2. OBJECTVE

This document outlines the Layering Strtegy to provide best solution for efficient co-usage of U900
and U2100 Network Layering Design to fulfill INDOSAT Network Requirement.

Three Carriers in Different Bands (U2100 + U900). General Strategy all carriers support the R99 and
HSPA services. UEs randomly camps on F1, F2 and UE will camp on F3 U900 at U2100 coverage edge.
The coverage of U900 F3 is better than that of U2100 F1 or F2. Some sites need to use U900s for
improvement of weak coverage, that is, use U900s to handle services in areas that are not covered by U2100s.
In this scenario, a lot of hard handovers occur during voice services and call drop rate “can be” high. Therefore,
it is recommended that the optimization solution be used when U900 F3 is also used for continuous coverage.
In the general strategy of this scenario, U900s are not used for improvement of weak coverage.

NSN Solutions such as RAN2135: Layering in RRC Connection Release, RAN2172: Multi-Band Load
Balancing should be used to balance coverage. and RAN2179: Dual Band HSDPA 42 Mbps could be used for
NodeB’s where contiguous 10 MHz frequency allocation is not available

F1, F2 and F3 U900 are equal layer in terms of service priority; each will support R99+HS service.

Camping Layer

UEs camps on F1 or F2 at random and will camp F3 U900 on coverage edge on U2100.
UE F3 U900 will reselect to F1 or F2 within same coverage.

Set the AdjiQoffset1 and AdjiQoffset2 that UEs camp on F1 or F2 at random and F3 on coverage edge of the
U2100 layers. The following is a configuration example:

Access Layer
UEs directly initiate R99 services on the camped-on carrier (F1 or F2). Traffic of HSPA services is balanced
between F1 and F2 carriers.

To ensure that UE will not get in bad quality at F3 U900 coverage edge it is recommended to enable BlindHO
to the neighbours Interfrequency cells at such sites. It is recommended to provide it possibly late to avoid ping-
pong HO.

Multy-Band Load Balancing


This feature enhances the network capacity by allowing optimal traffic split between different bands and
between different frequencies inside bands. The operator can take into account various factors when deciding

 Configure 2G inter-RAT only for U900, remove the GSM neighbor cell configuration from U2100 ( in case
of Dual Band sites)

4. LAYERING STRATEGY(UMTS with LTE)

Idle Mode
1) Technology Priority : LTE FDD 1800 > LTE FDD 900 > UMTS > GSM
2) Higher priority setting only should be enable when there’s related coverage footprint.
3) UE Inactive Timers set to be 5s.
