Project details

Collaboration opportunity between BAIF and KOSHER CLIMATE

To achieve this overarching objective of organizing 100 awareness raising workshop on


KUSUM Component -A in local language through 100 Krishi Vigyan Kendras (KVKs)/ or
suitable institute/location to reach out around 3000 farmers across India, the
contractor will be responsible for following Tasks.

Scope of Work:

Task 1- Updating training module in local language

a) The content for the training module in English. and the contractor would be
required to convert the training material in the local language.

Task 2- Coordination with 100 KVKs


a) The contractor will coordinate with KVKs- Krishi Vidyan Kendra (nominated by
ICAR - ATARIs) and conducting farmers’ workshops for around 3000 farmers
through 100 awareness building workshops at 100 KVKs / or suitable
institute/location across India.
b) The KVK level farmers’ trainings will be conducted at the nearby location of KVKs
where the AgriPV system is installed and in working condition.
c) If the AgriPV system is not existing in the nearby location of KVKs, then the
farmers training will be conducted at KVK campus.

Task 3- Organising the workshop

The contractor needs to organize the workshop considering the following.

a) Invitation to the state implementing agencies in coordination with KVKs.


b) Sharing the agenda and the detail program of the workshop in advance with
the KVKs.
c) One expert from the contractor would be present in the program for
moderation and conducting relevant sessions.
d) Distribution material for the farmer participants - 50 pamphlets in local
language.
e) Preparing 1-2 banner in local language. f) Food and refreshment arrangement
in coordination with KVKs.

Task 4- Reporting

a) The Contractor is responsible for preparing a summary report on farmers workshop


with photographs. The summary report has to include a lessons-learnt section as well
as point out additional action for future to promote farmer-centric AgriPV.
b) Ensuring video recording would be done for minimum one workshop in each state.

c) The contractor will ensure filling the physical feedback form from the participant
farmer. An overview of the provided feedback will be given and include in the summary
report.

d) The contractor will ensure the online interest form for applying in KUSUM - A from
each participant farmer.

e) The contracting agency will identified potential opportunities and challenges specific
to smallholder farmers and new implementation design solutions. Specific needs to
promote farmer centric agriPV shall be identified and included with concrete actions for
future actions.

Task-5: Project management by the contractor

a) The contractor is responsible for selecting, preparing, training, and steering the
experts (international and national, short, and long term) assigned to perform the
advisory tasks.
b) The contractor makes available equipment and supplies (consumables) and
assumes the associated operating and administrative costs.
c) The contractor manages costs and expenditures, accounting processes and
invoicing in line with the requirements of Tender Inviting Authority.
d) The contractor reports regularly to Tender Inviting Authority.
e) The contractor is required to draw up a personnel assignment plan with
explanatory notes that lists all the experts proposed in the tender; the plan
includes information on assignment dates (duration and expert months) and
locations of the individual members of the team complete with the allocation of
work steps.
f) The Contractor is required to describe its backstopping concept. The following
services are part of the standard backstopping package, which (like ancillary
personnel costs) must be factored into the fee schedules of the staff listed in the
tender.

• Service-delivery control.

• Managing adaptations to changing conditions

• Ensuring the flow of information between the contractor and Tender Inviting Authority.

• Assuming personnel responsibility for the contractor’s experts

• Process-oriented steering for implementation of the commission.

• Securing the administrative conclusion of the project requirements.


g) The Contractor must present a list of 3-5 relevant assignments that are relevant
examples of capacity building trainings/workshops at KVKs etc. Please present
the details of the client and describe the support provided. Relevant examples
that were executed in the locations for this assignment would be desirable.
h) The Contractor is required to present any prior/present experience of working
with different ministries of government of India and supporting the government
department for capacity building of the rural stakeholders.

List of Deliverables:

The contractor need to submit the following reports:

• Implementation plan

• Brief quarterly reports on the status of the assignment (1-2 pages)

Period of assignment: from 1st July 2024 until 31st March 2025.

Eligibility Criteria:

Note: Bidders has to submit the documentary evidence for the criteria’s specified
below.

The eligibility criteria for the firms include the following points:

Commercial Eligibility

1) The average annual turnover for the last three financial years should be at least
150,000 EURO.
2) The number of employees as on 31st Dec of the previous year has to be minimum
10.

Technical Eligibility

1) There is a minimum requirement of at least 3 reference projects in capacity


building of farmers at KVKs in India with minimum project value of 25000 Euro
and at least 1 reference projects in agriculture and renewable energy, also with a
minimum project value of 25.000 EUR.
2) All of the projects must have been performed in the last three years.
3) The weighted criteria for the assessing the eligibility of the firms has been divided
into three categories.
4) Minimum 5 years’ experience of working agriculture, livelihoods, and rural
enterprises sectors.
5) Minimum 5 years’ experience of working with different ministries of Government
of India.
6) Minimum 5 years’ experience of conducting trainings cum workshops with KVKs
for farmers.
7) Minimum 5 years’ experience of preparation recommendation reports and
implementation design solutions.
Team Composition Required

The Contractor is required to provide personnel who are suited to filling the positions
described, on the basis of their CVs, the range of tasks involved and the required
qualifications.

The below specified qualifications represent the requirements to reach the maximum
number of points in the technical assessment.

Team leader

Tasks of the team leader

• Overall coordination, planning and overseeing the assignment.

• Overall responsibility for development of the training module & training material for
dissemination
• Coordinating and ensuring communications for the project.

• Personnel management, as well as planning and steering assignment and regular


reporting in accordance with deadlines Qualifications of the team leader

Education/training:

• Postgraduate degree or higher in agriculture sectors; rural development or


business administration etc.
• Language: B1-level language proficiency in English and Hindi

• 10 years of professional experience in leading the capacity building projects for


government and non-government organisations.

• 7 years of experience in leading the capacity building projects on agriculture, solar


farming, natural resource management, rural development etc.

• 10 years of management/leadership experience as project team leader or manager in


a development sector

• 10 years of experience at national & regional level

• 2 Years experience in DC projects

Expert 1: Module Development Expert

Tasks of key expert 1

• Reviewing different ongoing and upcoming schemes of central and state government

• Coordinate with experts of partner agencies for consultation on solar in agriculture.

• Developing training module (ToT Master trainers and Cocreation workshops for
farmers) and training material for dissemination.

Qualifications of key expert 1

• Postgraduate degree or higher in a relevant field such as renewable energy, agriculture


engineering, environmental sciences, or a related discipline

• B1 -level language proficiency in English, Hindi, and other local languages

• 10 years of professional experience in development of training modules, eLearning


products on capacity building etc

• 7 years of experience on development of training module and material on agriculture,


solar farming, natural resource management, rural development etc.

• 5 years of experience in projects in national and regional level.


Expert 2: Documentation officer

Tasks of expert 2

• Coordination with team leader and subject matter specialist.

• Coordination with KVKs and Master Trainers

• Development of final reports as per the ToR

Qualifications of expert 2

• Postgraduate degree or higher in agriculture, social sciences, communications etc

• B1 -level language proficiency in English, Hindi, and other local languages

• 10 years of experience in report writing, process documentation and further


recommendations for the different schemes and projects.

• 7 years of experience in report writing, process documentation and further


recommendations for the agriculture, solar farming, natural resource management
schemes and projects.

• 5 years of experience at national & regional level.

Short-term expert pool with minimum 5 members

For the technical assessment, an average of the qualifications of all specified members
of the expert pool is calculated.

Please send a CV for each pool member for the assessment.

Tasks of the short-term expert pool

• Coordination with KVK Coordinators from the given states and districts.

• Moderate the workshop and conduct relevant sessions.

• Ensure the physical feedback form from the participant farmer.

• Ensure the online interest form for applying in KUSUM - A.

Qualifications of the short-term expert pool

• Graduate degree or higher in a relevant field such as renewable energy, agriculture


engineering, environmental sciences, or a related discipline

• B1 -level language proficiency in Hindi and other local languages

• 3 years of professional experience as a lead trainer for government and non-


government organisations.
The contractor must provide a clear overview of all proposed short-term experts and
their individual qualifications.

Important notes:

The contractor must specify and share detailed CVs of proposed project staff as per
above requirements.

The Contractor must also specify the location and base of the proposed staff.
