and manual operating hand tools before issued to the workers.
9.5.2 All powered and manual operating hand tools shall be maintained in good
condition and shall be inspected before use.
9.5.3 Defective tools will be labeled with “red tag” and will not be allowed for usage.
9.5.4 Stationary tools or grinding machines shall be securely mounted to prevent
movement and/or injury.
9.5.5 All light and hand powered equipment must be inspected and tagged on
monthly basis and a color code scheme must be applied.

9.6 Material Safety Data Sheet (MSDS)


All materials shall be identified and all MSDS should be read and understood before
use.

9.7 Housekeeping
Housekeeping shall be maintained by all personnel working at site. Housekeeping for
fabrication and installation shall be as per project safety plan.

9.8 Signage
All necessary safety warning and caution signs shall be displayed at work locations.
