SITE SELECTION CRITERIA

Criterion Description

Site Factors

1 Topography topographical conditions should not require excessive grading and filling of the land
to minimize hauling of earth to or from the site

2 Soil Type and Geology quality of soil and its soil bearing capacity must be considered and deemed favorable
for the placement of foundation and other structural elements to ensure structural
integrity

3 Vegetation note the location of existing vegetation such as trees and as much as possible retaining
them

4 Hazard Recognition consideration of the existing and potential vulnerabilities as well as their level of
impact to the site - these may include flooding, erosion, and seismic activity

5 Zoning identification of the site’s governing zoning type and application of the necessary
zoning ordinances

Contextual Factors

1 Climate consideration of macro and micro climates including sun and wind paths in relation to
the site in order to properly locate spaces within the site

2 Physical Conditions

a Site Utilities and Services consideration of the availability of basic site utilities such as power, water supply,
sewerage, communication, drainage, and solid waste management systems; should
minimize the possibility of utility relocation and service crossing or contamination

b Parking include appropriate number of parking spaces for customers, vendors, and service
personnel

c User and Service easy and direct access to the site should be available for both vehicles and pedestrians

d Visual Quality/Visibility considers the views of the surrounding site,

Project Cost and Benefits

1 Economical Cost Considers costs of acquisition of land, design, operation, and maintenance;
consideration of land cost in relation with total capital investments and obtainable
rentable spaces

Other Factors to Consider

1 Lot Size parcel of land should be of appropriate size to accommodate the requirements of the
building’s occupancy type in reference to the National Building Code of the
Philippines

2 Facility Expansion site must have enough space for the possibility of future expansion

3 Demolition should have minimal to no demolition of the existing structure for the proposed
facility
4 Land Use Compatibility The site should relate to surrounding land use properties and consider the campus
master plan.

5 Architectural Compatibility design characteristics should relate well to the surrounding facilities
SHORTLISTED POTENTIAL SITES
Shortlisted sites in context to the University of the Philippines Diliman campus:
- Marked as site A, B, and C respectively

SITE A
- It is located relatively close to the academic oval, the center of the campus, and is situated next to the arts and
culture park, of which notable landmarks include the UP College of Fine Arts
- The only road to access the site is Emilio Jacinto Street, which also leads to an entry or exit point of the
campus (CP Garcia Gate).

SITE B
- It is located close to the original location of the shopping center, but is situated closer to the academic oval,
and to an entry or exit point of the university, particularly the Tandang Sora-Magsaysay gate.

- The original location of the shopping center, which is already familiar to the UP constituents.
- It is in proximity to Area 2, and is adjacent to two streets, namely Laurel Street and G. Apacible Street.

THE BEST SITE


Considering the site evaluation form and the resulting average scores - it can be deduced that Site C, or the original location of the
shopping center, remains to be the best site to locate the new UP shopping center.

PROJECT FEASIBILITY
1. Target Market
- The target market of the new UP Shopping Center includes UP Students, faculty, residents, and even audiences
that do not belong to UP
2. Competition
- Food stalls and shops, from the nearby Area 2, and merchandise shops in front of it remain to be its potential
direct competitors; while due to its shopping center nature - it may also be in indirect competition with UP Town
Center
3. Regulatory Constraints
- Based on the National Building Code of the Philippines, given the nature of the proposed structure, its lot should
not exceed 100 meters by 20 meters. This shall be in accordance with the provisions of the codes such as the
Fire Code, National Building Code, Accessibility Law, and other relevant codes.
4. Community Acceptance
- As this is the original location of the previous UP Shopping center, it will evoke a sense of familiarity for
previous and new visitors since it still remained to be a landmark even after it had burned down; moreover, it is
easily accessible via public transport routes making it more appealing to newer customers
