(VERIFICATION OF A-LEVEL QUALIFICATIONS BY AWARDING INSTITUTIONS)
This advisory is issued to guide all A-level certificate awarding institutions on the procedures of
verifying the certificates claimed by candidates during the 2024 DE registration exercise.
This is a follow-up to the earlier issued advisory referenced No. 2024ff01, dated 31 st March, 2024 (copy
attached) on the above subject. This edition is issued to reiterate the previously raised matters as well as to
guide all A-level awarding institutions on the procedures to be followed to verify the certificates claimed by
candidates during the 2024 DE registration exercise.
All concerned institutions should therefore take note and adhere strictly to the provisions herein:
1. As part of the requisite requirements for Direct Entry application, all applicants’ qualifications must
be uploaded at the registration point (JAMB Professional Registration Centre (PRC), while the Head
of the awarding institutions gets notified immediately through email to verify the candidates’ claims.
2. The Institutions are expected to log in to the JAMB website via this link-
https://efacility.jamb.gov.ng/InstitutionSignin . Please, note that the link is also included in the
mail sent to the Heads of Institutions once candidates’ certificates are uploaded during
registration. Institutions without efacility account should contact JAMB through the CAPS
mail for details.
3. On Login, by the left pane menu list, click on Certificate Verification (DE Registration) menu to
view the list of all untreated candidates’ applications.
4. To treat each candidate’s application, click on the “Process Button” beside the name of the
candidate to pull the candidate’s full information, including the uploaded certificate.
5. To confirm that a candidate’s certificate is genuine, select the “ first radio button” and click the blue
“Authenticate Certificate” button. This verifies the certificate as genuine and also sends an email
and SMS to the candidate (and reflects on the JAMB’s profile of the candidate) confirming the
authenticity of his/her certificate.
6. To confirm that the certificate is fake or rather not issued by the institution, select the “ second radio
button”, while you specify the reason for disapproving the certificate and click on the “Disown
Certificate” button. This disowns the certificate and also sends an email and SMS to the candidate
(and reflects on the JAMB’s profile of the candidate) informing him/her why his/her certificate was
disowned by the institution.
7. As soon as either of steps (5) or (6) above is completed, the response will be automatically sent back
to the database for update.
8. The procedure is a continuous process and all candidates must be treated individually.

This advisory is issued to guide stakeholders on the alignment of data for the 2024
DE registration and verification of candidates’ data

1.0 PREAMBLE
The Board has been receiving series of complaints from institutions on candidates with
forged or fake A-level certificates. Each institution has the policy of verifying the
credentials of admitted candidates to ascertain their authenticity. One of such exercises
was carried out by Bayero University, Kano, where the results of 148 admitted students
were verified and 142 of them were found to be forged or faked. The Independent
Corrupt Practices and other related Offences Commission (ICPC) in conjunction with
the Federal Ministry of Education and JAMB subsequently carried out a sting operation
at the A-level examination venues across the country. The result of which was extremely
embarrassing to the Education sector. The then Chairman of ICPC said that much.

As a result of this, the Board had to, with the approval of the Federal Ministry of
Education, act appropriately and establish the Nigeria Integrated Post-Secondary
Education Data System (NIPEDS) which has the mandate to verify all A-level
certificates used in the DE application before admission is considered.

2024 DE CANDIDATES VERIFICATION FLOW


Find below the flow of candidates’ verification by NIPEDS:
Every candidate presents his/her credentials for DE registration at any of the JAMB
PRCs/State Offices.

a. Upon receiving the document, it is classified as follows:


i. For IJMB, JUPEB, NABTEB or Cambridge (post-2018) certificate or
awaiting result candidates of IJMB, JUPEB or NABTEB, the candidate data is
compared to the databank on NIPEDS for such qualifications. The system
checks with the candidate’s number as supplied by the respective examination
body. The system verifies alignment of name, qualification, subject and
grades (where applicable). Once the alignment is confirmed, the candidate
continues and completes his/her registration.

ii. For other qualifications other than “i” above, the credentials of the candidates
are transmitted to the respective institution to authenticate/verify the claim.

iii. If the institution is compliant (credibility of prompt response to verification


request in 2023), the candidate is allowed to complete his/her DE registration
without waiting for verification of the result from the awarding institution. For
the avoidance of doubt, the following 15 institutions are regarded as non-
compliant for the on-going 2024 DE registration:

2.0 EXPERIENCE/LESSONS FROM 2023 VERIFICATION EXERCISE


The Board had on 23rd February 2023 issued an advisory to guide the registration of
candidates seeking admission through Direct Entry (DE) in the 2023/2024 academic
session. That was to address the issue of candidates who intended to use forged or fake
A-level certificates/qualifications to secure admission.

For effective monitoring, DE registration from 2022/2023 academic session, has been
restricted to JAMB-PRCs (offices).

For 2023 registration, of the 44,866 candidates who applied for the DE (or converted
from UTME) 1,957 have so far been disclaimed by institutions/examination bodies.
The verification exercise by the Nigeria Post-Secondary Education Data System
(NIPEDS) also revealed some discrepancies which could unduly disadvantage
students/candidates or provide avenue for their impersonation. The discrepancies are:

1.0 PRE-DE REGISTRATION ALIGNMENT


Going by the experiences of the 2023 DE registration exercise, the Board has introduced,
where necessary, the pre-registration checks and data alignment for applicants with only
IJMB, JUPEB, and NABTEB qualifications . This provision enables the system to
authenticate the details supplied by a prospective candidate at the point of registration with
what has been preloaded by the examination bodies. A platform “ THIRD-PARTY A -LEVEL
DATA ALIGNMENT PLATFORM (TALDAP)” has been provided to cater to this.

When a candidate’s data (spelling of name, result/grade, subjects) do not align or are not
included with the records supplied by the examination bodies, an alignment must be done
on the TALDAP, before proceeding with the DE registration with JAMB.

It is worth noting that there are ONLY two (2) types of pre
-registration data alignment
available on the TALDAP system:
a. Missing candidate’s data alignment (data omission) : This type of alignment
can only be carried out when at the point of registration, the
exam/matric/registration number supplied by the candidate and on the
presented credential of the candidate for a particular qualification

Once the application is approved or rejected, the candidate gets an email confirming
the approval/rejection of his/her application and the same is reflected on the profile
of the candidate.

This advisory is issued to guide Examination Bodies (IJMB, JUPEB and NABTEB) on the process
of recommending or rejecting applications for alignment of data for the Direct Entry (DE)
registration effective from 2024

1.0 PRE-DE REGISTRATION ALIGNMENT


Going by the experiences of the 2023 DE registration exercise, the Board has introduced,
where necessary, the pre-registration checks and data alignment for applicants withIJMB,
JUPEB, and NABTEB qualifications . This provision enables the system to authenticate the
details supplied by a prospective candidate at the point of registration with what has been
preloaded by the examination bodies. A platform “THIRD-PARTY A-LEVEL DATA
ALIGNMENT PLATFORM (TALDAP)” has been provided to cater to this.
When a candidate’s data (spelling of name, result/grade, subjects) do not align
with or are
not included in the records supplied by the examination bodies, an alignment must be done
on the TALDAP, before proceeding with the DE registration with JAMB.
It is worth noting that there are ONLY two (2) types of pre
-registration data alignment
available on the TALDAP system:
i. Missing candidate’s data alignment (data omission) : This type of alignment can
only be carried out when at the point of registration, the exam/matric/registration
number supplied by the candidate and on the presented credential of the candidate
for IJMB/JUPEB/NABTEB does not return any candidate’s data.
ii. Data discrepancy alignment : This type of alignment can be carried out, when at the
point of registration, the exam/matric/registration number supplied by the candidate
and on the presented credential of the candidate, for a particular qualification,
returns a candidate’s data that contain name spelling mistakes/omission, different
grades, and/or subject combinations, other than what was presented in the
candidate’s credential.

2.0 PROCESS OFRECOMMENDING/REJECTING APPLICATIONS FOR DATA ALIGNMENTS


FOR IJMB, JUPEB, AND NABTEB QUALIFICATIONS
This step-by-step procedure outlines how an examination body canrecommend/reject an
alignment of data application processed by a candidate:
i. Visit NIPEDS Home Page:
a. Open the web browser and go tonipeds.jamb.gov.ng
b. Navigate to the examination bodies portal section on the homepage and click
on the “Visit Portal” button.
c. On the new page, enter your login details and click on the “Submit” button
.

ii. View applications: Navigate to the Data Bank menu on the homepage and click on
the “Data Alignment Applications” submenu.

iii. Recommend/Reject application: Click on the desired application. On the page


shown, view the details of the application.

a. To reject anapplication: Click on the “Reject Application” button. On the


confirmation modal shown, provide the reason for rejection. Confirm your
rejection by clicking on the “Confirm Rejection” button.

b. To Recommend an application:Click on the “Recommend Application”


button. On the confirmation modal shown;
- Enter the reason for recommending the application .
- If the application is a data discrepancy alignment application,
select the type of data discrepancy that is applicable (alignment of
name spelling, alignment of subject, alignment of grade)
- Upload the candidate data.
- Click on “Confirm Recommendation” to submit the entered
details. Once it is submitted, it awaits approval by JAMB before the
uploaded data can be added to the bank .

3.0 JAMB APPROVAL/REJECTION


It is important to note the following actions that take place once the approval/rejection
process is completed by JAMB:
- Once the recommendation has been approved/rejected by JAMB,
the system automatically sends an email to theexamination body.

of his/her application.

All applications of admissions to First Degree, National Diploma,
National Innovation Diploma and the Nigeria Certificate in Education
into Full-Time, Distance Learning, Part-Time, Outreach, Sandwich,
etc., must be processed ONLY through the Joint Admissions and
Matriculation Board (JAMB).
No Institution should advertise or sell “application forms” for
admissions into the programmes. Institutions should advise candidates
to apply to them through Joint Admissions and Matriculation Board
(JAMB). Duplication of application forms is NOT allowed.
Joint Admissions and Matriculation Board (JAMB) and the three (3)
Regulatory Agencies (National Universities Commission (NUC),
National Board for Technical Education (NBTE) and National
Commission for Colleges of Education (NCCE) will ensure that all
Tertiary Institutions comply with this policy directive. Other
Professional Regulatory Agencies will also play a role in sanitizing the
process.

The duration of all Non-Full Time Studies must be maintained as


approved by the Regulatory Agencies. This is generally not less than
one hundred and fifty percent (150%) of the equivalence of Full Time.

ADVERTORIALS
Institutions that desire to place advertisement can do so with the
requirement that candidates who sat for the current UTME (or DE
candidates) should change to their institutions as First (1st) Choice
rather than requesting the candidates to purchase another application
form or apply. This is to prevent the issue of double registration which is
a violation of the mandate of JAMB.
It should be reiterated that no Institution should advertise or sell
“application forms” for admissions into the programmes listed above.
