Background

Skilling plays a crucial role in enhancing individual productivity leading to an increase in


employment and income of the workforce. The increase in productivity and employment in turn
has a ripple effect on the economy resulting enhanced competitiveness. With the ever-changing
nature of the job market, the shelf life of skills has shortened building a case for continuous life-
long learning. For that reason, skilling, reskilling, and upskilling are crucial pillars for a growth-
oriented economy. Further, studies have identified that upskilling would lead to a substantial
boost in Indian GDP.
India is strategically placed with a young population having an average median age of ~28 years
which provides a window of opportunity to make India the Skill Capital of the World by 2047.
Skilling is poised to be the key driver for Amrit Kaal’ envisioning a New India with inclusive
welfare, technology enabled development, climate action through energy transitions, galloping
towards a multi-trillion dollars’ economy.

Objectives of the PMKVY Scheme

 Promote an enabling ecosystem for the youths to get skilled and choose a career path
aligned with their abilities and aspirations.
 Enable delivery of skill training in a market-oriented and demand-driven manner by
making the existing skilling ecosystem more flexible, swift, and geared to meet the
emerging demand and with emphasis on improving the employability of candidates.
 Process simplification of the skill ecosystem by leveraging technology and digitalization.
 Enhance access to skilling by setting up a network of skill development infrastructure in
remote parts of the country to cater to the needs of difficult geographies such as hilly
terrain, LWE-effected areas, border areas, etc. by designing special projects.
 Improve inclusivity by ensuring that SC, ST, women, and other marginalized
communities can undertake skill training and eventually access gainful wage and self-
employment.
 Quality training delivery through trained pedagogy, standardized assessments, and
industry relevant curriculum.
 Facilitate to enhance employability of candidates through training in transferable skills
and incentives for employment generation.
 Provide candidate-centric training with emphasis on industry-relevant skilling .
 Promote an enabling ecosystem for the youths to get skilled and choose a career path

Skill India Digital
Skill India Digital (SID)is a platform which will bring whole of government approach to skilling.
As a unified registry framework, it shall enable smooth transition from education to skilling and
future opportunities. SID will form the backbone for implementation of PMKVY 4.0 by
providing end-to-end digitalization of training lifecycle (Registration to Post Certification
Tracking).

Skill Hubs

With an aim to utilize the permanent infrastructure and other resources like trainer available in
the educational institutions, Skill Hubs will be setup in Government and Private Schools,
Colleges, Universities (including Skill Universities) and other Higher Education Institutions.
This is in-line with the Whole-of-Government approach. All such institutions will be allowed to
implement Short Term Training as per PMKVY 4.0 Guidelines.

Pre-Requisites for Training

 Infrastructure:
Availability of adequate classroom for theory classes and laboratory depending on the Job Role
to be opted. (For e.g., Computer Lab in case of Data Entry Operator).
Aadhaar Enabled Biometric Attendance System (AEBAS) installed and registered on the NIC
platform. Attendance of Candidates, Trainers, Assessors shall be captured through AEBAS.

 Trainer:
A teacher/Trainer available in the own institution with domain experience shall be allowed to
impart training under the scheme. Any separate recognition will not be required.
In case of non-availability suitable Teachers/ Trainers or not interested, certified trainer may also
be engaged by the respective Skill Hubs from amongst the pool of trainers available on Skill
India Digital.
 Selection of Candidates:

1. The scheme targets school/ college dropouts, out of education, and


unemployed youths in the age group of 15-45 years.

2. Eligibility criteria for selection of candidates is defined in the respective course
curriculum of Job Role to be offered.

3. Students currently studying in the institution where Skill Hub is being set up, as well as
school/college dropouts are permitted to enroll for training under the scheme.

Target Group, Eligibility and Geographical Coverage

Marginalized or vulnerable groups, as elaborated in Para 5 (c)(i) above,

Attendance

 Daily attendance on entry and exit through Aadhaar Enabled Biometric Attendance
System (AEBAS) for the candidate and the trainer to be ensured under STT, RPL and
Special Projects.
 Compulsory AEBAS-based attendance of assessors and candidates during the assessment.
 Payment to training Centres shall be linked to attendance.
 Apart from the above, a Hard Copy of the Attendance Register shall be maintained in
each classroom of the TCs, mentioning the Batch Name, Batch ID, Important Dates,
Name of the Candidates, and other relevant information.
 More than 70% of biometric attendance is required for each candidate to appear in the
assessment in all types of training.

On-the-Job Training (OJT)

 OJT would be a part of the training conducted under the Special Projects, with the aim of
providing practical exposure to candidates. This experience will enhance the
employability of the candidates as they are exposed to a real work environment.
 OJT will be applicable in all such Job Roles as mandated by NCVET. The approved
qualification pack shall guide the duration of OJT.

 It shall be the responsibility of the Training Provider to arrange for establishments and tie
up with them to offer OJT to candidates.
 Basic details of the establishment, including Name, Location, GST No, registration
number, etc., are to be uploaded on SIP by the Training Provider before the
commencement of OJT.
 The establishments offering OJT will give a certificate at the end of OJT indicating the
duration and attendance of the candidate. The same may be uploaded on SIP either by the
establishment/TP.
 It shall be the responsibility of the Training Provider to physically visit the establishment
during OJT at least twice to ensure that all candidates are undertaking the same.
 The final assessment of the candidates will be carried out after completion of OJT, and it
shall be the responsibility of the training provider to ensure the presence of all candidates
for the assessment after completion of OJT.
 In addition to the existing provisions on Skill India Digital, details of the OJT, including
Start Date and End Date, name of the establishment and copy of the OJT certificate
issued by the establishment, will be available.
 There will be no separate assessment of OJT. Candidate will undergo assessment for the
entire course after completion of OJT.

Assessment of Candidates

 Assessment & certification will be the responsibility of NCVET approved Awarding


Bodies and Assessment Agencies.
 The Awarding Body/SSC must validate and approve the results uploaded by the
Assessment Agencies within specified timelines.
 Assessment fees shall be funded under the scheme. SSCs or the Awarding Bodies can
retain up to 20% of the assessment fees paid to assessment agencies.
 Every candidate will be offered One chance of re-assessment (free of cost), the fees of
which shall be borne from the scheme. In case of insufficient candidates appearing for re-
assessment, candidates can be clubbed with a nearby training centre. Re-assessment fees
are to be paid to the Awarding Bodies under the scheme.

Certification

On successful completion of the assessment, candidates will be informed about the certificate
generation on their registered mobile/e-mail.
a. QR code-based Digital Certificate to be issued to candidates through the following
means:
 Directly on their Digi-locker
 Link to download on their E-mail/Phone Number.
 On their profile page in the Mobile App.
b. It shall be the responsibility of Training Providers to provide one copy of the Printed
Certificate free of cost to the candidates.

Convocation

 A convocation ceremony shall be held on completion of training for all passed-out


candidates. In the case of Short-Term Training, a common convocation will be planned to
be held across the country.
 The training partner will organize a convocation in the presence of persons of repute
(may invite senior officials of the district, Public Representatives, etc.).
 Wide publicity is to be given for the convocation to improve the aspirational value for
skilling among potential candidates.
 High-resolution pictures and videos need to be taken for the Certificate and mark sheet
distribution ceremony, including the batch-wise photos of candidates. SP PIAs need to
upload images and videos on a portal to be designated by NSDC.

Post Certification Tracking and other Support

 IT-based tracking of candidates upto 1 year from the date of certification shall be done for
all the candidates by NSDC.
 Details of the trained candidates will be made available on Skill India Digital for
connecting with potential employers.
 Through Skill India Digital, candidates will have access to job and apprenticeship
opportunities and other facilities, including loans for entrepreneurship.
 Certified candidates will be linked with Rojgar Melas (including virtual) and
Apprenticeship Melas.

Re-enrolment in Skill Training

 A candidate may enrol not more than twice for training under PMKVY in the same sector
(the second time to be for a higher NSQF-aligned job role only) or, for fresh training of a

different course in the scheme, provided there is a six-month gap between the
certification date of the first course and batch start date of the subsequent course.
 Candidates already certified once under PMKVY and opting for a lower NSQF level
course in the A candidate may enrol not more than twice for training under PMKVY in
the same sector (the second time to be for a higher NSQF-aligned job role only) or, for
fresh training of a different course in the scheme, provided there is a six-month gap
between the certification date of the first course and batch start date of the subsequent
course.
 The pay-out against such candidates (which includes pay-outs to candidates, PIAs and
SSCs) shall only be given for enrolment for a maximum of two job roles.
 Candidates already certified once under PMKVY and opting for a lower NSQF level
course in the same sector shall be discouraged. However, a higher job role in the same
sector is permitted. In another sector, the candidate will pick up a job role as per his
choice and eligibility.

Payment to Training Provider for OJT:


Training Provider will be paid 50% of the applicable base hour cost per candidate as determined
under PMKVY 4.0 for successfully organizing the OJT. The Training Provider shall be
responsible for the following:
i. Identifying establishments willing to offer OJT.
ii. Upload details of establishment on the SID prior to OJT.
iii. Make necessary arrangements for candidates to undertake OJT.
iv. Undertake monitoring and ensure attendance of candidates during OJT.

Annexure I : Steps to follow on Skill India Portal by Skill Hubs

Step 1: Institute Account Creation on Skill India Portal:

 To participate under the Skill hub Initiative, Institutes need to be registered as a Training
provider (TP) on the Skill India Portal. (Skip this step if you are already registered as a
Training Provider on SIP)
 To register as a training provider (TP) on the Skill India Portal, following steps need to be
followed:
 Step 1 : Go to Skill India portal à click on register on the right top or click on link
(https://www.skillindia.gov.in/direct-registration) à choose group as Training Provider(TP) à
enter the SPOC details and click on registerà Verify the OTP trigger on SPOC à User credential
shared on SPOC email ID.

 Step 2 : Log in with TP User ID - Choose organization/ entity type (Govt/Non Govt.) à Choose
type of entity àSelect the type of organisation àEnter name of Organization Select year of
Establishment and upload relevant document à Mention the CEO/MD/Head of the Organization
infoà Click on “Save & Next”à Enter Address of the organisation and communication address
à Click on “Save & Next”à Accept the disclaimer Click on Save & Continue

PMKVY_SKILL_HUB

 Step 3: à Choose type of process as Non- Accreditation & Affiliation (Non A&A)à Select
Scheme/Model as “PMKVY_SKILL_HUB” (Institutes participating under Skill Hubs are exempted
from complete Accreditation & Affiliation process) à Enter TP id under Proposal ID Click on
Submit

 Post submission, the application will be reviewed by the NSDC PMU team. TP applications
post verification will be accorded “Deemed ready” status on SIP which will further enable
the training provider to apply for Training center ID (TC ID) creation for batch submissions.

Step 2: Training Centre ID Creation:

 Post verification of TP Id, training institute is required to share the details of Training Centre for
Training centre ID (TC ID) creation.

 Post verification of TC creation request, a Training centre id (TC ID) and Password to access the
login will be shared with the respective Single Point of contact of the training center.

 TC ID will give further access to the training centre to manage the entire training lifecycle of
batches created under the skill hub initiative project.

Step 3: Trainer Registration on Skill India Portal:

 Before commencement of training, respective trainer needs to be registered on the Skill India
Portal. ( Link: https://admin.skillindiadigital.gov.in/)

Step 4: Batch Creation, Candidate Registration and Enrolment Process:

a. Batch Creation at Training Center:

To create a batch under the TC Login, training center needs to follow the below mentioned steps :

Login to your TC ID- - > My Schemes - - > View Schemes - - > My Approved Scheme/Program - - >

b. Enter Batch Details:

The create batch screen allows the Training Centre to enter the batch details in four sections as listed
below:

 Batch Details
 QP/Job Role Details
 Classroom/Laboratory Details
 Trainer Details

 The Batch Details section displays the basic details of the batch such as Scheme Type, Batch
Type and allows the Training Centre to enter the Batch Size.

 The QP/Job Role Details section allows the Training Centre to select the Associated QP (Job
Role) and displays the details of the selected QP such as Sector, QP Code, NSQF Level, and
QP Hours.

 The Training Centre should enter the appropriate Training Hours Per Day details. Select the
Batch in Time and Batch out Time details from the drop-down clock.

 Click Add. The Batch Slots section displays the slot details such as Start Time, End Time and
allows the Training Centre to delete the added timings.

 Select the appropriate Batch Start Date from the drop-down calendar. Training end date will
be auto calculated on SIP basis the job role in which the batch has been created.

 The Classroom/Laboratory Details section allows the Training Centre to select the
Classroom, Laboratory, and Hybrid from the drop-down list.

 The Trainer Details section allows the Training Centre to select the associated Trainer,
Proposed Assessment Date, and Preferred Assessment Language from the drop-down list.
Also displays the Trainer Certified, Email Address, Mobile Number, and Enrolment Closure
Date.

Click Save & Next, the screen appears as follows.

Click OK, to
navigate to the Orientation Calendar screen

The Training Calendar section allows the Training Centre to select the training dates of the batch
from the drop-down calendar

The Training Centre can select the session details such as Date & Day, Session Planned, NOS
Taught, Start Time, End Time, and enter the Description/Lesson Plan. Click Add Session, the
added session details will appear on the screen. Further, click Save & Update Training Calendar
to complete the batch creation process.

c. Candidate Registration Process:

● Candidate needs to Register/Login on https://www.skillindiadigital.gov.in/home as Learner.


● After login (e-KYC completed) Candidate can search for the scheme on the TOP Left of
Dashboard from the drop-down as represented below.

● Select the Sub-Scheme from the Skill Hub Initiative, Click on the Apply button.
● Job Roles in particular schemes will be visible on the dashboard.
Select >> View All to see all the Job Roles and choose the Job Role for which the candidate
wants to continue the training.
● Candidate can choose the Sector from the drop-down list.

● All the Batches which are created a Day before under TC Login will be visible under a particular
Job Role as visible in the below image.
● You can search with the location option available at the top.
● Select the check box of particular batch in which you want apply for >> And click on Show
Interest as represented in the below image.

● Fill in all the required details to show interest, as visible in below image.

● On successful submission of Interest, congratulations message will be displayed, the submitted
request will be triggered to the concerned Training Centre SPOC.


Candidates can select a maximum of 5 batches to show interest in. This request will be triggered to
Training Centre (TC) dashboard.
● Verify the Batch Start Date, Training Centre Name, Training Partner Name, and Batch Timing
before showing interest in a particular batch.

d. Accepting Candidates Request for Training:

● Training centre (TC ID) can see all the requests under View and Manage Candidates.

● The list will be available under Candidate Interest >> Pending Request as shown in the image.

● All the candidates will be visible under the Pending section till the time Training Centre accept
their request one by one.
● After approval candidates will be visible under the Approved tab and the request will be sent
back to the candidate to accept the request from their login as shown in the below image.

● The request will be visible under the approved section as it is approved by the TC after interest is
shown by the candidate. Once the candidate accepts the request it will be moved to the
Accepted section.
● The candidate will be visible under the batch from where Training Centre staff can directly enrol
the candidates into the batch and process further with the training.

e. Categorization of Enrolled Candidates and Batch Submission on SIP.

 Post acceptance of the request by the candidates, list of willing candidates will be visible under
the Enrolled Candidates List section inside the created batch.

 Categorize each candidate by selecting one of the following options and click on submit:

a. In School: Candidates who are a part of the institute pursuing some course in the
institute.

b. Out School: Candidates who have been enrolled from outside and are not part of the
institute.

 Repeat the above step for all the enrolled candidates and complete the batch submission by
clicking on the submit to AB button as shown below:

 The following message will confirm batch submission on SIP.

Step 5: Training Lifecycle on SIP and Attendance Monitoring:

 Daily attendance of the candidates is to be marked on the Aadhaar Enabled Biometric


Attendance System (AEBAS). Institutes must ensure procurement and installation of AEBAS
devices before commencement of training and mark the attendance of the candidates on
AEBAS daily.

(Process to procure AEBAS devices and the onboarding process is explained in attached
document- Annexure 2: AEBAS Onboarding Process)

 First tranche amount against the batch shall be initiated on achievement of 70%
attendance for a batch on any one day within the first 20 days. (For example: If the batch size is
of 30 candidates, the attendance for 21 candidates should be marked on AEBAS within the first
20 days of training commencement to become eligible for the first tranche amount)

 The attendance will be monitored against each candidate on an hourly basis. Each candidate
should attain 70% of the total training hours to become eligible to appear for final assessment.

a. Candidate Eligibility Criteria to Appear for Assessment

It is mandatory for the candidate(s) to attain 70% attendance of the entire course duration to become
eligible to appear for assessment. All training providers need to monitor the attendance of all the batches
daily to ensure candidates meet the required eligibility criteria on the day of assessment.
The eligibility criteria for appearing for assessment is described in the below table:

Proofs are to be maintained for audit purposes.
 Hours of training attended by the candidates will
be verified by the assessor on the day of
assessment. Skills hubs need to ensure that
AEBAS attendance records and undertaking from
industry is made ready prior to the date of
assessment.

b. How to Check & Monitor the Attendance of the candidates on AEBAS Portal:

To access the candidate wise “Hourly Attendance” report, please follow the steps mentioned below:
1. Login to AEBAS portal using your login credentials
2. Go to the reports tab. (in left hand side)
3. Select advance reports option
4. Select Office location, division unit (batch id) & date range (batch start date and batch end date as
per batch submitted on SIP)
5. Click on Generate Reports.
6. Click on Export to excel.

c. Process to Extend the Batch end date of a batch on SIP:

Under PMKVY (2023) training providers have been given a provision to extend the batch end date,
maximum up to 15 days, for allowing the candidates meet the required attendance in case the candidates
are failing to meet the assessment eligibility criteria.
Steps to extend batch end date:
1. Login to your TC ID
2. Click on view schemes and access the view all batches section.
3. Click on the action button against the batch where the batch end date needs extension.
4. Click on edit batch details.

Chose the required batch end date (max upto 15 days) from the drop down list and submit)

STEP 6: Assessment & Certification of Candidate

 Post completion of training of a batch ( as per the end date on SIP), the assessment will be
conducted by the respective awarding body on the date of assessment selected by the institute
on the Skill India Portal.
 Assessment will be conducted by a third-party affiliated assessment agency who will depute an
assessor to conduct the assessment of the candidates at the training centre.

 On Completion of assessment, results of the assessment will be uploaded on the Skill India
Portal by the Awarding Body. Institutes will be able to view the results of the candidates through
the TC Id.
 Once the results are approved by the awarding body on SIP, Institutes will be able to
view/download the marksheets and certificates of the candidates by clicking on the “Candidate
Marksheet” section available in the TC Id.
