EXECUTIVE ORDER NO. 2024 - 42

DESIGNATING THE BARANGAY TOBACCO CONTROL PROGRAM FOCAL

PERSON

WHEREAS, the 1987 Constitution of the Republic of the P| promote the

right to health of the people and instill health consciousness among them.
WHEREAS, every local government unit hasbeen granted Power and
authority by Republic Act No. 71 60, otherwise known as the Local G
Philippines mandates the State to protect and contituents to include among
oth health and safety and the enhan:

WHEREAS, for the purpose of protecting the Populace from h:

consciousness among the people, Republic Act No. 9211, otherwise known
as “Tobacco Regulation Act of © government; 2003” has been passed and
enacted by the azardous products and in order to instill health

WHEREAS, in accordance with Section 37 of RA 9211, the Implementing

Rules and Regulations of the Tobacco Regulation Act of 2003 is enacted by
the Inter-Agency Committee-Tobacco (AC-TOBACCO) with the Bureau of
Trade Regulation and Consumer Protection of the Department of Trade and
Industry (DTI) as Secretariat;

NOW THEREFORE, by virtue of the Power vested in me by law. I Adelmira

N. Siongco PunongBarangay, Barangay PALIHAN, Municipality of Orani,
Bataan, do hereby order and designate KAG. SHERWIN N. SIONGCO as the
Barangay Tobacco Control Program Focal Person.

Section 1.Functions and Responsibilities

a) To inspect and monitor compliance ofall places covered by Provincial
Ordinance No. 06, Series of 2019, certify the appropriateness of the
designated smoking areas, apprehend violators, and recommend closure of
non- compliant establishment taking into consideration the provisions of
existing laws and the Purpose of smoking regulations which is Protect non-
smokers from the pernicious ePect of exposure to tobacco smoke;

c) To recommend amendments orrevisions of, any provision of the

Ordinance; To conduct an ocular inspection of all non-accredited tourism
establishment in Palihan, Orani, Bataan to determine compliance with the
requirement of the rules and regulations and the Ordinance;

d. For tourism-accredited accommodation and entertainment

establishments, theocularinspeaionshall be conducted in coordination with
the City Tourism office and the Office of the Business Bureau;

e. In coordination with the City Health Office, shall undertake educational
awareness campaigns on the ill ePects of smoking and exposure to second
hand smoke, information dissemination programs, and capacity building
programs and smoking cessation clinics;

f. In coordination with the City Information office, shall inform the public of
the provisions of this rules and regulations, and Ordinance, thru an
intensified tri- media campaign;

g. In coordination with the Traffic Management Center (TNC), and theDCPO-

Traffic Group shall inspect the presence of “No Smoking” sign in all public
utility vehicles and strictly monitor of compliance; h. To prepare the
procedures for the issuance of the Certificate of Compliance of designated
smokingareas, in accordance with Section 3(b) of the Ordinance.

SECTION 2. REPEALING CLAUSE.amended or repeaked accordingly.

SECTION 3. This order shall take effect unless sooner tevoked, amended or
repealed.
