Non –Conformity Description
Requirement: APL Quality Manual part 8.8.1 requires Quality Manager to plan and organize internal audit
maintaining independency of the area being audited. The same manual Part Appendix A, A2 (a), (b) and
(c)gives QM responsibilities of participating in same work /area to be audited.

Finding: Conflict of Interest in administering independency of quality Management System during audit and
being part of the process to be audited at the same time.

Root Cause
The ISO/IEC 17025:2017 (E ) General Requirements for the competence of testing and calibration
laboratories does not give limitations to laboratories regarding this, it is the Laboratory’s
Management discretion to appoint this responsibility depending on ability and training.
