The budget that will be downloaded to your respective offices will depend or commensurate the number of entries received (please refer to concept paper). Entries must be submitted on ot before 21 September 2017. Attached are the following documents for your information and reference: 1. Concept Paper for the Search for the Cleanest and Greenest LGU (Model Barangay on ESWM) Nationwide RATIONALE Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000, was enacted on January 2001 with the view of generating greater multi-sectoral terest and partnership in addressing the solid waste management problem in the country. In response to this, a Nationwide Search for Model Barangay for Eco-Waste Management system was launched in 2003-2004,initiated by the representatives from the DENR-EMB-NSWMC, DILG, Earth Day Network, League of Provinces, League of Cities, ie of Municipalities, Liga ng mga Barangay, Zero Waste Recycling Movement of the ines Foundation, Ine. and other NGOs. Then in 2006-2007, it was re-launched by the ‘same representatives and participated by the Local Government Units. ‘This year, the EMB-SWMD will initiate the Search for the Cleanest and Greenest LGU (Model Barangay on ESWM) Nationwide. This contest will demonstrate the best practices in Segregation at Source (SAS), Segregated Collection (SC), maintaining and operating a Materials Recovery Facility (MRF), and the implementation of City Ordinances pertaining to RA 9003. OBJECTIVE The search aims to achieve the following objectives: 1.) To develop a strong partnership with Local Government Units (LGUs) 2.) To generate data for benchmarking and monitoring R.A. 9003 compliance 3.) To recognize and reward LGUs for successfully implementing Ecological Solid Waste Management 4.) To influence and inspire LGUs so they would apply the best practices of Solid Waste Management GUIDELINES: The search for the Cleanest and Greenest LGU (Model Barangay on ESWM) Natiomwide will be formally launched on August 2017, which coincides during the 3° Ecological Integrated Waste Management Expo and Environmental Summit. The Solid ‘Waste Management Division (SWMD) shall be the Secretariat for this nationwide program. ‘The EMB Regional Offices shall invite all LGUs (Cities/Municipalities) in their mn to nominate one barangay which fully implements RA 9003 to join the search. ‘The Invitation Letter, Entry Form and Self-Assessment Form will be endorsed to the EMB Regional Offices who will then distribute it to the LGUs in their jurisdiction. All LGUs listed in the Ombudsman's short list of non-compliance and non-submission of 10 year plan will be automatically DISQUALIFIED from the search. ‘The final submission of entries will be on September 21, 201%. A duly filled-up Entry Form, Self-Assessment Form and the presence (approved or submitted) of a 10-Yeer Solid Waste Management Plan will be the basis of the EMB Regional Office for the evaluation The EMB Regional Offices shal! provide copies (scanned and emailed) of all accepted entries to the SWMD. The Initial Round of validation shall be conducted at the Regional Level. The Validation Team shall be composed of two representatives each from: (a) the EMB Regional Office — Solid Waste Management Section; (b) the Solid Waste Enforcers and Educators Team ~ Regional (SWEE'-R): (¢) the DILG Regional Office: (d) the Barangay Bureau (LNB Region); and (e) the Non-Government Organization (NGO) in the region, ‘The nominated barangays shall be validated by the team using the following criteria: @ implementation of segr ‘operation of Materials Rec: Evological Solid Waste Mani NN at source: (b) compliance to segregated collection; (c) very Facilities (MRFs): and (d) active Barangay Committee for men The minimum score 10 qualify shall be 60 points or higher. BUDGET REQUIREMENT: For 2017, the SWMD has alloted total of PhP 6,000,000.00 for monitoring, advertisements, and other expenses (e.g, honorarium).
