CREATION OF EXPANDED PROVINCIAL HEALTH BOARD OF SAMAR

Pursuant to RA 11223 otherwise known as the “Universal Health Care

Act” in relation to section 19.16 and 19.18 of its Implementing Rules and
Regulations, an Expanded Provincial Health Board is hereby created to be
composed of the following:

Indigenous People (IP) Representative:

Section 1. Functions. The functions of the Board shall be the following:

a. Set the overall health policy directions and strategic thrusts;

b. Propose to the Sangguniang, in accordance with the standards and

criteria set by the DOH, DBM, and DILG, the annual budgetary
allocations for the operation and maintenance of health facilities and
services within the province;

c. Serve as an advisory committee to the Sangguniang on health matters

such as, but not limited to, the necessary for and application of local
appropriations for health operations;

d. Create committees as necessary, to assist the health board on the

execution of its roles and responsibilities, such as but not limited to,
performance audit, budget review, health systems operations review,
planning and expansion of health services and facilities, and similar
functions and advise local health agencies consistent with DOH
standards;
 e. Oversee and coordinate the integration and delivery of health services
across the health care continuum for the province-wide health systems;

f. Manage the Special Health Fund; and

g. Exercise administrative and technical supervision over health facilities

and health human resources.

Section 2. Special Provisions.

2.1 In reference to the additional functions of the health board, it may

create its own Management Support Unit to assist in its operations,
particularly in the management of the Special Health Fund, and provision of
technical and administrative support.

2.2 The Provincial Health Board shall meet at least once a month or as
often as necessary.

Section 3. Effectivity. This Order shall take effect immediately.
