SUBJECT : Security Survey Inspection of Vital Installation

I. INTRODUCTION

A. Authority

a. Memorandum from Chief RIU dated September 27, 2020;

b. Memorandum from AEx-O, CSD dated September 22, 2020; and
c. LOI KALASAG 2008 (PNP Security Policy)

B. Name/Location of the Installation: Smart Cell Site is strategically located at Barangay San
Juan, Alaminos, Laguna.

C. Purpose of the Inspection:

The purpose of the inspection is to determine and examine the degree of

compliance of the vital installation camp security policies and procedures in accordance
with the mission and function of this company. Likewise to check/evaluate the present
security situation of the installation to preempt/negate any enemy attack.

Although there is no record of intrusion or untoward incident in the past, still

CPP/NPA remains as a major threat to the installation. With the recent development in the
countryside with regards to enemy attacks to both government and private installations,
the possibility of an attack and/or sabotage operation against the said facility cannot be
discounted.
This security inspection aims to familiarize the concept of physical security
as it is applied in counter- intelligence and to present the basic measures in providing
adequate security to the said establishment.
 D. Coverage of the Inspection:
The security inspection covers the entire physical security measures of the said
installation such as physical, human, structural and energy barriers and other facilities.

E. Date of Inspection: 9:00 AM-10:00 AM of January 24,2021

II. RESULT OF INSPECTION

A. List of Facilities Inspected:

Perimeter Barriers: The vital installation (Smart Cell Site) has good perimeter fence
made of steel and concrete.

Human Barriers- There is one (1) Caretaker who looks after the Compound 24/7

Presence of CCTV: There is no installed CCTV.

Presence of Alarm System: It has no alarm system.

Animal Barriers: There is no animal barrier.

Other Facilities. There is no fire extinguisher that can be used in case of fire. There are
lights within the whole compound.

B. Remarks in the effectiveness and extent of Compliance with Establishment Rules

and Procedure:
Based on the actual findings of the inspection team, the installation did NOT fully
satisfy the requirements in terms of physical barrier. Furthermore, the inspection team
made some recommendations. (See recommendations)

C. Statement of action taken on the Recommendations made in the previous
inspection/survey conducted:

Caretaker did inform the management with recommendation of the inspection team.

III. RECOMMENDATIONS:
 1. Install CCTV camera
3. Use Animal as additional barrier
3. Additional Perimeter lights
4. Rehabilitation of Top Guard of Fence
