STANDARD OPERATING PROCEDURE (SOP)


WHEN PRE-EMPTIVE OR FORCED EVACUATION HAS BEEN
DECLARED IN THE PROVINCE OF ZAMBOANGA DEL NORTE

PURPOSE:

The purpose of this SOP is to provide guidance on the proper conduct of pre-emptive or forced
evacuation during disasters or emergencies to ensure the safety and well-being of the affected
individuals.

DEFINITION OF TERMS:

a. Pre-emptive evacuation - the organized and timely movement of individuals or groups from an
area that is likely to be affected by a disaster or emergency to a safer location.
b. Forced evacuation - the mandatory movement of individuals or groups from an area that is
already being affected by a disaster or emergency to a safer location.

RESPONSIBILITIES:

a. The Provincial Government of Zamboanga del Norte- The Province is responsible for the
preparation and implementation of evacuation plans, communication and dissemination of
warnings, and coordination with emergency response units.
b. City/Municipal Officials - The City/Municipal Officials are responsible for the identification of
areas that are prone to disasters or emergencies, monitoring the situation, and ensuring the
safety of the affected individuals.
c. Disaster Response Units - The Disaster Response Units are responsible for the implementation
of the evacuation plan, transport of the affected individuals to safer locations, and provision of
basic needs such as food, water, and medical attention.

PROCEDURES:

A. PRE-EMPTIVE EVACUATION:

i. Identify the areas that are likely to be affected by the disaster or emergency, based on the risk
assessment.
ii. Disseminate warnings and advisories to the affected individuals through various
communication channels, such as loudspeakers, text messaging, and social media.
iii. Coordinate with barangay officials and disaster response units for the implementation of the
evacuation plan.
iv. Transport the affected individuals to safer locations, such as evacuation centers or
designated areas outside the affected zone.
v. Provide basic needs such as food, water, and medical attention to the affected individuals.

B. FORCED EVACUATION:

i. Identify the areas that are already being affected by the disaster or emergency, based on the
risk assessment.
ii. Use loudspeakers, megaphones, and other communication channels to inform the affected
individuals of the mandatory evacuation order.
iii. Coordinate with barangay officials and disaster response units for the implementation of the
evacuation plan.
iv. Transport the affected individuals to safer locations, such as evacuation centers or
designated areas outside the affected zone.
v. Provide basic needs such as food, water, and medical attention to the affected individuals.

POST-EVACUATION PROCEDURES:

a. Monitor the safety and well-being of the affected individuals in the evacuation centers or
designated areas.
b. Provide necessary assistance, such as medical attention and psychosocial support, to the
affected individuals.
c. Evaluate the effectiveness of the evacuation plan and identify areas for improvement.

CONCLUSION:

Pre-emptive and forced evacuations are necessary measures to ensure the safety and well-
being of the affected individuals during disasters or emergencies. By following this SOP, LGUs,
barangay officials, and disaster response units can effectively implement evacuation plans and
minimize the adverse effects of disasters or emergencies on the affected individuals and
communities.
