Update on the Guidelines for regulating the Foreign chapters of the

Institute.- For Past President Meet on March 21, 2024 in Jaipur.

The International Affairs Committee at its 110 th meeting held on March 20, 2023,
had constituted the Group for Improvement in guidelines relating to ICAI Overseas
Chapters under the convenorship of CA. Mangesh Kinare with CA. Prakash Sharma;
CA. Kemisha Soni; CA. Dheeraj Kumar Khandelwal; CA. Pramod Jain: CA. Sushil
Kumar Goyal; CA. Prasanna Kumar D as members.
The aforesaid Group met on June 9, 2023 and considered various issues and
possible solutions for improvement in the guidelines and advised the Secretariat to
re-draft the guidelines after incorporating the said suggestions. The Group met at its
meeting on July 26, 2023 wherein it approved the revised guidelines.
CA. Mangesh Kinare, Convenor of the Group briefed the International Affairs
Committee at its 113th meeting held on July 31, 2023 about the important changes
made in the proposed guidelines for the consideration of the Committee. The IA
Committee deliberated in detail and suggested to rename the Guidelines as
“Directions of the Council for accreditation and functioning of Chapters outside
India”. The IA Committee also suggested changes for the improvement of the
Guidelines and advised to send the revised guidelines to legal for its vetting and
thereafter to Chapters for their comments. The IA Committee advised placing the
revised guidelines before the Committee after getting feedback from the Chapters.
In pursuance thereof, the document was sent to the Legal Department for vetting
and the changes as suggested by Legal were incorporated and circulated to the
Chapters.
Consequently, the Secretariat received comments from 8 Chapters over mail and
thereafter CA. Mangesh Kinare, Convenor of the Group had a concall with 29
representatives from 20 Chapters on February 28, 2024. The International Affairs
Committee at its 117th meeting held on March 5, 2024 felt that further discussion on
certain specific clauses of the Directions is required and advised the office to take
feedback (through concall or otherwise) from Chapters on these clauses and get
back to the IA Committee for further discussions. Upon approval from the
International Affairs Committee, the Directions shall be placed at the Council for its
consideration.
