3. How have international terrorism events, such as 9/11, affected Canadian domestic and foreign
policy?
ANS:
In response to 9/11, Canada passed a comprehensive piece of anti-terrorism legislation that gave
sweeping powers to the government, threatening individual freedoms. Canada was also persuaded to
become part of the military operations in Afghanistan. There is increasing integration of the Canadian and
U.S. armed forces and the U.S. government has been adamant about beefing up security measures along
the Canada–U.S. border. Considering that the United States has made the fight against terrorism its
primary global mission and that the threat does appear to be more serious than ever before, international
terrorism has become a new constant in the Canadian policymaking process. Prime Minister Martin
created the Department of Public Security and Emergency Preparedness and adopted a first-ever National
Security Policy. Although the latter was also concerned with public health and other potential
emergencies, its main focus was on anti-terrorism. The number of federal agencies in the security field
mushroomed, but a number of controversial cases of individuals being treated as terrorists revealed a
deplorable lack of coordination between them. In addition, in December 2001, Canada and the United
States signed the Smart Border Declaration and launched a joint 30-point action plan, which involves
collaboration in identifying security risks and high-risk goods, preferably before they arrive in North
America.

After 15 years or so, the results of the trade agreements have been mixed. On the one hand, trade between
Canada and the United States has boomed in both directions; on the other, thousands of Canadian
manufacturing jobs disappeared. It is sometimes impossible to separate the effects of the free trade
agreements from those of technological change, globalization, the low value of the Canadian dollar,
worldwide neoliberal forces, and the early 1990s recession. The number of conflicts has been large,
however, and some of the same issues that precipitated the Free Trade Agreement have continued to be
problematic, especially Canadian exports of softwood lumber, the agricultural sector, including the BSE
(mad cow disease) problem, and cultural industries.
