As a power, this refers to the power of a local legislative body to make rules in the form
of ordinances and resolutions of local application that have the force and effect of law.
As a process, because local legislation is the interaction of local sanggunian with the
executive branch, civil society including constituents, nongovernmental organizations and
private sector resulting in ordinances and resolutions that promote the development of a local
government unit (LGU). The products or outputs of this interaction are ordinances and
resolutions. Therefore, an effective local legislation is a collective and participatory process.
For 2016, the Council comprises the 5th City Council and the 6th City Council, in lieu of
the National and Local Election, dated May 9, 2016. Below are the members of the 5 th
Sanggunian Panlungsod which term ended on June 30, 2016 while the 6 th Sanggunian
Panlungsod commences July 1, 2016.
The year 2016 is likewise sharing of power and responsibility for the year of the two
council, it was a continuous service for integrity, hardwork and commitment for efficient delivery
of public service guided with the mandates of local policy in the development to pass
resolutions, enact ordinances, approve development plans, grant authority to the Local Chief
Executive and approve local budgets both for the City Government and review Barangay
Budgets and local measures.

Most common legislation enacted and adopted through Resolution by the Council is
granting authority to the Local Chief Executive for and in behalf of the City Government of
Masbate to enter into a Memorandum of Agreement, Memorandum of Understanding,
Undertaking, Deed of Donations, Grants and others, to the national government agencies,
private sectors and other entities for the implementation of development programs and projects
in the City. To name a few:
2. Memorandum of Agreement with Mr. Danilo M. Gerona, Historian for the research
and book writing of Masbate City City’s history;
4. Memorandum of Agreement with the Masbate Gold Project (MGP) for the
rehabilitation of Coastal Resource Management Interpretative Center;
5. Memorandum of Agreement with the Bicol University for the implementation of field
instruction training program for the Social Worker students;
10. Memorandum of Agreement with the Bureau of Fire Protection (BFP) for the release
of 20% Share in the fire code revenue and its efficient allocation for the improvement
of City BFP Station;
11. Memorandum of Agreement with the Department of Labor and Employment (DOLE)
for the implementation of DOLE Kabuhayan Starter Kit;
12. Memorandum of Agreement with the Development Bank of the Philippines for the
Pag-Ibig remittances;
13. Memorandum of Agreement with the Masbate Provincial Hospital for the
establishment of referral system to improve the delivery of quality health care in the
City;
14. Memorandum of Agreement with the Dep. Ed Masbate City for the execution of the
Deed of Donation for a parcel of land under for proposed Batuhan High School;
15. Memorandum of Agreement with the Bureau of Soils and Water Management
(BSWM) and Department of Agriculture (DA) for the implementation and
establishment of Composting Facility for Biodegradable Waste (CFBW) under the
National Organic Agriculture Program (NOAP);
16. Memorandum of Agreement with the DILG for the utilization of Performance
Challenge Fund (PCF) as entitlement being an awardee of the Seal of Good Local
Governance CY 2016; and
17. Memorandum of Agreement with the DOLE for the implementation of program
against Child-Labor.
While several requests were taken action from the national government agencies,
Senators, Congressmen and other leaders through Resolutions, viz:
As well as, Resolutions commending some personnel from the Masbate City Philippine
National Police for the apprehension of several drug personalities and to their exemplary
performance of their duty in the intensified campaign against illegal drugs in the City. Likewise,
other personalities in the City who have shown outstanding performance in their fields;
In line with the reviewing powers of the Sanggunian, it has reviewed numerous
Barangay legislative measures from Appropriations (Annual Budget, Supplemental Budgets,
Realignment of Funds) Barangay Tax Ordinances and other Barangay Ordinances, which the
Council eventually declared the same as operative. While some were returned for modifications
and/ or with lacking requirements.

The six (6) Ordinances enacted laid emphasis on Tax Revenue Generation,
Environment Protection, Health and Sanitation, Economic Development and Grants and
Awards. There were several pending measures initiated during the year by some of the
members of the 6th City Council, to name a few are: Tourism Code; Traffic Code as amended,
and SOGIE… amending guidelines in the franchising and operations
1. Appropriation Ordinance No. 109-16: Approving the Supplemental Budget No. 01 for
CY 2016 of the City of Masbate in the total amount of Php13,520,654.00;
2. Appropriation Ordinance No. 110-16: Approving the Annual Budget of the City of
Masbate for CY 2017 in the amount of Php594,340,700.00 covering the various
expenditures for the operation of the City Government of for Fiscal Year 2017 and
appropriating funds for the purpose; and
3. Appropriation Ordinance No. 111-16: Approving the Supplemental Budget No. 02 for
CY 2016 of the City of Masbate in the total amount of Php4,474,157.00.
ATTENDANCE: For the year 2016 of the 5th City Council conducted Twenty-three (23) Regular
Sessions, thirteen (13) of which are Adjourned Sessions. While the 6 th City Council conducted
Twenty-six (26) Regular Sessions, six (6) of which are Adjourned Sessions. Below is the
summary of attendance of each members:
MINUTES OF THE SESSION – There are two (2) Councils in the year 2016 due to National and
Local Elections; to wit: the 5th City Council as the outgoing Council; and the 6 th City Council as
the incoming Council. Earlier on the month of July, 2016, the 6 th Sangguniang Panlungsod has
approved and adopted the Internal Rules of Procedures by virtue of Resolution No. 060-16. The
Internal Rules of Procedures is promulgated and adopted to govern its legislative proceedings,
pursuant to the provision of Section 50 (a) (b) of the Local Government Code of 1991.
Section 8 of the Internal Rules of Procedures endows that the Journal of Proceedings
and Minutes of the Session shall be kept by the Sanggunian. The Minutes of the session is a
brief account of what has taken place at a session.
Regular Sessions. Under Rule I, Section 1, paragraph (b) of the Internal Rules of Procedure,
The Regular session shall be held every Tuesday at 2:00 P.M. at the Session Hall of the
Sangguniang Panlungsod. However, if Tuesday falls on a holiday, the session shall be held on
the next succeeding day x x x.

There were a total of twenty-three (23) Regular Sessions held during the last quarter of
the 5th Sangguniang Panlungsod while a total of twenty-six (26) Regular Sessions during
commencement of the 6th Sangguniang Panlungsod on July 5, 2016.
Out of the twenty-three (23) Regular Sessions during the last quarter of the 5 th
Sangguniang Panlungsod, a total of ten (10) Regular Sessions were conducted; whereas
twenty (20) Regular Sessions were conducted during the commencement of the 6 th
Sangguniang Panlungsod out of twenty-six (26) Regular Sessions.
During the 6th Sangguniang Panlungsod, one Regular Session was conducted on
November 2, Wednesday as a common understanding that on November 1, which falls on a
Holiday presumes no session hence, per Internal Rules of Procedure, a special session is to be
called for the following day. Far more, the urgency to approve the Local Expenditure Program
FY 2017 of the City of Masbate and the Annual Investment Program for CY 2017 are to be
given due course by the Council, most particularly by the Committee on Finance and
Appropriation the matters were referred to, by the Hon. Andrei B. Diez, Sr. Hence, the approval
of both legislative measures on the instance of the 18th Regular Session of the 6th City Council.
Adjourned Session. Rule 1, Section 3 of the Internal Rules of Procedure provides that an
“Adjourned Session” may be held by a majority of the members present in a session where
there is no quorum, wherein they may decide to adjourn from time to time, or day to day and
compel the attendance of the absent members.
Special Session. As provided for under Rule 1, Section 1, paragraph (b) of the Internal Rules
of Procedure, “When public interest so demands, or in case of emergency, special session may
be called at the instance of the City Mayor or by majority of all the members of the Sanggunian
xxx”
No special session was conducted during the last quarter of the 5th Sangguuniang
Panlungsod and the commencement of the 6th Sangguniang Panlungsod.
DIALOGUE – Just like any other committee hearings/meetings conducted by the committee,
dialogue is as important as any activity of the sanggunian. The same shall be attended by the
Committee involved to resolve issues or matter at hand. Consultative Dialogue is an approach
by the committee where the latter draw themselves near to the community or interested
party/(es) by listening to them as they air their own sentiments/views i.e. container gardening or
livelihood activities. Technical persons are sought for, for their advice, as part of the dialogue’s
purpose in resolving issue/s.
MINUTES OF THE COMMITTEE/PUBLIC HEARING – Rule VI, Section 61 of the Internal Rules
of Procedure provides for the conduct of a Public Hearing which states that, “No tax ordinance
or revenue measure and other ordinances with penal sanctions shall be enacted by the
Sanggunian in the absence of a public hearing duly conducted by the committee concerned”.
Section 63 of the same Rule provides that a committee hearing is an activity of the
Sanggunian through its committees, wherein the general public, particularly those representing
different sectors that may be interested or affected by a proposed measure are invited to attend
to hear and be heard on that matter.

Likewise, during the commencement of the 6th Sangguniang Panlungsod, the Committee
on Finance and Appropriation, Chaired by. Hon. Andrei R Diez Sr. conducted the most
public/committee hearings.
Moreover, the Committees on Infrastructure, Urban Assets, Planning, Land Use and
Housing chaired by Hon. Jerry A. Rey; Committee on Labor and Social Legislation chaired by
Hon. Joel V. Ibanez; and the Committee on Games and Amusement chaired by Hon. Alex D.
San Pablo conducted two (2) public/committee hearings.
This 2016 Annual Accomplishment Report of the combined 5th and 6th City Councils
serves as a qualitative proof of what the members have collectively endeavoured and a
reference of what we still have to do to improve the quality of their public service delivery.
For Fiscal Year 2016, the budget allocated to the Sangguniang Panlungsod and the
Secretariat are as follows:
The Office of the City Vice Mayor has five (5) Personnel composed of one (1) Senior
Administrative Assistant, one (1) Security Guard and three (3) Administrative Aides; and fifteen
(15) Job Order. The Sangguniang Panlungsod members including ex-officio members are given
seven (7) Office Support Staff each also on Job Order status to assist in their legislative tasks
and community undertakings.
The Secretariat, on the other hand, includes the Secretary to the Sangguniang
Panlungsod, four (4) Local Legislative Staff Officers. Also, one (1) Administrative/Records
Officer, five (5) Administrative Assistants, and one (1) Administrative Aide with also five (5) Job
order personnel as complement.
Hon. Ruby Sanchez-Morano encourages and gives full support to attend trainings,
seminar-workshops, Lakbay-Aral/study tours, research works for innovations on effectiveness in
legislation making.
Attended Seminar for the First Quarterly National Executive Officers and National Board
Meeting, 8th Series of Continuing Local Legislative Education Program (CLLEP) and
recognition of the Three Termer Councilors on February 3-5, 2016 at Puerto Princesa
City, Palawan;
Attended the First Quarter National Meeting of Vice Mayors League of the Philippines
(VMLP) at Manila on February 14-20, 2016;
Attended seminar on 4th Farm Tourism Conference on July 14-16, 2016 at Summit Ridge
Hotel, Tagaytay City;
Travel Study to the Province of Bataan to visit innovative projects and observation of
best practices on August 9-13, 2016;
Attended the Awarding of the 2016 Seal of Good Local Governance on October 27,
2016 at Sofitel Philippine Plaza, Pasay City;
Attended the Regional Elections of PCL at Tagaytay City on November 28-30, 2016.
Attended the 1st Quarterly Regional Executive Board Meeting of Bicol Association for
Sanggunian Secretaries (BASS) cum Seminar-Workshop on Effective Local Legislation
at Sorsogon City on Feb. 17-19, 2016;
Attended the National Executive Board of Trustees Meeting Cum Seminar Workshop of
PLEASES Inc., on October 11-15, 2016 at Bacolod City, Negros Occidental;
Attended the National and Board of Trustees Conference Cum Seminar Workshop of
PLEASES, Inc., on December 7-10, 2016 at Puerto Princesa City, Palawan.

and records, not only as fundamental instruments for efficient and effective governance but also
as essential tools for the preservation of the country’s history and cultural memory.
Archives shall refer to public records, papers, periodicals, books, or other items, articles
or materials, whether in the form of electronic, audio visual or print, which by their nature and
characteristics have enduring value, that have been selected for permanent preservation.
Records on the other hand refers to information, whether in its original form or otherwise,
including documents, signatures, seals, texts, images, sound, speeches, or data compiled,
recorded, or stored as the case may be.

The Legislative mini-library is also being managed by the section where legislative
materials and different kinds of books are available containing English, Science, Mathematics
and History references, Children’s Story books, health and wellness, documentaries of other
LGU’s best practices and several newspapers, journal and serials for easy accessible to the
public.
The guiding principle of records and archives section is to ensure that information is
available when and where it is needed, in an organized and efficient manner, and in well
maintained environment. Records must be securely maintained to prevent unauthorized access,
alteration, damage or removal.
