1.0 INTRODUCTION

NAVGAS Limited has contracted TREXM Oil and Gas Services Nigeria Limited to carry out
a thorough Integrity Inspection on Tank 102. The project is aimed at providing Integrity
Inspection for NAVGAS Spherical Tank 102, at Apapa, Lagos State to ensure suitability for
continuous service.

2.0 PURPOSE

The purpose of the Integrity Inspection on the Spherical Storage Tank (Tank 102) is to ensure
the tank is suitable and fit for continuous service until the next inspection due date based on
the history of the equipment and inspection findings.

3.0 SCOPE

This Method Statement highlights guidelines on the inspection scope and methods, and also
the post inspection reporting system. The scope shall cover, but not limited to the following
areas:

Close Visual Inspection of spherical Tank


Magnetic Particle Inspection (MPI) on the Tank Welds
Dye Penetrant Inspection (DPI) on the Tank Welds
Ultrasonic thickness measurement (UTM) of spherical tank
Corrosion Mapping – B-Scan Ultrasonic Testing : PAUT method
Analysis of NDT/UTM results

Post Inspection Deliverables shall include:

- Tank suitability for service statement

- Tank corrosion rate and remaining life

- Tank Maximum Allowable working pressure (MAWP)


- Tank repair requirements and or recommendations

- Inspection results showing Tank general arrangement drawing & orientation drawing,
photographs etc. Tank general arrangement drawing shall be provided by the client, but
where general arrangement drawing is not available a field sketch of tank shall be done so as
to aid reporting.

4.0 LOCATION

NAVGAS LPG Terminal is located at Creek Road, Apapa, Lagos, Nigeria

5.0 DEFINITIONS AND ABBREVIATIONS

5.1. Definitions

Company Shall mean NAVGAS LIMITED (COMPANY)


Contractor Shall mean TREXM OIL AND GAS SERVICES NIG LTD.
Inspection Means a careful examination, scrutiny, review or check on the
requirements being implemented.
MSDS Material Safety Data Sheet, documented information which
clearly identifies a hazardous substance and states the precautions
to be taken for the safe storage and use of the substance, the
health hazards associated with the substance, and the results of
any tests carried out for the substance that are relevant to its safe
use.
Job Safety A study carried out to ensure that hazards are identified, analyzed,
Environment and properly controlled to minimize, or, if practicable, to

Personal Means clothing or equipment which, when used correctly,

7.0 NDE REQUIREMENTS

Integrity assessment by Non-Destructive Examination (NDE) shall be carried out on the in-
service T102 sphere external as per client’s requirements and /or the following in-service
codes API 510, Pressure Vessel and API 570, Piping.

UTM and PAUT data shall be collected by duly qualified NDT technicians, and subsequently
processed and analyzed by appropriately qualified API inspector(s) (API 510, API 570, API).

Magnetic Particle and Dye Penetrant Inspection shall be carried on the tank welds and bottom
plates by a duly certified NDT technicians and further analyzed by the API Inspector

8.0 ACCESS TECHNIQUE

Rope Access techniques as per IRATA standards shall be used to access points for data
collection and inspection.

10.0 RESPONSIBILITIES

Ensuring that all the preparation and application works are conducted as per the
contract scope of work and requirements.
Ensuring that the advancement of works is accomplished according to the pre-planned
programme and according to the approved method statement.
Ensuring that all the equipment, devices, material or substances needed for executing
the work are available as per planned.
Making sure to co-ordinate with the Client and Personal for the safe and appropriate
execution of the work.
To provide all the essential information and the distribution of responsibilities to the
inspection team.
The Supervisor shall be Responsible for the following:

- The Supervisor shall accomplish his duties by maintaining regular coordination with
the project engineer/line manager, and any other concerned department on daily basis.
Furthermore, to ensure proper distribution of the workforce.
- To provide to the client’s representative with a day-to-day progress report,
highlighting the activities gained and discuss with him/her the planned activities for
the next day.
- Ensuring that the day-to-day work is programmed as planned and to advise the client
rep of any requirement for additional resources.
-To ensure full coordination with the health and safety specialists to maintain a safe
work environment and appropriate housekeeping of the worksite, by practicing the
approved HSE initiatives and further ensure that the work team are well aware of the
same, to prevent incidents/accidents.

11.0 METHODOLOGY

Spherical Tank Inspection Scope of Work (SOW)

1. Close visual inspection on tank to identify areas of deterioration due to corrosion or


mechanical damage.
2. Magnetic Particle Inspection (MPI)
3. Dye Penetrant Inspection (DPI)
4. Thickness measurement to be carried out on every plate/curse as well as nozzles.
Where a full plate scan is not achievable, then standard minimum thickness measurement
location shall be established. Thickness measurement location shall be established by the API
inspector or according to client’s procedure

3. Rope Access Technique will be used to access thickness location at height. Rope access
activities will be carried out in line with IRATA procedure / requirement.

4. Data collected will be analyzed by the API inspector. Anomalies that pose imminent risks
to the spherical Tank and personnel shall be reported on site to the client’s representative or
Inspection lead.

12.0 HEALTH & SAFETY HAZARDS

TREXM NDT team shall strictly follow as per the standards / Client’s Health & Safety
recommendations for handling and use of the materials and ensure all involved personnel
shall be aware of the same. The general safety guidelines are given below:

1. The team will always have their toolbox meeting to discuss

2. The NDT Team will ensure safe working conditions and safe act.

3. All employees shall adopt safe working practices.

5. Safety equipment (Safety helmet, safety shoes, coveralls, gloves, goggles, face mask as
applicable) to be worn at all times.

6. Personnel working at high will be properly kitted with their harness and closely supervised
by a qualified and certified Irata Level 3 personnel to ensure zero LTI.

5. Report all near misses/accidents/incidents to the Safety Officer on duty.

13.0 HOUSE KEEPING/DEMOBILIZATION

The NDT Team will ensure the site is free of empty bottle water and any other waste
generated during the inspection and barricades shall be completely removed from the site
when the job is completed and equipment moved from site.

The NDT Team shall ensure total site reinstatement to its original state before
commencement of inspection.
