Introduction
• The GOTN is implementing various welfare schemes for the social
upliftment of the oppressed people.
• In 1953 - The central social welfare board was established during the
1st 5 year plan to implement social welfare schemes.
TNSWB
• On the basis the GOTN established the state social welfare board in
1954 implementing programme for welfare of women, children, adi
dravidars, senior citizen and third genders.
• This board is functioning with the assistance of GOTN and CSWB.
• This organization has been fighting for the cause of women and
children through volunteer organization.
Objective of TNSWB
• To provide technical and financial assistance to voluntary organization
and enhance quality and value to their services.
• To monitor the proper implementation of central social welfare board
programme and state govt programme.
• To promote and improve voluntary initiatives related to women and
children.
Women Welfare Schemes
• The GOTN is interested in the advancement of women and provide
many facilities, so it has been making financial contributions.
• 1947- The Dept of women welfare is approved to implement women’s
welfare schemes.
Major Programmes
• Mahila Mandal Project is taking steps to create awareness among
rural women.
• An awareness program for rural women has been set up to take
decisions and implement them in women’s governance.
• Employment Training Assistance scheme was established in 1986 to
provide employment to women in various fields.
Marriage Assistance Scheme
• Objective : To provide financial assistance for the marriage of the girls
and to encourage the girls to pursue higher education.
• There are 5 marriage assistance schemes are being implemented by
tamilnadu.
• The announcement of 8 gram gold for Thirumangalyam along with
financial assistance for marriage by the Hon’ble Chief Minister of
Tamilnadu for marriage conducted from 17-05-2011 onwards is a
flagship scheme implemented by the Social Welfare Department.
(Thaalikku Thangam).
• Under the 5 marriage assistance schemes 1,20,230 womens were
benefitted during the financial year of 2018-2019.
Moovalur Ramamirtham Ammaiyar Ninaivu
Marriage Assistance Scheme 1989
• Objective: For girls who have attained the age of 18 at the time of
marriage and to improve the educational status of the poor girls.
Eligibility Criteria:
• Educational Qualifications: upto 10th standard and Graduation or
diploma
• Income Limit: Not exceeding 72000/Annum.
• Age limit: Bride should have completed 18 years of age.
• Assistance: Rs.25000 for 10th standard and ST for 5th standard and
Rs.50000 for graduated and diploma (Both of them get 8 grams of
gold).
EVR Maniammaiyar Ninaivu Poor widow Marriage
Assistance Scheme 1981
• Objective: To help the poor mothers who are widows by providing
financial assistance.
• Eligibility Criteria:
• Educational Qualifications: upto 10th standard or no educational
qualification and Completed graduation or diploma.
• Income Limit: Not exceeding 72000/Annum.
• Age limit: Bride should have completed 18 years of age.
• Assistance: Rs.25000 for 10th standard and ST for 5th standard and
Rs.50000 for graduated and diploma (Both of them get 8 grams of
gold).
Annai Theresa Ninaivu Marriage Assistance
Scheme for Orphan Girls 1984
• Objective: To help financially the Orphan Girls for their marriage.
• Eligibility:
• Educational Qualifications: upto 10th standard or no educational
qualification and Completed graduation or diploma.
• Income Limit: No income limit.
• Age limit: Bride should have completed 18 years of age.
• Assistance: Rs.25000 for 10th standard and ST for 5th standard and
Rs.50000 for graduated and diploma (Both of them get 8 grams of
gold).
Dr.Dharmambal Ammaiyar Widow Re-marriage
Assistance Scheme 1975
• Obejctive: To encourage remarriage of widows to ensure their
rehabilitation.
• Eligibility:
• Educational Qualifications: upto 10th standard or no educational
qualification and Completed graduation or diploma.
• Income Limit: No income limit.
• Age limit: Bride between 20-40 years of age.
• Assistance: Cheque of Rs.15,000/-, NSC Bond of Rs.10,000/-, and gold coin
of 8 grams for Non graduates.
• Cheque of Rs.30,000/- NSC Bond of Rs.20,000/-, and gold coin of 8 grams
for graduates.
Dr.Muthu Lakshmi Ammaiyar Inter Caste Marriage
Assistance Scheme.
• Objective: This scheme aims to abolish caste based discrimination.
• Eligibility:
• Educational Qualifications: upto 10th standard or no educational qualification and
Completed graduation or diploma.
• Income Limit: No income limit.
• Age limit: Bride should have completed 18 years of age.
• I – SC/ST with other community.
• II – Forward community with BC/MBC.
• Assistance: Cheque of Rs.15,000/-, NSC Bond of Rs.10,000/-, and gold coin of 8
grams for Non graduates.
• Cheque of Rs.30,000/- NSC Bond of Rs.20,000/-, and gold coin of 8 grams for
graduates.
Work Help Scheme
• SATHIYAVANIMUTHU AMMAIYAR NINAIVU FREE SUPPLY OF SEWING
MACHINE SCHEME
• Free supply of Motorized Sewing Machine Scheme is being
implemented by the Social Welfare and Nutritious Meal Programme
Department., in order to enhance the income of widows, deserted
wives, women from economically weaker sections, differently abled
men and women, and socially affected women through self-
employment.
• Criteria: Income limit not above 72000
• Age Limit: 20 to 40 years.
Govt Working Women Hostels
• Objective: Opening up of new avenues of employment in urban areas
has motivated many young women to take up employment away
from their homes to cities. Due to the rise in prices and high rentals,
the cost of living has gone up. Girls from poor and middle class
families find it difficult to manage financially in their new places of
employment with the meagre income they get.
• Criteria: Women who earn upto 25,000 per month at Chennai and
15,000 per month in other places are eligible to get admission.
• Assistance: Monthly rent of 300 in Chennai and 200 in other places.
Swadar Homes(Service Homes)
• Objective: Widows, deserted wives, economically backward women
and girls rescued from child marriage who are neglected by their
families to lead their life with dignity and conviction.
• Services: The inmates can also pursue their schooling, The widows
and deserted wives are also permitted to bring up their children, To
continue higher studies financial assistance of 50,000 for pursuing
professional courses and 30,000 for Degree / Diploma courses to the
ex-inmates, vocational and skill upgradation training, Psychological
counselling, Legal aid and guidance and residential accommodation.
• Criteria: Upto 60 years of age and Girls upto 18 and boys upto 12
One Stop Centre (SAKHI) Scheme
• Objective: To provide support to women affected by violence in
private and public spaces within the family, community and the work
place.
• Services include medical, legal, pyschological and counselling support.
• 1st one stop centre for TN in chennai in 2017.
Mahila Shakthi Kendra
• Obejctive: To provide one stop convergence services for empowering
rural women with oppurtunities like skill development, employment,
digital literacy, health and nutrition.
Amma 2 Wheeler Scheme
• Women going to work in 2 wheeler will get 50% subsidy or 25000 as
advance whichever is lesser.
• Criteria: Age Between 18 to 40.
• Income Less than 2.5 lakh.
• Only one women per Family.
Gender Budgeting Scheme
• Started by UPA under P. Chidambaram in 2005-2006.
• Objective: Gender budgeting can help reduce gender gaps in
educational attainment and in reducing violence against women.
State Resource Center for Women (2014)
• Started in 2014 under National Mission for Empowerment of women
(NMEW)
Objective:
• To assist and monitor of flagship programme.
• To empower women across all states.
• Review and evaluates existing policies, programme and legislating
SHe-Box Sexual Harassment electronic Box
• Protection of Women from Sexual Harassment at Workplace
(Prevention, Prohibition and Redressal) Act (the SH Act), 2013 with
the objective to create a safe and secure workplace for women free
from sexual harassment.
• to provide a single window access to every woman, irrespective of her
work status, whether working in organised or unorganised, private or
public sector, to facilitate the registration of complaint related to
sexual harassment.
Cradle Baby Scheme
• Cradle Baby Scheme” was first introduced in Salem District during
1992.
• Objective:
• To eradicate female infanticide and to save the girl Children from the
clutches of death
• Improve child sex ratio.
• Ensure increase in female literacy rate.
• To give children for adoption.
• The positive effect of the Cradle Baby Scheme in Tamil Nadu, the child
sex ratio which was 942/1000 in 2001 has risen to 943/1000 in 2011.
Chief Minister’s Girl Child Protection Scheme
• The Chief Minister’s Girl Child Protection Scheme, introduced by the then
Hon’ble Chief Minister of TamilNadu in 1992.
• Aim: aimed at preventing gender discrimination by empowering and
protecting rights of girl Children through direct investment from
Government.
Objective:
• Promote enrollment and retention of the girl child in school and to ensure
her education at least up to intermediate level.
• Encourage girls to get married only after the age of 18 years.
• Encourage parents to adopt family planning norm with two girl children.
• Criteria: Family should have 1 or 2 female children and no male child to be
adopted.
• Annual Income of less than 72000.
Assistance:
• Scheme I- 50000 for one girl child
• Scheme II- 25000 each for 2 girl child
• Annual incentive of 1800 is given to the girl child.
Impact:
• Female literacy of Tamil Nadu from 64.55% in 2001 to 73.44% in 2011.
• Beneficiaries – 868077 from 1997-2017.
PURATCHI THALAIVAR MGR – NUTRITIOUS MEAL
PROGRAMME
• 1st introduced the Nutritious Noon Meal program during the year 1982.
• In 1991 it was upgraded and renamed Puratchi Thalaivar MGR Nutritious
Meal Programme.
• In 2013 Puratchi Thalaivi Dr.J Jayalalitha Scheme.
• Objective: to enhance the enrolment of students and retain the attendance
in schools.
• Simultaneously to improve the nutritional levels among children.
• Empowering women by offering employment oppurtunities.
Beti Bachao Beti Padhao (BBBP)
• The BBBP Scheme was launched on 22nd January, 2015 at Panipat, Haryana.
• Aim: To protect the interest of the girl children and ensure their education.
• However the Child Sex Ratio for Tamil Nadu is 943/1000 which is above the
national ratio of 918/1000.
Objective:
• Prevention of gender biased sex selective elimination.
• Ensuring survival & protection of the girl child.
• Ensuring education and participation of the girl child
• District Collector is the Chairperson for implementation of the Scheme
Senior Citizens
• INTEGRATED PROGRAMME FOR OLDER PERSONS (1992)
• It is a Central Sector Scheme of Ministry of Social Justice and
Empowerment.
Objective:
• To improve the quality of life of the Older Persons by providing basic
amenities like shelter, food, medical care and entertainment
opportunities.
• Research, Advocacy and Awareness Building Programmes in the
field of Ageing
OLD AGE HOMES
• The State Government is providing maintenance grant for the Old Age
Homes run by the Voluntary Organisations.
Objective:
• To safeguard the life of destitute elders in the age group of 60 years
and above and who are homeless and abandoned by their families.
• Food, shelter, clothing, health care and recreational facilities etc., are
provided in these homes to these beneficiaries.
• A sum of 2.00 lakh per year is given as grant to maintain 40 inmates in
each home
Physically Challenged
• Tn govt set up a welfare board for people with disabilities in 2006.
• 75% concession for long distance travel on TN state bus network.
• Waiver of all tution fees for higher education and professional couses.
• It will pay 5% self contribution requirement when a disabled
entrepreneur sought loan to start-up business.
• 4% reservation on govt jobs and 3% on educational institutions under
rights of persons with disabilities act 2016.
3 rd Gender
• GOTN constituted Welfare Board for Third Genders in 2008, 1st state
in india.
• NALSA vs UOI 2014, Supreme Court of India said Transgenders should
be treated as Third Gender and allowed them to apply for and get
ration cards, voter ID, driving licences, community certificates.
• To empower the Third Genders economically, bank loans upto 15 lakh
with 25% subsidy are provided to the Third Genders Self Help Groups
to take up income generating activities.
• Rs.1000 as monthly pension over the age of 40 for unsupported
destitute 3rd genders.
Samathuvapuram (1997)
• Renamed to Periyar Ninaivu Samathuvapuram 1999
• Till now 154 samathuvapuram was established.
• 1st in Melakottai village, Madurai.
• Govt construct houses and allocate beneficiaries randomly to
different communities to ensure coummunities living with unity.
• Proportion: SC-40%, BC-25%, MBC-25%, others-10%.
• Criteria: Below Poverty Line families.
Anaithu Grama Anna Marumalarchi Thittam
2006
• All villages Anna Rennaisance Scheme.
• To uplift rural population by integrating funds from all schemes by
giving untied funds of 5 lakh out of 20 lakh from centrally sponsored
scheme to village panchayat.
Chief Minister Solar Powered Green House
Scheme (2011)
• ‘Solar Powered Green House Scheme’ for the benefit of the poor in
the rural areas and construct houses measuring about 300 square
feet at a unit cost of Rs.1.80 lakh by meeting the entire cost by the
State Government.
• The RD & PR Department is entrusted with the construction of houses
and Tamil Nadu Energy Development Agency (TEDA) is the
implementing agency for solar lighting component.
• Criteria: BPL families.
Tamil Nadu Village Habitations Improvement
(THAI) Scheme (2011)
• To overcome the bottlenecks in the uneven distribution of resources
and to provide minimum basic infrastructure facilities to all the
habitations.
• Tamil Nadu is the only State focusing on ‘Habitation’ as the unit of
development and no other State in the Country is implementing such
an innovative scheme.
Kudimaramathu (2017)
• The Kudimaramathu scheme, which has the centuries-old concept of
participatory water management at its core, was launched with the
aim of rejuvenating the State’s crumbling water bodies.
• Work on deepening tanks, strengthening bunds, desilting supply
channels and repairing sluices is entrusted to farmers under a
participatory arrangement.
TN Victim Compensation scheme (2009 and
2018)
• “The scheme ensures compensation to victims or survivors of crimes
(covered under the scheme) such as rape, acid attacks, crime against
children and human trafficking among others even when the case is
under investigation or in trial.
• They are eligible to seek compensation after the police register the
FIR.
• The victim is eligible for compensation even if the prosecution fails to
prove the charges against the accused.
