CHAPTER 1

THE PROBLEM AND ITS SETTING

Introduction

Raising awareness about fire safety is crucial in

safeguarding lives, property, and the environment. Fire safety

measures protect individuals from harm and ensure their well-

being. By understanding fire risks and practicing safety

protocols, people can prevent accidents and respond

effectively during emergencies. Implementing fire safety

protocols minimizes the risk of property loss and destruction.

Whether at home or in the workplace, these measures can save

valuable assets and investments.

Fire incidents pose significant risks to lives, property,

and the environment. The Bureau of Fire Protection (BFP) plays

a crucial role in fire prevention and suppression. Despite

their efforts, challenges persist in effectively managing and

responding to fires. The Fire Code of the Philippines,

established through Presidential Decree (P.D.) 1185 in 1977,

aims to prevent accidental and intentional fires.

Subsequently, Republic Act (R.A.) 9514 introduced The

Comprehensive Fire Code of the Philippines in 2008. Under this

legal framework, the BFP, operating under the Department of

the Interior and Local Government (DILG), bears the primary

responsibility for preventing and suppressing destructive

fires in buildings, houses, and other structures.

Raising fire incidents awareness is a huge help to the

people. Adequate fire safety reduces the risk of damages,

repairs, and insurance claims. By mitigating fire-related

costs, individuals and businesses can avoid financial burdens.

Fires release toxic gases, pollutants, and harm natural

habitats. Fire safety practices help prevent such incidents

and minimize environmental damage. Prioritizing fire safety

creates a safer environment for everyone, reducing overall

fire-related risks and emergencies. fire safety awareness

extends beyond individual preparedness—it’s a collective

responsibility for prevention and mitigation. By raising

awareness, we empower communities to make informed choices and

take action to reduce fire risks. Moreover, the Fire Code of

the Philippines, initially established by Presidential Decree

(P.D.) 1185 in 1977, aims to set standards and practices for

preventing accidental and intentional fires. It seeks to

reduce fire occurrences and their spread through preventive

measures. Despite these regulations, the BFP faces challenges

in handling and suppressing rapid fire incidents.

Furthermore, firefighters play a critical role in

safeguarding lives and property from the devastating effects

of fires. However, the implementation of fire prevention

measures faces several major challenges for the Bureau of Fire

Protection (BFP) personnel in Gapan City and beyond. The BFP

encounters a lack of resources, including funding and outdated

equipment. Without sufficient financial support, maintaining

and upgrading essential firefighting tools becomes difficult,

hindering their ability to respond effectively to fires.

Strict enforcement of fire safety regulations is lacking,

particularly in densely populated urban areas. Many buildings

and structures do not comply with fire safety standards. This

lack of compliance exacerbates the fire problem. The BFP faces

the challenge of ensuring that structures meet safety

standards and are equipped with necessary fire protection

measures. The BFP personnel in Gapan may encounter

difficulties related to staffing. Factors such as recruitment,

training, and retention can impact their effectiveness.

Despite their dedication, there might be insufficient

personnel to handle the demands of fire suppression

effectively. The BFP’s responsibility includes preventing and

extinguishing fires in buildings, houses, and other

structures. The current number of BFP personnel may fall short

of the ideal ratio, which should be one firefighter per 2,000

people.

Background of the Study

This study identified the preparations of BFP personnel to

prevent fire incidents, raise awareness in Gapan City, and

make the city fire-free. The Bureau of Fire Protection (BFP)

plays a crucial role in fire prevention and suppression in the

Philippines.

The 4th year criminology students of Gapan City College

conducted this study to determine the preparations of BFP

personnel to prevent fire incidents and raise awareness. The

researchers gathered data using quantitative strategy. 30

respondents answered 15 items closed-ended question inclined

with the problem. Confidentiality of the respondents is surely

secured. The data that being gathered use to evaluate and

assessed the study.

Setting of the Study

Gapan City, officially known as the City of Gapan, is a 4th

class component city in the province of Nueva Ecija,

Philippines. Gapan was founded in 1732 by Spanish curates and

officials who significantly influenced the town. Old records

show that Gapan was initially called the town of Ibon.

Land Area: The city covers a total land area of

approximately 164.44 square kilometers (or 63.49 square miles),

constituting 2.89% of Nueva Ecija’s total land area.

Classification: Gapan City holds the distinction of being a 4th

class component city within the province. Gapan City’s rich

history, cultural heritage, and warm community make it a

delightful destination for both residents and visitors. Whether

you’re exploring its local cuisine, historical landmarks, or

vibrant festivals, Gapan City offers a unique blend of tradition

and modernity.

REVIEW OF RELATED LITERATURE AND STUDIES

FOREIGN LITERATURE

According to Samar Al-Hajj, April 29,2022, Globally,

residential fires constitute a substantial public health

problem, causing major fire-related injury morbidity and

mortality. This review examined the literature on residential

fire prevention interventions relevant to Indigenous

communities and assessed their effectiveness on mitigating

fire incidents and their associated human and economic burden.

Electronic databases including MEDLINE, EMBASE, CENTRAL, and

Web of Science Core Collection were reviewed for studies on

fire prevention interventions published after 1990 and based

on the 4E’s of injury prevention approaches (Education,

Enforcement, Engineering, and Engagement). The grey literature

and sources including indigenous organizational websites were

also searched for eligible studies. Two authors independently

screened, selected, and extracted data, in consultation with

experts in the field. Outcomes measured included enhanced

safety knowledge and practices, decreased residential fires

incidents, reduced fire-related injuries and deaths, and

lowered costs for healthcare needs.

After removing duplicates, screening titles and abstracts,

and assessing full texts, 81 articles were included in this

review. Of the included studies, 29.1% implemented educational

interventions within a variety of settings, including schools,

community centres and homes, and included healthcare

professionals and firefighters to raise awareness and the

acquisition of fire safety skills. Engineering and

environmental modifications were adopted in 20.2% of the

studies with increased smoke alarm installations being the

leading effective intervention followed by sprinkler

inspections. Moreover, engagement of household members in

hands-on safety training proved to be effective in enhancing

household knowledge, fire safety decisions and practices. More

importantly, effective outcomes were obtained when multi-

faceted fire safety interventions were adopted, e.g.,

environmental modification and educational interventions,

which together markedly reduced fire incidents and associated

injuries. This review reveals the dearth of fire prevention

evidence gathered directly within Indigenous communities.

Nonetheless, relevant fire prevention recommendations can be

made, calling for the adoption of combined and context-

sensitive fire prevention interventions tailored to targeted

Indigenous and vulnerable communities through multiple

approaches and measures. Follow-ups and longitudinal studies

are critical for accurate evaluation of the long-term outcomes

and impacts on preventing residential fires.

According to Anmol Srivastava, May 14, 2022: Fire Safety

Training in India: Fire safety training plays a crucial role

in raising awareness about fire hazards in workplaces.

However, due to resource constraints and time limitations,

providing regular fire safety training can be challenging.

This is where Virtual Reality (VR) technology comes into play.

VR enables immersive simulations of fire hazard scenarios,

offering effective fire safety training experiences. In the

Indian context, there is a dearth of literature on VR-based

fire safety training. To address this gap, a systematic

literature review (SLR) was conducted, analyzing 16 published

studies related to fire safety in VR. The findings provide

valuable insights for advancing research in VR-based fire

safety training. VR technology offers a promising solution by

allowing realistic simulations of fire scenarios. It can

enhance preparedness during fire emergencies by training

people to handle various fire-related situations.

According to Margrethe Kobes, (January 2020) The most

crucial aspect of a building's safety in the face of fire is

the possibility of safe escape. An important precondition is

that its fire safety facilities enable independent and

adequate fire response performances by the building's

occupants. In practice, it appears that the measures currently

required by law do not always provide the support that people

in burning buildings need. Consequently, understanding how

individuals behave in the case of fire and fire evacuation is

essential if we are to bring fire safety measures into line

with occupants’ needs during an incident. This paper contains

a review of the available literature on human behaviour in a

fire so far as building safety is concerned. The findings are

presented as an overview of the critical factors which

determine occupants’ fire response performances, namely the

characteristics of fire, human beings and buildings. The study

highlights that some of the assumptions about the existing

paradigm of fire safety in buildings are not consistent with

the knowledge set out in the literature. The key observation

is that psychonomics appear to have significant influence on

occupants’ fire response performances. Accordingly, the

traditional approach to fire safety will have to be

supplemented by scientific knowledge from this field. Hence,

there is a need for a new approach to fire safety design in

buildings, which is set out herein.

LOCAL LITERATURE

According to Jhon Louie A. Pintac and et al, March 2021,

on-compliance to the Philippines' Fire Code of 2008 resulted

in the loss of thousands of lives and billions of properties.

As an elaboration, an electrical short circuit burned down the

NCCC mall in Davao City on December 23,2017, and claimed 38

lives (Antonio IV, 2018; Basa, 2017 Colina, 2018; Revita,

2018; Nawal & Lim, 2017; Villamor, 2017a; 2017b). Likewise, on

May 13, 2015, a fire broke out at the Kentex Manufacturing

factory in Valenzuela City and claimed 74 lives.

The worst fire recorded in the Philippines was the 1996

Ozone Disco Club fire that claimed 162 lives (Bautista, 2017;

Mayuga, 2018). These are just a few examples of morbid fire

incidents. All of these happened due to the very poor or even

non-compliance of the fire code. Following the Fire Code of

2008 is of extreme importance when erecting buildings,

structures, and facilities. This code has laid the frameworks

for the building code or the fire safety compliance in

buildings. So, all structure owners should be mindful of the

importance of complying with the building code as the fire was

the sixth leading cause of unintentional injury-related death

over all ages in 2017 (National Safety Council, 2020). Fires

often start at night, and if buildings are compliant with the

fire code, a working smoke alarm will give sleeping families

more than half a chance of survival (National Safety Council,

2018; William Hird & Company,

2020)

According to Diomedes R. Pechora, March 2020 in the

Philippines, the Bureau of Fire Protection has launched fire

awareness programs all over the country, with the

theme,"Ligtas Na Pilipinas Ang AtingHangad, Pag-Iingat Sa

Sunog Sa Sarili Ipatupad," (We Aim for a Safe Philippines,

Observe Fire Safety). Besides this, the BFP has programs and

activities that would reduce fire incidents in the country.

They also have brochures that would guide in preventing

injuries and save lives (Philippine Primer, 2018). Similarly,

in Davao City, the BFP has several campaign activities for

fire safety and prevention. They have been campaigning in

public and private schools to raise awareness among students;

fire drills conclude them (Opiana, 2017). Sadly, although the

BFP has these activities, the researcher did not find a study

investigating compliance with the Republic Act 9514 in the

local setting.

According to Victoria O. Ligan (May 2019) Republic Act No.

6975 created the Bureau of Fire Protection (BFP) as an

attached bureau to the Department of the Interior and Local

Government (DILG). BFP envisions a modern fire service fully

capable of ensuring a fire-safe nation by 2034. The BFP

modernization program seeks to upgrade the government’s

firefighting capability to include fire protection services

for buildings and structures, including forests, airports,

ships, and vessels docked at wharves. This is aligned with

Sustainable Development Goal (SDG) No. 11 of the global

indicator framework in making cities and human settlements

inclusive, safe, resilient, and sustainable.

As reported by Ramos (2021), the Senate approved on third

and final reading a bill seeking to strengthen and modernize

the Bureau of Fire Protection (BFP). It seeks to provide the

bureau with modern firefighting tools and life-saving

equipment, more employees, and training. It also sought to

raise the standard to make it at par with those in other

countries. In line with the modernization (BFP HOA, 2019), the

agency continues to upgrade and improve the efficiency,

transparency and public involvement by amending RA 9514 also

known as Fire Code of the Philippines of 2008 Cervantes &

Soriano (2011), noted that March is the Fire Prevention Month

in the Philippines. The BFP announced several fire safety

precautions to help manage fires. Despite these precautions,

the BFP stated that most establishments, notably in Baguio

City, are fire safety violators. Negros Daily Bulletin (2016),

reports that the BFP has evolved from firefighters to

emergency medical responders to rescue teams after twenty-five

years. From its original mandate of just being mere fire

prevention and fire suppression, the BFP now is a multi-

faceted bureau whose functions other than fire prevention and

fire suppression now include emergency medical service and

fire rescue.

FOREIGN STUDIES

According to the study of National Fire Protection

Association (NFPA) in America (March 2018) , countries all

over the world always have fire codes for fire prevention. An

international organization that advances the public and the

responders’ safety. It provides a comprehensive, integrated

approach to fire code regulation and hazard management

extracted from more than 130 NFPA codes and standards,

including industry benchmarks (NFPA, 2019). In America, fires

are not only the concern of one agency. The American Red

Cross, for instance, has launched the "Home Fire Campaign" to

reduce death and injury from home fires by 25% (American Red

Cross, 2019).

In Canada, they have the National Fire Code of Canada

2015 (NFC) that sets out the provisions regulating the use,

construction, and demolition of buildings and facilities. It

sets the conditions and specifics of buildings and facilities

related to the protection measures from hazards. The NFC 2015

complements the National Building Code of Canada 2015, which

becomes the guidelines for constructing, renovating, or

maintaining buildings in Canada (Government of Canada, 2019).

In England and Wales, there is the Regulatory Reform Order

(Fire Safety Order) 2005, in which business owners will comply

to avoid penalties such as fines and or imprisonment. Not only

this, but all owners of buildings must undergo a Fire Risk

Assessment also, identifying the risks and hazards in

commercial premises before they could start their construction

(Fire Risk U.K. Limited, 2018; London Fire Brigade, 2019).

In France, the Code of Housing and Construction, the

Labour Code, and specific laws are the basis for Fire

regulation. Fire safety regulation is a set of local and

European standards and decrees as E.U. directives are

gradually getting integrated at the national and local levels.

They have centralized fire prevention competencies observed by

different ministries like the Interior, Housing, Labor,

Environment, and Equipment ministries. These various agencies

set the minimum compliance requirements for the design,

construction, and buildings management that prevent fires and

ensure safety (CFPE Europe, 2019).

According in Australia, they established the Building

Code of Australia (BCA) that guides building designs and other

structures, defining structural adequacy including building

fire resistance, and provisions for the health and amenity of

occupants among others (Government of Australia, 2020).

Moreover, in addition to the BCA, the Australian Building

Codes Board has looked into the possible deviations to energy

efficiency provisions, especially on residential buildings,

dubbed as the National Construction Code 2022 (Australian

Building Codes Board, 2019). In New Zealand, they have the

Building Act of 2004 that laid down the Building Code. The

Building Consent Authorities (BCA) ensures that all building

constructions are compliant with the Building Code even if the

structure does not require a building permit. The BCA's move

is necessary to guarantee the occupants' safety and health

(Ministry of Business, Innovation, & Employment, 2020). In the

Philippines, the RA 9514, known as the Fire Code of the

Philippines of 2008, lays down the building code's foundation

for public safety.

LOCAL STUDIES

According to the study of Competence of Bureau of Fire

Protection Personnel Amongst Clients in Baguio City Fire

Station in last February 21, 2023, the BFP’s mission and

vision center on attaining a fire safe nation and improving

the organization’s performance in delivering public service.

Moreover, this is feasible by its mandates of saving lives and

properties, enforcement of the fire code and other related

laws regarding relationships with clients and society and

responding to emergencies. This study investigated the

Competence of the Bureau of Fire Protection Personnel Amongst

Clients at Baguio City Fire Station. It utilized a descriptive

quantitative research design to determine the satisfaction of

management of the Bureau of Fire Protection personnel amongst

clients. The study was conducted in the Bureau of Fire

Protection Baguio City Fire Station, Baguio City. Moreover, a

total of 2,963 civilians who had visited the Baguio City

Bureau of Fire Protection Office as clients were the study's

respondents. The respondents were from different locales of

Baguio City. In addition, a survey questionnaire was used in

the conduct of the study. The data gathered from the office of

the Bureau of Fire and Protection Baguio City Fire Station,

Baguio City, were analyzed and interpreted to get possible

results. The study shows that the Bureau of Fire personnel of

Baguio is competent in cleanliness, orderliness, and

promptness and are accommodating toward their client. Overall,

the competence of the management of the Bureau of Fire

Protection personnel amongst clients was described by the

respondents as ‘excellent.’

According to the study of Kurt Cristobal and et al.

(March 2018) about El Fuego: A Teachware on Fire Safety

Awareness and Prevention. As the Republic Act 1945 or the

Amendment Fire Code of 2008͟ requires, the Bureau of Fire

Protection conducts seminars and drills to raise awareness and

to help prevent fire-related accidents in the Philippines. To

conduct the seminar, the use of slideshow presentations are

very limiting because the slides are non-interactive, and the

presentation is quite linear. As such, it can be difficult to

simulate and represent certain scenarios and processes. Thus,

there was a need to come up with a teaching solution that

would be more interactive and more adjustable. The proponents

decided to develop a teachware to be used by the instructors

of the fire-safety seminar that would solve issues for

instructors, issues such as non-instructiveness and linearity.

The teachware uses two instructional theories, the Cause

and Effect and the Cognitive Flexibility Theory. For example,

residential building fire scenarios are not able to be

constructed physically, thus, some lessons in the teachware

contain a scenario-based design that show a cause-and-effect

event. As per the Cognitive Flexibility Theory, emphasis is

placed upon the presentation of information from multiple

perspectives and use of many case studies that present diverse

examples. These were adapted to address the problem issues

encountered by the instructors who conduct the seminar using

more traditional means, such as slideshow presentations. The

main topics in the teachware are understanding fire,

preventive measures through good housekeeping, and fire

precautions and emergency plans. The content was designed by

the Bureau of Fire Protection, organized by the proponents to

maximize the teachware, applying the instructional theories.

The teachware incorporated a mixture of videos, animation,

images, text and interactive activities.

According to the study of Brian Christopher Ramos (March

2020) due to increasing number of fire incidents, the Bureau

of Fire Protection, also known as the DILG Act of 1990, was

created under the mandate of Rule 111, Section 49 of the

Republic Act. The Bureau is responsible to conduct seminars

and drills to raise awareness and to help prevent fire-related

accidents in the Philippines. To ensure public safety and

promote economic development through the prevention and

suppression of all kinds of destructive fires, the Bureau

fully implemented the RA 1945 or “Amendment Fire Code of

2008”.

With the establishment of the RA 1945, the Bureau is

required to conduct seminars and drills to all private and

public buildings, facilities or structures erected or

constructed before and after its affectivity. The Bureau

conducts daily seminars to residential housings, government

institutes, and private sectors, teaching all the owners,

administrators or occupants of buildings, structures and their

premises or facilities and other responsible persons within

the premises. Each seminar is cut into two parts; The Learning

Process and Actual Demonstration. The first part of the

seminar is the longest and is most important since it is where

the important aspects of fire are thoroughly discussed with

the attendees. To conduct the seminar, the use of slideshow

presentations are very limiting because the slides are non-

interactive, and the presentation is quite linear. As such, it

can be difficult to simulate and represent certain scenarios

and processes. Thus, there was a need to come up with a

teaching solution that would be more interactive and more

adjustable. The proponents decided to develop a teachware to

be used by the instructors of the firesafety seminar that

would solve issues for instructors, issues such as non-

instructiveness and linearity.

fire prevention and suppression in the Philippines. However,

like any organization, it faces challenges. Let’s delve into

some of the issues encountered by the BFP, particularly in the

context of Gapan.

The conceptual framework consists of input, process, and

output. These three concepts justify the study being employed.

Illustrates the expected relationship between the variables

and defines the objectives for the research entitled

“Preparations of BFP Personnel to Prevent Fire Incidents,

raise Awareness in Gapan City, and Make the City Fire-Free.”

Theoretical Framework

The study determined “Preparations of BFP Personnel to Prevent

Fire Incidents, raise Awareness in Gapan City, and Make the

City Fire-Free.” Time allotted given to the researchers is

August 2023-May 2024, the researchers must comply with regards

to this term. The fourth-year criminology students will

distribute the questionnaires to the BFP Personnel.

The respondents will be twenty (20) BFP Personnel in Gapan

City, Nueva Ecija. The researchers will conduct a study upon

the given period of time. The respondents will be given time

to answer the questionnaire as a survey. Before they answer

it, the researchers will explain further the context of the

questions. This will enable and enhance the efficiency and

authenticity of the results. There are 15 questions to be

answered each five of them inclined in the statement of the

problem. Thus, this will signify the accuracy of the research.

It helps in determining the factors involved in the study.

This will guide the researchers in executing and evaluating

the output.

Framework of the Study

The framework of the study above shown signified the study and

its objectives. It helps the researchers in establishing ideas

and evaluation of the data. In this framework, the processes

collaborate to one another. The independent variable and the

dependent variable are described in the framework, and are

addressed below: Independent Variable

The “Preparations of BFP Personnel to Prevent Fire Incidents,

raise Awareness in Gapan City, and Make the City Fire-Free is

the independent variable. Preparation of the BFP R3 Gapan City

role and responsibilities in preventing fire incident and

raising fire incident awareness. It also includes the

demographic profile of the respondents such as name, age, and

gender.

Dependent Variable: The "Evaluation of data of factors

affecting the preparations of BFP Personnel in preventing fire

incident and raising fire incident awareness in Gapan City.”

Thus, the challenges that they might encounter in dealing with

the preparations that they planned such as enforcing fire

codes and related laws. Awareness of the members of the

community is a big factor in the preparations of BFP Personnel

to prevent fire incidents. Whereas the BFP plays a vital role

in safeguarding against fire incidents and ensuring public

safety.

Statement of the Problem

This study aims to determine the “Preparations of BFP

Personnel to Prevent Fire Incidents, raise Awareness in Gapan

City, and Make the City Fire-Free.”

Scope and Delimitation

The context of this study is all about “Preparations of BFP

Personnel to Prevent Fire Incidents, raise Awareness in Gapan

City, and Make the City Fire-Free.” Wherein, responding to

man-made and natural disasters and other emergencies. Thus, it

showed the methodologies, approaches, calculations, data

gathered and evaluated by the researchers to successfully

accomplish the study. By the allotted period given to them

(August 2023-May 2024). The fourth-year students of

criminology students from Gapan City College conducted this

study in preparation for their future professional

development.

This can significantly boost awareness of the members of the

community. Preparation that BFP personnel imposing is not just

within the fire prevention month but in everyday living. Thus,

fire incidents can happen anytime and anywhere. Therefore,

raising awareness is on top of their priority. This study

utilized facts and real-life events of the people in the

community and BFP personnel dealing with prevention of fire

incidents by raising awareness about it. Since this study

aimed to propose an intervention strategy based on the study's

findings, the researcher presents data that they gathered

Significance of the Study

This study is conducted to benefit the following.

BFP Personnel- they become a tool towards the awareness of the

people in Gapan to be mindful about possible fire incidents if

they continue ignoring precautions.

Residents of Gapan- by BFP’s impalement of preparation lead to

proper guidelines and dos and don’ts in dealing with fire

incidents. The people become more conscious of their own

actions. Specially in overpopulated areas in Gapan wherein

they are prone to fire incidents.

also help the BFP in raising fire incidents awareness to other

people.

Teachers- in corporation with the teachers and BFP personnel,

teachers can help BFP in raising awareness by telling the

students on how to become responsible of using appliances.

Community- the people in the community will learn a lot from

this study whereas, they will learn how to be responsible in

order to avoid or prevent sudden fire incidents in their area.

Future researchers- this paper can be an additional source of

information for the next researchers that will conduct the

same study as this.

Protection (BFP) in the Philippines, amended policies refer to

modifications or changes made to existing rules, regulations,

or guidelines governing the BFP’s operations and functions.

These amendments aim to enhance and modernize the BFP, expand

its capabilities, and ensure its responsiveness to the

BFP- The Bureau of Fire Protection (BFP; Filipino: Kawanihan

ng Tagapangalaga Laban sa Sunog) is the government body in the

Philippines responsible for the provision of fire services. It

at major seaports, petroleum industry installations. It is

also responsible for the enforcement of the Fire Code of the

Philippines (PD 1185) and other related laws, conduct

investigations involving fire incidents and causes thereof

including the filing of appropriate complaints/cases.

It operates 51 fire stations in cities and 597 in

FIRE AWARENESS- The Fire Code of the Philippines aims to raise

national awareness and involve everyone in fire prevention and

METHODS OF RESEARCH

Research Methods

Presented in this chapter are the methods and procedures

utilized in the study. It includes research design, research

locale, sample and sampling techniques and statistical

treatment. In this chapter the researcher will discuss the

methods and techniques in gathering data needed. Also, it will

use a guide in collecting and analyzing data.

Respondents of the Study

The respondents of this research are the BFP Personnel in

Gapan City, Nueva Ecija. There will be 20 respondents that

will answer the questionnaire as a survey for the study being

employed.

Sampling Design

The research design will be used by the researchers is

quantitative approach. This aims to describe a population,

situation, or phenomenon accurately and systematically. The

data that will be gather through questionnaires and survey

will be used to justify the study. There are the input,

process and output. That will serve as a guide in the study.

Procedures in Gathering Data

The following are the steps and procedures on gathering

data to gather the information needed in this study.

First, the researchers gathered an approval letter to the

professor assigned to this research to let this research

proceed.

Second, the researchers gathered an approval to the teachers

in the class of the respondents to proceed this study.

This research conducted to the help of the survey

questionnaires. The researchers prepared a questionnaire to

identify the factors affecting and challenges by BFP Personnel

that they encountered upon the preparation of fire incident

and raising awareness of fire incident in Gapan City. This

instrument will help the researchers evaluate their study.

Reliability and Validity of the Instrument

Statistical Treatment of Data

There is a way that used to make this research. The

researchers use statistic calculation to know more about this

study. The researchers used a graph to enumerate the data that

gathered upon answering the survey questionnaires. The result

was get using this graph and the result was carefully

examined.

This chapter provides the summary of the data that the

researchers gathered. Thus, the conclusions and

recommendations that played a vital role in the research.

SUMMARY

This study was conducted to identify and determine

preparations of BFP personnel to prevent fire incidents, raise

Awareness in Gapan City, and make the city fire-free. This

research investigated the preparation of BFP personnel in

raising fire awareness in order to avoid fire incidents. The

data that the researchers gathered were used to analyze the

problem. The researchers used statistical approaches to

validate and evaluate the data. Quantitative research is a

research strategy that focuses on quantifying the collection

and analysis of data.It is formed from a deductive approach

where emphasis is placed on the testing of theory, shaped by

empiricist and positivist philosophies. Associated with the

natural, applied, formal, and social sciences this research

strategy promotes the objective empirical investigation of

observable phenomena to test and understand relationships.

This is done through a range of quantifying methods and

techniques that signified the research problem.

Therefore, the researchers conclude the following:

1. Therefore, the researchers concluded that fire safety is

crucial in any setting, whether it’s at home, in the

workplace, or within a community. Understanding and

implementing proper fire prevention and response measures

can significantly reduce the risk of fires and minimize

potential damage and loss of life.

2. Fire safety measures protect individuals from harm and

ensure their well-being. By being aware of fire risks and

following safety protocols, we can prevent injuries and

fatalities.

3. Therefore, the researchers concluded that the BFP

successfully addressed this fire prevention and raising

fire awareness, the BFP intensifies its public awareness

programs during Fire Prevention Month.

4. The BFP reminds the public that fire prevention and

preparedness should be kept in mind always.

5. The BFP acknowledges limitations in terms of

infrastructure, equipment, and manpower.

Community- residents become more conscious and it raised

precautions and safety concerning fire prevention, fire
