Project Title: EXPANSION OF CONTROL BUILDING AT SUBIC SUBSTATION


Location: CAWAG SUBIC, ZAMBALES

SCOPE OF WORK
In accordance with the project specifications and approved drawings/plans, the contractor shall furnish
all the required materials, labor, equipment/tools and incidentals and undertake the Expansion of
Control Building at Subic Substation located at Cawag Subic, Zambales within 180 Calendar Days
as follows:

GENERAL

The work comtemplated to be done by the successful bidder under the contract shall consist of

furnishing all superintendence, labor, materials, supplies tools and equipment and other incidentals
necessary for the Expansion of Control Building at Subic Substation located at Cawag Subic,
Zambales in accordance with the requirements of the plans and specifications.

LOCATION OF THE PROJECT

The proposed project is located in Cawag Subic, Zambales.

Bidders are required to make an ocular and physical survey of the actual site to enable them to assess
the actual field conditions and requirements to offer a realistic and equitable bid. A CERTIFICATE OF
SITE INSPECTION will be issued by the proponent and this will serve as an integral part of the
Technical Evaluation. No Certification issued means Non-compliance.

The works to be performed by the successful bidder essentially consist of engineering services, furnish,
deliver, install, dismantling, construct, supply, provide, place including furnishing of labor, equipment,

materials, submission of as-built drawings and other incidentals of the following items, of works in
accordance with the Plans and Specifications.

The work required are generally enumerated below, but it should be noted the Contract includes all
works, services and regulatory permits although not specifically detailed herein, but are required to
fully complete the construction of the building, as specified in the Bid Drawing.

PROJECT DURATION
All works required shall be completed as specified in the work scope and within One Hundred Eighty
(180) CALENDAR DAYS, including procurement of materials and construction phase based on approved
work schedule by the Owner reckoned from contract effectivity date.

PROJECT WARRANTY

Warranty period shall be one (1) year from the project completion date as indicated in the Certificate of
Final Completion (CFC).

The Contractor shall submit two (2) copies A3 size plans/drawings & shall send thru email one set of
AutoCAD copy of approved as-built plans/drawings and other necessary documents mentioned in the
specifications which are prerequisites prior to Issuance of Certificate of Final Completion.

QUALIFICATIONS OF THE CONTRACTOR


To qualify as the bidder of the project, Contractor shall meet the following requirements:

 Shall meet NGCP’s standard minimum qualification for contractor.
 Shall have substantial capital, manpower, tools and equipment to undertake the project.
 Contractor must have completed projects similar in nature and complexity to the

contract.
 Contractor shall provide list of similar projects and track record.
 Contractor shall submit valid Philippine Contractors Accreditation Board (PCAB)
license and registration for the type and cost of the contract for bidding.
 Contractor has no major pending and outstanding issues on NGCP’s awarded
contracts being undertaken.
 Contractor must have satisfactory performance implementing NGCP’s projects.

TECHNICAL PROVISIONS

SECTION 01 – SCOPE OF WORKS

TP 01-01GENERAL

The work contemplated to be done by the successful bidder under this contract shall consist of furnishing all
superintendence, labor, materials, supplies, tools and equipment and other incidentals necessary for the EXPANSION
OF CONTROL BUILDING AT SUBIC SUBSTATION LOCATED AT CAWAG,SUBIC, ZAMBALES in accordance with the
requirements of the plans and specifications. The project shall be completed within One Hundred Eighty (180)
calendar days.

TP 01-02 LOCATION OF THE PROJECT

TP 01-04AS-BUILT DRAWINGS

The Contractor shall submit Two (2) copies A3 size plans/ drawings & shall send thru email one set of Auto
Cad copy of approved as-built plans/drawings and other necessary documents mentioned in the specifications
which are prerequisites prior to Issuance of Certificate of Final Completion.

SECTION 02 – PERMITS & FEES CERTIFICATES OF INSPECTION, LOCAL LAWS AND ORDINANCES

TP 02-01SCOPE

This section shall include all necessary permits and fees for the affected area during construction period.

Prior to the start of work, the Contractor shall secure all permits and licenses, and pay all charges, taxes and
fees and shall give all notices necessary and incident to the due and lawful execution of the works from the authorized
government agency having jurisdiction over the place and the type of work. After completion of the installation and

before acceptance by the Contracting Officer, a final certificate of inspection and permit to operate the system shall
also be secured from the same government agency, if required. Fees and other expenses due on permits and
certificate shall be borne by the Contractor. Preparation and submission of duly signed and sealed drawings and lot
plans by professional practitioners, preparation and submission of structural analysis and calculations. If required and/
other, relevant documents shall be the responsibility of the contractor.

The equipment and materials to be furnished by the Contractor and the installation of the system, if any, shall
conform to all laws, codes, ordinances and regulations of the government agency having jurisdiction and that of the
Bureau of Industrial Safety.

The Contractor shall obtain all necessary allowances, payments and royalties, etc., in connection with the use
of any patented devices or system and shall save the Corporation harmless from any claim or lawsuit arising from such
use.

TP 02-02GENERAL

The Contractor shall acquire all necessary permits before any construction. All existing access roads utilized
by the Contractor shall be properly maintained by him during the duration of the contract. The flow traffic shall not
be obstructed in the use and maintenance of existing roads.

The drawings show the approximate locations of some of the roads in the vicinity of the work. This data is
intended for information only and the Corporation does not guarantee the exactness of such presentation. The
Contractor, therefore, shall verify such locations.

During the life of the contract, the Contractor shall observe or comply with all the regulations, regarding
barricades, detour arrangements, warning signs and other requirements on the use of existing substation roads.
Permits and payment of fees, if required shall be secured/borne by the Contractor.

TP 02-03REQUIREMENTS FOR SECURING A BUILDING PERMIT

The contractor shall be responsible in securing and filling up of the herein listed forms including the necessary
signatures required in these forms at the contractor’s expense, as appropriate. Note: NGCP shall secure signature of
its officials concerned (as applicant) in appropriate application forms / documents.

TP 02-04MEASUREMENT AND PAYMENT

There will be no separate payment for complying with the requirement of this section. The expenses incurred by the
contractor shall be included in various pay items of the Bid Price Schedule. Payment for the requirements under this
Section are incidental to other items of work and will not be paid separately unless otherwise specified in the Bill of
PR

Quantities.

SECTION 03- GENERAL CONSTRUCTION

TP 03-01SCOPE

This section covers the moving-in of the Contractor’s construction equipment, setting up of the Contractor’s facilities
and the disposition of the Contractor’s various facilities at the end of the Contract.

TP 03-02MOVING-IN

The Contractor shall bring to the site all his necessary construction equipment and plant and install all stationary
construction equipment and plant at locations and in the manner approved by the Contracting Officer. The
Contractor shall submit sufficiently detailed plans showing the proposed locations of such stationary equipment and
plant and other pertinent data. No installation of such stationary equipment shall be undertaken unless the
corresponding plans have been approved by the Contracting Officer.

TP 03-03CONTRACTOR’S CAMP FACILITIES

a. The Contractor shall provide and grade his camp site, construct his camp, employees’ housing, warehouse,
machine and repair shops, fuel storage tanks, power distribution lines and provide such related facilities and
sanitary convenience that the Contractor deems necessary for maintaining health, peace and order in the
camp and work areas. The areas that may be used by the Contractor within the plant site shall be designated
by the Contracting Officer.

b. The Contractor shall provide, maintain and operate under competent direction, such camps and facilities as are
necessary for the housing, feeding and accommodation of his employees.

c. The Contractor will be permitted to lease space in the buildings erected by him on land furnished free by the
Corporation for conducting such business or services, as, in the opinion of the convenience of such business or
employment of such services shall be optional on the Contractor’s employees. All leases covering business and



other concessions in the camp site shall be subject to approval of the Contracting Officer and all such leases shall
contain provisions making them subject to termination if, in the opinion of the Contracting Officer, the lessee is
guilty of misconduct, infraction of the law or of the regulations governing operation of camps. All leases shall also
be made subject to termination upon completion or termination of the construction contract. No concessions or
leases shall be granted for the sale of intoxication liquor or for the operation of public dance halls, games of
chance or gambling in any form.

d. Within a month, after signing of the Contract, Contractor shall notify power supplier, if any, of the power supply he
intends to use and of any unusual power requirements he may need during the construction period.

TP 03-04CAMP SECURITY

The Contractor shall provide his own security force to extent that he deems necessary for maintaining peace and
order in the camp and work areas to safeguard materials and equipment. Nothing under the provisions of this

paragraph shall relieve the Contractor from full responsibility for the maintenance of peace and order and
protection of life and property in all areas where he operates.

TP 03-05REMOVAL OF CAMP AND CONSTRUCTION FACILITIES

After the completion of the work covered by the contract and prior to acceptance of the completed work, the
entire camp of the Contractor, including its water supply system, electric distribution system, quarters, warehouses,
shops, dining halls, commissaries and other facilities therein; temporary sheds and warehouse/s electric distribution
lines and water lines and other facilities at work areas; and all other installations, regardless of whether they are
permanent or temporary for the prosecution of the work, shall be demolished by the Contractor.

TP 03-06COST OF CONTRACTOR’S GENERAL CONSTRUCTION FACILITIES

There will be no separate payment for complying with the requirements of this section. The expenses incurred by the
Contractor shall be included in the various pay items of the Bid Schedule.

SECTION 04 – SITE PREPARATION WORKS

TP 04-01SCOPE

The work shall consist of the clearing and disposal of trees, snags, logs, brush, shrubs, stumps, and rubbish from the
designated areas.

TP 04-02CLASSIFICATION
AP

Unless otherwise specified in Section 8, clearing will be classified according to the following definitions:

Class A clearing requires that trees and other woody vegetation be removed so that the remaining stumps extend
no higher than four (4) inches above the ground surface.

Class B clearing requires that trees and other woody vegetation be removed so that the remaining stumps extend
no higher than twelve (12) inches above the ground surface.

Class C clearing requires that trees and other woody vegetation be removed as near the ground surface as
conventional tools or field conditions will permit.

TP 04-03PROTECTION OF EXISTING VEGETATION

Trees and other woody vegetation designated to remain undisturbed shall be protected from damage throughout
the entire construction period. Any damage resulting from the Contractor’s operations or neglect shall be repaired
by the Contractor.

Earth fill, stockpiling of materials, vehicular parking, and excessive foot or vehicular traffic shall not be allowed within
the drip line of vegetation designated to remain in place. Vegetation damaged by any of these or similar actions
shall be replaced with viable vegetation of the same species or as specified in Section 8 and approved by the
Contracting Officer.

Any cuts, skins, scrapes or bruises to the bark of the vegetation shall be carefully trimmed and local nursery



accepted procedures utilized to seal damaged bark.

Any limbs or branches one-half (1/2) inch or greater in diameter which are broken, severed or otherwise seriously
damaged during construction shall be cutoff at the base of the damaged limb or branch flush with the adjacent
limb or tree trunk.

All roots one (1) inch or greater in diameter which are cut, broken or otherwise severed during construction
operations shall have the end smoothly cut perpendicular to the root. Roots exposed during excavation or other
operations shall be covered with moist earth and/or backfilled as soon as possible to prevent the roots from drying.

TP 04-04MARKING

The limits of the areas to be cleared will be marked bemoans of stakes, flags, tree markings or other suitable
methods. Trees to be left standing and uninjured will be designated by special markings placed on the trunks at a

height of about six (6) feet above the ground surface.

TP 04-05CLEARING

All trees not marked for preservation and all snags, logs, brush, shrubs, stumps, rubbish and similar materials shall be
cleared from within the limits of the marked areas.

TP 04-06DISPOSAL

All materials cleared from the designated areas shall be disposed of at locations shown on the drawings. The
Contractor is responsible for complying with all local rules and regulations and the payment of any and all fees that
may result from the disposal at locations away from the construction location.

TP 04-07MEASUREMENT AND PAYMENT

Measurement for payment for this work will be made as shown in the bid schedule which payment shall constitute full
compensation for furnishing labor, materials, equipment, tools and all other incidentals necessary to complete the
requirements of this section.

SECTION 05 - DEMOLITION / CHIPPING WORKS / DISMANTLING WORKS

TP05-01 SCOPE

In accordance with the specifications contained herein and in conformance with the lines and extent shown
in the plans or otherwise directed by the Contracting Officer, the Contractor shall furnish all equipment and
labor and shall perform the required demolition and/or dismantling and chipping works of existing structures.

TP05-02 GUIDELINES

The Contractor shall secure clearance from the Contracting Officer before any demolition/chipping works
shall commence in order to determine the limits of the work. Any unnecessary demolition/ chipping works
which are not in accordance with the limits as shown in the plans or as directed by the Contracting Officer
shall be restored to its original shape at the expense of the Contractor.

The Contractor shall either install temporary roofing/cover while the permanent roofing is not yet installed in
order to protect the equipment inside the building or replace the roofing/framing portion by portion. In either
case, the Contractor shall be required to submit methodology to concerned NGCP Representative for
evaluation/approval prior to implementation.

The Contractor shall carry out also all dismantling works required in connection with the construction of
structures and development of site. These works shall be performed by skilled workmen.

TP05-03 DISPOSAL

All excess materials, from demolition and/or dismantling works (including excess in structural excavation) shall
be disposed by the Contractor at the disposal area to be designated by the Contracting Officer which will not

interfere harmfully with the natural flow of stream nor affect the surrounding properties. Neither should this bar
the appearance of the completed project, nor interfere with the accessibility of the structures for operation.
Disposed materials shall be stockpiled and leveled to reasonable regular lines.

TP05-04 MEASUREMENT AND PAYMENT

Demolition/Chipping/Dismantling

Measurement of payment for demolition, dismantling/removal and chipping of all structures required will be as
indicated in the Bid Price Schedule.

Payment shall cover all costs for furnishing all labor, materials, equipment and tools necessary to complete all
necessary works.

SECTION 06 – STRUCTURAL EXCAVATION

TP 06-01 SCOPE

The work shall consist of the excavation required by the drawings and specifications and disposal of the excavated
materials not suited as a fill material.

TP 06-02 CLASSIFICATION

Excavation will be classified as common excavation or rock excavation in accordance with the following definitions
or will be designated as unclassified.

Common excavation shall be defined as the excavation of all materials that can be excavated, transported, and
unloaded by the use of heavy ripping equipment and wheel tractor-scrapers with pusher tractors or that can be
excavated and dumped into place or loaded onto hauling equipment by means of excavators having a rated
capacity of one cubic yard or larger and equipped with attachments (such as shovel, bucket, backhoe, dragline or

clam shell) appropriate to the material type, character, and nature of the materials.

Rock excavation shall be defined as the excavation of all hard, compacted or cemented materials that requires
blasting or the use of ripping and excavating equipment larger than defined for common excavation. The
excavation and removal of isolated boulders or rock fragments larger than one (1) cubic yard encountered in
materials otherwise conforming to the definition of common excavation shall be classified as rock excavation. The
presence of isolated boulders or rock fragments larger than one (1) cubic yard will not in itself be sufficient cause to
change the classification of the surrounding material.

Excavation designated as "Unclassified Excavation" shall include all materials encountered regardless of their nature
or the manner in which they are removed. When excavation is unclassified, none of the definitions or classifications
stated above, shall apply.

TP 06-03 USE OF EXCAVATED MATERIALS

Suitable materials from the specified excavations may be used in the construction of required earth fill or rock fill. The
suitability of materials for specific purposes will be determined by the Engineer.

TP 06-04 DISPOSAL

All surplus or unsuitable excavated materials will be designated as waste and shall be disposed of by the Contractor
at sites of his own choosing away from the site of the work in an environmental acceptable manner and that does
not violate local rules and regulations.

TP 06-05 EXCAVATION LIMITS

All excavations shall be completed and maintained in a safe and stable condition throughout the total construction
phase. Structure and trench excavations shall be completed to the specified elevations and to the length and width
required to safely install, adjust, and remove any forms, bracing, or supports necessary for the installation of the work.
Excavations outside of the lines and limits shown on the drawings or specified herein required to meet safety
requirements shall be the responsibility of the Contractor in constructing and maintaining a safe and stable




excavation.

TP 06-06 OVER-EXCAVATION

Excavation in earth beyond the specified lines and grades shall be corrected by filling the resulting voids with
approved compacted earth fill, except that, if the earth is to become the subgrade for riprap, rock fill, sand or
gravel bedding, or drain fill, the voids may be filled with material conforming to the specifications for the riprap, rock
fill, bedding or drain fill. Prior to correcting an over-excavation condition, the Contractor shall review the planned
corrective action with the Engineer and obtain approval of the corrective measures.

TP 06-07 BRACING

The contractor's design and installation of bracing/shoring shall take the necessary precautions to be consistent with
the rules, orders, and regulations of the NGCP Safety Standards.

Excavations shall be so braced and supported that they will be safe, such that the walls of the excavation will not
slide or settle and all existing improvements of any kind, either on public or private property, will be fully protected
from damage.

The shoring or bracing shall be arranged so as not to place any stress on portions of the completed work.

Carefully remove shoring/bracing, and timbering to prevent the caving or collapse of the excavation faces being
supported.

TP 06-08 MEASUREMENT AND PAYMENT

Measurement for payment for this work will be made as shown in the bid schedule which payment shall constitute full

compensation for furnishing labor, materials, equipment, tools and all other incidentals necessary to complete the
requirements of this section.

SECTION 7 – BACKFILLING AND COMPACTION WORKS

TP 07-01SCOPE

The work shall consist of the construction of earth embankments, other earth fills, and earth backfills required by the
drawings and specifications.

TP 07-02MATERIALS

All fill materials shall be obtained from required excavations and designated or approved borrow areas. The
selection, blending, routing and disposition of materials in the various fills shall be subject to approval by the
AP

Engineer.

Fill materials shall contain no frozen soil, sod, brush, roots or other perishable materials. Rock particles larger than the
maximum size specified for each type of fill shall be removed prior to compaction of the fill.

The types of materials used in the various fills shall be as listed and described in the specifications and drawings.

TP 07-03PLACEMENT

Before placing fill materials, the surface upon which it will be placed shall be cleared of all brushes, roots, vegetable
matters and debris, scarified and thoroughly wetted to insure good bonding between the ground and the fill
materials. Fill, which shall be in contact with new concrete work, shall not be placed until at least 48 hours after
removal of forms.

TP 07-04COMPACTION

Fill shall be evenly spread in horizontal layers of not more than 200mm in thickness. Each layer shall be wetted and
compacted by approved mechanical vibratory compaction machine, roller or portable, to a density of at least 90%
of its




SECTION 08 – STEEL REINFORCEMENT

TP 08-01SCOPE

The work shall consist of furnishing and placing steel reinforcement for reinforced concrete (new & existing) or
pneumatically applied mortar.

TP 08-02MATERIAL REQUIREMENTS

a. All reinforcement shall be free from loose or flaky rust, soil, oil, grease, paint or other deleterious matter.
b. Tower Foundation Works: Steel bars for concrete reinforcement shall be Grade 40 (40,000psi or 275 MPa) for

16mmØ and larger, and Grade 30 (30,000psi or 206.85MPa) for 12mmØ and lower. Deformed bars
conforming to one of the following specifications ASTM A 615. Or as specified in the drawings.
c. Dowels shall be deformed bars conforming to the same specifications listed above for steel bars.
d. Fabricated deformed steel bar mats for concrete reinforcement shall conform to the requirements of ASTM A

e. Plain steel welded wire fabric for concrete reinforcement shall conform to the requirements of ASTM A 185.
f. Deformed steel welded wire fabric for concrete reinforcement shall conform to the requirements of ASTM A
497.
g. Epoxy-coated steel bars for concrete reinforcement shall conform to the requirements of ASTM A 775.
h. Gauges, diameters, spacing and arrangement of wires for welded steel wire fabric shall be as defined for
the specified style designations.
i. Steel reinforcement inventories at the site of the work shall be stored above the ground surface on platforms,
skids or other supports and shall be kept clean and protected from mechanical injury and corrosion

TP 08-04BAR SCHEDULE, LISTS AND DIAGRAMS

Any supplemental bar schedules, bar lists or bar-bending diagrams required to accomplish the fabrication and
placement of steel reinforcement shall be provided by the Contractor. Prior to placement of reinforcement, the
Contractor shall furnish a copy of any such lists or diagrams to the Engineer for approval. Acceptance of the
reinforcement will not be based on approval of these lists or diagrams, but will be based on inspection of the steel
reinforcement after it has been placed, tied, supported and ready to receive concrete.

TP 08-05BENDING

Reinforcement shall be cut and bent in compliance with the requirements of the American Concrete Institute
Standard 315. Bars shall not be bent or straightened in a manner that will injure or weaken the material. Bars with
kinks, cracks or improper bends will be rejected.

TP 08-06SPLICING BAR REINFORCEMENT

Splices of reinforcement shall be limited to those locations shown on the drawings. Splice lengths shall be
determined prior to fabrication and meet the requirements of ACI Standard 318 "Building Code Requirements for



Reinforced Concrete". Bar placement drawings and schedules shall be provided for approval prior to fabrication.
The drawings shall show all splice locations, layouts, and lap dimensions.

TP 08-07SPLICING WELDED WIRE FABRIC

Unless otherwise specified, welded wire fabric shall be spliced in the following manner:

a. Adjacent sections shall be spliced end to end (longitudinal lap) by overlapping a minimum of one full mesh
plus two (2) inches plus the length of the two end overhangs. The splice length is measured from the end of
the longitudinal wires in one piece of fabric to the end of the longitudinal wire in the lapped piece of fabric.

b. Adjacent sections shall be spliced side to side (transverse lap) a minimum of one full mesh plus two (2)
inches. The splice length shall be measured from the centerline of the first longitudinal wire in one piece of
fabric to the centerline of the first longitudinal wire in the lapped piece of fabric.

TP 08-08PLACING

Reinforcement shall be accurately placed and secured in position in a manner that will prevent its displacement

during the placement of concrete. Tack welding of bars will not be permitted. Metal chairs, metal hangers, metal
spacers and concrete chairs may be used to support the reinforcement. Metal hangers, spacers and ties shall be
placed in such a manner that they will not be exposed in the finished concrete surface. The legs of metal chairs or
side form spacers that may be exposed on any face of slabs, walls, beams or other concrete surfaces shall have a
protective coating or finish by means of hot dip galvanizing, epoxy coating, plastic coating, or be stainless steel.
Metal chairs and spacers not fully covered by a protective coating or finish shall have a minimum cover of 3/4 inch
of concrete over the unprotected metal portion except for those with plastic coatings may have a minimum cover
of 1/2 inch of concrete over the unprotected metal portion. Pre-cast concrete chairs shall be manufactured of the
same class of concrete as specified for the structure and shall have the tie wires securely anchored in the chair or a
O
V-shaped groove at least 3/4 inch in depth molded into the upper surface to receive the steel bar at the point of
support. Pre-cast concrete chairs shall be clean and moist at the time concrete is placed.

Reinforcement shall not be placed until the prepared site has been inspected and approved. After placement of
the reinforcement, concrete shall not be placed until the reinforcement has been inspected and approved by the

Engineer.

TP 08-09MILL CERTIFICATE AND TEST

a. The contractor shall furnish a copy of manufacturer’s certificate of mill tests of all reinforcing steel.

b. The contractor shall employ at his own expense an approved testing laboratory which shall conduct testing
of all reinforcement sizes of each bulk under the supervision of the supervising Engineer.

TP 08-10MEASUREMENT AND PAYMENT

Measurement for payment for this work will be made as shown in the bid schedule which payment shall constitute full
compensation for furnishing labor, materials, equipment, tools and all other incidentals necessary to complete the
requirements of this section.

SECTION 09 – CONCRETE INCLUDING FORMS

TP 09-01SCOPE

In accordance with the specifications contained and as shown on the drawings or as otherwise directed, the work
shall consist of furnishing, forming, placing, finishing and curing Portland Cement as required to build the structure.

TP 09-02 MATERIAL REQUIREMENTS

Portland Cement

a. Portland cement shall conform to the requirements of ASTM Specification C-150 for the specific types of
Cement. When Type I Portland Cement is specified, Type IS Portland Blast-furnace slag cement or Type IP
Portland-Pozzolan cement conforming to the requirements of ASTM Specification C 595 may be used unless
prohibited by the specifications. When air-entraining cement is required, the Contractor shall furnish the
manufacturers written statement providing the source, amount and brand name of the air-entraining
component.




b. Cement shall always be stored and protected from weather, dampness or other destructive elements.
Cement that is partially hydrated or otherwise damaged will not be accepted.
c. Cement shall be any standard commercial brand in 40 kilograms per bag.

Aggregates

a. Aggregate shall conform to the requirements of ASTM Specification C 33 for the specified sizes. Aggregates
that fail to meet any requirement may be accepted only when: (1) the specified alternate conditions of
acceptance can be proven prior to the use of the aggregates on the job and within a period of time such
that no work under the contract will be delayed by the requirements of such proof; or, (2) the specification
for concrete expressly contains a provision of special mix requirements to compensate for the effects of the
deficiencies.
b. Sand shall be clean/washed, hard, coarse river sand or crushed sand free from injurious amount of clay
loam and vegetable matter.

c. Gravel shall be river run gravel or crushed stones. The maximum size shall be 1/5 of the nearest dimension
between sides of forms of the concrete, 0r ¾ of the minimum clear spacing between reinforcing bars, or
between re-bars and forms whichever is smaller.
d. Aggregates of each class and size shall be stored and handled by methods that prevent segregation of

particle sizes or contamination by intermixing with other materials.

Chemical Admixtures

a. Air-entraining admixtures shall conform to the requirements of ASTM Specification C 260.


b. Water reducing and/or retarding admixtures shall conform to the requirements of ASTM Specification C 494,
Types A, B, D, F, or G.
c. Plasticizing or plasticizing and retarding admixtures shall conform to ASTM Specification C 1017.
d. Accelerating or water-reducing and accelerating admixtures shall be non-corrosive and conform to the
O
requirements of ASTM Specification C 494, Types C and E. The manufacturer shall provide long-term test
data results from an independent laboratory verifying that the product is non-corrosive when used in
concrete exposed to continuously moist conditions.

Concrete Curing Compounds


PR

a. Refers to liquid membrane-forming compounds suitable for spraying on concrete surfaces to retard the loss
of water during the concrete curing process. The curing compound shall meet the requirements of ASTM
Specification C 309.
b. All curing compound shall be delivered to the site of the work in the original container bearing the name of
the manufacturer and the brand name. The compound shall be stored in a manner that prevents damage
to the container and protects water-emulsion types from freezing.

Joint Fillers
AP

Preformed expansion joint filler shall conform to the requirements of ASTM Specification D 1752, Type I, Type II, or Type
III, unless bituminous type is specified. Bituminous type preformed expansion joint filler shall conform to the
requirements of ASTM Specification D 994, or D 1751.
Mixing Water

Water used in mixing and curing concrete shall be clean and free from injurious amount of oil, acid, alkali, organic
matter or other deleterious substances. The Water Content shall not exceed 28 liters per 40 kilograms per bag
cement.

TP 09-03STRENGTH/CLASS OF CONCRETE

Compressive strength requirements at 28 days:


a. Class A = 3,000-3,500 psi (fc’ = 20.68 – 24.13 MPa), for structural members
b. Class B = 2,000-2,500 psi (fc’ = 13.79 – 17.23 MPa) for lean concrete,
c. Or unless otherwise specified in the drawings.

TP 09-04DESIGN OF CONCRETE MIX

The proportions of the aggregates shall be such as to produce a concrete mixture that will work readily into the
corners and angles of the forms and around reinforcement when consolidated, but will not segregate or exude free
water during consolidation.




Prior to placement of concrete, the Contractor shall furnish the Engineer, for approval, a statement of the materials
and mix proportions (including admixtures, if any) he intends to use. The statement shall include evidence
satisfactory to the Engineer that the materials and proportions will produce concrete conforming to this
specification. The materials and proportions so stated shall constitute the "job mix". After a job mix has been
approved, neither the source, character or grading of the aggregates nor the type or brand of cement or admixture
shall be changed without prior notice to the Engineer. If such changes are necessary, no concrete containing such
new or altered materials shall be placed until the Engineer has approved a revised job mix.

TP 09-05MIXERS AND MIXING

Concrete shall be uniform and thoroughly mixed when delivered to the work site. Variations in slump of more than
one (1) inch within a batch will be considered evidence of inadequate mixing and shall be corrected by increasing
mixing time or other acceptable alternative.

For stationary mixers, the mixing time after all cement and aggregates are in the mixer drum shall be not less than 1-
1/2 minutes. When concrete is mixed in a truck mixer, the number of revolutions of the drum or blades at mixing
speed shall be not less than 70 nor more than 100.

Unless otherwise specified, volumetric batching and continuous mixing at the construction site will be permitted. The
batching and mixing equipment shall conform to the requirements of ASTM Specification C 685 and shall be
demonstrated prior to placement of concrete, by tests with the job mix, to produce concrete meeting the specified
proportioning and uniformity requirements. Concrete made by this method shall be produced, inspected, and
certified in conformance with Sections 6, 7, 8, 13, and 14 of ASTM Specification C 685.

No mixing water in excess of the amount called for by the job mix shall be added to the concrete during mixing or
hauling or after arrival at the delivery point.

TP 09-06INSPECTION AND TESTING

a. During the course of the work, the Engineer will perform quality assurance testing/checking as required to
assure the concrete meets the contract requirements. The Engineer shall have free entry to the plant and
equipment furnishing concrete under the contract. Proper facilities shall be provided for the Engineer to

inspect materials, equipment and processes and to obtain samples of the concrete. All tests and inspections
will be conducted so as not to interfere unnecessarily with manufacture and delivery of the concrete.

b. The Contractor shall employ, at his own expense, an approved testing, laboratory which shall design the mix
for each type of concrete required by the Specifications and drawings to obtain strength as determined by
test cylinder at least 15% higher than required. Strength requirements shall be noted on the drawings.

c. For air content and consistency, the slump shall be 3 to 5 inches. If air entrainment is specified, the air content
by volume shall be 4 to 7 percent of the volume of the concrete. When specified, directed or approved by the
AP

Engineer, a water-reducing, set-retarding or other admixture shall be used. High Range Water Reducing
Agents (Superplasticizers) may be used to increase workability, reduce water content and control concrete
temperature in hot weather. The maximum slump after adding high range water reducing agents shall be 7-
1/2 inches.

d. The adequacy of the mix design shall be verified by a test on a minimum of 3 cylinders per batch and tested
at 28th day, in accordance with ASTM C-192 and G-39 and by Slump Tests in accordance with ASTM C-143.

e. The testing laboratory shall submit copies of the mix design and the test results to the Owner or his duly
authorized representative for approval before any concrete is placed.

TP 09-07FORMS

a. Forms shall be of wood, plywood, steel or other approved material and shall be mortar tight. The forms and
associated false work shall be substantial and unyielding and shall be constructed so that the finished
concrete will conform to the specified dimensions and contours. Form surfaces shall be smooth and free from
holes, dents, sags or other irregularities. Forms shall be coated with a non-staining form release agent before
being set into place.

b. Metal ties or anchorages within the forms shall be equipped with cones, she-bolts or other devices that permit
their removal to a depth of at least one inch without injury to the concrete. Ties designed to break off below
the surface of the concrete shall not be used without cones.




c. Forms shall not be removed without the approval of the Engineer. Forms shall be removed in such a way as to
prevent damage to the concrete. Supports shall be removed in a manner that will permit the concrete to take
the stresses due to its own weight uniformly and gradually. Forms shall remain in place for a minimum time as
follows:
Formed Foundations ---------- 5 days
Pedestal ------------------------- 4 days

TP 09-08CONVEYING

Concrete shall be delivered to the site and discharged into the forms within 1-1/2 hours after the introduction of the
cement to the aggregates. In hot weather or under conditions contributing to quick stiffening of the concrete, the
time between the introduction of the cement to the aggregates and discharge shall not exceed 45 minutes.

The Engineer may allow a longer time, provided the setting time of the concrete is increased a corresponding
amount by the addition of an approved set-retarding admixture. In any case, concrete shall be conveyed from the
mixer to the forms as rapidly as practicable by methods that will prevent segregation of the aggregates and no loss
of mortar occurs.

TP 09-09PLACING

Concrete shall not be placed until the subgrade, forms, steel reinforcement, and embedded items have been
inspected and approved. No concrete shall be placed except in the presence of the Engineer. The Contractor shall
give reasonable notice to the Engineer each time he intends to place concrete. Such notice shall provide sufficient
time for the Engineer to inspect the subgrade, forms, steel reinforcement and other preparations for compliance
with the specifications. "Other preparations" include but are not limited to the concrete mixing plant, delivery
equipment system, placing, finishing, and curing equipment and system, schedule of work, workforce, heating or
O
cooling facilities if applicable. Deficiencies are to be corrected before concrete is delivered for placing.

Concrete shall not be dropped more than 5 feet vertically unless suitable equipment is used to prevent segregation.
When high range water reducing agents are used, the concrete shall not be allowed to drop more than 10 feet.
Hoppers and chutes, pipes or "elephant trunks" shall be used as necessary to prevent segregation and the splashing

of mortar on the forms and reinforcing steel above the layer being placed.

Immediately after the concrete is placed in the forms, it shall be consolidated by spading, hand tamping or vibration
as necessary to insure smooth surfaces and dense concrete. Each layer shall be consolidated to insure monolithic
bond with the preceding layer. If the surface of a layer of concrete in-place sets to the degree that it will not flow
and merge with the succeeding layer when spaded or vibrated, the Contractor shall discontinue placing concrete
and shall make a construction joint according to the procedure as specified.

TP 09-10CONSTRUCTION JOINTS
AP

Construction joints shall be made at the locations shown on the drawings. If construction joints are needed which
are not shown on the drawings, they shall be placed in locations approved by the Engineer.

Steel tying and form construction adjacent to concrete in-place shall not be started until the concrete has cured at
least 12 hours. Before new concrete is deposited on or against concrete that has hardened, the forms shall be re-
tightened. New concrete shall not be placed until the hardened concrete has cured at least 12 hours.

The surfaces shall be kept moist for at least one hour prior to placement of the new concrete.

To ensure stability of construction joints particularly for roof structures and other structures adjoining roof beams , roof
deck and canopy shall be monolithically poured with roof beams.

TP 09-11FINISHING FORMED AND UNFORMED SURFACES

Immediately after the removal of forms:


a. All fins and irregular projections shall be removed from exposed surfaces.
b. The holes produced on all surfaces by the removal of form ties, cone-bolts, and she-bolts shall be cleaned,
wetted and filled with a dry pack mortar consisting of one part Portland Cement, three parts sand that will pass
a No. 16 sieve, and just sufficient water to produce a consistency such that the filling is at the point of
becoming rubbery when the material is solidly packed.
c. All exposed surfaces of the concrete shall be accurately screeded to grade and then float finished, unless
specified otherwise.




TP 09-12CURING

Concrete shall be prevented from drying for a curing period of at least 7 days after it is placed. Exposed surfaces
shall be kept continuously moist for the entire period, or until curing compound is applied as specified below.
Moisture shall be maintained by sprinkling, flooding or fog spraying or by covering with continuously moistened
canvas, cloth mats, straw, sand or other approved material. Wood forms left in-place during the curing period shall
be kept continuously wet. Formed surfaces shall be thoroughly wetted immediately after forms are removed and
shall be kept wet until patching and repairs are completed. Water or covering shall be applied in such a way that
the concrete surface is not eroded or otherwise damaged.

TP 09-13REMOVAL AND REPLACEMENT/REPAIR

When concrete is honeycombed, damaged or otherwise defective, the Contractor shall remove and replace the

structure or structural member containing the defective concrete or, where feasible, correct or repair the defective
parts. The Engineer will determine the required extent of removal, replacement or repair. Prior to starting repair work
the Contractor shall obtain the Engineer's approval of his plan for effecting the repair. The Contractor shall perform
all repair work in the presence of the Engineer.

TP 09-14CONCRETE TEMPERATURE

Concreting in Cold Weather - Concrete shall not be mixed nor placed when the daily minimum atmospheric
temperature is less than 5 degrees Celsius unless facilities are provided to prevent the concrete from freezing. The use
of accelerators or antifreeze compounds will not be allowed.

Concreting in Hot Weather - The Contractor shall apply effective means to maintain the temperature of the concrete
below 33 degrees Celsius during mixing, conveying and placing.

TP 09-15REQUIREMENT IN SETTING THE FOUNDATION (IF APPLICABLE)

The centers of the proposed towers/poles will be marked and staked by the Corporation in the presence of the
Contractor. The setting of the foundation shall be done strictly with the erection drawings.

The tower stub angle/anchor bolts shall be connected to the setting template or tower base and the whole setup
supported rigidly in the proper position in such manner to prevent displacement and undue vibration during
concrete placing. Stub angles/anchor bolts shall not be hammered, beaten or deformed in any manner. They shall
be set accurately to the grade and alignment indicated on the drawings and as directed by the Corporation.

The actual elevation of any stub angle/anchor bolts shall not differ from the computed elevation by more than
0.006m (0.02 ft).

TP 09-16MEASUREMENT AND PAYMENT

compensation for furnishing labor, materials, equipment, tools and all other incidentals necessary to complete the
requirements of this section.

SECTION 10 – MASONRY WORKS

TP 10-01 GENERAL

Concrete and/or Masonry work of the type thickness indicated shall be provided and shall be properly
coordinated with the work of other trades. The source of supply for materials which will affect the appearance of the
finished work shall not be changed after the work has started.

Masonry units shall be handled with care to prevent chipping and breakage. Cement and lime shall be stored
off the ground under watertight cover until ready for use. Damaged materials shall be rejected.
TP 10-02 MATERIALS

a. Concrete Hollow Blocks


Concrete hollow blocks shall be machine vibrated and shall have fine, even-textured and well-
defined edges. All units shall have a minimum face shell thickness of 25mm (1”) and shall be stored for a period
of not less than 20 days (including curing period) from the date of molding prior to installation.



Unless otherwise shown on the drawings, concrete hollow blocks to be used shall conform to the
requirements of ASTM Specification C-129-39 Minimum Compressive Strength of not less than 17.6 kg/cm2 (250
psi) average of the five (5) specimens.

b. Mortar Proportions
1) Cement mortar for laying concrete hollow blocks shall consist of one (1) part Portland cement, one-fourth
(1/4) part lime and three (3) parts sand. Only sufficient water to make a workable mix will be permitted.
2) Mortar for filling cells of concrete hollow blocks shall consist of one (1) Portland cement, one-fourth (1/4)
part lime, three (3) parts sand to which three (3) pea gravel is added by volume. Mortar materials shall be
accurately measured by volume and thoroughly mixed until evenly distributed throughout the batch
mechanical mix. The actual mixing time shall not be less than two minutes.
3) Intersecting hollow blocks walls and partitions shall be bonded by overlapping units on alternate course or
by the use of 6.3mm (1/4”) ties at 610mm (24”) o.c. every second course (maximum) anchored in filled
cells.

4) All horizontal reinforcement shall be tied to vertical reinforcement.
5) Reinforcement shall be as specified in Section “Structural Steel”.

c. Cement - Cement shall be Portland cement of approved brand conforming to ASTM Specifications C150, Type

VE
I.
d. Lime – Lime shall be made with pulverized and quicklime or with hydrated lime.
e. Sand – Sand shall be clean, sharp and well graded, well washed and free from deleterious substances.
f. Water – Water for mixing shall be clean and free from oil, acids, alkali, salts, and organic impurities.

TP 10-03 INSTALLATION

a. Laying
All masonry units shall be laid plumbed, leveled and accurately spaced. All units shall be wetted
before laying. The block should be laid on full mortar bedding and in such a way that no cracks are formed
between the blocks and the mortar at the time the blocks is placed. All joints should be filled with mortar at
the time it is laid. Any horizontal and vertical CHB wall reinforcements shall be anchored to concrete works by

means of 10mm (3/8”) round by 609mm (24”) long dowels. Embedding of anchor bolts, expansion shields,
conduits, etc. shall be done as the erection progresses.

b. Cutting and Patching


Cutting and patching of masonry required to accommodate the work of other trades shall be
performed by masonry mechanics.

c. Reinforcements
Unless otherwise indicated on the drawings, vertical reinforcements shall be 10mmØ at 600mm and

10mmØ at every 3rd layer for horizontal reinforcements. Splices shall be lapped at a distance sufficient to
develop the stress in the bend not less than thirty (30) bar diameter.

d. Mortar
Mortar joints shall be straight, clean and uniform in thickness and shall be executed by pressing the
mortar firmly and tightly into place with a bent 9.5mmØ (3/8”) rod. This operation shall be done after the initial
set has taken place.
e. Finishing
All hollow block wall surfaces to be applied with cement plaster will be cleaned and evenly wet
slashed with a wash of neat cement and sand followed by 1:2 cement mortar mix 10mm (3/8”) thick which
shall be applied with a wooden float.

TP 10-04 CONCRETE LINTEL

Unless otherwise indicated, provide concrete lintels at the top line of all masonry walls. Lintels shall be cast-in-
place and reinforced with longitudinal bars at the bottom, and sizes as indicated on the plans. Concrete works shall
conform to Concrete Works of these Specifications.

TP 10-05 MEASUREMENT AND PAYMENT

Measurement for payment for this work will be made as shown in the bid schedule which payment shall constitute full
compensation for furnishing labor, materials, equipment, tools and all other incidentals necessary to complete the
requirements of this section.

TP 11-01 SCOPE

by the Contracting Officer, the Contractor shall furnish, fabricate and erect and/or install steel trusses, purlins,
flagpole including accessories and anchorages, etc. necessary to complete the work.

TP 11-02 MATERIALS

Angle Bars, Flat Bars, Square Bars & Plates,

of ASTM A36-90 specifications for structural steel. All bolts and bracings shall conform to the requirements of

TP 11-03 CONSTRUCTION

All assembly, erection and/or installation of all structural steel work, shall conform to the applicable provision of
the AISC “Code of Standard Practice for Steel Building and Bridges” and shall be in accordance with the
drawings or as directed by the Contracting Officer.

Welding shall conform to the Specifications for Welded Highway and Bridges of the American Welding Society
(AWS).

All finished members shall be true to line and free from twists and open joints. Where the straightening of plates
and angles or other shapes is necessary, it shall be done by method not likely to produce fracture or other
injury. The metal shall not be heated unless permitted by the Contracting Officer, in which case the heating
shall not be to a higher temperature than producing a dark “cherry-red” color. After heating the metal, it shall
be cooled slowly as possible. Following the straightening of a bend or a buckle, the surface of the metal shall
be carefully inspected and in the event of evidence of fracture, such member shall be rejected.

TP 11-04 EMBEDDED METALWORK

All metalwork to be embedded in concrete shall be accurately set in place prior to the time the concrete is
placed or recesses shall be left in the concrete and the metalwork placed, anchored and grouted in place
after the structural concrete has set. Where it is impractical to place anchors and anchor bolts required for the
installation of structural steel, holes shall be drilled by the Contractor in the existing concrete and expansion
bolts shall be installed and grouted in place, all at the expense of the Contractor.

TP 11-05 PAINTING

Prior to the installation of structural steel, all metal surfaces required to be painted shall be thoroughly cleaned
of all rust, oil, mill scales and other foreign matter and then thoroughly shop painted (for trusses, beams,
columns) and field painted (for other structural steel) with two primer coats of approved red lead in linseed oil
or any approved equivalent rust preventive compound each coating applied with an interval of not less than
36 hours. The perimeter coating shall be capable of withstanding the wearing effect of handling during
delivery and installation. Paint shall not be applied when the air temperature is 40°F or when the air is misty or
when in the opinion of the Contracting Officer conditions are otherwise unsatisfactory for the work. After
completion of erection or installation, the metal surface shall be cleaned of foreign matter and a third coat
(same as first and second coat) shall be applied thoroughly on all exposed metal surfaces.




SECTION 12 – TINSMITHRY WORKS

TP 12-01 GENERAL

The item shall include the furnishing and installation of roofing sheets and accessories, necessary to
complete the roofing of the entire building. Installation shall be performed by skilled workmen in
accordance with the construction shop drawings and the manufacturer’s standard.

Shop drawings, manufacturer’s standard practice and catalogue will be provided by the Contractor to
the Corporation for approval.

Panels shall be stacked neatly in a dry and covered area to prevent capillary action which could cause
rainwater or condensation to be drawn between the sheets. If it is necessary to store the panels in the
open, it shall be covered completely with loose tarpaulin or similar material and stacked with one end
slightly elevated.

TP 12-02 CONSTRUCTION METHOD

Roof frames should be well anchored. Purlins should be straight, level and parallel to each other. Regular

spacing of purlins should be based on metal thickness and profile of roof to be installed. The distance of
the topmost purlins to the ridge line should be 0.15 meter. Gutter should be installed before any roofing is
laid. If possible, carry out all panel cutting on a flat surface. Use a straight edge as a guide and mark off the
length where the cut is to be made.

Cement from concreting works, waterproofing compounds, chemical solutions, paint, welding sparks, nails
and iron tools should not be allowed to extend, to drop on or rust away on the roof since removal or
scraping of such materials later could damage the roof’s coating.

Scaffolding should have protective caps on the points of contact with the roof and should rest gently on
the roof edges, gutters and end-flashing to prevent dents and scratches.

Roof traffic should be minimized. All walking should be done along purlin location when crossing the roof
area, alongside laps or in wooden planks laid atop the roof panels. Walking on ridges or valleys between
purlins may dent the roofing and roof sheets.

Pick-up all the discarded scrap materials, especially ferrous metals such as nails and wires. Immediately
wash all plastering sites with water.

TP 12-03 MEASUREMENT AND PAYMENT

Measurement and payment for Roofing and Tinsmith Works will be based on area in square meters placed
which includes necessary touch-up painting installed and accepted by the Contracting Officer.
Payments shall constitute full compensation for all labor, materials, equipment, tools and all incidentals

The manufacturer or his authorized installers in strict accordance with the specifications of the manufacturer
shall do installation of both acoustical and ceiling boards.

The installation and workmanship shall be in full accordance with manufacturer’s specifications and shall be
made by workmen experienced in this kind of work. Acoustical tiles shall be clipped to the ceiling suspension
system with galvanized spring clips. Tile shall fit closely to adjoining walled beams, columns, pilasters and cut
neatly around all openings in the ceiling. Nails specifically made for cement boards shall be used to fasten
fiber cement boards to framing.

TP 16-01 GENERAL

The surfaces of the concrete base to which the tile/slab finish is to be installed shall be clean and rough
and brought to proper grade. In the case of wall tiles, surface must be accurately plumb vertical. The
structural concrete shall be prepared for the application of the finished grade by chipping and/or wire
brushing followed by complete removal of all fractured and semi-detached particles of concrete. The
surface such prepared shall be washed and cleaned thoroughly with water under pressure.




Tile work shall not be started until the roughing-in of all works to be embedded in concrete or masonry

forms, all projecting wires and bolts, or other devices used in tying forms, shall be cut off at least one-half
centimeter beneath the concrete surface. All holes and voids shall be patched immediately.

TP 16-02 DELIVERY AND STORAGE

Manufactured materials shall be delivered in the manufacturer’s original unopened packages that are
plainly labeled with the manufacturer’s names and brands. Materials shall be stored in dry, water high

of the Specifications and to the other sub-contract work. In the absence of a complete agreement between sub-
contractors, supply dealer or others affected by the construction of this project, the General Contractor shall be held
responsible for the coordination of all work.

The Contractor shall examine all sections of this specification and perform all paintings called for therein. All woodwork
in ceiling work, partitions, handrails, cabinet work, grill work, moldings and other areas to be specified by the
Contracting Officer shall be varnished.

TP 17-02 MATERIALS

All paint materials shall be “Boysen” or approved equal. Unless otherwise specified, where a specific manufacturer or
product is mentioned in the schedule, products of other manufacturers will be accepted if made for the specific

All paint materials shall meet the requirements of the Standard Specifications Committee on supplies and shall meet the
requirements for paint materials under classification “A” as prepared by the Institute of Science, Manila, Philippines.

Paints shall be brought to the Site in tightly closable, convenient, original containers, if nothing to the contrary is
stipulated in the Specifications. The containers shall be marked with the following particulars:

- maker
- paint and relevant thinner
- gross and net weights

The openings of the containers shall leave enough room for a stripping appliance. All containers shall be kept tightly
closed until the contents are to be used. Immediately prior to use of the contents and before pouring into smaller

containers for working purposes, any skin shall be removed and the contents stripped thoroughly, if necessary, with a
stripping appliance.

Paints, thinners and filling cements which are not required for immediate use shall be protected against the action of

frost and heat. Only thinners supplied by the makers of the paint or those described by them as suitable shall be used
for adjusting paints to working consistency. The instructions of the maker shall be followed in this respect.

Except for ready-mixed materials in original containers, all mixing shall be done at the job site. No materials are to be
reduced or changed except as specified by the manufacturer of said materials.

The quality of the paints shall be such that they form no solid sediment and at most a slight skin in unopened original
containers within six (6) months - calculated from the marker’s delivery date. A paint which has formed a solid
sediment or more than just a slight skin in the unopened original containers by the time of use or which cannot be

processed satisfactorily shall not be used. A sediment shall be regarded as solid if it cannot be dispelled quickly and
completely by stirring. The use of white zinc (lithophones) will not be allowed.

All colors shall be subjected to the approval by the Contracting Officer. Tinting of matching colors shall be done under
the supervision of the Architect. In all cases, a sample shall be applied on the job and the Contracting Officer must give

his approval before work is commenced. If required, three (3) panes, 200 mm x 250 mm (8” x 10”) of each color and
finish shall be prepared in advance, with the Contracting Officer. “Of color selected” shall be understood as all coats
specified herein.

SECTION 18- PLUMBING WORKS


TP 18-01 SCOPE

The work under this Section comprises the supply of materials, installation, test of pipes and pipeline for the

complete operation of the plumbing which shall be carried out in compliance with the requirements of all
applicable laws of the Philippines and all codes and ordinance of the locality and shall be in accordance with the
specifications and drawings or as directed by the contracting Officer.

TP 18-02 GENERAL

All the materials and structural components to be supplied, erected or installed by the contractor and
therefore, ultimately incorporated in the work, shall be new and unused otherwise specified.
They shall be suitable for their intended purposes and appropriately matched to each other.
All materials and structural components covered by standard shall meet the respective quality and
dimensional requirements. All manufactured items shall be standard commercial products of reputable manufacturers.
All plumbing work to be done and sized of pipes used shall be in accordance with the National Plumbing
Code of the Philippines.
All materials to be used shall conform to the ASTM Standard. Use of materials shall further be governed by the
other requirements imposed on other sections of these specifications. Materials shall be subjected to test necessary to
ascertain their fitness if the contacting Officer so require. Such materials stated below shall follow the ASTM standards.

Each length pipe, fittings, traps, and fixtures and devices used in the plumbing system shall have cast, stamp or indelibly

a) Soil and Waste Pipes- Underground soil and waste pipe, drain and vent pipes above the ground shall be PVC
including fittings on all dry vents. Installation of lavatories shall be equipped with continuous wastes, cast iron
drainage fittings and traps. All stacks or PVC pipes shall be extra heavy grade.
1. All PVC soil and downspout pipes shall be pitched 6mm (1/4”) per 30cm (12”) but in no case flatter than
3.2mm (1/8”) per 30cm (12”)
2. All main vertical soil and waste stacks shall be extended full size to and above the roof line to act as vents,
except where otherwise specifically indicated.
3. Horizontal waste line receiving the discharge from two or more fixtures shall be provided with end vents unless
separate venting of fixtures is noted.
4. All joints shall be air and water tight.
5. Roughing in for pipes and fixtures shall be carried along with the building construction. Proper location and
sizes of openings shall be provided where the required in the walls and floors for the passage of pipes. All items
to be embedded in the concrete shall be thoroughly cleaned and shall be free from rust scale and paint.
Smoke and water test shall be conducted after roughing in is finished.

6. PVC Pipes-All downspout from roof gutter to ground shall be polyvinyl chloride pipes

The contractor shall arrange for any approval and acceptance required for execution of the work.
Great care shall be taken in setting out and determining the general levels and falls of drain pipes, so that a fall giving

a self-cleaning velocity shall be obtained.
The drain shall be laid truly straight in both line and gradient so that a light held at one of the pipe may be seen
truly concentric from other hand, the full bore of the pipe showing.
If any of piping is found to be unsatisfactory in any way, the relevant part of it shall be removed and re-laid at
the contractor’s expense.
All pipes shall be cut accurately to measure established on the job and shall work into place without spring or
forcing, unless cold spring is specified. Connection of equipment shall be made so that no stress will be placed there on
because of improper alignment of hanging. Care shall be taken so as not to weaken the structural portion of the
building.

No plumbing fixtures, devices or piping shall be installed that will provide a cross connection or interconnection
between potable water piping and polluted drain, soil or waste piping.
Pipe opening shall be closed with caps or plug during installation. Fixtures and equipment shall be tightly
covered and protected against dirt, water and chemical or mechanical injury.

When equipment and fixtures are installed, the contractor shall install such items are required to provide for the
convenient removal of the equipment and fixtures.

TP 18-03 CLEANING

All exposed metal surfaces shall be rid of grease, dirt or other foreign materials. Chrome or nickel plated

piping’s, fittings and trimming shall be polished upon completion.


All exterior surfaces of piping’s to be installed in or trough concrete floor or tile floor and underground, shall be
given one coat of acid resisting paint having bituminous base.
Pipes hangers, support and all other iron work in concealed spaces shall be thoroughly clean and painted with
with one coat of asphalt varnish.
Defective equipment or fixtures, damaged in the course of installation or testing shall be replaced or repaired
n=by the contractor in a manner approved by the Contracting Officer.
Building plumbing system as defined herein cover in all sanitary, drainage and water lines installed inside the
property line and inside the building, including fittings, fixtures, septic vault, clean out and other accessories. In
compliance with governing standard specification for this item, unless otherwise indicated on the drawings.
Building downspout pipes shall be 3” Ø PVC pipe connecting building catch basin to the property down to the
main pipe line along the roadway

TP 18-04 FIXTURES

Drainpipes- The contractor shall provide and set complete, floor drains including needed accessories as indicated on
plans.

TP 18-05 MEASUREMENT AND PAYMENTS

Measurement for payment for this work will be made as shown in the bid schedule which payment shall constitute full
compensation for furnishing labor, materials, equipment, tools and all other incidentals necessary to complete the

SECTION 19 – ELECTRICAL WORK

TP 19-01 MATERIALS AND WORKMANSHIP

All materials to be used shall be standard manufacture of approved quality. All works shall be executed in a
workmanlike manner and shall present a neat and orderly appearance. All wiring shall be concealed as much as
possible. Work also include removal of old wiring system and their conduits, and cover by plastering of steel old conduit
runs as directed.

The entire system shall be done in accordance with the rules and regulations of the National Electric Code. The load
shall include the regular lighting and convenience outlet.

TP 19-02 ELECTRICAL SERVICE SYSTEM

a) General: Furnish materials and equipment and perform labor required to complete all overhead electrical service,

underground electrical service, electrical entrance equipment grounding system and other related electrical works.
b) Execution: Service shall be made for the incoming service along the building distribution system.

TP 19-03 ELECTRICAL DISTRIBUTION SYSTEM

Power System – Unless otherwise indicated in the drawings, the Electrical Contractor shall do all the wiring for power
system including the connecting-up of the motors such lines switches, circuit breakers or any other appliances that may
be furnished.

Lighting System – The lighting system shall be complete in every respect, as indicated on the plan or as specified. All
wiring shall be installed in PVC conduit and in general, shall be concealed in the structure, except connection to
luminous recessed fluorescent through which shall be in flexible steel conduit or ACI cable. Lighting circuit shall be
balance at the panel on the 3-

phase, 4 wire system. Mounting height of devices shall be as follows: local switches - 4’ 6” and receptacles – 12”.

Basic Materials and Methods

a) General: All materials: shall conform to the standard Underwriter Laboratories, Inc., in every case where such a
standard has been established for the materials in question.

b) Materials: No wire shall be pulled into any conduit until the conduit system is complete in all details; In the case
of concealed work, until all rough plastering or masonry has been completed in every detail.

All pipes and fittings on exposed work shall be secured by means of machine screws. When running over concrete
surface, the screws shall be held in place by expansion sleeves. All pipes on exposed work shall run at right angle to
and parallel with the surrounding walls and shall conform to the form of the ceiling. No diagonal runs shall be allowed,
and all bends and offsets shall be avoided as much as possible. When necessary, conduit fitting shall be used. Piping in
all cases shall be rubbed perfectly straight.

Outlet boxes and Fittings – All outlets of whatever kind, for all system, shall be provided with a suitable fitting, a box or
other device especially designed to receive the type of fittings to be mounted thereon. Convenience outlets to be
installed shall be the universal type with ground.

In case of fixtures, their outlet fittings shall be provided with suitable fixtures support of a size and kind required by the
fixture to be hung. Fixture studs in general shall be 2” x 2” rough tanguile.

On all outlets on exposed conduit work, provide galvanized pressed steel outlet box of standard make. These boxes
shall be in all cases especially designed for apparatus required, and in all cases where such boxes are not available in
the market, special boxes shall be made by the Contractor without additional expenses on the part of the Contracting
Officer. In general, outlet boxes shall be at least 4” in diameter.

Switches – Local lighting switches shall be flush toggle type, outlet type, 15A, 250V size, bake lite case “National”, single
pole, two poles. Three-way or four-way as required.

Distribution panels shall be of the same type as lighting panel except equipped with one-pole, two-pole and three-pole




circuit breakers “E” frame and up of sizes called for on plans.

Individual Circuit Protective Devices – Provide individual circuit breakers, safety switches and disconnect switches
where indicated on plans. Voltage rating shall be suited in each of service application. Enclosure shall be General
Purpose Nema Type, except where especially noted on plans or assembled in panel cabinet.

a) Execution: The Contractor shall have on fill, for ready access and reference, a set of drawings indicating all
works as actually installed incorporating in same all changes and additions. Upon the termination of the contract, he
shall prepare a set of tracing indicating thereon the Electrical work as actually and finally installed. These tracing shall
be turned-over to the Contracting Officer.

Location of Outlets and Switches – All outlets shall be truly centered in panels and spaces provided therefore. Any
discrepancy on outlet and switches location between the electrical plans and the additional plans shall be submitted
to the Contracting Officer at once verified before outlets are installed.

TP 19-04 ELECTRICAL NOTES

All electrical works herein included shall be executed according to the requirements of the Philippine Electrical Code.

The rules and regulations of Mexico, Pampanga, the requirements of National Transmission Corporation.
Coordinate with the trades and Specialty work contractors for up to date requirements on related Electrical works
included herein prior to execution.

Panel board shall be NEMA Type with NEMA 1 Enclosure, painted BI gauge #14 complete with corrosion free hardware
such as hinged door, polish metal catch and lock panel boards shall contain single brand of molded case, bolt-on,
thermal magnetic trip circuit breakers (square D, GE, Westinghouse or approved equal) number and sizes of circuit
breakers shall be as shown on the panelboard schedule. All branch circuit breakers shall be bolt-on type (GE,
Westinghouse or approved equal).

All C.O., lighting fixtures, ACU, panel board and equipment etc., shall be grounded by connecting to grounding

All exposed wiring shall use rigid steel conduit (RSC) provided with steel support and painted with epoxy gray primer,

TP 19-05 MEASUREMENT AND PAYMENT

Refer to Bid Form for each item of work. Payment for electrical wiring conduits and outlets placement shall
include concrete chipping, concrete sawing/cutting (use of concrete cutter) to install the embedded portions of such
materials. Payment shall also include as-built electrical drawings submitted prior to acceptance for counter checking
of N.G.C.P. Inspectors. Partial payment may be allowed in which case the percentage allotted for the
testing/commissioning shall be 30% of the Pay Item Cost.

SECTION 20 - RAISED FLOORING SYSTEM

TP20-01 GENERAL
The Contractor shall furnish all materials, labor, equipment and tools, and shall perform the engineering
design works for the raised flooring system as shown in the guide plans. Raised floor system should rest on
and concrete slab that has the same strength or more of the raised flooring. Raised floor system must be
capable sustaining a total load of 11Kn applied equally on four points of 25mm square on a 200mm
square grid anywhere on the panel. Installed systems shall withstand the 3 times the individual loads (a 3
times safety factor) for 5 minutes without collapse.




SECTION 21– SAFETY, HEALTH, ENVIRONMENT AND LEGAL REQUIREMENTS


RELATIVE TO THE IMS PROVISIONS

TP 21-01SCOPE

This section is in accordance with the Integrated Management System of North Luzon Operation & Maintenance, its
business processes and objectives relative to the compliance of Health, Safety, Environment, Legal and other
regulatory requirements that are applicable during the implementation of the project. The Contractor shall comply
with all the requirements relative thereto.

TP 21-02 HSE AND LEGAL REQUIREMENT

The contractor shall provide all necessary personal protective equipment to his employees to ensure safety of the
workers as well as NGCP employees during the implementation of the project. He shall be responsible for the safety

of the workers who are employed by him.

The contractor shall be responsible for the provision of barriers, signage so that the safety of workers and NGCP
employees are guaranteed.

During project implementation, the contractor shall be responsible for compliance with health, safety,
environmental, legal and other regulatory requirements.

As specified in these Specifications, the contractor shall be responsible for securing all necessary permits relative to
the implementation and the eventual occupancy of the building.

The Contractor shall secure from the authorized government agency the permits necessary before start of the
project and same shall be submitted to the authorized NGCP representative. Likewise, the contractor is required to

submit occupancy permit issued by the same agency after the completion of the project.

TP 21-03DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) ADMINISTRATIVE ORDER NO. 13

The contractor is required to comply with the provisions of DOLE Administrative Order No. 13 – Guidelines Governing
Occupational Safety and Health in the Construction Industry. This includes provision of the contractor’s Safety and
Health Program, Wearing of Personal Protective Equipment, provision of Emergency Occupational Health Personnel
and Facilities, provision of Construction Safety Signage, safety provisions regarding use of Construction Heavy

Equipment, provision of Construction Safety and Health Committee, provision of adequate information to workers
regarding safety and health, Construction Safety and Health Training of personnel, submission of Construction Safety
and Health Reports, Construction Workers Skills Certificates, provision of Workers’ Welfare Facilities.

DOLE Section 5 - Construction Safety and Health Program

Every construction project shall have a suitable Construction Safety and Health Program, which must be in
accordance with these rules, and other orders and issuances issued by the DOLE. The Construction Project Manager,
or in his absence, the Project Manager as authorized by the owner, shall be responsible for compliance with this
Section.

5.1 The Construction Safety and Health Program shall state the following:
a) composition of the Construction Safety and Health Committee, if one has been formed, otherwise, an
undertaking to organize such committee and appoint its members before the start of construction work at
the project site;
b) specific safety policies which the General Constructor undertakes to observe and maintain in its
construction site, including the frequency of and persons responsible for conducting toolbox and gang
meetings;
c) penalties and sanctions for violations of the Construction Safety and Health program;
d) frequency, content and persons responsible for orienting, instructing and training all workers at the site
about the Construction Safety and Health Program under which they operate; and
e) the manner of disposing waste arising from the construction.
5.2 The Construction Safety and Health Program shall be executed and verified by the Construction Project
Manager or Project Manager and shall be submitted to the Bureau of Working Conditions (BWC) which may



approve, disapprove or modify the same according to existing laws, rules and regulations and other issuances by
the DOLE.
5.3 The cost Implementing the Construction Safety and Health Program shall be integrated into the project's
construction cost, provided that said cost shall be a separate pay item, duly quantified and stated in the project’s
tender documents and construction contract documents.

DOLE Section 6 – Personal Protective Equipment

Every employer shall, at his own expense, furnish his workers with protective equipment for eyes, face, hands
and feet, lifeline, safety belt/harness, protective shields and barriers whenever necessary by reason of the hazardous
work process or environment, chemical or radiological or other mechanical irritants or hazards capable of causing
injury or impatient in the function of any part of the body through absorption, inhalation or physical agent.
Provisions of Personal Protective Equipment (PPE) shall be in accordance with Rule 1080 of the OSHS. The
equivalent cost for the provision of PPE (life span, depreciation, replacement, etc.) shall be an integral part of the

project cost.
6.1 The employer shall provide adequate and approved type of protective equipment. Workers within the
construction project site shall always be required to wear the necessary PPE.
6.2 Construction workers who are working from unguarded surfaces six (6) meters or more above water or

ground, temporary or permanent floor platform, scaffold or where they are exposed to the possibility of falls
hazardous to life or limb must be provided with safety harnesses and lifelines.
6.3 Specialty construction workers must be provided with special protective equipment, such as specialized
goggles or respirations for welders and painters or paint applicators.
6.4 All other persons who are either authorized or allowed to be at a construction site shall wear appropriate
PPE.

DOLE Section 7 – Safety Personnel

To ensure that a Construction Safety and Health Program is duly followed and enforced at the construction
site, each construction project site is required to have the minimum required Safety Personnel, as described herein;

7.1 The General Constructor must provide for a full-time officer, who shall be assigned as the general
construction safety and health officer to oversee full time the overall management of the Construction Safety and

Health Program.
The general construction safety and health officer shall frequently monitor and inspect any health and
safety aspect of the construction work being undertaken. He shall also assist government inspection at any time
whenever work is being performed or during the conduct of accident investigation.

7.2 The General Constructor must provide for additional Construction Safety and Health Officer/s in
accordance with the requirements for Safety man/Officer of Rule 1033 (training and Personnel Complement),
depending on the total number of personnel assigned to the construction project site, to oversee the effective
compliance with the Construction Safety and Health Program at the site, under the direct supervision of the general

construction safety and health officer.

7.3 The General Constructor must provide for one (1) Construction Safety and Health Officer for every ten (10)
units of heavy equipment assigned to the project site, to oversee the effective compliance with the Construction
Safety and Health Program at the construction project site, in terms of heavy equipment utilization and
maintenance.

7.4 Each construction subcontractor must provide for a representative, who shall have the same qualifications
as a Safety man/Officer, to oversee the management of the Construction Safety and Health Program for the
subcontractor's workforce with the requirements of Rule 1033 of the OSHS.

All safety personnel who will be employed by and employer on full-time basis should be accredited by the BWC of
the DOLE.

DOLE Section 8 – Emergency Occupational Health Personnel and Facilities

8.1 The Construction project owner or his duly authorized representative shall provide competent emergency
health personnel within the worksite duly complemented by adequate medical supplies, equipment and facilities,
based on the total number of workers in the site as indicated below:
a) The services of a certified first-aider when the total number of workers is fifty (50) or less;

b) The services of a full-time registered nurse when the total number of workers exceeds fifty (50) but not
more than two hundred (200);




c) The services of a full-time registered nurse, a part-time physician and a dentist, and an emergency
clinic when the total number of workers exceeds two hundred (200) but not more than three hundred (300);
and

d) The services of a full-time registered nurse, a full-time physician, a dentist and an infirmary or emergency
hospital with one (1) bed capacity when the number of employees exceed three hundred (300). In
addition, there should be one (1) bed capacity for every 100 employees in excess of three hundred (300).

8.2 Where an employer provides only a treatment room, he shall provide for his workers in case of emergency,
access to the nearest medical/dental clinic located within five (5) kilometers radius from the workplace and can be
reached in twenty-five (25) minutes of travel. such access shall include the necessary transportation facilities. in such
situation, there shall be a written contract with the medical/dental clinic to attend to such workplace emergencies.

8.3 The engagement of an Emergency Health Provider for the construction project site shall be considered as
having complied with the requirement of accessibility to the nearest hospital facilities.

8.4 The employer shall always have in the construction site the required minimum inventory of medicines,

supplies and equipment as indicated in Table 47 of the OSHS.

DOLE Section 9 – Construction Safety Signage’s

Construction Safety Signage’s must be provided to warn the workers and the public of hazards existing in
the workplace. Signage’s shall be posted in prominent positions at strategic locations and, as far as practicable, be
in the language understandable to most of the workers employed.

9.1 The signage’s include but are not limited to:

a) Mandatory requirement on the usage of personal protective equipment prior to entry to the project
site.

b) Areas where there are potential risks of falling objects.

c) Areas where there are potential risks of falling.

d) Areas where explosives and flammable substances are used or stored.

e) Areas where there are trapping or slipping hazards.

f) Approaches to working areas where danger from toxic or irritant airborne contaminants/substances may
exist which should indicate the name of the contaminant/ substance involved and the type of respiratory
equipment to be worn.

g) All places where contact with or proximity to electrical/facility equipment can cause danger.

h) All places where workers may meet dangerous moving parts of machineries or equipment.

i) Location of fire alarms and firefighting equipment.

j) Instructions on the usage of specific construction equipment.

k) Periodic updating of man-hours lost.

9.2 Signage’s should be regularly inspected and maintained in good condition. Signage’s that are damaged or
illegible or that no longer apply should be removed and replaced by the safety officer, as needed.

DOLE Section 10 – Safety on Construction Heavy Equipment

In relation to heavy equipment operation in all construction sites, the following are required in the different
phases of the project.

10.1 Pre-Construction
The General Constructor must ensure that appropriate certification is obtained from DOLE duly accredited
organizations for the following:




a) All heavy equipment operators assigned at the project site must be tested and certified in accordance
with a standard trade test prescribed by Technical Education and Skills Development Authority (TESDA) in
coordination with its accredited organization/s.

b) All heavy equipment must be tested and certified in accordance with the standards prepared by DOLE
or its recognized organization/s prior to commissioning of said equipment.

10.2 During Construction


The Genera Constructor must ensure that the following conditions are met or complied with:
10.2.1 Mobilization or Transport of Heavy Equipment

a) Load Restriction of trailers carrying such heavy equipment.

b) Load restrictions, height and width clearances as imposed by Department of Public Works and

Highways (DPWH) for all roads and bridges to be utilized during transport.

c) Only duly certified operators can load and unload heavy equipment to trailer.

d) Equipment to be transported must be properly secured to the trailer.

10.2.2 Erection/Set-up of Heavy Equipment

a) Existing hazards must be avoided.

b) Standard checklist of steps and procedures must be observed.

c) List of necessary equipment, tools and materials must be available and properly utilized.

10.2.3 Routine Inspection

In the interest of accident prevention, duly certified mechanics and operators shall conduct daily routine
inspection of all heavy equipment deployed at the site in accordance with standards set by TESDA in coordination

with the Association of Construction Equipment Lessors (ACEL, Inc.).


a) Routine inspection of all heavy equipment must be performed by DOLE accredited professionals in
accordance to standards set by DOLE recognized equipment suppliers.

b) All equipment which do not comply with the minimum certification shall be immediately removed from
the work site for restoration or repair until they meet said standards or requirements.

The General Constructor and the equipment owner shall maintain a separate logbook for date on
maintenance, repairs, tests and inspections for each heavy equipment. Such logbook shall be used as a necessary

reference during the conduct of equipment inspection.

10.2.4 Certified Operators

a) Only duly certified operators shall be allowed to operate their designated heavy equipment.

b) All operators and riggers must wear personal protective equipment as prescribed in the above
pertinent section.

10.3 Post-Operation and Post-Construction


The procedures for dismantling and demobilization of heavy equipment shall follow the same requirements
as listed under 10.2.1 and 10.2.2 above.

DOLE Section 11 - Construction Safety and Health Committee

11.1 Composition
To ensure that these rules and Construction Safety and Health Program are observed and enforced at the
project site, each site shall, at the start of the construction have construction safety and health committee
composed of the following personnel as prescribed under Section 7 above:

a) Project Manager or his representative as the chairperson ex officio;

b) General Construction Safety and Health Officers;




c) List of necessary equipment, tools and materials must be available and properly utilized.

d) Safety representatives from each subcontractor;

e) Doctors, Nurses and other health Personnel, pursuant to the requirements stated in Rule 1042 of the
OSHS, who shall be members ex officio;

f) Workers representatives (minimum of 3, union members if organized, not necessarily from one
employer).

The persons constituting the Safety and Health Committee shall, as far as practicable, be found at the
construction site whenever construction work is being undertaken.

The time spent by the members of the Safety and Health Committee in the performance of their duties such
as committee meetings, seminars and training, investigating and other tasks that maybe assigned or planned by the
committee shall be considered hours worked and therefore compensable time.

11.2 Authority and Duties of the Construction Safety and Health Committee
The Chairperson shall convene the Construction Safety and Health Committee a regular interval so as to
effectively and efficiently monitor the implementation of the Construction Safety and Health Program. As
such, he shall have the following duties:

a) plan, develop and oversee the implementation of accident prevention programs for the construction
project;

b) direct the accident prevention efforts for the construction project in accordance with these rules and

the Construction Safety and Health Program;

c) initiate and supervise the conduct of brief safety meetings or toolbox meetings every day;

d) review reports of safety and health inspections, accident investigations;

e) prepare and submit to DOLE reports on committee meetings;

f) provide necessary assistance to government inspecting authorities in the proper conduct of their
enforcement and other activities;

g) initiate and supervise safety and health training for employees;

h) develop and maintain a disaster contingency plan and organize such emergency service units as may

be necessary to handle disaster situations; and

i) perform all duties provided in the Construction Safety and Health Program or those that are necessary
and incidental to the fulfillment of their duties herein described.



