EMERGENCY HIRING
Good morning, CAPC Chair, Dean Silvestre, fellow CAPC members and CAPC Secretariat. I
would like to discuss the resignation of Assistant Professor Denise Michelle Huang as a violin
teacher of the Strings and Chamber Music Department, and also our course of action by the Joint
DAPC of DSCM and DWP to resolve the situation.

To provide some background information and context, I would like to share a timeline of her
resignation.

January 30, 2024


Asst. Prof. Huang scheduled a Zoom meeting with Dr. Manimtim. Since I am the
incoming Chair of the department, Dr. Manimtim requested me to join the meeting.
The agenda of the meeting was she requested to lessen her workload units. If not
granted, she told Nathan she would not commit beyond this semester. She got 16 units
of load last semester; Dr. Manimtim granted her request to a minimum load of 12
units as per Mandatory Teaching Load in the Faculty Manual

Despite granting her request, she still wrote a resignation letter addressed to Dr.
Manimtim.

II. Huang’s Resignation Letter

February 7, 2024
Nathan convened an emergency meeting with the tenured faculty of the Strings
department which included Assoc Prof. Pasamba, Dr. Martinez, Dr. Manimtim, and
myself to address a situation and determine the course of actions. During the meeting,
the tenured faculty members of DSCM accepted her resignation, we then planned
procedures to address the situation. Since Mr. Taylan was already endorsed by the
DSCM and the former joint DAPC on December 9, 2022, as a replacement for Prof. Toti
Molina's position, the tenured faculty of the department unanimously endorsed Mr. Taylan
as a replacement due to Denise's resignation.

February 13, 2024


After the department townhall meeting, we talked to the students of Denise para
malaman at alam nila lang nila yung situation.
February 15, 2024
The Strings and Chamber Music Department wrote a letter addressed to the
Chancellor’s office regarding Denise's resignation, with an endorsement from Dean
Silvestre

III. Emergency Meeting with the Tenured Faculty Members of DSCM (February 7, 2024)
a. Department’s course of action
b. Coordination and consultation of Huang’s students
c. Hiring of a New Violin Teacher as a replacement to Asst. Prof. Huang

March 1, 2024
On March 1, 2024, the Joint DAPC of DSCM and DWP held a meeting to discuss
their agenda, including the function of DAPC, the schedule of meetings, and the
hiring of a new Violin teacher to replace Mr. Huang. The committee, composed of Dr.
Edna Martinez, Assoc Prof Rodney Ambat, Asst. Prof. Kevin Castelo, and myself, has
considered Mr. Taylan as a qualified candidate who has already fulfilled all the
requirements for the job position. The committee unanimously agreed to endorse Mr.
Taylan's hiring as a replacement for Asst. Prof. Huang.

IV. Joint DAPC of DSCM and DWP Meeting (March 1, 2024)


a. Unanimously endorsed Mr. Ralph Taylan

In this light, I would like to propose to the College Academic Program Committee that Mr. Ralph
Waldo S. Taylan be endorsed as the new violin teacher for the Department of Strings and
Chamber Music and UP College of Music, replacing Asst. Prof. Denise Michelle Huang due to
her resignation.
