SoP - Skill Hubs
For
Promote an enabling ecosystem for the youths to get skilled and choose a career path
aligned with their abilities and aspirations.
Enable delivery of skill training in a market-oriented and demand-driven manner by
making the existing skilling ecosystem more flexible, swift, and geared to meet the
emerging demand and with emphasis on improving the employability of candidates.
Process simplification of the skill ecosystem by leveraging technology and digitalization.
Enhance access to skilling by setting up a network of skill development infrastructure in
remote parts of the country to cater to the needs of difficult geographies such as hilly
terrain, LWE-effected areas, border areas, etc. by designing special projects.
Improve inclusivity by ensuring that SC, ST, women, and other marginalized
communities can undertake skill training and eventually access gainful wage and self-
employment.
Quality training delivery through trained pedagogy, standardized assessments, and
industry relevant curriculum.
Facilitate to enhance employability of candidates through training in transferable skills
and incentives for employment generation.
Provide candidate-centric training with emphasis on industry-relevant skilling .

Skill Hubs
With an aim to utilize the permanent infrastructure and other resources like trainer available in
the educational institutions, Skill Hubs will be setup in Government and Private Schools,
Colleges, Universities (including Skill Universities) and other Higher Education Institutions.
This is in-line with the Whole-of-Government approach. All such institutions will be allowed to
implement Short Term Training as per PMKVY 4.0 Guidelines.
Infrastructure:
Availability of adequate classroom for theory classes and laboratory depending on the Job Role
to be opted. (For e.g., Computer Lab in case of Data Entry Operator).
Aadhaar Enabled Biometric Attendance System (AEBAS) installed and registered on the NIC
platform. Attendance of Candidates, Trainers, Assessors shall be captured through AEBAS.
Trainer:
A teacher/Trainer available in the own institution with domain experience shall be allowed to
impart training under the scheme. Any separate recognition will not be required.
In case of non-availability suitable Teachers/ Trainers or not interested, certified trainer may also
be engaged by the respective Skill Hubs from amongst the pool of trainers available on Skill
India Digital.
Selection of Candidates:
3. Students currently studying in the institution where Skill Hub is being set up, as well as
school/college dropouts are permitted to enroll for training under the scheme.
Attendance
Daily attendance on entry and exit through Aadhaar Enabled Biometric Attendance
System (AEBAS) for the candidate and the trainer to be ensured under STT, RPL and
Special Projects.
Compulsory AEBAS-based attendance of assessors and candidates during the assessment.
Payment to training Centres shall be linked to attendance.
Apart from the above, a Hard Copy of the Attendance Register shall be maintained in
each classroom of the TCs, mentioning the Batch Name, Batch ID, Important Dates,
Name of the Candidates, and other relevant information.
More than 70% of biometric attendance is required for each candidate to appear in the
assessment in all types of training.
OJT would be a part of the training conducted under the Special Projects, with the aim of
providing practical exposure to candidates. This experience will enhance the
employability of the candidates as they are exposed to a real work environment.
OJT will be applicable in all such Job Roles as mandated by NCVET. The approved
qualification pack shall guide the duration of OJT.
Assessment of Candidates
On successful completion of the assessment, candidates will be informed about the certificate
generation on their registered mobile/e-mail.
a. QR code-based Digital Certificate to be issued to candidates through the following
means:
Directly on their Digi-locker
Link to download on their E-mail/Phone Number.
On their profile page in the Mobile App.
b. It shall be the responsibility of Training Providers to provide one copy of the Printed
Certificate free of cost to the candidates.
Convocation
IT-based tracking of candidates upto 1 year from the date of certification shall be done for
all the candidates by NSDC.
Details of the trained candidates will be made available on Skill India Digital for
connecting with potential employers.
Through Skill India Digital, candidates will have access to job and apprenticeship
opportunities and other facilities, including loans for entrepreneurship.
Certified candidates will be linked with Rojgar Melas (including virtual) and
Apprenticeship Melas.
A candidate may enrol not more than twice for training under PMKVY in the same sector
(the second time to be for a higher NSQF-aligned job role only) or, for fresh training of a
To participate under the Skill hub Initiative, Institutes need to be registered as a Training
provider (TP) on the Skill India Portal. (Skip this step if you are already registered as a
Training Provider on SIP)
To register as a training provider (TP) on the Skill India Portal, following steps need to be
followed:
Step 1 : Go to Skill India portal à click on register on the right top or click on link
(https://www.skillindia.gov.in/direct-registration) à choose group as Training Provider(TP) à
enter the SPOC details and click on registerà Verify the OTP trigger on SPOC à User credential
shared on SPOC email ID.
Step 2 : Log in with TP User ID - Choose organization/ entity type (Govt/Non Govt.) à Choose
type of entity àSelect the type of organisation àEnter name of Organization Select year of
Establishment and upload relevant document à Mention the CEO/MD/Head of the Organization
infoà Click on “Save & Next”à Enter Address of the organisation and communication address
à Click on “Save & Next”à Accept the disclaimer Click on Save & Continue
Please Note: Only unique SPOC details are required for registration.
Step 3: à Choose type of process as Non- Accreditation & Affiliation (Non A&A)à Select
Scheme/Model as “PMKVY_SKILL_HUB” (Institutes participating under Skill Hubs are exempted
from complete Accreditation & Affiliation process) à Enter TP id under Proposal ID Click on
Submit
Post submission, the application will be reviewed by the NSDC PMU team. TP applications
post verification will be accorded “Deemed ready” status on SIP which will further enable
the training provider to apply for Training center ID (TC ID) creation for batch submissions.
Post verification of TP Id, training institute is required to share the details of Training Centre for
Training centre ID (TC ID) creation.
Post verification of TC creation request, a Training centre id (TC ID) and Password to access the
login will be shared with the respective Single Point of contact of the training center.
TC ID will give further access to the training centre to manage the entire training lifecycle of
batches created under the skill hub initiative project.
Before commencement of training, respective trainer needs to be registered on the Skill India
Portal. ( Link: https://admin.skillindiadigital.gov.in/)

To create a batch under the TC Login, training center needs to follow the below mentioned steps :

Actions - - > View Details - - > PMKVY 4.0 Skill Hubs- - > Actions - - > View Details - - > View All
Batches - - > All Batches and Job Roles - - > Create Batch
The create batch screen allows the Training Centre to enter the batch details in four sections as listed
below:
Batch Details
QP/Job Role Details
Classroom/Laboratory Details
Trainer Details
The Batch Details section displays the basic details of the batch such as Scheme Type, Batch
Type and allows the Training Centre to enter the Batch Size.
The QP/Job Role Details section allows the Training Centre to select the Associated QP (Job
Role) and displays the details of the selected QP such as Sector, QP Code, NSQF Level, and
QP Hours.
Click Add. The Batch Slots section displays the slot details such as Start Time, End Time and
allows the Training Centre to delete the added timings.
Select the appropriate Batch Start Date from the drop-down calendar. Training end date will
be auto calculated on SIP basis the job role in which the batch has been created.
The Trainer Details section allows the Training Centre to select the associated Trainer,
Proposed Assessment Date, and Preferred Assessment Language from the drop-down list.
Also displays the Trainer Certified, Email Address, Mobile Number, and Enrolment Closure
Date.
Click OK, to
navigate to the Orientation Calendar screen
The Training Calendar section allows the Training Centre to select the training dates of the batch
from the drop-down calendar
● Select the Sub-Scheme from the Skill Hub Initiative, Click on the Apply button.
● Job Roles in particular schemes will be visible on the dashboard.
Select >> View All to see all the Job Roles and choose the Job Role for which the candidate
wants to continue the training.
● Candidate can choose the Sector from the drop-down list.
● Fill in all the required details to show interest, as visible in below image.

Candidates can select a maximum of 5 batches to show interest in. This request will be triggered to
Training Centre (TC) dashboard.
● Verify the Batch Start Date, Training Centre Name, Training Partner Name, and Batch Timing
before showing interest in a particular batch.
● Training centre (TC ID) can see all the requests under View and Manage Candidates.
● The list will be available under Candidate Interest >> Pending Request as shown in the image.
● The request will be visible under the approved section as it is approved by the TC after interest is
shown by the candidate. Once the candidate accepts the request it will be moved to the
Accepted section.
● The candidate will be visible under the batch from where Training Centre staff can directly enrol
the candidates into the batch and process further with the training.
Post acceptance of the request by the candidates, list of willing candidates will be visible under
the Enrolled Candidates List section inside the created batch.
Categorize each candidate by selecting one of the following options and click on submit:
a. In School: Candidates who are a part of the institute pursuing some course in the
institute.
b. Out School: Candidates who have been enrolled from outside and are not part of the
institute.
Repeat the above step for all the enrolled candidates and complete the batch submission by
clicking on the submit to AB button as shown below:
First tranche amount against the batch shall be initiated on achievement of 70%
attendance for a batch on any one day within the first 20 days. (For example: If the batch size is
of 30 candidates, the attendance for 21 candidates should be marked on AEBAS within the first
20 days of training commencement to become eligible for the first tranche amount)
The attendance will be monitored against each candidate on an hourly basis. Each candidate
should attain 70% of the total training hours to become eligible to appear for final assessment.
It is mandatory for the candidate(s) to attain 70% attendance of the entire course duration to become
eligible to appear for assessment. All training providers need to monitor the attendance of all the batches
daily to ensure candidates meet the required eligibility criteria on the day of assessment.
The eligibility criteria for appearing for assessment is described in the below table:

(QP & OJT Hours) conducted, stating that candidate(s) has attained
‘xx’ hours during the OJT as proof of attendance.
Proofs are to be maintained for audit purposes.
Hours of training attended by the candidates will
be verified by the assessor on the day of
assessment. Skills hubs need to ensure that
AEBAS attendance records and undertaking from
industry is made ready prior to the date of
assessment.
To access the candidate wise “Hourly Attendance” report, please follow the steps mentioned below:
1. Login to AEBAS portal using your login credentials
2. Go to the reports tab. (in left hand side)
3. Select advance reports option
4. Select Office location, division unit (batch id) & date range (batch start date and batch end date as
per batch submitted on SIP)
5. Click on Generate Reports.
6. Click on Export to excel.
Under PMKVY (2023) training providers have been given a provision to extend the batch end date,
maximum up to 15 days, for allowing the candidates meet the required attendance in case the candidates
are failing to meet the assessment eligibility criteria.
Steps to extend batch end date:
1. Login to your TC ID
2. Click on view schemes and access the view all batches section.
3. Click on the action button against the batch where the batch end date needs extension.
4. Click on edit batch details.
Chose the required batch end date (max upto 15 days) from the drop down list and submit)
Post completion of training of a batch ( as per the end date on SIP), the assessment will be
conducted by the respective awarding body on the date of assessment selected by the institute
on the Skill India Portal.
Assessment will be conducted by a third-party affiliated assessment agency who will depute an
assessor to conduct the assessment of the candidates at the training centre.
