rich cultural heritage amidst the corridors of time. Odisha's stoic spirit has weathered storms of change and
external pressures, standing as a beacon of cultural and spiritual heritage that bridges the past with a progressive
future.

Our vision for Odisha is rooted in inclusive development that promises prosperity for all. It begins by liberating
the agricultural sector from bureaucratic entanglements, ensuring farmers have access to robust infrastructure
and support. By pursuing innovation, opportunities for growth, and the proper implementation of the New
Education Policy—we pledge to empower the youth, nurturing their potential to lead Odisha towards prosperity.
Additionally, we are committed to revitalising the health and education sectors while strengthening
infrastructure and igniting a new era of holistic development. Harnessing Odisha's immense potential holds the
key to building a Viksit Bharat – a developed India. To achieve this, we must envision a Viksit Odisha,
revitalising its foundations for a brighter future.

The Bharatiya Janata Party envisions Odisha as Eastern India's powerhouse, where socio-economic challenges are
met with transformative solutions. Under the visionary leadership of Prime Minister Shri Narendra Modi Ji, our
goal is to shape Odisha into a land of boundless opportunity and realised dreams. Primacy in all aspects will be
given to the garib parivar jan, yuva, anna-daata and naari- as laid out in the national development roadmap as
well.

Inspired by the BJP's ethos of "Kaama Sabu Hata Ku, Paani Sabu Kheta Ku and Chhatta Sabu Munda Ku," we

empowered. As we embark on a journey towards the 100th year of Odisha’s formation, the BJP envisions making
the state a trillion-dollar economy by 2036.

Namaskar
Bharat, the world's largest democracy, will celebrate its biggest festival by holding the 18th Lok Sabha and the 16th
Assembly election of Odisha. In addition, the country will mark celebratory milestones like the Amrit Festival during its
75th year of independence and celebrate the Centenary of Independence in 2047, fostering national unity and progress.
As Odisha nears its centenary in the coming twelve years and as a distinguished province in 2036, it's an opportune
moment for our nation and state to craft an inclusive, comprehensive and extensive path towards Viksit Bharat and Viksit
Odisha. Following the Prime Minister’s vision of ‘Atmanirbhar Bharat’, Bharat is dreaming of becoming self-reliant in all
aspects, including agriculture, education, industry, transport, defence, civil aviation, and foreign affairs, thereby building
a new and strong Bharat.
The current regime has distorted Odia's identity by squandering the human resources and linguistic wealth of the state.
Due to rampant unemployment in the region, the brave sons of Odisha’s sacred womb have been sacrificed at the altar of
Dadan and are entrapped by corrupt officers from neighbouring states. We urge the people of Odisha to step forward to
form a Shashakta Odisha and protect their cultural heritage from the plunderers. For over 25 years, Odisha's governance
has been under the same leadership; the pace of progress and real change has yet to meet the aspirations of our people.
Along with the karyakartas and the sevaks of the Bharatiya Janata Party, we invite you to envision a new beginning for
our state.
Our manifesto, ‘Modi’nka Guarantee,’ reflects the BJP’s commitment to the development and advancement of Bharat and
Odisha. We aspire that a native Odia assumes the role of Chief Minister, ensuring Odisha's triumph across all arenas.

Namaskar to all my Odia brothers and sisters,


We have all been witnessing the tremendous strides made by Bharat in the last ten years. Prime Minister Shri Narendra Modi Ji
dreams of weaving the tapestry of a developed Bharat, initiating transformative endeavours towards this noble vision. However,
Bharat's development shall be truly realised only upon Odisha also achieving development goals.
Keeping in view Modi ji's vision of ‘Viksit Bharat, Viksit Odisha’, we aim to transform Odisha with enthusiastic support from the
people, underscoring your role in ushering in an era of progress and prosperity.
Over the last 25 years, the landscape of our state has been marred by the same Government, one that has not been able to keep up
with the dynamic aspirations of Odisha’s people. The BJD’s half-baked policies have consistently deprived the people of essential
welfare schemes like housing, sanitation facilities, electricity, gas, and health insurance. Besides, for years, an inefficient
administration has exploited the state's abundant mineral resources under the guise of economic growth.
Further, the leadership's anti-Odia stance has enabled non-Odia individuals to exploit Odisha's resources. We are determined to
reclaim Odisha's identity by appointing a native Odia speaker as the Chief Minister of this ‘Subarna Odisha’. It has become
increasingly clear that the time has come for a new vision that can eliminate development stagnation.
Our resolution embodies the collective hopes, aspirations, and objectives we hold dear in this electoral campaign. To ensure this,
we had deployed 23 LED vans across the state, conducted numerous conferences, and garnered input from 4.5 million Odisha
residents.
Today, I am proud to present our party's manifesto. This document is not merely a set of promises but a blueprint for an empowered
and prosperous Odisha. This manifesto is the culmination of extensive consultations with various stakeholders—women, farmers,
youth, informal sector workers, professionals, industry leaders, and elected representatives. It reflects the aspirations and dreams
of the entire state as well as aligns with the vision of our Prime Minister, Shri Narendra Modi Ji.
I am thankful to the manifesto committee members and our State President for their support and guidance in drafting the

Modi Government’s Achievements


Under Pradhan Mantri Kisan Samman Nidhi, 35.11 lakh farmer-beneficiaries in Odisha have
received ₹9202.52 crore.
From 2016-23, the area covered under micro-irrigation has increased in Odisha and the total area covered
under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is 94,722 hectares.
Under PMKSY-AIBP, over ₹1,200 crore has been released by the Modi Government for the irrigation
projects in Odisha.
Under Pradhan Mantri Matsya Sampada Yojana (PMMSY), 37,999 beneficiaries have received
₹197.91 crore.

The Modi Government has created 447 Farmer Producer Organisations (FPOs) in Odisha.

In 2023, there were just 36 functioning cold storage units across Odisha as compared to BJD’s promise to
construct 1,000 new cold storage units.
60% of bank loans under the KALIA Scheme have been diverted to non-agricultural purposes leading

From 2018-23, the Modi Government released over ₹7,800 crore under Samagra Siksha Programme.

Under Pradhan Mantri Kaushal Vikas Yojana, over 4.42 lakh youth have been certified.

The permanent campus of IIT-Bhubaneswar was built at a cost of ₹1,660 crore and inaugurated in
2018.
