JUSTIFICATION
This is to justify the clustering of the following joint sub-project:

LeadBarangay Joint Barangays SP Title TPC

Carvasana Road Concreting at Sitio 2,296,314.46
Tabucan Ipil Mahidaiton Brgy Carvasana, Purok
Lonoy 2 Brgy Ipil and Sitio Paho
Aglibacao

The Community Development Officers approved and endorsed the said SP on the following reasons:
1. The five upland barangays are adjacent with one another by geographical location. Social and
economic activities are made possible through the connecting barangay roads traversing its
functional areas and existing facilities. PSA results mainly showed that the barangays have same
need to address hence, agreed for a joint sub-project.
2. Even though the SP is located in three separate sections (Ipil, Tabucan and Carvasana) referred as
road segments, still the participating barangays are considered beneficiaries since they will be
using all of the road segments as short cut way going to the town proper. All of the HHs passes
the road especially for sectors of farmers, students, and commuters among others.
3. Based form the results of community consultations, the five barangays agreed to concrete the
specific road site given its strategic location (accessible for all) and availability of LARR
instruments. It is agreed and further reinforced during the joint BDRRMC meeting, to wit:
a. Barangay Tabucan decided to propose Road Concreting at Sitio Mahidaiton Brgy.
Carvasana, Purok 2 Brgy. Ipil and Sitio Paho Barangay Tabucan, Calinog
b. Barangay Carvasana, Lonoy, Aglibacao & Ipil also agreed to propose Road Concreting at
Sitio Mahidaiton Brgy. Carvasana, Purok 2 Brgy. Ipil and Sitio Paho Barangay Tabucan,
Calinog, since the propose site is the alternative way of the Farmers, Parent, Teachers,
Students and other sectors from Barangay Barangay Carvasana, Lonoy, Aglibacao & Ipil.
c. Since the four (4) barangays agreed to propose road concreting at Sitio Mahidaiton Brgy.
Carvasana, Purok 2 Brgy. Ipil and Sitio Paho Barangay Tabucan, Calinog
