EXECUTIVE ORDER NO.003


Series of 2016

ORGANIZING THE BIDS AND AWARDS COMMITTEE OF BARANGAY LUMBAAN-BICBICA, PINILI, ILOCOS
NORTE

WHEREAS, Republic Act 9184 and its implementing Rules and Regulations provides for the
Organization of the Bids and Awards Committee;

WHEREAS, Rule V, Section 11, Subsection 11.2 911.2.4) provides that members of the Bids and
Awards Committee shall have a fixed term of one (1) year, reckoned from the date of appointment,
thus, a need to reorganize the members;

WHEREAS, the organization of the Bids and Awards Committee will improve the quality of
projects on especially on infrastructure;

NOW THEREFORE, I, CONRDO B. MADARANGBarangay Chairman of Brgy. Lumbaan-Bicbica,


Pinili, Ilocos Norte, by virtue of the powers vested in me by law, do hereby order the following:

Section1. ORGANIZATION. There shall be an organized Bids and Awards Committee of Brgy.
Valbuena ,Pinili, Ilocos Norte.

Section 2.COMPOSITION.The following shall compose the Bids and Awards Committee:
Chairman - Fe M. Tiro - Brgy. Kagawad
Members - Rodolfo R. Baldomir - Brgy.Kagawad
Dante R. Yarcia - Brgy. Kagawad
Marife M. Pidot - Brgy. Kagawad
Angel C. Cadiz - Brgy. Kagawad
Noel C. Baldomir - Brgy. Kagawad
Ricardo R. Calaycay -Brgy. Kagawad

Section 3.FUNCTIONS. The Bids and Awards Committee shall have the following functions:
1. Advertise and/or post the invitation to bid;
2. Conduct pre-procurement and pre-bid conferences;
3. Determine the eligibility of prospective bidders;
4. Receive bids;
5. Conduct the evaluation of bids;
6. Undertake post qualification proceedings;
7. Resolve motions for reconsideration;
8. Recommend award for contracts to the head of the procuring entity or his duly
authorizes representative.
9. Recommend imposition of sanctions;
10. Recommend alternative methods.

Section 4.TECHNICAL WORKING GROUP. The following members of the Technical Working
Group shall assist in the procurement process, particularly in the eligibility screening, evaluation
of bids and post qualification.

Section 5.SECRETARIAT. There shall be created secretariat which will serve as the main support
unit of the Bids and Awards Committee. The Secretariat shall compose the following.

The Secretariat shall have the following functions:

1. Provide administrative support to the BAC


2. Organize and make all necessary arrangement for the BAC meetings;
3. Attend BAC Meetings as Secretary;
4. Prepare minutes of the BAC Meetings;
5. Take custody of procurement documents and be responsible for the sale and distribution of
bidding documents to interested bidders;
6. Assist in managing the procurement processes;
7. Monitor procurement activities and milestone for proper reporting to relevant agencies
when required;
8. Consolidated Project Management Procurement Plan from various units of the procuring
entity to make them available for review as indicated in Section 7 of the Implementing Rules
and Regulations;
9. Make arrangements for the procurement and pre-bid conferences and bid openings; and
10. Be the central channel of communications for the BAC with end users, Project Management
Officers, other units of the line agency, other government agencies, provides of goods, civil
works and consulting services and the general public.

Section 6.OBSERVER.To enhance the transparency of the process, the BAC shall in all stages of the
procurement process, invite, in addition to the representative of the Commission on Audit, at least 2
observers to sit in its proceedings:

1. At least one (1) shall come from a duly recognized private group in a sector or discipline relevant
to the procurement at hand, for example:

a. For infrastructure projects


(i) National Constructors Associations duly recognized by the Construction Industry
Authority of the Philippines (CIAP), such as but not limited to:

The Philippine Constructors Associations, Inc. (PAC); and the National Constructors
Association of the Philippines, Inc. (NACAP); and
(ii) The Philippine Institute of Civil Engineers (PICE)

b. For Goods

A specific relevant chamber member of the Philippine Chamber of Commerce and


Industry (PCCI)

c. For Consulting Services

(i) A project related professional organization accredited or duly recognized by the


Philippine Regulation Commission or the Supreme Court, such as but not limited to:

The Philippine Institute of Civil Engineers (PICE); and


The Philippine Institute of Certified Public Accountants (PICPA); or

(ii) The Confederation of Filipino Consulting Organizations (NGO).

Section 8.EFFECTIVITY.This Executive Order shall take effect immediately upon its approval.
