Action Plan on Youth, Peace, and Security 2023-2028

Assalamu alaikum warahmatullahi wabarakatuhu.

My warmest congratulations to the Bangsamoro Youth Commission for this well-formulated

Bangsamoro Action Plan on Youth, Peace, and Security 2023–2028.

In this transition period, we are currently establishing a solid foundation for the Bangsamoro
Autonomous Region in Muslim Mindanao (BARMM) through plans that would empower the
youth and ultimately establish a resilient, inclusive, peaceful, and responsive Bangsamoro.
This includes prioritizing the well-being of the youth in the autonomous region.

The Bangsamoro Government acknowledges the role of the young Bangsamoro as a positive
driving force in preventing and resolving conflict within their communities and building
lasting peace. This action plan recognizes the abilities of the youth for empowerment and
proactive participation in making the world we live in today a better place.

I express my gratitude to the Bangsamoro Youth Commission (BYC), the United Nations
Development Programme (UNDP), the members of the Technical Working Group, and all
those who contributed to the creation of this action plan, from its inception to its completion.
I look forward to the successful implementation of this action plan that will bridge gaps and
empower young people through its five pillars, namely: participation, protection, prevention,
partnership, disengagement, reintegration, and aftercare.

As we put the letters of this plan into action, may Allah SWT bless and guide us as we continue
to create an inclusive and prosperous future for the Bangsamoro.
