requirement for the provision of Engineering Services (ITT/NDPR/2022/12/01) and hereby

invites you to submit Technical and Commercial bids as detailed in Schedule 1 for our
consideration.

The required outcome of this Tender is to award a 2-year contract for the provision of
Engineering Consultancy services on a call-off basis for several planned new facility and
facility upgrades/restoration projects that require detailed engineering design and support in
the next 24 months.

Bidder should specify the categories of personnel and equipment to be deployed for the
scope of work which is listed below:

1.1 Project Scope of Work


The scope for this contract will include but not be limited to the provision of the following:
i. Preparation of conceptual engineering.
ii. Preparation of preliminary engineering.
iii. Front End Engineering Designs (FEEDs)
iv. Preparation of detailed engineering design and specification development required
for procurement of equipment, materials, transportation, and installation.
v. Preparation of engineering drawings, calculations and documents - weight reports,
sizing reports, summary design reports, progress reports, etc., as required to meet
requirements and specifications.
vi. Preparation of all required engineering studies.
vii. Development of abandonment and disposal procedure plans.
viii. Review and approval of vendor data, drawings and other documentation.
ix. Participation in all required risk assessments, HAZOPs, and constructability reviews.
x. Project support engineering.
xi. Completion of as-built documents and drawings.
xii. Completion of data books following project completion.

1.2 Document Objective


The objective of this document is to show how Frazimex Engineering Limited will execute,
monitor and control the project if awarded the contract. It establishes exactly how the project
execution phase of the project will be managed to meet the requirements of the project or
contract.

a) Pre‐Project Construction Phase

A brief detail of the scope of services required for the project pre‐construction phase
comprises of the following as stated below:

 Provision of workflow methodology for delivering the services.


 Study of all existing designs and documentations (structural, mechanical and electrical
drawings, process flow, engineering designs, scope of work (SoW), specifications, the Bill of
Quantities and the Bills of Engineering Measurements for completeness and correctness.)
 Development of Project implementation plan (this will include but not limited to the following:
oversee the selected contractors and subcontractors; the preparation and signing of the
contract documents; the issuance of approved drawings for construction; the handing over of
site to the contractor; organization of regular site meetings; monitoring of work on site and
approval of critical work elements; preparation of valuations reports for payments; evaluation
of variation and fluctuation claims by the contractor; resolution of matters arising on site;)
 Assist with implementation of community affairs, safety, environment and security (Cashes)
plans
 Assist to monitor contract documentation and administration Services
 Project planning and risk identification/mitigation analysis – Health Safety Environment and
Quality (HSEQ)
 Tracking of project cost and schedule management and as well as overall project control.
 Review procurement plan and construction document.

b) Project Construction Phase


The scope of services required for the construction phase of the project comprises of the
following as indicated below:

 Coordination of project initiation and kick‐off processes/activities.


 Overall oversight and coordination of construction of the various phases of the project.
 Project supervision of subcontractors and suppliers, and recommendations for invoice
settlement.
 Progress meeting of which the frequency of the meeting will be jointly delivered by both
parties.
 Project coordination, integration, and reporting ‐ project inception report, weekly site
monitoring and control reports, monthly project progress reports and issues specific reports.
 Review of technical queries from the service providers for accuracy, content and relevance
to contractual scope; expedite possible response to enable work to progress and bring to the
notice of Niger Delta Petroleum Resources Ltd any technical queries with possible
contractual implications that may affect the project.
 Resident project site supervision and construction supervision.
 Reports of community issues.
 Provision of Security reports
 Overall management of change.
 Periodic risk reviews and progress reporting.
 Health Safety Environment and Quality (HSEQ)

c) Project Post‐Construction Phase

 Practical completion of project and handing over to the client the final certificates and
management of defects liability period
 Preparation of documentation for proper start‐up, operation and maintenance of the Plant,
including, all equipment manuals and as‐built drawings and wiring diagrams.
 Coordination of Niger Delta Petroleum Resources Ltd personnel for project take over and
operations. etc

However, Frazimex core responsibility in the overall project will be provision of Project
Management Services for (b) Project Construction Phase. Scopes captured in (a) and (c)
above are outside Frazimex scope of work based on NIGER DELTA PETROLEUM
RESOURCES LTD’s response to clarifications sought in the clarification meeting that held
on 22/08/22.

Upon award of Purchase Order for this Project Management and Construction Supervision

commence the project execution.

Organization Chart shall be developed and firmed up with Company.

3.0 PROJECT MANAGEMENT AND CONSTRUCTION SUPERVISION SERVICES PLAN


3.1 Project Management
The Project shall be managed by the Project Manager who will be responsible for the
management of all Frazimex personnel assigned to the project, the management of all
interfaces with the Authorities of the Federal Republic of Nigeria, Project stakeholders and
any other Third Party.
Frazimex shall manage the supervision of the construction activities at site in accordance
with the requirements of the Project and Scope of Work and in accordance with this overall
Project Execution Plan.
Frazimex shall provide Organization Chart, Plans and Schedules for execution of the
contract to show that she is organized and specifically resourced to execute the PROJECT
MANAGEMENT AND CONSTRUCTION SUPERVISION SERVICES SoW.

3.1.1 Frazimex Office Location

The office coordination of the Project will be performed in FRAZIMEX Port Harcourt office
under the responsibility of the Project manager and all his team of engineers of different
engineering discipline involved in the execution of the Project. However, all personnel
required to be at site for construction supervision shall be at the project site for the duration
of the construction activities.
Frazimex will provide hotel accommodation and movement logistics for the personnel at site.
A site office will be setup at site accordingly.

3.1.2 Meetings

Frazimex shall do the following with respect to meetings in this project


 Develop Project meeting requirements in consultation with Company
 Attend or conduct as required project management/steering committee meetings
including taking and issuing minutes and keeping other records

 Conduct project coordination meetings with Contractors and Subcontractors, issue


agendas, manage correspondence, chair, take and issue minutes as required

3.1.3 Progress Reporting


Frazimex shall prepare and present to Company and stakeholders, a written monthly Project
Report addressing:

 Project status against the Approved Project Schedule


 Project Cost to Date compared with the Approved Project Budget
 Risk management issues status and recommended actions
 The forecast effect of design changes on progress
 Updated anticipated cash flow
 Expenditure of contingency allowance
 Decisions affecting or likely to affect the Project
 Summary of delays claimed, recommended and/or approved in relation to the Contracts
 Summary of approved variations and claims
 Summary of potential variations and claims
 Photographs showing progress
 Any other significant matters, including potential claims, delays and disputes, with
recommended action to keep the Project on time and budget.

3.1.4 Progress Monitoring


Frazimex in conjunction with project stake holders shall monitor project progress by conduct

pertinent issue impacting on the project, ensure that the design process will not deviate from
the contractual obligations and set goals. Some of these reviews include:
In addition to all regular external progress meetings, the Project Manager will hold regular
internal meetings with his team members to pass on information from higher-level meetings.
Such meetings are also opportunities to assess and report project progress. Challenges are
communicated to the PMT.

3.1.5 Action Tracking

Action tracking will be used by Frazimex in execution of this PROJECT MANAGEMENT


AND CONSTRUCTION SUPERVISION SERVICES project. This is a spreadsheet-based
data base, which allows the flexibility for any Action Tracking Issues complete with follow up
actions, to be raised by the project team at any time during the project.
Actions will also arise from various sources throughout the project life, for example: Lessons
Learned, Meetings, Workshops, etc. A consistent approach to performance management
and recording and managing closure is essential to the success of the project.

3.1.6 Decision Register

A decision register will be used to record key decisions made and agreed during project. The
decision register allows all decisions to be taken with consideration, recorded, and have their
status monitored as the project progresses. Each decision taken will be assigned an owner
who is responsible and accountable for that decision. The project manager is responsible for
monitoring the decision register throughout the project and ensuring it is kept up to date. It
will be issued to COMPANY for approval as each new decision is added to the register.

3.1.7 Project Schedule

Frazimex shall execute this PROJECT MANAGEMENT AND CONSTRUCTION


SUPERVISION SERVICES project within 24 months after receipt of PO and the project
schedule submitted with this tender package clearly demonstrates that.

The 24 months stated is informed by the duration of project at site and Frazimex
responsibility to be at site to supervise the construction works.

4.0 KEY ENGINEERING PERSONNEL

4.1 Job Descriptions


4.1.1 Project Manager
The Project Manager is the head of the project management team and takes the
responsibility of the entire project related activity. He has the prime responsibility for
ensuring that the work is carried out in accordance with the quality plan of the project,
relevant laws, regulations, codes and standards. It is his responsibility to ensure that errors
and omissions are corrected and deviations from the intent of the Contract only occur with
the knowledge and agreement of Company.
 He or his designate shall use the Project Quality Plan to control and monitor the overall
quality and execution of the project.
 He manages and assigns the resources required for the project.
 He or his designate presents the monthly and weekly reports to Company. He is responsible
for completion of the project within schedule and budget constraints. In this, he shall inform
the Company by means of regular reports of progress and identify changes or problems.
 He shall ensure that all members of the project team are aware of the requirements of the
Quality System and the procedures relevant to this project and that review meetings are
arranged at key stages in the project to make sure that all major aspects of the project have
been ratified by all affected disciplines in respect of scope, technical basis, schedule and
cost.
 He shall initiate, request and obtain Company’s approval for all scope changes.

4.1.2 Project Controller
 Reports to the Project Manager
 Project Controller is responsible for generating, updating and maintaining the project
schedule. He receives input from the various site Engineers as regards, the man-hour
expectations on site supervision activities and the expected delivery key dates and converts

them into charts using software such as Excel, Microsoft projects and primavera.
 He shall implement, administer and maintain cost control processes to track and report
project progress and forecasts. He shall also be responsible in assigning job-specific code of
accounts, in accordance with the approved WBS (Work Break-down Structure), provide
guidance on the maintenance of the change control system to keep track of any cost or
schedule impact caused by variations.

4.1.3 Mechanical & Piping Inspector.


He shall be responsible for:
 Be permanent at site to supervise/inspect all mechanical and piping activities.
 Verification of all mechanical/piping works at site and recommend to Project Manager when
milestones are completed their scope.
 Ensure that the scope of work is aligned to.

4.1. 4 Electrical & Automation Inspector


 Be permanent at site to supervise/inspect all electrical and automation activities.
 Verification of all electrical and automation works at site and recommend to Project Manager
