Subject: Opening a Bank Account for the Niger High Council of Investment

In reference to the confirmation of the Government of Niger with respect to its participation in Expo
2020 Dubai (“Expo 2020”), I, the undersigned, hereby confirm that the Government of Niger has
appointed me as the Commissioner General of Section of the Niger pavilion to act as its representative
and be responsible of the management and operation of the said pavilion.

Therefore, and for the purpose of facilitating the participation of Niger in Expo 2020, especially the
financial transactions necessary for the operation of the Niger pavilion, we are writing to you to request
opening a bank account under the name of Niger High Council of Investment .

By virtue of the powers granted to me as per the license issued by Expo 2020, and indicating me as an
authorized signatory on behalf of Niger pavilion, I hereby confirm that I am authorized to open, operate
and close bank accounts with Emirates NBD Bank P.J.S.C. and shall have the right, including , without
limitation, to withdraw, transfer, issue cheques, request Debit Cards/ Credit cards, enrollment with
Smart Business, transact on the account in any manner or way, and to execute all necessary documents
required to open a bank account with Emirates NBD Bank P.J.S.C, in addition to my right to delegate any
and all my powers to any other person to act on behalf of the Niger pavilion in this matter. I hereby
appoint and make Madam Tina Abdou Saleye my delegates-in-fact, who shall have full power
and authority to represent me and act on my behalf.
